finished, the dow gained a thousand points. the s & p 500 finishing the day markedly higher. the nasdaq soaring 673. president trump's decision to declare a national emergency, a strong, swift action that opens up $50 billion in federal resources to help state and local governments fight the pandemic, the president also waiving interest on federal student loans. directing the department of energy to buy up crude oil to store in the petroleum reserves. >> to unleash the full power of the federal government in this effort, i'm declaring national emergency. we are announcing a new partnership with the private sector to increase on accelerate our capacity to test for the

coronavirus. we want to make sure those who need a test can get a test safely, quickly and conveniently. the next 8 weeks are critical to turn a corner on this virus. lou: the trump administration says the next two months we'll be putting a major emphasis on expanding testing. this morning the fda approved a new coronavirus test. it's manufactured by the swiss company roche. it will speed up the ability to test patients, providing drive-thru testing in retail parking lots at walmart, target, walgreens and cvs stores across the country. the coronavirus killed 47 americans. 22 of those deaths associated with that nursing home outside

seattle, washington. both the house and senate remaining in session tonight. house speaker nancy pelosi and treasury secretary steve mnuchin have been negotiating throughout the day. the speaker saying she has reached agreement with the trump administration on a coronavirus response bill which would provide free testing for all americans, expanding paid emergency family paid medical leave expanding food programs including snap and wick. steve mnuchin has been in constant contact with the speaker. he's at this moment in the white house speaking with the president. a deal in his opinion mass not been reached despite what the speaker has said. we'll have the latest from the treasury secretary here tonight. he will join us as soon as he

concludes the talks with the president. and gets whatever direction he will from the president. this breaking news. the food and drug administration approving the use of a test that will expedite the test results for the wuhan virus. the test resultr is capable of testing 4,000 samples each day. it can be run on the roche machines installed on hundreds of laboratories across the country. president trump: using federal emergency authorities, the fda approved you a new test for the virus. we did this within hours of receiving the application from roche, a process that would normally take weeks. we expect up to a half million additional tests will be available early next week. we'll be announcing locations probably sunday night.

lou: joining us tonight to take up this latest action by the trump administration, dr. ian lipkin, the director of the center for foreign infection and immunity at columbia university. invited by the chinese government to study the coronavirus and help them tackle the outbreak in their country. i have never seen a president in my career talk about a partnership with private companies and the medical community and government, then demonstrate it as he did today. a remarkable moment. >> this is an extraordinary moment. i agree. it's pivotal. it's a turning point. the fact that we'll be able to recognize who is infected. this will enable isolation and we hope will contain the outbreak. lou: to see a number of people

in the public health agencies hearing governors starting to talk about how well the federal government is responding. this is -- we are starting to see this country get in line with leadership and to deal with what is now we realized a very serious, serious challenge to the country, a great threat. >> there have been people making projections that are extraordinary in the number of potential deaths. but i think this will be a turning point. and i'm optimistic this will have a big impact. >> you have been focusing on plasma. and by the way, to be clear in communication with your colleagues and counterparts in china who has been discussing this with you to use the plasma from the blood of patients who survive the coronavirus. and you believe this could have

a significant impact on saving lives. >> yes. based on the work that's come out of china. one of the reasons i spent time there in addition to trying to reduce morbidity and mortality there, they have a leg up. they see the cases first. they try things we recommend and they comew up with on their -- they come up with on their own. they are giving us the benefit of their experience and sharing that with us. there are a group of us pushing this very, very hard. lou: that is a very good sign for everyone in this country. what has been the response beyond the medical community. if you moved beyond to government authorities to the agencies? >> we are trying to identify people who have been recently infected. so there are three large you areas. one in the bay area, another in seattle, another just north of us in new rochelle. i was reaching out to people

today in that community. their kids have been infected and recovered. and they are enthusiastically participating. lou: that's wonderful. they are critical to a successful program. >> this is citizenship from the top to the bottom. that's what it's going to take. and we'll win. lou: the president said exactly the same thing. said that we'll prevail. he will acknowledges the challenge and he has throughout. it's nice to see democrats beginning to line up. there are a couple people running for president who thought they could make political hay out of their speeches and maybe one or two in congress, maybe a few more than that. but to see democrats begin to turn. this is a truly positive sign. one of the things i see in china its the ability of the leadership in a cop tonight

authoritarian -- in a communist authoritarian government, this president has to lead and persuade. and it's paying off now. leadership in the democratic party is starting to understand this is a time for this nation to come together. >> in china people tell you it's their duty. that's what we are beginning to see here, too. lou: i like your point of view. citizenship, contributing to the country. we should share with you the good news tonight that we are starting to see real evidence of a turn in china, starbucks opening up stores. the number of apple stores i'm told, all of the apple stores have been opened up. that's a huge development. >> it was very aggressive

containment. up not sure we have the ability for that level of containment here. but we'll have to develop it. we'll have to make tough decisions. we are shutting down colleges, universities. struggling with what we'll do with primary schools. one of the challenges is some kids get all of their nutrition present school lunches. we have to become creative about how we address the challenge. but we'll prevail. lou: as i say on this broadcast, we are not butter cups and daffodils. we have a heritage and tradition of meeting threats. sometimes we have to be dragged kick and screaming towards a goal or objective. but ultimately we get it done. as you and the president said today, we'll replicate that historic success. as we wrap up here, your thoughts about the dependency we

we did get out of iraq once before. isis cape back and we had a deal with this beginning in 2014. we are down to a small force to deal with that reality. obviously at some point we'll be out of iraq. there is no doubt about that. lou: there is no historical suggestion or up per tough that we will. -- or imperative that we will. this president wants to bring our troops home and i applaud him in that. we have to come up with some -- i guess general what i'm saying is what albert einstein famously said. the definition of insanity is repeating things that don't worked a inif i my up. we have no doctrine or strategy in the region.

it's difficult to see american lives lost for any reason. >> i couldn't disagree with you more. the president's strategy is clear. he wants the locals to take care of a large amount of the fighting. we have 70,000 syrians trying to keep isis down in eastern syria and less than 1,000 assisting them. we have 300,000 iraqis fighting the iranians. the say thing in afghanistan. we'll get down to a low up in in afghanistan. and we have 300,000 afghans doing the fighting and we are doing the assisting. it's i different model than we had in the past and i think it's solid. lou: you and i argued this for years. >> about 10 years. lou: and we haven't declared a winner yet. the truth is, to me this is less

doctrine or strategy than it is rationalization. the result is another year engagement and conflict. and at some point the hard decision has to be made. it seems to me the most advanced super power in the world should be able to assert itself through that telling and advanced weaponry rather than boots on the ground. that's where i will leave that and as for your conclusions on afghanistan as we wrap up. >> we have peace negotiations going on. they will be difficult to say the least. the and * national security -- the afghanistan national security forces have gone through a lot of reform. we have a government in place. it's not perfect. but the taliban is sitting on the other side of the table. they have one motivation, to get the united states to leave so they can take over. it makes sense to try.

speaker pelosi talking about a negotiation with steve mnuchin the treasury secretary. the treasury secretary is still meeting with the president and there is now acknowledgment that there is no deal because the president hasn't signed off on it. the president with a very good idea. and that is to suspend the payroll taxes and to inject sigmony into this economy, the federal reserve doing its part in the repo market. another 1.5 trillion dollars. the treasury secretary ordering that up. this government is responding robustly. >> we are. but democrats continue to play politics with the legislation that could facilitate the most effective response.

republicans are for testing. and medical infrastructure. but republicans don't believe that in response to the coronavirus that we should reorganize and expand entitlement programs in the country. we should not extend the snap program in response to the coronavirus. if people saw this, they would be disgusted by the tactics and would be in support of our commander-in-chief. lou: we need to give credit to governor gavin newsom in california complimenting the president below fusely, promising and delivering on those program is for the state of california. a number of governors doing so. democrats i think are getting the idea that the american people will tolerate nothing less than following this leader
