$1.9 trillion american rescue plan will pass, most likely later into the evening. however, do not expect much, if any, support from republican lawmakers at all. republicans in this town feel that that price tag is simply too high, and they also point to unspent funds. here was the top republican in the house, kevin mccarthy, talking to larry kudlow earlier today. >> we still have a trillion dollars that we've already appropriated that hasn't gone out. what the democrats are attempting to pass now could only really cause damage. just think about what it is. >> reporter: now, that bill tonight will include increasing the minimum wage to $15 an hour. however, if that is passed, that provision will not be allowed in the senate under senate rules there. the house speaker, nancy pelosi, we just heard from her a little while ago, said that democrats will pursue a minimum wage increase in the near future despite that roadblock. >> we are sending it as a symbol

of a difference it'll make in the lives of the american people. but not just a symbol, but as a solid proposal. if it doesn't prevail because of senate rules, we will persist. >> reporter: the house speaker was highlighting how in this package, $1.9 trillion, there are things like direct payments to individuals, money to states and local governments and money to schools as well. after this, david, assuming that it passes on the hill tonight as democrats are confident that it will, it would then go over to the senate. all 50 votes from democratic senators there would be needed at that point. the house speaker tonight said that they are hoping to get it over here to the white house at the latest by march 14th to the president's desk. david: wow. so it goes to the senate then back to the house -- >> reporter: probably, yeah. david: -- and then, if it's passed, to the president's desk. blake, thank you very much. to hillary vaughn now in orlando at the cpac conference down there.

hillary. >> reporter: hey, david. well, today cpac has been all about corralling conservatives and getting the republican party on the same page so that they can turn out in 2022, win back the senate and flip the house. i spoke with senator rick scott earlier today. he tells me the way to win is to focus on the issues that matter to voters like the economy. >> first off, we need to not have a civil war. so a republican civil war is canceled. we're not going to do that. we're going to focus on what the democrats are doing. the democrats are all into socialism. we focus on the issues, we win elections. we're going to have a great '22. >> reporter: we have heard some friendly fire on stage today from don jr. who told the crowd they will lose if they follow the establishment in their party, and congressman matt gaetz said his message to any candidates that have turned away from trump, we are coming for you. >> if liz cheney were on this stage today, she'd get booed off

[cheers and applause] what does that say? the leadership of our party is not found in washington d.c. >> reporter: former president trump will be speaking here on sunday. sources tell fox news that president trump is at least warm to the idea of a 2024 run, and conservatives here at cpac are more than warm about that, but fired up about it. i talked with senator josh hawley today who told me if trump wants it, it's his nomination to lose. >> oh, i would expect he would clear the field. listen, i don't know, i'm not a prognosticator, but my bet would be that if he says he wants to run again, that he'll be the nominee. >> reporter: and hawley was thought as a potential 2024 candidate that would be weighing a presidential run are, but he told me he's not thinking about running in 2024 and not even in 2028, but that may be too soon to call.

david? david: hillary, thank you very much. and joining me now from cpac is florida republican greg steube. congratulations, congressman, for this great conference in your own home state. you're busy down there, but are you ready, are you prepared right now to vote on this covid bill by remote? >> yeah. i mean, we're calling this pelosi's progressive wish list. it's not a covid package. only 9% of this actual $1.9 trillion actually goes towards covid relief. you've got bailouts for states, blue states and blue cities, you've got subsidies to illegal immigrants, you have a whole bunch of things that are completely unrelated to covid that are in this bill. and that's why i hope you're going to see every single republican stand in solidarity against this bill today which is against everything we've done on covid-related legislation for this entire past year. everything has been bipartisan when trump was president for covid relief. so i hope we'll see all the

republicans stand against this. only 9% of the bill actually goes to covid relief. david: it's interesting you mention the details, because a lot of people are focusing on the payoffs to special interests whether it's the teachers unions or other things for issues that don't directly involve covid relief right now. they're tagged for way in the future. so years in the future after the pandemic is gone. but this is more -- some people think it's more than just to pay off the special interests, that what democrats are doing is setting the stage for big spending for decades to come. in fact, frank papa loan, a member of -- pallone, a member of congress wrote a letter to his supporters saying, put simply, this is the most ambitious economic recovery bill since the new deal. so if it's a kind of new deal, this is a lot more than covid relief. >> that's exactly what they want to do. look, they want to take us down the road to a socialist country. so why not do more spending? why not create more government programs that precipitate that?

plus the $1400 payment on top of the $600 payment that happened in december. look, there's over a trillion dollars that is still left unspent from the last year of our covid packages that passed the congress, and the president signed. there's over a trillion dollars that has been unspent. why are we going to spend more money in programs that already have money that haven't been allocated? david: was there ever an attempt by either speaker pelosi or the president to reach out to republicans to try to come to a compromise somewhere below their $1.9 trillion and above your figures? or was this, was there no attempt at unity whatsoever? >> the entire reason that they are using the reck are silluation process -- reconciliation process in the budget process is because they do not want to work with republicans. our amendments have been shot down, they aren't taking our amendments, and so they want to push this through completely partisan. otherwise you need 60 votes in the senate to get it done, but

they want to use the reconciliation process in the u.s. senate so they only have to get that 50 votes and have the vice president be the tie vote. this isn't anything bipartisan, and i hope all republicans stand against this atrocious spending bill that you're seeing today that 91% of it's not related to covid. david: so what does that say about president biden's promise during the election campaign to run as president as a unity president, one who was willing to make compromises? >> well, you know, what's interesting is you haven't heard that as of late, have you? you heard that in the beginning, we want unification, we want bipartisanship, and quickly that was jettisoned because they want to get their progressive wish list passed, and that's what they're going to continue to do. it's lip are service to republicans, and the facts bleed that out by the fact that, hopefully, there won't be a single republican who votes for this bill tonight. david: the economist steve moore has a piece in the "wall street journal" today, and he's talking about how this bill really does sort of depress the urge to go

out and get a job if you can get a payout from the government that's more than you would get at a regular job. and he ends up the article saying president biden's bill will make millions more americans dependent on checks from the government, not an employer. could that be the point? do you suspect that is the point? >> that's absolutely the point. again, they want to push our country to a socialist country that is, that citizens are reliant upon the government to pay their bills. so of course they want to send out paychecks to people, and they want to up the minimum wage which the cbo, which is a nonpartisan organization, says that 1.4 million jobs will be lost if the $15 minimum wage hike that's in this bill passes and is signed by president biden. why in the word during the time of a covid crisis where you have economies shut down would we want to do something that an independent organization is telling us we're going to lose jobs in our country. it'd be the last thing that you should be talking about right

now. david: well, and clear -- the worst sector, i can't think of any sector, maybe cruise ships is worse, but restaurants in the united states, tens of thous. some people say hundreds of thousands all over the u.s. have been ruined as a result of the pandemic and the lockdowns. and they are particularly vulnerable to a doubling of their minimum wage partly because of the fact that waiters and bartenders usually get paid more in tips than they do in their wage. this would change that and essentially wipe out the business modeling of restaurants that are struggling to come back after the lockdown. >> you're absolutely right. and i talk to business owners and restauranteurs here in florida that when that ballot initiative was on the ballot in florida said exact arely the same thing you just said. that means less people working at the restaurants. that means the people that they say they're trying to help, those low income individuals, those high school students, those young african-american men who are trying to get their first job, they're not going to be able to because that

restaurant, that mcdonald's is going to have to cut those workers because they can't afford to continue to do that. david: finally, congressman, sunday, of course, is the big speech by president trump. what are you hearing the there at cpac about what the president is going to be saying? >> well, i think the president's going to be focused on the midterm elections in 2022, and i really hope that he is focused on helping us take in this house back. if he can help us do that, he can be very effective in fundraising. the new people that he's brought into the republican party, e hope he's focused on taking the house back from speaker pelosi and giving the gale to kevin mccarthy so we can be a backstop to some of the horrible progressive policies we're seeing from the biden administration. david: congressman steube, great to see you, and congratulations to bringing all the attention to to the great state of florida, your home state. we appreciate you coming on. coming up, former trump deputy national security adviser kt mcfarland on the u.s. charging a chinese businessman

kt mcfarland is author of "revolution: trump, washington and we the people." kt, thanks for joining us. president biden seems to be confused about whether or not china's going to eat our lunch. what do you think? >> oh, i think they plan to eat our breakfast, lunch and dinner and make us pay for it. you know, i've got to give president trump full credit. he is the first american leader, president republican or democrat, who understood the threat, the strategic threat that china poses. and the first person who stood up to say we're going to do something about it. we're going to deal with their intellectual property theft, with their spying, with the fact that they penetrated our critical infrastructure, and i now worry that new president biden is going to reverse all of those gains. and the chinese, who have planned 20 years from now to be the dominant world power, they think they're going to get there within the decade. david: well, you heard about this arrest in i believe it was in hong kong or at least it's an indictment. i don't know if they've actually arrested the guy.

but was that an investigation began under your watch? >> sure. i mean, it's not just this, there are a whole number of investigations, there's the fbi conducting against chinese sp spies. and it's not just chinese spy was the guy who was trying to steal secrets from general electric, there's throughout the educational system, the confucius institutes, for they've penetrated american corporations, and they've sort of insinuated themselves into the american supply chain. and, you know, this is only going to get worse. if we don't stand up to china, if we don't doing something about their tech logical theft -- technological theft then the future doesn't belong to us. the former deputyier -- deputy director of national intelligence said the chinese steal $600 billion worth of u.s. technology and that costs the

average american family $4-6,000. and that's on our back. i really hope the biden administration gets smart, but i'm not so sure they see it as the threat that the rest of us do. david:kt, one thing they don't have to steal is rare minerals. and we use a lot of those not only for industrial goods, but also for military hardware. i just worry a little bit about wobbly knees in the biden administration giving in because of their fear that they'd lose out on rare earth minerals. >> you know, the biden administration, president biden has talked tough. he talks a good game, but he's not done any of it. it's words and deeds, and there's a big gap between the two. i mean, for example, president trump took chinese companies that were listed on the new york stock exchange who were doing business with the chinese military, he blacklisted them. americans weren't going to be allowed to invest in chinese military, and what did president biden do? he undid it all. so, glen, wobbly-kneed?

that sounds like action from the chinese communist party, not dually-elected -- duly-elected representatives of the united states congress. david: wow. that was kathy mcmorris rodgers at a bizarre virtual hearing in congress this week where democrats actually went on record demanding that broadcast and social media companies aren't doing enough to censor those conservative voices with which they disagree. let's bring in ford o'connell. ford, it is shocking to me, really shocking, the ease with which democrats are now talking about shredding our first amendment. your thoughts. >> well, i don't think the democrats give a hoot about the first amendment or the freedom of expression. they want to suppress if ideas and information they don't agree with, and i agree with the rep. this is what the chinese do, and if they feel they can continue to suppress ideas and information they don't like, then it'll help them keep power

for the foreseeable future. this is a political ploy, david. david: here's what the democrats say. one of the representatives, anna eshoo, was asked about some of the information she disagrees with. she says she doesn't call it information. i call them lies. i don't know what you call them, you call that the open a market, something that's competitive. i mean, she's not -- [laughter] only, you know, making fun of the open market which is something that's very real, the open market of ideas which is what the first amendment is meant to protect, but she's disparaging our entire market system. i mean, it's really repulsive to me that they would treat the first amendment like a door mat. >> i'm really actually not that shocked, david. look, i totally agree with you. i think that the democrats right now, the biggest threat to freedom of expression, the bill of rights and stability in the united states even more to than china. and you had kt mcfarland on

earlier. i'm a huge china hawk like she is. this is a clear and present danger. and, you know what? we can't stop the democrats because they've got all three levers of power in washington, d.c., and this is going to go unchecked until 2022. david: well, there's a fourth lever that the social media companies are working for the democrats. they were worried because in 2016 the trump campaign found a way of using social media to push forth their candidate, and they were very successful in doing so. jared kushner and others were doing that. they did not want a repeat of that. they stopped it cold, even going to the point of censoring information that could be critical to their candidate, joe biden. >> well, you know, you're absolutely right. look, big tech censorship and the suppression of information are the biggest obstacles the republicans have to fight for the next couple of years. it's that near god-like power to suppress and censor information they don't like and deplatform people they don't like.

i promise you, president trump is going to talk about that this weekend here at cpac in orlando. and i'm going tell you something, republicans better pay attention. david: i was going to ask you about whether they're talking about this there. they tried to deplatform parler which is an alternative, conservative alternative to twitter. and they succeeded for a while because parler was dependent on some of the servers controlled by the big social media companies, but they are back online now. will there be other attempts to create a diversity of sites that people that don't agree with the status quo can go to? >> well, look, unfortunately here's the problem, it's where the people are in big tech, apple, amazon, google, facebook, these are the people that are controlling the flow of information. and if they don't shut you down, they're going to buy you up. and we have to recognize that they are a tech oligopoly that really needs to be investigated. here's the problem, the democrats don't care because

they like the fact that republicans and conservatives are being censored and deplatformed. and, frankly, as long as the big tech companies continue to do their bidding, the democrats aren't going to mess with them in terms of regulation. david: are there people at cpac right now, you've been town there talking to conservatives, are there people who are trying to get together alternate sites, other servers, for example? not all the people in silicon valley are conservative. maybe in silicon valley they are, but there are other -- oracle, for example, was founded and run are by a man who's very sympathetic to conservative and libertarian ideals. isn't there a chance for there to be alternatives to twitter and facebook? >> oh, absolutely there's a chance to be alternatives to twitter and facebook. the question is, is being able to get your message out, be on the servers and be visible? it's about bringing in that critical mass, and conservatives are hungry to be able to communicate because we know if we can't get our message out, we can't organize, and we can't win

nature, "the new york post," nursing home workers, at one point he blamed the actual residents, people, because they're old and they die. this is not new from this governor. and, yes, he's using bad statistics because he was covering up i think at least 63% of the numbers that have now been released. and that's over 15,000 elderly. and it was also released that over 9,000 covid-positive patients were put into nursing homes. so we're starting to get the answers. they're trickling out, but we need an inagain, bipartisan investigation into this governor and his administration. howard zucker, his health commissioner, was on the stand yesterday, would not answer any questions. and someone asked him if he thought maybe the march 25th order of putting all those covid-positive patients might have, maybe infected a patient or two, and he said no. david: unbelievable. unbelievable. janice, i've just got to get personal for a second, because you have become a great reporter

on this subject. i think you've broken a lot of stories on this because you're so involved. but how can you separate your journalistic self from your very personal story which has affected not only you, but your whole family? >> it's difficult, but i am speaking on behalf of thousands of families, david, that want answers. and at the very beginning i didn't want to share the story. it's so personal. you know my husband very well, sean. he's a very private person. but he realized because people weren't asking questions and weren't getting the answers that someone had to speak up. and so i'm that person, and i will continue to do so, you know, long after this is not a story anymore because we really need to find out these answers so that no other family has to go through this again. david and you must have heard because of the fact that you're such a prominent individual, you must have heard from hundreds of other people who went through

the same thing that your family did. you now have this large family that you are essentially representing, and that is a part of what you're doing. >> it's very true. i have met some wonderful people. and we're going through the same thing, but together we feel stronger. and i've always said that cuomo has the name on his side, the strong name that, you know, has been in power for many years, and he has the democrats, a lot of them, on his side, but i have the angels on my side. and i think they will continue to give me the strength to continue. david: oh, man. oh, an man, you just gave me goose bumps. that's powerful stuff. by the way i said earlier the charges, of course, cuomo hasn't been charged of the sexual abuse yet, they're just accusations as of now. it9 may go further than that. but the problem with his denials -- and he has denied all these accusations against him -- is they come on the heels of his denials about fiddling with the

numbers which we now know wasn't true, so how can you believe his denials on the sexual abuse accusations if you can't believe him on these other issues? >>st it's true. and there are a number of lawmakers that are asking the attorney general, leticia james, who actually helped us with getting answers with the nursing homes, they're asking leticia james to conduct an investigation into this governor and those allegations. i think it's all about power. and this governor has just been in power for so long and really thinks that he's untouchable. well, now i think the dam is beginning to break, and he's going to have to answer for some of these issues he's dealing with. david: well, janice dean, having known you for many years here at fox, i can say quite honestly you are an angel. you're doing angelic work in representing not only your own family, but hundreds and thousands of other families that shouldn't have had to go through what they went through. great to see you, janice. >> i love you, friend.

i think that's something that should come into play, but at the same tokennen, when we look at defunding the police, i don't think that's a plausible objective. i think we need to employ greater resources in policing to make policing more quintessential. but when you look to defunding police, that's when you look in receiving the quality of life in that particular -- david: and specifically, forgy forgy -- forgive me, the district attorney's supposed to have the backs of the police officers on the beat. they're not supposed to paint a target on their backs. >> absolutely. i think what's happening is the district attorney in los angeles is bowing to the sentiment of the radical left. and in many instances, these are the people that are electing the district attorney into office. you cannot bow to the sentiment of people that are looking to receive the quality of -- recede the quality of life. public safety is the sentiment that you need to drive forward, and in that doesn't appear to be

the case in los angeles. we've seen something similar happen in places like new york, portland, seattle and chicago. and it's becoming troublesome in the united states. and when we rook to the defunding -- we look to the defunding police movement, it's not setting forth a precedent of public safety. david: and it has consequences. i mean, will l.a.'s homicide rate was up in january by 63% from last year. 63% increase in the homicide. and you have stats like that all over the country where you have movements in places of local governments, and doesn't the d.a.'s office and what's happening in r.a. contribute to those -- l.a. contribute to those horrible numbers? >> absolutely. the district attorney should have a level of accountability in connection with public safety. that doesn't appear to be the case. no one is gauging the successes of the district attorney's office because we have to look to the disenfranchised population which are primarily

cost. and again these are guesstimates. it's hard to tell precisely. but about ten years ago, the heritage foundation based on that 11 million number, added up $6.3 trillion it would cost the american economy as a whole, if there was a complete amnesty of all of that. that was scanned years ago. long before we had a situation where all the democratic candidates raise their hands if they thought that we should pay illegal immigrants free medical care at essentially the same benefits that we provide to american citizens. we are talking a lot of money on top of the trillions of dollars that were spending on covid-19 relief. art: you have to understand that a lot of those deficits that people receive, they are based on their annual income. so when you have a lot of these individuals that are going to be in the united states, a lot of them, the majority of them have some type of unskilled labor.
