let's head straight to blake urman at the white house. the president declaring a national emergency over the coronavirus. >> i love that of a loved the economic message that the president spoke about afterwards as what might come next in terms of help with the economy. first off the national emergency declaration this flexibility for the hospitals and hhs health and human services which as you knows at the forefront of trying to tackle the corona virus but this would allow for increased beds in hospitals. for example the presence that would unleash tens of millions of dollars to the tune of $50 billion as well. we have also heard on the economic side that the administration would weigh several options as they wouldn't need the help of congress for and we got two of those from the

president today in his rose garden press conference. first off student loans, what do you have a job or you don't have a job whatever your financial situation might be wherever you live across this country it's probably something that impacts you are someone that you know. the president said the interest on those student loans if those loans are held by the government will be waived for the time being. he also said the u.s. government would be adding to the strategic petroleum reserve. you know what has been happening with the shale producers and with within the oil industry. i asked the president when it came to the question-and-answer portion exactly what might come next on the economic front. >> thank you mr. president. you just mentioned waiving interest for student loans and you talked about buying oil. what other specific targeted measures is your administration thinking about taking as steve

mnuchin said you were in the second inning. >> some of them have been written about very widely but we will be releasing a paper in two hours stating quite a few other steps, very important ones. >> david we could be getting more from the president and the white house could i stress may be later tonight is a relates to economic measures the treasury secretary saying. meantime another massive headline. there've been so many questions about drive-thru testing testiny is it happening in and not widespread in this country lacks the president and members of the administration around him now say that google is developing a web site which will be released later this weekend in which if you feel you have a symptom you can go to this web site and fill out the questions you will point you as to what you should do next and whether or not drive-thru testing will be a part of that equation. separately the big rock stores, the big-box health providers

walgreens, cvs and target will be allowing portions of their parking lots to go toward these drive-thru testing testing. what you really see here is private industry teaming up here with the government to try to get a fix in the solution as to how the tamp down the coronavirus. separately david we heard from the president who has said he is not experiencing any symptoms of the coronavirus and one would suggest he might get a test here in the very near future to rule that out. there've been a lot of questions about his interactions at mar-a-lago last week and when he was with the brazil delegation member of the delegation who is standing directly next to the president has tested positive for the coronavirus. the presence suggest that maybe he too might get a test he also stressed as did others that you don't necessarily need a test if you are not feeling symptoms.

approach bringing in the private sector showing it isn't just appointing people on task force and working on behalf of america it's private enterprise predicts google and walmart. more than a financial stimulus we want to know that the right people are running it and as we saw today. david: to liz is point the president brings private and public together. that's what makes the republic so great. the government cannot operate at long in the private sector. we see partnerships with google cvs and the entire health care system. that way we can mobilize quick we to restore confidence not only in our markets that the american people that the government is working for them not only to handle the situation but also working on a package to make sure their needs are met in terms of student loan relief possible payroll tax relief. these things are important not only on the demand side to keep

consumer confidence high and also the supply-side. >> with respect to both of you i'm disagreeing with most of what you said parent think anything the administration is doing is a bad thing. anything you can do to help at the crisis is a good thing. that i have seen very little evidence here. i think the market is responding well because really for the first time since this crisis the administration is doing something that's very meaningful and showing by the way that they hear how scared people are and i really agree with you there. getting the economy straight his nut job number one. it's very important but addressing the health crisis is job number one number two and number three and so on. >> i disagree with adam on one key part. i agree with him that it was a

genius but geniuses at what was called for per what was called for was leadership. if there's one thing i think everyone would agree with when america puts its might behind it we went. we needed a manhattan project that is as close as we could get to manhattan project and that's what trump is doing today. i thought that was a quote unquote genius part. i agree with adam on one thing. this is basically we are going to have a helicopter full of cash and fly over the country and sprinkle it down and hope it works. who is to say that student loans is a bigger issue than the supermarkets or the verizon center in getting relief? there's a lot of economy that's going to seize up and we are going to be able to recover through the relief.

that's not going to hell. david: clearly there will be problems will have to deal with and will probably have a negative quarter i would suspect as a result. we can take a look at sixth avenue right outside of her window and see the stores are all closed. there is going to be an economic , we can't avoid the economic drop and neither can italy or germany. liz the point is the president put out a plan or for he has the private sector getting involved much more than the plans we have heard from congress. >> the resolution in terms of the market yet you have to be able to see across the valley. until we had a grip on this disease spread they couldn't see across the valley perilous the estimates were pie-in-the-sky. we had no idea what it meant for everybody and yet very dire etc. but i mean it's easy to say we

have got problems. today we saw some solutions to some of the problems that i think obviously investors liked it. if you just factor that into the equation i think everyone is going to feel more confident. >> absolutely. those that have to pay mortgages and hourly wages for hourly wage earners they are concerned about their livelihood. the president needs to speak to their concerns. he's handling the issue but is also handling the fear and the uncertainty. he had to address that ended as liz pointed out there is going to be some type of economic backlash coming back on the working class. he needs to reinforce that the government is here for you and we understand your daily lives and we are going to step in and help you. >> what is it that you wanted to

see it? >> for me first of all look i understand the government being sympathetic, the government being empathetic but when we get into an economic crisis it's not the governments job to bail out everyone. who are they going to bail out? what about the baker and the candymaker? >> pumping money into the economy is not going to solve things. how does more liquidity in the economy's all things? you can't go to the masters and spend money. >> you know what gary of all people i thought you would actually be happy that president trump's saying you know what we need to actually push certain responsibilities to the state and provide the states with the funding so each day can resolve the issues and handle it. >> but the funding is for the

health care academic to fight the virus spreads not to go out and even for the states not to discriminate who gets help and he doesn't. we don't have enough money to help everyone. i understand we need to be sympathetic. we don't have the money to do that. david: yesterday we heard joe biden spent 30 minutes. he was very tough on president trump criticized them in many ways for his leadership in a style etc. then he came out with his plan which didn't sound a lot different from what we heard from the president today. >> he was right to criticize the president for having moved so slow. what's important and i said earlier i won't criticize the administration for doing anything that's positive in everything they can do to show they are getting on top of the problem and not just the economic aspect of it that the do testing in the treatment of the drug development and caring for sick people.

that's what is most important and that's what he's been very slow one. david: can you think of a better crew of people that she saw them backing him during that press conference. can you think of a better group of people prepared to help up to put together a package to fight this virus? if you can give us the names. >> i would have gotten it together a lot earlier. david: we have got to move on but the point is there's a lot of criticism of the president but i don't hear any better plans are people who are criticizing him. what more time to talk about this. meanwhile the house expected to vote on a coronavirus relief bill within the next few hours even though there is still wrestling over details and questions over whether the president will sign it. chad who knows all from inside the beltway is following it all the beltway is following it all and hwhile the world keeps fighting for your attention.

they are giving enough. they are not doing what's right for the country. they country. david: president trump calling out house democrats saying the proposed bill doesn't go far enough in some areas and other areas they are asking for too much. meanwhile house speaker nancy pelosi is working with white house officials to craft a final version of the bill. it's expected to make its way to the floor for a vote tonight but there is big opposition from republicans and the question is whether the president will sign it when he finally gets on his desperate corresponded chad per from joining us. in some cases the president says there's too little and in some cases he says there's too much in it. it's 100 pages. i went through it very quickly. there's a lot of stuff but not huge numbers associated with this stuff. >> that's why we don't know what the objection is. i talked to one senior source said the objections were technical and there really wasn't a follow-up question as to what the president was

talking about when he says they are not giving enough. does that mean he wants more and does that mean there wasn't enough give and take? house speaker nancy pelosi and the secretary of the treasury steve mnuchin have been on the phone on 12 different occasions today trying to work out some sort of a compromise. by my count three times during the president's remarks. the president conscripting mnuchin to talk to pelosi. kevin mccarty the house minority leader went to the white house earlier today and came back saying the sickly this was not a deal. that's the problem here. a lot of republicans on capitol hill in the house and senate are reluctant to get behind a package unless the president signed it. remember what happened to mitch mcconnell with the government funding bill in december of 2018 and even this past week with kevin mccarty they thought they had an agreement on bipartisan tax that passed the house. bill barr the attorney general

met with mccarthy and they hammered it out and pelosi liked it and they threw it under the bus. that's a situation they are on in capitol hill. >> i hate to ask a specific question about something that's obviously so murky but this sounds like politics as usual despite the fact it may be the biggest crisis since 9/11. you think this is going to last a long time and nothing trump wants is going to get done just because of politics or do you think both sides can forget we are fighting this huge crisis and we need to resolve this and move on. thoughts about the timeframe. >> he this was supposed to be the easy bill,. that may not happen. they might move something to the house but the senate does not even here in the president seems to object. what happens when they go to bail out the airline industry or the travel industry?

>> said the bigger packages which are almost inevitably coming in a few months or next year or whenever once they understand the gravity and how dire the says. nancy pelosi is no dummy. she's like okay we are going to move a bill and if you listen to her remarks today it wasn't so much what she said, it was what she didn't say she said we are going to move the bill but she didn't say there was a deal. the republicans were implying that they were going to move a package tonight at half and package tonight and pass in the senate controlled by republicans and the republican president to get on board and the republicans in the house don't respond to guess what you have full ownership of this crisis. this is on you and we'll see you in november. >> at the risk of asking a similar question to gary have you spoken to any congressional republicans in the senate or the house privately not in camera but privately saying we have got to stop this and we are going to tell the president we think he's wrong because we are in a

national crisis here. >> not really that's what's remarkable. that's why a lot of people thought this bill was done not in the sense of what it does and again we don't have the final bill and we don't know exactly what it does but this initial piece of legislation that was going to be very controversial because of the breadth and scope of this bill. this is why some republicans who like to keep hands off only like to vote with the president were opposed to tarp for the same reasons that they might oppose this piece of legislation. they don't want government to involve. that's why the tarp and some members of congress are sweating it so much and don't forget tarpon failed. the difference is house speaker nancy pelosi can pass a bill with members-only on her side of the island send it to the senate and guess what the senate isn't going to pass it and she can make a point of it. >> chad thanks for joining us for the question i have is it seems to me what nancy pelosi talked about was small bore.

hospitals and our emergency departments to make sure it was people come in sick that they don't infect others. it is something that we do around . this is a little bit more wrapping up to make sure that we have enough equipment. >> 80 percent of the people may not know that they are infected. so we're really talking about that five to 20 percent of the individuals that do get it and show symptoms get on the path towards becoming possibly deathly ill. with that said, as was pointed out, huh hospitals are handling it, if those type of individual's command, and you do not have the capacity, how would you actually go about getting the resources pretty where can you actually deploy sick individuals if the hospitals don't have the capacity. >> will that is a great question as you know, we have seen other number of cases here in the bay area and is him talking to many people around the bay area, most

of our hospitals know how to deal with their capacity. we have plans in place and i think the major issue is when to pull the trigger on surge capacity and by that, i mean, drive-through testing, pop-up tents, triaging people outside of the hospital. and that also helps to keep people who are infected people within the enclosed space of the hospital itself principles of us are trying to give that capacity. i think what is a little harder to deal with his equipment. because as you know, much of the equipment that comes to hospital, is some actually ironical from a book on and on the places in china. so we've actually been scouring the planet literally to get enough equipment. on hand such as mass. comes from wuhan. >> how much does it cost you,

each of those kids, do you get funding from the government or any outside sources and then if someone comes in, are they charged to get tested. >> so we developed this test ourselves and so we paid for our own chemicals that we need to make it. we use it on our own machines and we have been purchasing those on our own. so nobody paid us to do this are reimbursed us. but just like any other emergency department when a patient comes in, they will be charged the bill for any of their testing and of course as you know, cms has been granted permission to cover the cost of covid-19 testing. where assuming that that will happen the rest of our patients. >> the methods they use in china they have set up femur tents outside of the hospitals, the first thing to test. for anyone who came in. and if they had a fever, then they would do other tests. and importantly would not let

them go anywhere, home our office if they thought they might be date be diseased. some of what you said about the surge capacity, nods a little bit. but is it possible for us to do that in the united states and would you advocate it. or do you think will will. >> so what you are talking about is a quarantine versus self isolation and those are very much different in terms of legal terms. so we can absolutely, any public health agency can declare wanting 14 for an individual or area. i don't think we've seen very much of that happening at but what has been recommended by the cdc, and many of the public health counties has been self isolation and that is really self-imposed. we do recommend that anyway. when people have a fever and respiratory symptoms, we always encourage people to stay home and stay away from work or school so i think we're just
