people have to remain calm. i do think look at the numbers and you look at these numbers, it will be interesting to see what you find. there was a big statistic way under 1%. one tenth of 1%. nobody really knows. we have to find out. the problem is, people that get better, they don't see a doctor or to the hospital, they get better. the numbers would look much better if they all got tested. the amazing thing, a tremendous job. a member that when you add last month number, which was a correction across 80000 jobs, 350,000 jobs. that was shocking. i was watching and they said these are unbelievable numbers.

we were shocked by the numbers. over 350,000. so in the united states, i think it's fine if they want to do it. i don't think it's an overreaction but i wouldn't be generally inclined to do it. it depends on what company you are talking about. you're thinking about another country, or the united states -- people have to feel comfortable. you look at, do i want to go to china or certain parts of italy? do i want to go to south korea like that? that's a different decision. you have some parts of the wor world, most parts of the country, this land of ours, this

the phone with the vice president. if it were up to me, i would be inclined to say leave everybody on the ship but a lot of people rather do it a different way. they were rather quarantine, when they do that, the numbers are going to go up. the 240 is going to go up. i assume that perhaps, it's a great big ship, thousands of people on it. that's a big ship. if it were up to me, i would do it that way. a lot of people think we should do it the other way. americans are mostly american, we have to take care of them. bring them off the ship. they'll be under quarantine and they'll be tested carefully. somebody said today, in fact the governor said a friend of yours.

>> the manager at the airport, bringing the task force here, they did a great job yesterday, claiming procedures and others put in place and making sure everyone multiple times before they get on, if you're traveling across the country, people rejected them as well. one person at the airport, it was negative. it is safe to travel right now.

just be very careful, do the things the cdc and the doctors say vice president says to do, that is to keep your hands clean, if you're sick, don't go to the airport. >> how hard it is to get on the plane, he was tested two times, where watching them very closely. instead of being negative, we should be positive. they're doing a phenomenal job. something that came out of nowhere. >> it's just helping people understand when they get a test, how many kids now? >> cdc directors do it.

by the end of this week, they were supposed to have about 1 million tests. >> 1 million, they shipped 700,000 already. the remaining copy tested here. doctor monroe i think 10:30 a.m. they have to do quality control and if they pass -- >> anybody right now, and yesterday, anybody who needs a test, they are therapy if they have the test. anybody who needs a test gets a test. a doctor who wants a test, somebody coming off the ship, which again, want to bring all of those people off. i don't like the idea but anybody who needs a test can have a test. we are all set, they have enough.

in addition to that, they are making millions more as we speak. as of right now and yesterday, anybody can get a test. not as perfect as that but pretty good. >> i want to add, with testing, you can't come in from south korea. you have to ask doctor. >> one other thing, the availability of clinical tests. secretary vice president last week brought together all of the major diagnostic companies you all know so well and ask them to come together. the already work together, to bring the test around our nation.

when they presented it, they felt that either by monday, they are going to begin to block this test, as the president said, the issue now is whether the commission's belief test indicated that. it's not going to be about the availability of the test, it's about clinical judgment. >> is the highest level of testing. >> for my standpoint, i want to rely on people, i have great experts working 24 hours a day on this. they would like to have the people stay but i told them i

would like the numbers staying where they are. i don't need the numbers doubling because of one ship. that wasn't our fault. it wasn't the fault of the people on the ship either. it wasn't our fault either. they are mostly american. i would rather have tuesday off, personally but i fully understand if they want them off. i gave them the authority to make that decision. i'm saying whatever it is, i like the numbers, i would rather have the numbers stay where they are. if they want to take them off, if that happens, the 240 is going to be higher and probably the 11th will be higher. it probably chris them.

platform of the test we develop. we develop using that. a platform that secretary was saying, it's been put in most hospitals for hepatitis c, as we sit here today, we are trying to validate whether the test we made would be validated on the platform. the private sector is already going, they are moving now. >> hiv, i talked about, hiv three within nine years now, they came up with the answers for the stuff that three years ago, four years ago, he would have said in possible. you look at what they've done,

it's identical. other countries are dealing with it. we should be giving them a lot of credit. this was a very condensed one. they are going to be having tests done in other people's two years ago, it was taking two years. they are making great progress. other countries are dealing, the same people who are talking to now and others. their incredible people. they deserved tremendous credit. imagine south korea, they are dealing with this all the time. when you mention italy, we are working together with china, we are working together with everybody. these are incredible people. we should be not knocking them, we should be praising them. they've done incredible stuff.

strike and what it's going to be. this is different than something else. it's a very different think that something else. i think they've done a great job. if i didn't think they did -- i just don't think that they're going to without seeing something. we saw something in china. as soon as we saw that happening, is very interesting. they spotted something going on in china. you see the labs i just saw, i would love to see that. they started something in china and started working on it just in case it should come here. also to help china. some think that's been official, they're going to want to give it to us, china is working closely with us, south korea, italy, all of them.

again, 220 and 11, that's where we are now. we don't have a forecast because we don't know. we don't know how many people have this, they are not going to the doctor or the hospital in the higher the number is, the better the numbers yet. they get better. nobody is marching it down. i think the numbers very high. it's much higher but it never gets shorted because they're not going to hospitals or doctors. the people were sick enough to go to a hospital or a doctor are the ones getting reported. we are prepared. we are prepared for anything. what they've done is incredible. i've seen what they've done back there, it's incredible.

that number, which is about a quarter of a% of the u.s. population, the president promised that anyone who wants to get a test can get one. yesterday, pence said they were not enough tests to meet the demand, want all of these numbers coming forth from the cdc, good evening. we welcome you to "bulls & bears". stocks ending lower today but well off the session from the coronavirus in the u.s. all three of the major averages did and the week higher. the president appears the cdc officials in the white house has different ways to prompt up the company, amid the outbreak. let's get to blake at the white house. the mayor of austin, texas has announced the southwest music and entertainment festival has officially been canceled. the latest major event, what are you hearing from the administration on how to extend the beer and boost the economy

at the same time? >> not only by south and southwest, some think you've been following move over to miami, florida as well in the announcement that came out of miami-dade county today. the music festival, a massive festival set to take place there in a few weeks. canceled. acute street festival in the heart of miami down eighth street. you start seeing all of these big events from a different part of the country and you have to wonder what this means for revenues in these areas, what it means for growth, economic growth in the areas and really, growth all throughout the country. it's white and part, we heard from his white house today that they are indeed mowing economic stimulus, i don't know if you want to call it economic stimulus package, the measures that they might potentially roll out here in the near future. larry kudlow today on multiple occasions said this would be some sort of massive bailout to the tune of hundreds of billions of dollars.

instead, he said it would be timely and this would be targeted should they go down this road. that was kudlow talking about that possibility earlier today. >> people may be stranded at home and will lose pay, want to help them, small businesses and certain areas, geographical areas in certain sectors, we may wish to help them with cash flow. some sectors might need temporary assistance, a number of things, i look at it as mic micro, targeted and timely. >> i was kudlow going over potential options. i'm also told one of several things, under consideration here the white house in terms of economic stimulus, it's allowing for the airliners, cruise line liners, those with in the travel industry to potentially differ tax payment. the president was asked about that at the cdc and earlier today, when he was visiting the

hard-hit areas from tornadoes earlier this week, the president said we are considering different things, we are looking at different options. bottom line, a couple of days ago, the white house touched the idea of economic stimulus. today, they very much embraced it as something fair looking at and it seems like it's a real possibility potentially. liz: the story is morphing every minute. it's no surprise that they haven't solidified what they are going to do. let's bring in our panel for the night. adam, heather, gary and john burnett. stocks did momentarily take losses today after larry kudlow for the idea of economic stimulus in the virus. adam, do you think the government should step up and step in to prop up the economy? >> i think it's appropriate for the government to step up and step in and do something. what we saturday with the administration and larry kudlow

during spaghetti of the wall and see what would stick and almost nothing else so targeting certain industries to divert their taxes strikes me as a reasonable idea but also a real pandora's box because i'm going to complain my industry was hu hurt, two from acquired you letting me have that? i like the idea of a coordinator response. we haven't seen close to that yet. liz: you have to make sure if there is a coordinator response, that it doesn't end up being political and kudlow said people perhaps who are quarantined in their homes in a small businesses who have been directly impacted by the virus so hopefully it would be targeted as kudlow was think but let's look at what they've done right, 8.6 billion and stimulus. the fda approving rapidly approving research and

development for drugs and vaccines and number one, president trump immediately closed off the border, anyone coming from china when this was first breaking, i think that helped the spread of the virus and he doesn't get a lot of credit for that. >> the thing is, we will likely need some type of stimulus for, i'll say micro businesses, not just small businesses like mom-and-pop shops. also the working class, americans who might actually be impacted but the thing is, if we need to make it conditional, we don't want to pack taxpayer funds to certain industries and companies and then they lay off people, that's not the outcome we want. it needs to be conditional and we also need to make sure you come up, we triage. which families are impacted the most from they get a certain amount and so forth.

all industries are not going to be impacted the same. liz: you have winners and losers. democrats in the past have been accused of doing that. right? >> exactly. the point is going to make, so thank you. what john is talking about, the government is going to do all that. the government is going to be able to enforce that if we give you money, it didn't lay off people. this is all silliness. adam was onto a good., the government can't come up and say the crews industry should be safe, what about the restaurant industry? what about the concert promoters out there? you are impacted, we've got to give you money. what about the people who were impacted? liz: what everybody fail? >> no, you don't let everybody fail but you don't -- the way you phrase that, that's what capitalism in america is about.

what about people affected by a tornado? what about people affected by a hurricane? >> tornadoes, you can get money to rebuild. right? >> they shouldn't. >> i have an idea. >> a safety net for every catastrophe that happens. >> the crews lines, which obviously are absolutely down to the camp but today, reporters, sources say the administration is considering ways to actually discourage some u.s. travelers from taking cruises an effort to limit the spread of the virus by president pence, expected to meet with the crews this weekend. gary, would you take a cruise right now? >> i wouldn't take a cruise but that's just me. i think cruises in general are safe? yeah probably about as safe as going out during a lightning

storm. it's not better. i personally wouldn't take a cruise but that doesn't mean other people shouldn't. the government should not -- what if there was a period where there was like a tidal wave in the crews couldn't go back and forth? do we say oh my gosh, we have to bail you out because you can't gravel now? >> i agree with gary. let's public cannot back for a moment and say this is an extraordinary moment. for example, vice president pence is going to suggest people shouldn't take cruises, which would be an extraordinary thing to say because he doesn't need to say that. the government should do something for the crews lines. which is why i think it's a bad idea. that said, i heard somebody quote the notion of attacks, maybe we should have a tax holiday. that something the government should do. april 15, i'm just making this up but you can push it out.

liz: that's a good. i like the idea, a tax cut versus let's say a fed rate cut, but put tax cuts, it's much better than blindly giving everybody's dollars. >> we are talking about help for certain industries. let's talk about a bailout. joe biden for his proposed tax plan today, warning americans that biden could destroy the economy that he, trump, has built. tax reform president, here next with his take. >> we've never been like this. consumers generating some of. tax cuts and regulation cuts and things we've done. ♪

are going to raise taxes more. bernie likes to talk about it. joe biden, tax increases are staggering. liz: president trump sounding off oposed tax plans, new analysis from nonpartisan tax policy center. the group starting a substantial increase in the tax for wealthiest americans of nearly $2 billion more a year. top 1% what apparently, according to the organization from 17% of their income after tax. additionally, bidens blank will increase taxes for americans. let's bring in americans, i would imagine your breaking out in a rash over this one. how would affect the economy? >> hillary clinton ran threatening a trillion dollar tax increase over a decade. her advisors said don't touch that tax, and now we have biden

talking about three to 4 trillion and a carbon tax. it's the middle class heavily. it's a much more of the left than hillary clinton. you could argue that biden didn't when the primary, bernie sanders did. it's just that biden was pushed into all of bernie sanders tax positions. way to the left. liz: fleming added, how do you superimpose that or put it next to what president trump said last night right here on fox news where they were asking them from what about cutting entitlements? he said oh, there will be cutting. you got on one hand, me president and joe biden saint on the other hand. >> those are two very different things. letting people coming keeping the money they earn and you have to fix entitlement for the whole country or doesn't work. what the president was looking at a couple of years ago, the

senate to do it, doing what bill clinton did. granting welfare or medicaid obamacare, all these various programs. letting them do better than one-size-fits-all. that worked with bill clinton's offer reform. we should also work on that with the programs, not medicare and social security a public put in for. but don't pay for, they just have states look at it. >> we know capital has the past four. raise taxes on the top 1% and the businesses, they'll actually move about whether the best they get the best deal. the working class will be impacted. in what way? their taxes will go up, reduce labor options in terms of playoffs so the impact would be catastrophic. we also look at where bernie and

biden make up the shortfall? the raise in from taxes on the working class but also, what is the likelihood of let's say a value added tax? we know bernie often likes, they have a 25% debt. >> the model that burden bernie and now biden are looking at, denmark, sweden, europe. 20%, 25% in sweden. think about the taxes in your state, 20% from it will be 20%. if the democrats get into power. all the european countries have much higher income taxes on the middle class. the only reason why biden and bernie talked about taxing the rich is the way they try to distract you while they are picking pockets of the middle class because we are going to get the kennedy kids to play more. there's no money comp the money

is in the middle class. that's the way denmark and sweden doesn't. france, germany, they get the income tax out of the middle class in the hit the rich people and sometimes, see, we hit them, too. you shouldn't complain about being poor. liz: here's my problem, in addition to everything you just outlined, increase the corporate tax rate, back to 28%, it was reduced to 21% and more competitive on a global scale. companies pay 21 or 28% anywhere. effectively, they paid much lower. when it be better to close the loopholes for the corporation? >> a lot of loopholes were reduced when they took the rates down. he's promised to repeal all of the tax cap. he may say different things to different audiences but we have it on video thank that. that's a 35% corporate rate. that 10% higher than china. china is 25, we would be back at 35.

liz: foxbusiness alert, trump administration now planning to begin collecting dna from migrant taken into custody at the border. immigration officers will take samples from what could be thousands of people a year between the ages of 14 and 79

for use in federal criminal databases. critics slammed the policy saying it raises privacy concerns and a violation of human rights. let's bring in national border patrol, brandon judd. welcome. you say this is necessary. why? >> look at when somebody violates a law in the u.s., we have to take fingerprints, find out who they are, we have to put them in databases. this is just one that allows us to verify that these individuals are who they say they are. it also allows us to verify whether or not they committed crimes here in the united states. it's a commonsense policy. they just violated one walk, not we are going to find out exactly who they are. liz: understand you are supportive of the policy but what you say to the civil rights activists who say crossing the border the first time is named misdemeanor so they are saying or collecting dna samples of people who haven't committed

crimes even though that is a misdemeanor but they didn't commit a crime in the u.s. after coming here, what you say to that? >> that's the first thing i would take from they did commit a crime although it's a misdemeanor, it's still a crime. the cross illegally, they made a conscious decision to violate our law. apathy violated our law, we are going to do what we need to to verify who they are and we are going to put them in the database in the event they committed a crime here later on down the road. >> just to be clear, taking the dna sample before or after their conviction for breaking the law? >> you take it before, just like taking a fingerprint. >> you just said a moment ago they had violated the law but you are aware of the presumption

they come into the united states, right? >> let's be clear. if i see somebody that crosses the border illegally and i take them into custody, -- >> you don't know it's illegal because you haven't given them -- they are accused of a crime but -- >> okay so, just to be clear, when you are accused of a crime, fingerprint will be taken. there's no difference. >> you are okay with collecting dna, you are accused of a crime, it's okay for your dna to be collected as well? >> absolutely. i'm taken into custody and i'm arrested and i will be booked, absolutely. >> is not common police procedure throughout the united states to take dna samples, from people who are accused of a crime? >> dna is popping up all over the united states. >> just to be clear, so i understand, you are bringing new procedural ground here.

>> is not violation of law to create new procedural laws. you are saying we should not create new procedural grounds get there's no law that back that up. so yes, i am saying that it is perfectly fine to create new procedural ground. liz: when you talk about the immigrant who are crossing the border, obviously this is a very touchy political issue but for the civil right side of it, there are also libertarians and republicans who really get very concerned when there are violations of privacy and taking people's dna. what would you say to that? >> again, the first thing i would say is that taking dna is a way for law enforcement to exonerate people, also to find out who people are. we've seen a lot of individuals that have been exonerated due to dna. it swings both ways. we have to be able to verify
