california governor gavin newsom says he is sounding the alarm and offering a temporary curfew through most of the state. the order that goes into effect saturday, stops gathering, nonessential work between 10:00 pm and 5 am. that scenario is under the toughest restrictions, he won't be going to a fancy fresh restaurant. 41 out of 50 counties, exit 94% of the state's population and in new york city bill diblasio, very close to deciding whether to shutdown indoor dining again and across the country we are seeing more of these orders kick in. some have curfews, some have almost stay-at-home orders and we will do this throughout the show. we should mention that the cdc

is warning against traveling to visit relatives and friends this thanksgiving and the holiday season and urging anyone with possible coronavirus symptoms to stay-at-home. as we head toward thanksgiving and christmas holiday so timing couldn't be worse. dave: the contrast between the amazing progress on vaccines and therapeutics and these increasing cases in the lockdowns. let's bring in peter morici to talk about this. i don't think it is coincidence we are seeing lockdowns in blue states, the red states are trying to keep the virus at bay but also keep the economy humming. >> where you keep the economy humming people don't lose jobs and we don't have ancillary effects of depression, drug abuse and so forth. we have to remember there are extreme costs in terms of

people's health and economic well-being from locking down. dave: we had bad news on the job front, the dallas fed president is worried about a double-dip recession, the possibility of one going into 2021. are you worried about that? >> it is a concern. my feeling is the fourth quarter will be a slow quarter in terms of growth considering where we came from. we need to stop the bickering between the treasury and the federal reserve about continuing the loan programs to businesses and municipalities and so forth. this is not the time to pull those back. comments like governor cuomo's serve to stir panic in new york, so many people hesitant about vaccines. his kinds of comments will cause people not to take the

vaccine when it is available and create more problems and more deaths. these comments lead to higher fatality rates. dave: we have to worry about the possibility, the new administration coming in with new taxes. one of the worst things you can do coming out of a recession like we are beginning to do is raise taxes. we saw how that did not work in the slowest economy in history during the obama biden administration. >> they stumble over one another trying to see who can be more left-wing and socialist. jason rose an article in the wall street journal saying higher taxes would increase growth. i have a spence of education in economics, maybe not from harvard but nowhere have i written any books or seen anyplace that raising taxes by itself will create growth.

>> likely next month. this has to happen first, you need to have an fda advisory committee meeting where regulators discuss the data and decide to approve it. the rumor is the date set for next month, maybe more like the middle of next month, people are saying why not tomorrow? the drugmakers have been hard at work but the rumor is they will consider pfizer and moderna's vaccine at the same time. once they approve it they ship it the next day so we are talking 40 million doses ready and delivered by year's end. dave: that is so much more than people suggested, saying it will go to a fraction, 40 million is a lot better, but not just the vaccine but also treatments, therapeutics being given emergency use. >> that 40 million doses, 20 million people.
