joe manchin stands, i know chuck schumer said he wants to $2000 checks, first priority when president-elect biden takes office, how does that mess when we heard from biden. >> that is separate from the relief package that the president-elect is talking about, a spokesman for joe manchin said he will not vote for direct payments with the first priority in a 50/50 split in the senate after january 20 there are enough republicans to support the one item, however, from the past we know the house speaker likes to mix in other things and that could erode the republican support to mixing things up for those checks. connell: that's a very good point you never know how they will vote depending on what is in the bill. let's get to the white house 12 days away from having a new occupant and with the new president as edward was referring to new spending at least as the plan for president-elect joe biden he suggested there will be a massive spending plan in the works once he takes over and

manufacturing about a fort, steady progress in recovering from the decline that we saw in march and april on 2020. you need to support those who have been out of work for a long time and try to target relief on their financial needs but the larger economy has received 9% of gdp in stimulus and the cares act and about another four in the most recent were at a 13% gdp to a 9% decline, two or 3 trillion more, can you make that case, i think it will be a tough sale. >> they will try, it's good to be tough with the likes of joe manchin who will be a powerful figure in the new congress, democrat from west virginia, this is another point that i was making, even if joe manchin does not necessarily support this you might get some republicans who are in support of the $2000 stimulus checks, what you make about that policy in general giving up that much money to people. >> any sort of stimulus that we

are talking about auto be targeted, to be temporary and to be geared at the folks who need help the most, unfortunately washington, d.c. has a way of include one side that's all for solutions of problems that are more complicated it's no surprise what we seen in the jobs report leisure and hospitality taken a big hit, american in their spending behavior are treating this pandemic as if it is a temporary set of circumstances and that's why people spend so much during the holidays on gifts even if they were unemployed that's why there is a lot of pent-up demand for a lot of the services and i wonder if we won't see lines out the door of restaurants is summer because if you like mere dying to eat out but you haven't had that chance recently. >> i agree i think there's a lot on the pent-up demand argument but for the actual restaurants themselves, it seems that we talk to the restaurant owners all the time, a long way from

now until whatever the pent-up demand is unleashed, that bridge loan, however, we structure that to get them from here until then and allow them to survive essentially, something has to be done. what is that targeted approach especially with restaurants. >> i think that's exactly right there's a big difference between looking at the economy as a whole and those specific sectors especially the restaurants, they are in a world of hurt about a quarter close sense of being under pandemic hit and others are at the edge of financial survival, i think again we saw congress re-up paycheck protection program, that was very effective i keeping small businesses like restaurants in business and keeping their employees attached to those restaurants in getting a paycheck, they did the right thing, they have to keep an eye on it and make sure they take up in the funding is adequate and if they have to go back they

have to add some more, that is the recipe. connell: one last word are you optimistic overall where we are at least economically, it's been a rough week in this country in so many ways, can you leave us without on a friday that better days are ahead. >> i'm an internal optimistic my husband just got a second dose of the pfizer vaccine so i'm starting to feel like there's a light at the di into the tunnel. there's a lot of reasons for optimism and indicators to make the case for something positive. but overall, this is a unique time and we talked about the restaurant industry, it's a very competitive industry even after the pandemic. maybe one reason i'll finish by saying it's a terrible idea to raise the minimum wage and make it that much harder on people who work in sectors like leisure and hospitality to get a job in the first place. connell: the overall number of employees might go down even if the ones who are working are making more, that's argument for years and years, good to see you as well and as we move on, we will talk in a moment about

connell: welcome back to "after the bell" we heard from the new york city mayor bill de blasio in a tweet over the last hour and the tweet reads as follows new york city has enough we will administer shots to city workers in the elderly and 1b starting on monday the next phase of the vaccine rollout he's been under pressure as a vaccine rollout has fallen behind the promise scheduled only 13% of frontline healthcare workers have been vaccinated so far in new york city. word joined by the doctor with the senior director systemwide pathogens program for new york city health and hospitals. i'm not going to ask you to weigh in the politics back-and-forth between the governor and the mayor of new york but i'll ask you what is going on as far as you know with the vaccine rollout, it seems like were behind, what is going on? >> i think were behind on a

national level and locally within new york city we know there's thousands of doses that are sitting on shelves and should be in people's arms were in the phase of the pandemic locally and nationally and there's no reason for us to not provide vaccinations including those that are at highest risk and those most foldable, we know the pandemic obviously is getting worse and if you look at the trajectory and the number of hospitalizations in new york city that is increasing by the hundreds, cases are increasing by the thousands and we need to make sure were wrapping up as fast as possible with vaccination efforts. connell: explain the phases, a what is happening and be what should happen, the number that we saw earlier and you can correct me if you have an updated figure 270,000 doses sitting on the sidelines and not being used, there have been calls instead of just

vaccinating healthcare, frontline healthcare workers which is important let's move on have the supply meet the demand and have people 75 years of age and older get the vaccine. is that what the mayor talk about what will happen next in your view what should happen? >> i think number one there needs to be flexibility in terms of who we can provide the vaccine there's a number of individuals that obviously highest gris risk that are willo take the vaccine and we should be administering it to these individuals will be talk about the priorities, ia which is frontline healthcare workers and then individuals that are in resident in nursing homes and working in the nursing homes when we transition over to 1b you have a higher in pool of essential workers and over the age of 75, now when you have hundreds of thousands of vaccines made available you can pivot to the next phase but because of certain restrictions you are not able to do so, there needs to be more flexibility and

we can make sure were vaccinating as many people as possible. connell: one of the issues we talked about day one we need people to buy into take the vaccine including frontline healthcare workers who would be building confidence in others on the line and to some extent it looks like that might not be happening, is not troubling and what would you say to a colleague who is reluctant to take the vaccine now and maybe wants to put it off for a little while, whatever the case may be, what do you say to that person? >> we are seeing quite a high number of healthcare workers refusing to get vaccinated for a number of different reasons. we have been tackling those reasons from the national platform talking about how the vaccines have been developed and obviously the administrations of the profile the efficacy in your scene about 30% of frontline healthcare workers refusing to take the vaccine, because they're doing the watch and wait

approach. for me as i see my colleagues this is the most acute phase of the pandemic and we want to protect as many people as possible and inoculation, people are making informed decisions themselves to making sure they have the facts correct that's were having a problem people have these questions and we have the answers that come from a national platform, there needs to be more messages coming from the federal podium talking about the campaign and how they have been developed, how they worked in the safety inefficacy of the profile you're not seeing that we haven't launched on a national scale with a robust, 19 vaccine education platform or campaign and that should've happened way before it's not too late to do so because were stil. connell: a change in

connell: all right: it's something of a hard sell, almost sounds surreal that the tv network hosting the super bowl this year is still looking for ad buyers. the pandemic really causing companies to cut back on spending even when it comes to the big game, and grady trimble is at soldier field in chicago today with more on the story. >> reporter: hard to believe less than a month to go before the super bowl, and this year advertisers are hesitant. last year fox had sold all its ads by thanksgiving, and cbs is still selling. we don't know what's going to happen in the next month or so, everything is unpredict. will the game be postponed? could it even be canceled if there's a covid outbreak? will people watch this year because they're not going to house parties and bars? i want to show you a list of brands, avocados from mexico as well as little caesars, olay and facebook, all of those companies
