david: coronavirus now responsible for 30 confirmed deaths in united states, world health organization declaring outbreak a worldwide pandemic. new york state taking extreme measures to stem the spread in one of its hardest hit areas, new rochelle, a suburb of manhattan, governor announcing a one mile containment zone. national guard called in to help clean public places and deliver food, here is the mayor of new rochelle noam bramson, thank you for being here. appreciate it, as it happens, i have family in new rochelle, my nephew lives in the zone. i know this is not a quarantined area yet. he and other people in the zone

are worried it will become that, should he be worried about that? will it become a quarantine area? >> we have no reason to expect that, let's be clear about what a containment zone it, this is an area where large gathers are prohibited within large institution. but it is not a prohibition on people entering or exiting, it does not have an impact on individual residents or businesses, not a exclusion or quarantine zone, we have been given no indication from state officials that those additional measures are under come -- cont. >> -- it dramatic enough. >> all we can do is take direction from public health

of the public gatherings? >> so, first, reasons why this is applied in new rochelle, we happen to have highest incidents coronavirus. >> how many. >> in state. about 100. reason i am -- it changes. but about a hundred, almost all if not all trace back to a single index patient with a great number of relationships within the community it makes sense because of the numbers to devote additional attempttion to new rochelle, in terms of exclusion zone, restaurants are open, businesses are open, but it does impact schools, public and private and parochial, and housing ohouses of worship, couy clubs, the institutions that have large gatherings. >> impact -- impact, you mean, they are closing down? >> yes.

>> absolutely, appealing sentence its rare, but they could appeal it on ground it was excessive. that would be the argument, not the greatest, but point is, average defendant hear is a hera chart, and averaging it out, but the witnesses. charged with two victims but judge allowed four others, who he was not charged with and some of them outside of statute of limitations. but he is the killer for the defense, when you have a split verdict, you get killed. as a defense lawyer, on appeal they say jury consciously sorted it out and found him not guilty on two counts that involved back up. >> not app emotional response. >> no, yeah, and point, the notion they were prejudice by the witnesses is deflated. >> well, you know for someone in
