has not been spent because these states don't need it. what is this bill? what is this three to $50 billion? it is a payout to your political friends in illinois per your political friends in new york, who yes, it chose to lockdown to shut down. but also have never manage their pensions. they have never manage their budgets effectively. they've never seen a budget they're willing to cut. and that is why they can't pay their bills just like they always have not. kennedy: they keep beefing up the pensions of the public unions, just a half a% here and they are. and it really adds up. and then, when they go unfunded you've states on the verge of bankruptcy like illinois, like the city of detroit. certain cities in california and it is interesting, bryan, a lot of times you point out these issues, and the issues with overspending at august back to the union.
