the nikkei down half a percent. hang seng and kospi in the red. lauren: as we're waiting for ink to paper for the phase one, the ftse is up a quarter of 1% in london. cheryl: breaking this morning, it is our top story, the u.s. and china set to declare a trade truce today. the two countries going to sign the first phase of the trade deal following a two-year standoff. lauren: unbelievable. edward lawrence has been following this story very closely. he joins us live from washington right now. good morning. what do we know now? as they say, the he devil's in the details and we don't have all of them, edward. >> reporter: no one has actually read publicly the full agreement. we do know that there will be some structural changes in china's -- china's already started to make some of those. that signing will happen today. this could be the single most important signing of this presidency so far. we'll have to see exactly what's in this deal. but last night i could tell you that the chinese vice premier

met robert lighthizer and later on the delegation in washington, d.c. they went to dinner last night. that meeting lasting several hours there. this is the only american video of this meeting. you can see liu he going inside the deal here. rn white was able to get this handshake greeting there on the eve of the signing. it will be posted the moment that the agreement is signed. sources say the chinese will be at the white house about 11:00 a.m. this morning. there will be a meeting with the president and then a signing ceremony. it's expected to speak at at the signing ceremony, u.s. treasury secretary steven ne mnuchin and trade representative robert lighthizer and we will hear from liu he about this. following the ceremony a lunch will take place. the u.s. chamber of commerce has been briefed and included, bounced off with ideas by the u.s. trade representative's office. the senior vice president of

asia, charles freeman, says from what he has read in the agreement, there are enough structural changes and enforcement to change the trade relationship with the u.s. listen. >> we're in the business of giving the chinese and the administration the benefit of the doubt and, frankly speaking, it's been a really rough couple years for our consumers, for our businesses, because of the tariff challenges and so we're really pleased to see a cessation of that and we're looking forward to a strong and successful implementation of this phase before we get onto the next phase. >> reporter: freeman is cautiously optimistic about this. he sayses he's going to watch the implementation of this very closely as is the u.s. trade delegation here. freeman met with the chinese trade delegation yesterday. i spoke with him after that. he said the chinese affirmed to him in a strong manner that they will follow through with this agreement. in fact, the chinese met with dozens of u.s. businesses, they had the same message that give

them time to implement but they will follow through with this trade agreement. it was standing room only in their hotel for those meetings. freeman said he was the whole 25 member chinese delegation on one side of the table, he was on the other. they were trying to show him that they will honor this. we'll have to see. the devil's in the details. back to you. cheryl: any idea if thish hugh of -- issue of huawei is specifically addressed in the agreement. >> reporter: the short answer, no, it is not going to be specifically addressed in the agreement. we're hearing we're going to see regulations related to huawei and other chinese companies coming out of the commerce department. that is expected to happen fairly soon about that within this agreement it covers currency, covers intellectual property, also covers agriculture, the buy is $50 billion worth of u.s. specifically with agriculture, $200 billion over the next two years, the chinese are going to buy in all goods and services from the united states. but it does not include

specifically huawei. lauren: edward lawrence, live in our nation's capital on this historic day. thank you. meanwhile, we have six democratic presidential hopefuls taking the stage last night for the final debate before the iowa caucuses and moments got pretty tense p. cheryl: hillary vaughn was therthere for all of the action. she joins us with the highlights. >> reporter: senator bernie sanders and else l else got into -- elizabeth warren got into a disagreement last night on stage. it wasn't over policy. it was personal, after senator warren retold her claim that behind closed doors bernie sanders told her in december of last year she did not think a woman could win in 2020 but last night sanders flatly denied that and denied warren's retelling of that private moment, saying he didn't say it. later, the two got into an awkward disagreement about who defeated a republican in the past and who would be the best candidate to do it again in

weapons. all democrats on stage took turns fighting over trade deals negotiated by trump. sanders said he would not support the usmca because it did not have the words "climate change" in the deal. >> we have forced american workers to compete against people in mexico, in china, elsewhere, who earn starvation wages. every major environmental organization has said no to this new trade agreement. because it does not even have the phrase "climate change" in it. >> we have farmers here in iowa who are hurting. they are hurting because of donald trump's initiated trade wars. >> i don't know that there's any trade agreement that the senator would ever think made any sense. >> joe and i have a fundamental disagreement here. in case you haven't noticed. >> reporter: all candidates on stage picks themselves as the best person to take on trump in november, by attacking them on the economy.

revamped $1.2 trillion deal. treasury secretary steven mnuchin said it will add at least half of 1% to the u.s. gdp. well, former national security advisor michael flynn looking to withdraw his guilty plea. the motion filed yesterday by his legal team cites the reason as, quote, bad faith by the government. it follows the decision by the justice department last week, recommending flynn only serve six months in prison. the former national security advisor pled guilty in 2017 to lying to the fbi during the russia investigation. flynn is expected to be sentenced on january 28th. and more fallout from the mlb sign stealing scandal. red sox manager alex cor kora it of a job. the league claims he developed the system to steal pitching signs when he worked with the houston ahowhouston astros.

dobbs last flight about the u.s.-china trade deal and how it's going to be enforced, keeping tariffs on china something our edward lawrence has been reporting on for a while. is all of this pressure on beijing to address u.s. concerns, including the forced transfer of technology, is any of this going to come up in phase two. let's bring in dean chang. are the chinese going to live up to their end of the bargain? >> that's the hundreds of billions of dollars question, isn't it? on the one hand, if they want these tariffs, all of them removed they're going to have to. but i would caution that we have seen in the south china sea a chinese promise to president obama that they would not militaryize the south china sea. they did. when we asked about it, they said putting missiles on things on the islands doesn't count as

militaryization. the devil will be in the details of the agreement. cheryl: we'll have to read the agreement today. i want to bring in dominic tavello. we're not going to get the actual text of the agreement until it's signed. that's about midday. market reaction r, what are you expecting? >> we saw it yesterday. i think the market was expecting a lot more. this should not have surprised anybody. this administration decided from day one they're going to hold china's feet to the fire, hold them accountable. part of this is targeted tariffs, as you meet certain goals, we'll get rid of the tariffs. none of this should be a surprise. cheryl: of course this is going political. it hasn't been signed yet. you've got senator chuck schumer, dnc issuing a statement they're frustrated and disappointed by phase one. what do you think of the democrats' reaction in all this. >> this is an election year. i would expect the democrats to be critical of anything, short

of china becoming a market of free trade. cheryl: the reaction from analysts around the world, i mean, the economies of the u.s. we've already reported wasn't necessarily that hit by the tariffs but the tariffs are staying in place. even though the chinese are committing to buying agriculture. certain sectors are being pointed to now, energy, services, agriculture, and manufacturing as u.s. industries that will benefit from this. do you agree with that? >> i do. we've actually seen those industries hurt the most, especially agricultural area. look, these are needs that the chinese economy has to have. we talked about pork, soybeans and certainly energy's a big need for the chinese economy. this is kind of a win for them. it solves some of their problems. it's a win for the trump administration. they don't want to go into an election year, the election nine months away, potentially putting our economy in danger. cheryl: and also not working on

phase two. real quick, dean, huawei, we called it a national security threat, the secretary of state called it a national security threat. edward lawrence says as far as he knows it's not going to be addressed in the agreement specifically. your final reaction? >> i think even if huawei specifically isn't in the agreement, how with intellectual property and hacking, which is really the underlying problem with huawei and zte is hopefully going to be addressed. cheryl: it's going to be a big day for the markets and of course a historic day as this deal is signed. dean, thank you very much for being here, dominic, of course, thank you to you guys. lauren: we have stunning footage from a security camera showing two missiles hitting the ukrainian international airlines plane last week amid a report that the person responsible from the footage was arrested on iranian authorities on charges related to national security. the shooting down of the jet killed all 176 people on board. the u.s. is preparing to cut military aid to iraq if the u.s.

area. cheryl: let's bring in brett larson. never thought i would say jet fuel and children in the same sentence. >> this is really troubling. we started hearing reports about this yesterday, right after it happened. it was a delta flight to china that had a mechanical issue and needed to dump fuel so it wasn't too heavy so it could return back to the airport. you can see what's happening. normally, when you dump fuel from an aircraft according to the faa is you do it over unpopulated areas or you do it higher up so that the fuel by the time it reaches the ground is dispersed and it's not bad of. in this instance, it came down over two schools, an elementary school and a high school, and several children and teenagers were sent to the hospital because they were -- i mean, you can see, that is not normal. delta released a statement saying this is not what we planned on doing,ist was a mistake. you can see they're explaining they had an issue. cheryl: so they're apologizing.

hours before a house vote today to finally send articles over to the senate. republicans planning their trial strategy and warning that both sides could call witnesses. cheryl: jackie obanez has details. >> reporter: president trump came out swinging at his packed rally in milwaukee. the president slamming democrats on the eve of impeachment proceedings. >> they want to impeach. impeach the president of the united states over a perfect phone call. it's the greatest hoax ever perpetrated on our country. >> reporter: today, house democrats are expected to vote to send articles of impeachment to the senate after weeks of delays, impeachment managers will also be selected to act as prosecutors in the trial. house speaker nancy pelosi releasing a statement reading in part, the american people deserve the truth and the constitution demands a trial. the president and the senators

bernie sanders and elizabeth warren after sanders was accused of saying a woman couldn't win the presidency. why are the two friends taking jabs now? we ask chairman of the committee to defend the president, ted harvey and democratic association director, wendy wallace p thankin. thank you for joining us. who do you think won the debate last night and why is elizabeth warren all of a sudden taking jabs at her friend bernie? >> well, she's taking jabs because bernie is leading in the polls and he crushed it in the debate last night. he is the only one that's proudly and unapologetically up there he' espousing the left socialist agenda. everyone else is trying to play catch-up and it's not selling to the leftist voters who make up the primary voters in the democrat election. so everybody is now going to be going after bernie. that's why his good friend elizabeth warren is going after him. lauren: would you agree, wendy? >> i would not agree with that

categorization. i think all of the frontrunners had good nights last night. i wish that senator klobuchar had been able to a little more forcefully give her shoutout to governor laura kelly in kansas. but i don't think that the party is as far to the left as portrayed here and so i think we are seeing some of that come through as well. democrats are really focused on the kitchen table issues that the american voters care about and we're going to see that. only 43% of iowa caucus-goers are fully committed at this point. so it's really still a jump ball. lauren: i want to talk about the kitchen table issues. one of them is certainly the economy and, ted, we're going to play a sound, split screen. you hear president trump at his rally last night talking up the economy and the democrats saying what they're going to do about it at the debate. let's watch. >> the greatest economy in our

history, we've created 7 million jobs since the election including more than 1 million manufacturing and construction jobs. nobody thought that was possible. >> with regard to the economy, i can hardly wait to have the debate with him. >> i can beat trump on the economy. >> i'm ready to take on this president on the economy. lauren: ted? >> well, trump is right, this is the best economy in my lifetime and every democrat up there throughout those plat tied -- threw out thos out those platit. trump got elected and you see what's happened. the democrats have nothing to bring to the american people when it comes to the economy. that's why all they're doing is offering free stuff, free healthcare, free college, free day-care. they have nothing else to offer to the american voters other than free stuff. lauren: you have the more moderates in the pack, pete buttigieg, amy klobuchar saying

hold up, we realize the far left of the party is promising all this for free but it doesn't work like that. >> i mean, nothing is free and we all know that. i think what they are focused on is showing the american people examples of how we have gotten it done. there's some great gubernatorial examples in the states. a lot of our amazing moderate governors who have won in trump states really infusing jobs into the economy and these democratic candidates will be able to point to that and they'll be able to utilize those playbook as they go up against president trump. lauren: with you fewer democrats on the stage, we were hoping we could see more differences in their policy and i'm not sure we got a lot of differences. ted, i want to ask you, where does mayor mike bloomberg fit into all of this. on twitter last night his campaign put out i guess you can

call it an advertisement, a spot that says now that i have your attention, spot mayor bloomberg among these meat balls. it's so odd. i don't understand what's going on. do you? >> no. it was a very odd ad, whatever you want to call it. but bloomberg will be the disrupter in this election. i think there will be no frontrunner coming out of the first four primary states and then it goes to super tuesday and bloomberg is literally spending a fortune in these super tuesday states and he will have such a head start on the other candidates that i think that he could be the frontrunner by the end of super tuesday and that will totally change the outlook of the democrat primary moving forward. lauren: it sure will. ted, wendy, thank you so much for the time. >> thank you. cheryl: since you brought it up, let's talk about meat balls, seriously. >> lauren: i can't figure this out. cheryl: this is the weirdest thing. michael bloomberg not on the debate stage but he was on

mental health issues, anxiety, depression, doesn't necessarily mean these can't be successful contributing members of society. so we think employers would be well served looking at this talent pool when trying to fill jobs remaining in the country today. cheryl: in general, more than 50% of people that serve time find themselves unemployed a year after they're released. 9% of our nation's veterans do have some type of record. is that a high number or is that number actually improved? >> well, i think it's right in line with the average -- the national average for people just in general that have criminal records. it's reported that 70 million americans have some sort of criminal history in their background. so i think the number coincides pretty well with the national average. cheryl: we're looking at companies that you're working with that are looking to hire these veterans, to reach out to them, and we always say this. it is not a handout.

it's a hand-up of. you've got jp morgan chase, coca-cola, walmart and starbucks. talk about your relationships that you've built with these companies. >> well, a lot of the companies there we work with in our day-to-day business at veteran recruiting and a lot of them already had programs in place to consider applicants that have some criminal history and with the first step act and the fair chance act being passed last year by the president and congress, that stops companies from asking applicants if they have a criminal record on the application, these same group of companies stepped up and said we would absolutely give those same privileges to veterans and we'll definitely look at them for positions that they have available. cheryl: the unemployment rate for our nation's heros is 2.8%, is that right, kevin? >> you hear different numbers, hovering right around 3%. it's consistently lower than the national average which surprises many but it's right around the 3% range. cheryl: it's because of people

player, jack yo brewer, and jac, part of this documentary has phone calls that aaron hernandez made, saying the pain killers that the nfl was giving me really messed me up and i know you are passionate about what these drugs and what injuries do to players. to their brains. >> yeah, this is real. the brain is something that we still don't fully understand. you know, we made a lot of advancements over the last decade but it's really the final piece of the purchase you zell when -- puzzle when it comes to the body. scientists can go back and forth, have different theories but if you ask people close to aaron hernandez, there was a change in him. you can't deny the realities of cte. i know cheryl has done a lot of research on this as well and we've discussed these topics. i think this documentary will be very revealing to people and hopefully real. this is such a tragic story and you've just got to keep in mind

that cte is still causing problems, not just with aaron hernandez, but you see some players right now who are probably going through the same things. cheryl: i was going to ask you, we talked about this every year and a there still is concussions in the nfl. there's a health and safety department at the nfl. do you think the league is doing enough right now to deal with r current concussions on the field? >> you know, currently there's just not a lot you can do. s there's been so much technology as you know put into the helmets and at the end of the day, the sport is a collision sport. they've done a lot to change the rules and i applaud them for that. but i think the realities of it for the young players and the players coming up, i think those have been suppressed a little bit because the effects of concussion are really real. i mean, i don't like bringing up this but you look at players like antonio brown right now and what he's going through and you've got to question if a lot of this is due to some of his head injuries.
