"the evening edit" starts right now. first up, latest from washington. a lot of headlines coming out. fox news rich edson has more. reporter: good evening, liz. the president touched down at the white house after a full day of touring a biotech company in north carolina of the president spent his afternoon at the fuji film biotech innovation center. he announced a 265 million-dollar contract to the company to expand its vaccine manufacturing capacity at a facility in texas. the president says if ongoing vaccine trials are successful, local governments can further open up their economies. >> i think if those things happen, if just one of those events happen, you will go right back into the v. i think you're probably in the v anyway. i really do believe a lot of governors should be opening up states that they're not opening and we'll see what happens with them. but a lot will have to do with the fact that therapeutically i think you will have great answers. reporter: the united states is in the worldwide race to develop

a coronavirus vaccine. this morning biotech company moderna in conjunction with the national institutes of health launched a series of massive trials on a experimental vaccine. company says scientists will test 30,000 volunteers. split them into two groups. one gets vaccine. the other gets saltwater. they will check if the group injected with the vaccine came down with the virus and if so the severity of the symptoms. >> we will not cut corners in order to evaluate a vaccine and although we have gone at significant speed to get to this point our job at fda and our solemn promise to the american people we will judge based upon the data and upon the gold standard that we have at fda regarding safety and efficacy of a vaccine. reporter: covid-19 is surging across the united states. more than 147,000 people have died now. more than 4.3 million covid cases of coronavirus cases have been confirmed. one of those confirmed is

national security advisor robert o'brien. white house says he had mild symptoms. he is self-isolating at a secure location off site. the white house maintains there has been no risk of exposure to the president or the vice president. liz, back to you. elizabeth: thank you, rich edson in washington. to the unrest, it has spread to a dozen cities this weekend from seattle, portland, los angeles, oakland, california, to atlanta, louisville, to new york city and philadelphia and now rioters shooting at people in places like austin, texas and in in aurora, colorado. a protester carrying a long gun approach ad car in austin, texas, he was fatally shot by the driver. in aurora, colorado, rioters injured two people. they are expected to survive. in seattle 47 arrested, 59 officers injured after rioters hurled rocks and explosives at police officers near seattle's east police precinct.

officers suffered burns. the station suffered structural damage. overall 18 people shot dead during rioting. back again is shelby talcot, a "daily caller" journalist reporting on the front lines of these riots. shelby, you were there at the riots. tell us what you saw? >> liz, there has been a ton of unrest. we typically see huge crowds earlier in the night, starting around 9:00. it is fairly peaceful at that time. as the night goes on, 10:30, 11:00 there's a huge group of protesters or rioters who turn their focus on to the federal courthouse and, they have been told there is warnings given by federal officers, don't touch the fence. don't try to break through. time and time again, night after night, they're trying to breach the fence and it starts sort of this war every night on the streets of downtown portland.

elizabeth: were they, were the riots going down, were they de-escalating until the administration sent in federal forces? the democrats like joe biden saying they were peaceful protests. now they're saying antifa violence in portland is quote a myth. what are your thoughts on both of those issues? >> we weren't here before federal officers were deployed but certainly from people we've spoken to, these protests have been ongoing, really haven't showed a major sign of slowing down. by the time we got here the courthouse is littered in graffiti. there is things on the street from fires being set and fireworks going off and i saw that clip the other day jerry nadler saying antifa is a myth and violence here in portland is just a d.c. lie essentially and you know, the videos, the videos we've taken all week kind of

speak for themselves. it is very clearly not the case i think. elizabeth: you know, what do the rioters want? do they want defund the police? do they want income inequality solved? i think you heard them chanting a certain chant. can you tell us what they want and what will make them stop? >> so we did hear them, one of the, one of the chants i think stood out to me the most was, they were saying, they're not going to stop until all the precincts are burned to the ground. so this, this is an extreme attitude and, they want the federal officers out but, who knows, if the federal officers leave will they leave the courthouse alone? i'm not sure. so they're angry at the federal officers. they're angry at the police officers. i think they just want all of this defunded. they want officers out of portland and night after night we're seeing there is, there is no slowing down.

elizabeth: no slowing down. polls by outfits like pew research show many americans welcome racial and ethnic diversity, believe the communities should be diverse. people should support peaceful protests stipulated in founding documents of our country. we are, shelby, in unpre dented historic moment, pandemic triggering joblessness, fight over police brutality. from where you sit it seems morphed over that. rioters shooting people in as you tip texas and aurora, colorado, talk to us about portland piece finding a bag of rifle ammunition and molotov cocktails after responding to a park protest? can you talk more about that. >> we have much more information besides their statement. they found numerous bullets and molotov cocktails in a bag near the courthouse. there has been stabbing of a

trump supporter the other night. there were the shows fired in another incident. so, it is clearly escalating. i think your earlier point about the, the unrest, sort of branching off from the original reason that these protests started is really accurate. we've seen it time and time again, you know, in seattle, in washington, d.c., in new york city, there is definitely different groups that are now taking advantage of why these protests were started. elizabeth: do you see police showing restraint? do you see them showing restraint taking hands off approach but they have to respond when attacked? in seattle, they torched construction buildings at the site of a new youth detention center. rioters vandalized cop vehicles in new york and in philly. in los angeles protesters attacked police officers. do you see officers showing restraint? >> yeah h yes.

so every night we've been on the ground officers issued multiple warnings before coming out and deploying crowd control munitions. we'll hear over the loud speaker, the first warning is typically, don't touch the fence, don't try to breach the perimeter. the second warnings when the rioters ignore the first warning this is declared unlawful assembly. leave the area immediately. nobody typically listens. the officers are forced to come out. during the time warnings are issued, result of fireworks being thrown at the courthouse. fireworks thrown at the fence. they throw bags of garrage over the fence and light it on fire. all sorts of things continue to be tossed. they continue to toss when officers come out to disperse the crowd. elizabeth: police officers releasing bodycam footage in

seattle. we showed you what they are dealing with. seattle in process of cutting police budget in half. chief of police there, carmen best warning seattle businesses are on your own. the city council has hamstrung us now we respond to the rioting. we've been reporting, shelby. we told viewers about rioters across the country, exposing police officers and their families home addresses and phone numbers on the internet. the rioters showed up at the home of acting homeland security secretary chad wolf. are you hearing about that as well? this is now as you point out, morphed into something else? now they're showing up at their personal homes to basically protest? what is your reaction? >> i have heard reports of that. numerous officers have been doxxed and have their public or information made public. i think it is dangerous. you know these officers, from what i have seen on the frowned ground in portland just trying

and perspectives. what did you think when you heard coach ditka say that? >> i absolutely agree. you don't protest against the flag and don't protest against your country. as we have these discussions colin kaepernick, when he was on the field had been protesting quite a while. we see many football players or athletes pick up from that but here's the real question. after all the protests what have you asked for? what are you seeking? what is it that you're really looking to do? you think about the march on washington back in 1963, i believe it was, you had all these thousands of folks, i think they said between 200,000 and 300,000 people. they came out to hear mlk speak. he spoke about injustices. from that one march, what did we see the 1964 civil rights act. the 1965 voting rights act. they had a list of demands they wanted to see accomplished and

they protested peacefully. i think that is the way things should be done. what we've seen on the streets of chicago, portland, and a lot of these other places in some cases, we've seen peaceful protests but in others we've not seen. that we've seen destruction of property. seen people marginalized, become even more marginalized people wanting to take advantage of the situation. this is a point where everyone is listening. what are you asking for? we've seen some of the things senator tim scott has done but the democrats didn't want to work with him on that. that begs the question, what is really going on here? is this about george floyd? elizabeth: here's another story. "usa today" ran a piece today, saying quote, athletes are not protesting against the flag or the anthem. they're merely using it as a platform to bring attention to social injustice. the critics say, wait a second, minorities, people of color died for that flag. soldiers died for that flag. it is about what is sacred. also joe namath, football legend

and republicans are trying to make it easy to vote but hard to cheat. they're sending to every address may or may not have an eligible voter there, that is fraught with fraud. democrats like jimmy carter in the past raised that concern. that is exactly why the trump campaign and the rnc are right to push back against this. it should be easy to vote but hard to cheat. elizabeth: the republican national committee has $20 million reports say to oppose democrat-backed effort to ease voting restrictions. joe biden says his campaign assembled 600 attorneys. so the voting rules in key battleground states governor are in court fights happening right now. that could influence the outcome of the presidential race. your thoughts on that? >> we need to deal with this. new york state they have got a primary still up in the air even though a month after the election. we saw in new jersey earlier this year the governor ordered 100% election by ballot. all the chaos and concerns they

had. even naacp raised concerns. that city council special election. there is a big difference, a lot of democrats are trying to confuse people thinking that it is just like absent tee ballots. it is not. as an eligible voter i can ask for ash sent tee ballot. that can be mailed to me. what democrats doing in california, across the country to mail to every address that might have an eligible voter. that voter might have been gone six weeks, six months, six years ago. fought with fraud. yes, exactly right. that is why the rnc is right to push back on it. elizabeth: yeah. i hear what you're saying. five states have mail-in voting but you know the point is, they have very strict oversight of it. absent tee ballots have be absenttee ballots have strict oversight. this is flooding the zone with mail-in ballots even if the owner is not on the other end of it. ag barr says a lot of hands touch the mail-in ballots before

it gets to the count. your reaction? >> exactly. you still see stories across the country with ballots coming in late. even a post office played around with someone's absentee ballots. think about this, your own home, particularly live in apartment building, all the circular things, all the newspapers, all the flyers, so much junk mail. imagine flooded with ballots sent just because there might have been someone with an eligible voter at that address. that is a huge problem. we need to guarranty every single vote and protect it. it should be easy to vote but make it difficult to cheat. elizabeth: let's move on to this. separate case. sunday on msnbc democrat val demings of florida, coning woman demings of florida has been mentioned as a potential veep contender for joe biden says, president trump, is quote willing to cheat to win. she said that included for rip powers interfering in the election. congresswoman demings says the

president is doing everything he can to instill fear and divide the nation putting federal forces in city to stop destruction and rioting. your reaction to that. >> just absolutely ridiculous. in fact joe biden the other day made a point insinuating about russia. hey, joe, did you forget you were vice president of the united states in 2016. all this hype and hysteria about russia, all the hysteria about foreign intervention there were clearly attempts to be made, but it wasn't clear it was who was for or against. reality obama and biden were in charge. they didn't fix it then. we're now cleaning up the mess thereafter. you have democrat after democrat at the federal, state, local level trying to take it out on donald trump. elizabeth: governor, your thoughts on the first debate now scheduled for september 29th in cleveland? your thoughts about the first presidential debate? >> i think it is going to be a big deal. i think they're trying to lower expectations for joe biden. but as you talked about in the previous segment, the bottom line this is guy who has been
