>> it came from acting secretary, used to be the administrator after the tsa. this went to the leadership at i.c.e., cbs and cis, all the immigration authorities within dhs. they have been instructed to follow this memorandum and provide additional instructionst to the field on how they're going to incorporate this in their operational instructions. elizabeth: and it's basically saying you've got to sit tight on -- i mean, dangerous criminals here. i mean, so walk us through again, what's the fallout of this? >> it means -- there's two parts. number one, it says you can no longer pick up criminals at a jail, state, local or federal, and take any action unless they are an aggravated felon, which is a high degree of felony, and they have a conviction. so that means if there's an illegal alien sitting in the county jail who's been arrested for rape and he posts bond, he gets out, i.c.e. can no longer

arrest him, they can't even start proceedings. they can't touch hum. the second l part of the memorandum, that's where they have the moratorium on mregistration. nyou can't remove them, you cant deport. even people that's currently in i.c.e. detention who have a final order from an immigration judge who's a convicted criminal, they can't remove them from the country. this ishe crazy. i can't believe, i cannot believe this is actual policy that's been sent out by the department. elizabeth: well, it sounds really disturbing. to this matter's big for jurisdictions that are sanctuary jurisdictions, right? >> this is a danger to every community in this country. and the sheriffs are put in a tough spot. so if you have a guy that's a sex offender and an illegal alien, he has to release him to the street. hehe can no longer contact i.c.. this memo makes it clear, it's no longer illegal to be in the united states illegally. you've got to have a serious
