disruption to the vp debate or the presidential debate which is less than two weeks in miami, that is also subject to change because it feels like the world is changing every five minutes since 1:00 o'clock this morning but as of right now the debates are still on with both candidates in person, salt lake city in the town hall in miami. stuart: thank you, my friend, peter doocy with team biden, we should stress that the president would be in court team 14 days which would bring us to the debate itself, some say it could be as little as ten days, there is some precedent for this, we have something early similar back in 1960 and not close campaign between vice president richard nixon and senator john f. kennedy, nixon had knee surgery done and all of a sudden got a lot worse, he had a pretty bad infection that lingered for a couple of weeks and shows up at the first debate, he was sweating and enduring coming out
12:11 pm
of that, a lot of people were urging him the vice president to put off the debate, he is like a trooper that he might've regretted that because the first debate the most-watched debate before the two had with each other, that was the one that change the tide and brought john f. kennedy back in front to the polls and that's where he stayed and got elected in one of the closest elections in u.s. history, they are very different in a number of respects, that is the last time we have seen anything quite like it, what happens right now congressman mike green republican, he is also a physician by training. if you don't mind with a smarty-pants a doctor and you, what would you advise the president, if yes to be courting for 15 days, would he be good enough, is that enough clearance

12:16 pm
to all of us, when we say the presidency is a continuity of government but the presidency is the president, we all hope and pray that the president symptoms are mild and he will recover quickly, i hope it says the people around are reluctant to socially distant and wear masks, it could even affect the president, my guess, this is a hope and a prayer that the president symptoms are recorded by the white house to be mild and they continue to be mild and fade away and then he is back on the trail in the campaign continues, hopefully the drop in the bitterness that characterizes the first debate. stuart: senator, you know the president well and his energy level, the 74-year-old guy who circles around much younger

it had been down more than 400 points at one point again on the president testing positive for the coronavirus, his wife as well, but it's all been sort of clawed back here on reports that all this might be helping prospects for stimulus relief. nancy pelosi among those saying the dynamics have changed a little bit here, also sending out a message to airlines can you hold off on the layoffs you were planning because we could be close to something. anyway, edward lawrence following these fast-moving developments, joins us now in washington. reporter: on that front, very interesting in the statement that house speaker nancy pelosi released there, she said she's asking the airlines to hold off on those furloughs or layoffs because she says there could be imminent legislation, either standalone legislation, she says, or achieve this as part of a comprehensive negotiated relief bill extending for another six months. that is in the statement sort of a reversal about possibly a little bit closer than we thought to a stimulus package.

here at the white house, the mood is upbeat, although a little cautious. there's a lot of testing going on inside the white house. in fact, all of the president's inner circle has been tested and most recently, kayleigh mcenany, press secretary, tested negative. members of the president's cabinet so far testing negative. no positive cases. in fact, a source close to treasury secretary steven mnuchin tells me he talked with white house doctors and because of the lack of proximity to the president, he does not need to quarantine which again further helps the stimulus talks. white house economic adviser larry kudlow says this about the situation right now. >> we have from day one argued protocols in order to mitigate the virus. let's not mistake that. masking and distancing and testing where applicable and of course, constant daily hygiene. we are continuing that message, okay. maybe this underscores that message. i'll acknowledge that point.

the white house and that is when they tweeted out when they confirmed that he actually had the coronavirus and that was the tweet just before 1:00 a.m. in the morning. bottom line here is business as usual in terms of the business of the day, in terms of running the nation, and that's the message they want everyone to hear. neil? neil: thank you, my friend, very very much. edward lawrence. there is also the issue when we didn't know a lot going in very early this morning, we first got word around 1:00 a.m., very very early this morning, that the president tested positive, is what about the vice president. we later learned he has tested negative, as his wife has tested negative for the virus. but it does get into this orderly transfer of power, things get really kind of hairy here. jillian turner has been looking at the so-called continuity of government when something like this happens. happens very rarely but it does happen. reporter: very rarely indeed. i have spent the entire morning now speaking to senior national security officials, current and former in this administration

and previous administrations, and to a tee, every single one of them tells me now the number one priority is continuity of government operations. in lehmaaylaymen's terms, this making sure the united states government continues to function as normal and they have a plan in place for it to continue to function as normal should president trump take a turn for the worse and get more ill over the coming days and weeks. listen to mark meadows. >> the mitigation plan in place to make sure that the government not only continues to move forward but the work of the american people continues to move forward. reporter: now, former senior intelligence official with the trump administration says the entire national security team is now focused on projecting a united and calm front to the american people. they say any time there's a disruptive event like this, the first priority is to send a signal of continuity and uninterrupted operations to the world, send the signal we are still fully functioning.

1:06 pm
neil? neil: thank you very very much. we want to get into what was just reported on. the commander in chief still very much the commander in chief. robert charles is former bush 43 assistant secretary of state. robert, always good having you. what do you make of what you heard and the president so far exhibiting no real worrisome signs at this event he was at yesterday, contrary to reports that were going through the media, those who met him there said he seemed fine, very energetic, not at all fatigued. your thoughts? >> yeah, so first of all, as your prior reporters indicated, there's a protocol in place for all of this. secondly, i would encourage people to just keep perspective. not only is there a perception that things are operating as norm normal, in continuation of government. honestly, that's what they are actually doing. having been in government a couple of times, this is a standard operating procedure.
1:07 pm
i would also note that the president again is very likely to keep conducting business 12 hours a day or whatever his work schedule is until and unless he can't. in 1981 which is really the last time something like this of any kind close to it happened, ronald reagan, when there was an assassination attempt, handed off power for about eight hours but really, we are not in that situation right now. i think it's important to keep perspective. in many ways, i think people should be concerned about the president but i think they should understand too that he's likely to be just fine. there's a 96% i think recovery rate for those at his age. at the end of the day, we are all americans here and he's kind of showing us that he's one of us. the only other thing i will add is woodrow wilson got the spanish flu in 1919 at the time he was negotiating the versailles treaty and it went forward just fine. he later had a stroke. same thing. fdr had his ikssues. ike had a heart attack. these things do happen. neil: a lot of those things you allude to in the past are the things that breathe cynicism

security infrastructure right up through the president is really i think right where it needs to be. neil: you know, robert, you are a great student of history as well. we were talking about some examples prior. something about this 14-day quarantine period for the president and we hope and pray he will be well and get through it, but whether it's 10 days or 14 days, then to get saddled up for a debate, we learn enough from richard nixon at this point 60 years ago, he had some knee surgery done, turned into a pretty bad infection that did hamper his abilities in that opening debate with jfk. very different examples. i always hasten to add that. but would it be wise for the president so soon coming out of quarantine just fine, he's back on the mend, to do that? >> you know, i think it really depends. every president, every citizen that has had this disease has kind of gone through it in their own way. some of them have gotten hit harder, some have gotten hit
1:10 pm
hardly at all, some have been completely asymptomatic. my recommendation is take it day by day. the likelihood is he will go straight into those debates without hesitation and after those two weeks, if he's over it even before that and he's quarantined up to that, his antibodies will be fine and he may be out there in the crowds after all. i think it really is a day by day event. i also think this president has a lot of personal courage. i'm not saying others don't. but i think he does. as a result, i don't see him backing away from anything. neil: he does have a high energy level. thank you very much, robert charles. good catching up with you and going through the years and the centuries. robert charles, former bush 41 staffer, former bush 43 assistant secretary of state. want to go to dr. richard besser on some of these models we were talking about. the good doctor, former acting director of the cdc, robert wood johnson foundation president and ceo. doctor, director, very good to
1:11 pm
have you back with us. what do you think? how would you advise the president what he should do, how he should handle this quarantine period? what do you say? >> well, i would give him and the first lady the advice i would give my own patients. it's the advice of cdc. that's if you are infected, you need to be isolated from other people so that you are not spreading this. i send my wishes and hope the president and first lady recover quickly but early on, it can be very difficult to know which direction this is going to go. early on, there can be just some symptoms of a headache or some body aches and then it can progress. so you want to be alert for that in someone especially of his age who is at a higher risk of having more severe disease. the good news is that the vast majority of people at every age who get a covid infection will recover fully.
1:12 pm
neil: now, how would those odds improve for older folks, the president is 74, pretty good health otherwise. it used to be very worrisome when someone his age would get this. have those odds, the comeback from these positive diagnoses changed versus where they were in the beginning of the pandemic? >> well, the ability to treat patients with severe covid infection has improved. the knowledge of doctors in terms of how to manage everything from oxygen to fluids to treatments, that's improved. but he is in the range where the potential for hospitalization and the potential for death goes up. again, it's when you compare it to other groups that the risk is elevated. the vast majority of people at 74 who get this infection will recover fully from it. but you don't want to take it
1:13 pm
lightly. if he were to develop any shortness of breath, any difficulty breathing, that would be a sign that he needed additional support. neil: they are doing a lot of contact tracing as we speak, as you know, for anyone who came anywhere close to the president of the united states and any of these others who have been similarly affected, including the first lady, hope hicks, now we are learning about senator mike lee, a host of others, just to check things out. even the debate commission saying those gathered for this week's earlier presidential debate, were in that room, around any of these individuals, also should be tested. you agree with that? >> yeah. it's so important to recognize that our full understanding of this disease is incomplete. what we do know is that if you have had contact with someone during a period that they are contagious, which can be up to several days before they develop
1:14 pm
symptoms, your ri are at risk o getting this infection. close contact is spending 15 minutes within six feet of somebody who is infected with covid. my understanding is that a lot of people were not wearing masks and that's concerning. a mask won't eliminate your risk but it will reduce the risk that if you have an infection and don't know it, it will reduce the chances you will spread to someone else and likely will reduce the risk if you are wearing a mask as well that you will get infected. so it is important to keep track of people who have had contact with any of these individuals, or anyone out in the community who is infected with covid and ensure that they have access to testing, that they have access to the ability to isolate and quarantine if they truly were in that exposure risk, so that these cases, the president and first lady, don't lead to spread throughout the white house, throughout other groups that have had contact with these individuals. neil: i always learn a lot when

neil: well, it was scary when we first got the news the president of the united states had tested positive for the coronavirus. obviously the fear immediately began as the most powerful man on the planet can get this thing, my gosh, what about the rest of us. that's eased a little bit here but again, they are going back and forth on the impact this will have on stimulus, whether we get it, what it could do to the upcoming supreme court, judge barrett confirmation hearings, how that will be impacted. charlie gasparino weighing all of that, talking to those in power at the corner of wall and broad and what they are saying. what have you got, bud? charlie: well, i was just amazed by how much instantaneous proprietary research got pumped out the minute this thing became a reality that the president of the united states has tested

positive for covid. lots of reports out this morning, some of those reports i think have swayed the market back into positive territory. i think what you're seeing now from these reports, particularly one from strategist that i got my hands on, that's a research firm, really smart market analyst runs it, this really does increase, the fact that the president has covid, the fact that he has, you know, mild symptoms, that he has symptoms, he's not asymptomatic, is rea y really, market investors and traders are thinking that is going to push a stimulus, covid stimulus bill over the line, that now there's much more impetus to get this bill done on both sides, particularly the republicans. maybe they give in a little more to nancy pelosi. at least that's what the wall street research reports are showing. the markets are reflecting that. i don't think the markets are reflecting the fact that this is a mild case for covid. it's an initial snapshot. it may be very mild and by the

way, by next week, we could be on to another story, if you know anybody who has had covid, the symptoms range. my brother had a very bad case of covid. he caught it while he was treating patients. he's a doctor. he was swimming in covid so his case was very bad. he's also in excellent shape. it lasted about two weeks and there were side effects for a little while because he had a massive viral load. but the president may not have that. he may have just, you know, he wasn't immersed in -- he wasn't taking care of covid patients, so to speak. this could be over by next week. so that's also reflected in some of the research reports on the positive side. but i think what's driving the market today, neil, i believe, is that he does have symptoms, that's bad. that forces congress to do something that will pump up the markets, meaning a stimulus, to trade off the headline. i want to say one other thing.
1:45 pm
somehow, i became -- i caught the attention of rush limbaugh, some tweet that i put out about gop consultant to house speaker looking beyond the presidential election and focusing on the senate because they think trump has a very low chance of winning. with all due respect to mr. limbaugh, maybe he's losing a little bit of his fastball these days. i'm just reporting what people are telling me. i'm not saying i agree with it. after that debate performance, there was a lot of people who said it was over and it may be over. this doesn't help. i'm just reporting what i'm hearing. so neil, we report, you decide. back to you. neil: yeah. yeah. it's all one way or the other. no nuance. thank you very much, my friend. charlie gasparino. he's just a reporter doing his job, looking at the good, the bad, balls and strikes. that's what it's about. i know some people go you know what, no matter what happens, but it is what it is. that's a great line for these days. by the way, kayleigh mcenany

neil: all right. with all the attention on the president testing positive for coronavirus, it occurs at a time in the country cases are spiking. third day in a row we have seen 40,000 or more cases recorded in this country. we have more from chicago. hey, mike. reporter: the tennessee titans had two more players test positive. last week's game with the steelers was postponed. now it looks like the october 11th game with the buffalo bills is also in jeopardy, as this coronavirus continues to impact all around us. amazon has disclosed just about 20,000 of their employees have tested positive for the coronavirus. however, considering amazon employs more than a million people, the company suggests that number is actually low. amazon had been under pressure to disclose infection numbers after warehouse workers complained early in this process that the shipping giant was not doing enough to protect them so in a blog post, the company

pushed other companies to also release numbers, writing wide availability of data would allow us to benchmark progress and share best practices. the cruise lines still docked. the u.s. centers for disease control extended a no sail order for cruise ships through october. carnival is notifying passengers that cruises from u.s. home ports with the exception of miami and port canaveral have been canceled. a statement from carnival reads in part the health and safety of our guests, crew and communities we serve remain the cornerstone of our plans and decisions. the u.s. yesterday confirmed some 40,000 new cases of coronavirus. 22 states saw infection rates increase. hospitals are seeing more admissions due to the virus. the cdc says the return to school is generating new cases. colleges are canceling spring break due to -- or canceling spring break to limit exposure to the virus. and we can try to close out with some good news. a study by kansas state university has determined that mosquitos cannot transfer the

virus even though it's getting cold, you don't have a lot of mosquitos, i guess, southern part of the country they still have to worry about mosquitos. neil, back to you. neil: true. didn't know that. thank you. very interesting. congressman dan musier joins us, republican from pennsylvania. he had had covid back in late august. i assume you're okay now. i know you were with the president on air force one on saturday. first off to you, how are you feeling? >> i'm great. it's been a good month now since i have been 100%. been tested several times since, particularly when going over to the white house and certainly when going with the president. i'm doing terrific. godspeed to the president and the first lady. he's got tens of millions of americans, people around the world sending him prayers and counting on him. i'm sure -- he's a strong older adult like myself and he will recover fast.
1:53 pm
neil: tell me what you think he's in for. maybe to prepare him for that. what did you go through, what might he go through? >> i will tell you this. it's such a high level of caution on air force one. i was with him last saturday when we flew up to harrisburg and the president has said many times, you have heard it, when you're in his presence, don't mind but please take a couple steps back, people follow all the right precautions, distancing, masks. so he contracted it. when i contracted it, i believe it was a certain night, i traced it back, and everybody was at social distancing, everybody was wearing masks, it was actually a media event, and you know, got it anyway. i'm sure that's largely what happened to the president. it was very unexpected. what he should expect is just what occurred. within 48 hours, that's why it's very likely in my view anyway, he contracted it on tuesday. 48 hours, you start feeling some symptoms, runny nose, cold, sort of fluish, and then it gets a

little bit worse over the next two or three days. little bit of fatigue. i didn't have much temperature so hopefully he doesn't either. then you start getting past it. you are still able to work but you know, you are not feeling very good. and it hangs on little bit longer than you'd like, six, seven, eight days later, you start getting on the mend and again, look, the president, we know his energy and his strength and his positive outlook. so i expect he will have mild symptoms and be back in the action within the ten days cdc recommended period. neil: you think he would be fit enough to make the october 15th debate? should he? should he put it off just to be safe? >> you know, we'll see. that's a little bit of a tight timetable. i'm sure they could move it a day, a day or two, but knowing this president, i'm sure he's going to try. yet at the same time, you got to do the right thing by all people involved. i'm sure he will. he's always got plenty of scientists around him. one thing about the president, he's very inclusionary.
1:55 pm
dr. fauci, vice president, head of the task force. look, they have been doing a very good job, very inclusionary under the circumstances. we are getting through this. neil: all right, congressman, thank you. i'm glad you're well. we hope the president will be soon as well. we will take a quick break here. the dow down about 92 points. we will follow what's got the markets moving. they are better than they were this morning.

neil: all right. still way too early to tell whether the second presidential debate can still be made to happen on october 15th, but we are getting indications courtesy of our hillary vaughn, who has been looking into it, that the vice presidential one looks doable. that's going to be at the university of utah, as you probably heard. their policy is simply going to require everybody inside the security perimeter, save for the three main players, the moderator and the candidates, to wear masks at all times. meanwhile, those who are hosting the first debate are urging that there be contact tracing and that everyone who has any worries about being in that room at that time go ahead and get tested. many are doing just that. we are also told that many of the president's activities at least in the near future and during this quarantine period
2:00 pm
will continue to be done but probably virtually, or the vice president will pick up some of the slack, as he did today for one meeting. so far, so good. let's hope that continues. right now, i leave you with the dow down about 78 points, to charles payne. hey, charles. charles: hey, neil. thank you very much. good afternoon, everyone. i'm charles payne. this is "making money." breaking at this moment, the world stunned and the markets walloped overnight as news that president trump and first lady melania testing positive for covid-19. that news sending stocks lower in futures trading but the market has been clawing back. the jobs report, well, it's actually better than the headline miss. there was a big pop in consumer sentiment, suggesting reasons for optimism but it all comes back to one more fiscal nudge from congress and the white house. we will get reaction from the white house coming right up. plus, how to navigate through all the challenges. that and so much more on "making money."
