burglary, they go to the store and come back an hour later in their home was broken into, not a lot of stuff can happen, these burglars insider homes and computer networks for nine months, they were seeing everything that was going on and collecting every bit of information and using that to move from not only the coppermine network but into other networks and as were finding out from susa and dhs solar winds appears to be not the only way that the attackers and the russians got into the system but obviously solar winds the network systems used by 300,000 companies in the world, they allow you access in the keys to the kingdom which is what the management software gives you as you were saying earlier we have not begun to understand what the damages and how many agencies and companies have been affected. connell: right, every day this week it seems like you learn something else, to say this is worse than we thought, people would imagine in their heads if in the old days somebody broken to the treasury department and

they were hanging out there for hours and hours you would want to say what would they take, did they walk around and look at the painting or take a bunch of material, with these hackers do we know that yet, do we know if they took anything or hanging out, what do we actually know? >> for one thing, they're still there, hi competence is russia, whose tools tactics and procedures we are familiar with but there's new tools and tactics and procedures that we've never seen before, we don't know exactly what's been taken they monitored e-mail and other data communication, they are taken a tremendous amount of information but what this is resemble under representative of, there's been headlines saying this is like an act of war, what they're doing is intelligence preparation of the battlefield before you go after an adversary you collect a lot of information getting into her nuclear stockpile understanding what is there in the federal energy regular trade commission and inner energy grid, they have

financial institutions involved in the stress test breathe through but because of the stress test the federal reserve's continuing restrictions on the banks through the first quarter of 2021 with modifications the banks will be allowed to buy back shares and offer dividends but restricted to an amount based on revenues over the past 12 months, if the bank did not make any money over the past 12 months and will not be allowed to do dividends or repurchases. the stress test under the severe hypothetical hot unappointed rates of 12.5% and we came back down to seven and half percent but banks under the scenario lost $600 billion in the bottom line none of the 33 participants came close to the minimum capital ratio of four and half percent, capital one came closest with the love.5%, deutsche bank did the best, 34.6% well-capitalized, the

is there some level of balance that we don't want to shoot ourselves in the foot because they do a lot of business in american consumers want to have their products, is there a line? >> there is a very clear line and it starts with this, we can do business with china on some things but china has to play by the same rules that everyone else plays by. and it needs to be transparent. i've lived in hong kong for ten years and lots of people did business in china and the one thing that they complained about, they don't follow their own rules, people say the law is unpredictable, no it's very predictable, you're the foreigner and up against the brother-in-law's in the foreign ministry, you going to lose and they've not shown goodwill and a host of the series and they further in terms of business, they have a different model than what we do businesses are expected to contribute to china's efforts against the world including espionage and counterintelligence, that makes them very dangerous partners
