edward: president biden enveils his american families plan, $2 trillion for covid relief. that massive spending is more than $6 trillion. biden has not hit 100 days in office yet. let's dig into what the spending plan is, how it will be paid for. blake burman at the white house with his calculator. blake, break it down for us. reporter: there will be two major economic pitches for president biden two hours from now as he gives his first joint address before congress. the president in the lead in to this, white house in the lead in into this unveiled the $1.8 trillion american families plans. $800 billion in tax cuts for workers and families. here are some of the top lines you could see next to them. how much the white house says it will cost over a decade. president proposing extra four years of free education, free preschool for 3 and 4-year-olds, two years free community college later in life. a national paid leave program

and child care putting a cap on out-of-pocket costs for low and middle income families. to pay for this the president is proposing sizable tax changes for the wealthy. he wants to raise the top end tax rate once again to 39.6% and raise the capital gains rate to that number as well for million dollar earners. notably missing the proposal does not include repeal of 10,000-dollar cap to write off state and local taxes, something democrats in high-taxed blue states have been pushing for. that is one part of the sales pitch, the other? the 2 trillion-dollar american jobs plan. the white house just released a few excerpts of the president's speech tonight. he will say the following at one point later this evening, get quote, independent experts say the american job plan will add millions of jobs and trillions of dollars in economic growth for years to come. these are good paying jobs that can't be outsourced. 90% h% of the infrastructure jobs in the american jobs plan don't require college agree. 75% don't require a associates

degree. the american jobs plan is a blue-collar blueprint to build america. he will say it recognizes something i've always said, wall street didn't build this country, the middle class built this country and unions built the middle class. that is part of what the president will say tonight. republican senator tim scott will give the rebuttal for the republican party. after the address tonight, edward the president will hit the road. he will travel to georgia tomorrow, pennsylvania on friday, to continue to outline his economic vision going forward. also this evening we are learning that two weeks from today, march, may 12th, rather, the president will host a meeting over here at the white house with congressional leadership. that includes the leaders of both the democratic and republican parties. edward. edward: a lot going on all at once, thanks, blake burman live at the white house. appreciate it. so let's bring in republican senator roger marshall who will be on the floor in the room for the speech tonight. the president will say as you heard blake say, the american

jobs plan is a blue-collar blueprint to build america. do you believe that, senator? >> no and listen, when the president yells take cover tonight you better grab your wallet. you guys did a great job of outlining this. the president wants to borrow $6 trillion from our grandchildren, $6 trillion and raise your taxes. he already borrowed and spent two trillion dollars on his first covid relief bill. he wants to borrow $2 trillion for his green new deal implementation and two trillion dollars for free people. school and free college. as you know nothing is free out there he will raise your capital gains, dividend taxes and stepped up basis which will kill jobs and kill middle america. edward: senator, he is expected to say if, to people listening if you have other ideas how to pay for this he is listening is what he will say. what will the cost mean for our

economy and our future? >> right. i think your listeners have to make the choice. do you think the government does a better job redistributing income or do you think the private sector has? precovid, lower taxes lower regulations the greatest economy in my professional lifetime. show me wherever in the world socialism works out when we end up with a tax rate higher than sweden, higher than china? sew dollars and jobs will be leaving the united states and we'll be getting the short end of the stick here. edward: money is mobile. so what if there is no republican support forethis liberal wish-list, listen to what senator chuck schumer says about this. listen to this. >> we have no choice but to move forward. we much prefer to do it with them. let's hope they do it with us, big bold action is our goal, number one. edward: big bold action, a threat there maybe doing it without republican senator. reaction to that? >> this is part of the power

grab, right? president biden in his inauguration speech he spoke nine times about unity. he has yet to reach across the aisle for any type of bipartisan input, right? this is one more step. they're ignoring us totally on this. we offered an alternative plan, $600 billion for traditional roads, bridges, waterways, high-speed internet, things most of us think about being classical infrastructure right? so i think that this is, this will be jammed down our throats, we're hoping joe manchin and krysten sinema can stand tall, show us profiles in courage. edward: is there a danger of democrats breaking out that smaller package that republicans are pushing just for infrastructure, getting bipartisan support, just going with reconciliation process on getting the rest of this stuff passed? >> absolutely. that is the bait and switch here, right? we'll well aware of that. we're stuck between a rock and a hard place. i do think the infrastructure needs across the nation. if we're going to have to go

borrow money from our children i want to spend on things they will enjoy and benefit from. you're right at the end of the day, the president, speaker pelosi, schumer, they want to jam this radical agenda down our throats, borrowing six trillion, that is what, 12 zeros. it is an incredible amount of money, right? edward: exactly. so with that reconciliation possibly one more, is there one more reconciliation they can use? it is per fiscal year. there is some legal grayness, right? might be two they could use this year? >> there is at least one left that will require them to pass another budget but i know they have been talking to the parliamentarian, trying to go to a place that the senate has never gone before. the democrats are amazing at dreaming up directions that none of us ever thought of. edward: you're on the small business community. i want to ask you about something. we're hearing anecdotal stories from business owners they can't

get workers to come back because they're paid more to stay at home. how do you fix that situation? where is the help, the long-term help for small businesses? >> right. we've done 19 or 20 town halls back home, the number one concern of small business today is lack of people for the jobs that we have. frankly we're paying people over $50,000 a year to stay at home. we can't reward people to stay at home than come back to work so we need this federal unemployment program to end sooner than later. there are certainly people out there that need the help. but meanwhile, we've got lots of jobs in kansas that are open right now. this started all the way back in august when people in the construction industry started saying hey, we can't get people to come back to work. certainly we're in a tough situation right now. unemployment in my state around 3%. part of it is getting rid of extra federal unemployment insurance. edward: in the last 30 seconds here or so, has senator schumer called you, can we work this out, come up with a deal? >> no, sir, he has not yet.

senator tim scott on twitter thanking americans for their support as he prepares to give the republican response to president biden's address in congress in a little over two hours. the scott is the only black republican in the senate. only one of 11 in american history. let's talk about what we can expect to hear from him tonight with former maryland congressional candidate, kim klacik. kim what do you think about the choice first of all? >> no, i love it. thank you so much for having me, edward. this is a great choice. i can't think of anyone else to give this message. i had the honor of working with senator tim scott in january with the senate runoff race in georgia. we were on the save america bus tour with the club for growth. he came from humble beginnings. he made it. he is the american dream, epitome of it. he will deliver a great message. he was on the front lines with president trump's administration, working on criminal justice reform. that is what a lot of people

talk about right now. any american, we have to focus on issues. this has nothing to do with someone's race. we want more justice in this country. it starts in the courtroom with police reform that is meaningful. senator tim scott can focus on those issues. edward: he will talk about school choice. we have some excerpts what he will say, school choice as well as the response from the administration in terms of beating covid, saying this new administration sort of inherited that push from "operation warp speed." so what do you think about some of these topics and what do you need to hear from him tonight? >> yeah. well, those are very important. i ran in baltimore city. we have a situation where our education system is not up to par. a huge proponent of school choice as am i. that is something that needs to be discussed. we see across this country many schools have yet to reopen. that is because in my opinion the teachers unions are holding everybody hostage. we've seen a lot of parents talk

about the fact they want their kid back in school for in-person learning. it is very important. i'm a mother myself. it is important and so senator tim scott, again here's a guy that has done nothing but push for every race, every american, to go further in life. you know he has been making a positive impact. the fact he is the only african-american senator right now, to me this is the perfect choice. edward: scott has openly talked about racial disparity, criticized some of president trump's remarks even after the events of charlottesville, virginia, in 2017. the senator has been criticized not doing enough on issue of race. what do you think about that or is this coming from the left? >> that is something from the left we hear all the time. like a red herring. nothing really in this country is about race when it comes to being successful. life is about choices. if you have a good education, a good upbringing, family structure these things will make you successful in life. we have data to prove that.

the fact we continue to talk about race in this country deviates from what the issues actually are. i'm so happy that senator tim scott will be giving this message tonight. i can't wait to hear him. edward: kim, thank you for your time. appreciate it. i'm sure we see you in the future. bring in texas congressman brian babin on the front lines of some of these issues senator scott will address. first for you, was the senator a good choice? what are you hoping to hear from him, maybe specifically about the border? >> absolutely. thank you, good to be with you tonight, edward. i think that tim scott was an excellent choice here. as everyone has already said on the show. he is the only republican black senator we've got. humble beginnings. a guy that realized you know, what our founders envisioned originally, seized the american dream with both hands. his hard work, perseverance paid off. i think it ought to be an inspiration to everybody, no

matter what your race is. he is, the first black senator to serve from a southern state. this is a guy that knows there is unity in the nation's diversity instead of division we've seen coming from the democrats. race baiting, the terrible race baiting that we've seen out of the democrats this is a guy that actually brings us together. i believe he will deliver a optimistic message a conservative message that detail exactly what the republican party is striving for and that is a stronger, freer and more prosperous america. looking forward to his speech. edward: you're the co-chair of the house border security caucus. you know what things we don't expect to hear a lot about the current crisis at the border from president biden but do you think it needs to be in the rebuttal because it is sort of the elephant in the room? >> there is no question about

it, because you know, we've been told there is no crisis down there we've been told that the border is secure, people are being turned back, et cetera, et cetera. believe you me, i've been down there. i've led trips down to the southern border in texas at the rio grande sector, and also i'm going in a couple more weeks out to el paso, i can tell you anything but secure. 19,000 unaccompanied children came across in march. we're on line to have 26, 27, 28,000 unaccompanied minors come across this border by the end of the fiscal year. we're on track to have a million plus people come across this border and quite frankly when, we've heard the biden administration made these promises, you know i hope folks remember during his speech tonight that he promised a unity and transparency and he promised to defeat covid.

they said he wasn't going to raise taxes on working class americans. he would not ban fracking. all of these have not been lived up to. he talks unity. but had nothing but partisanship. every major bill that has come through the house has had zero input by the gop. they're spending trillions of dollars. give you a good example. on the infrastructure package, 2.7 trillion in about 15% of it is on infrastructure. i serve on infrastructure, on that committee. we passed a great infrastructure bill which was bipartisan back in 2015. and it was a 300 billion-dollar bill, just a fraction of what this thing is going to be. this president, i'll tell you, he has got nothing to tout on that border because he has done nothing but fail the american people. we've got criminals. he empowered coming across the border. he empowered the cartels. they are the defacto, in control of our southern border.

"new york times" reported that cuomo aides repeatedly overruled health officials for at least five months. a lawyer for cuomo's office tells "the times" the administration wanted to make sure it was releasing accurate information. hunter biden is now the subject after federal investigation into his taxes and business dealings overseas.

♪. >> while i was briefing president trump, kerry was briefing zarif on intelligence related to israeli operations. >> that was former secretary of state mike pompeo slamming john kerry as new calls from republicans for kerry to testify under oath. kerry said accusations that he fed information to iranian foreign minister mohammed zarif are false. the current secretary of state antony blinken called accusations utter nonsense. i want to bring in representative andy barr on this nonsense. he is on the foreign affairs committee. you also led a letter to kerry, pushing back on the administration plans to force banks to meet climate goals. first of all i want to get your reaction on this accusation. now we heard from kerry, secretary of state and others, what is your reaction to this? >> we've known for some time that john kerry is more

interested in appeasing iran, world's leader in sponsor of state terrorism, more interested in appeasing iran than standing up for our most strategic ally in the area, israel. we know that because he was the architect of the flawed iranian nuclear deal. if these accusations are true, that john kerry disclosed sensitive information about attacks on iranian assets in syria, that is an outright betrayal of our ally israel. israel which is a force of good, an island staff stability and moderation and democracy and freedom in the middle east. edward: so if you have the administration circling the wagons so to speak, how do we figure out if this is actually true? >> well that is what this letter is about, edward. we're calling for an impartial investigation. we want an investigation. the american people deserve an investigation. we want to also know that what the state department knew about john kerry's relationship with

mr. zarif, the foreign minister of iran. we want to know when the state department new it. and this is not a simple matter of shadow diplomacy. again, this is a betrayal of not only u.s. national security interests but also the interests of our key allies and you know, john kerry is currently a member of the national security council. he is not just the special envoy on climate. he is a member of the national security council. he has a special responsibility to advocate for the security interests of the united states and our most important allies in the region and if this investigation reveals that in fact he was working against the interests of the united states undermining, actively undermining the previous administration in our efforts to restore and reinitiate level of deterrents against the world's leading state sponsor of terrorism, he should have his security clearance revoked.

>> are you among the voices calling for that he should testify under oath about this? >> absolutely. i can't think of anything more important. and remember, it would only be consistent with what democrats were calling for in the previous administration. they accused michael flynn of a shadow diplomacy that undermined u.s. interests. this is, this should be no different. there should be no double standard. here we know that john kerry is admitting he at least twice met with mr. zarif at the same time that the trump administration was attempting to re-establish some level of deterrents by withdrawing from this flawed joint comprehensive plan ever action, the so-called iran nuclear deal, and i think here, what you see here john kerry putting his personal ego, the defense of the flawed agreement he put together ahead of u.s. national security and certainly ahead of the interests and security of our ally israel.

edward: that leads me to my next question in the last minute or so, clearly former president trump's actions against iran had an impact on iran itself. it was hitting iranian military hard. where do we go from here given all of this new information out? >> i cosponsored the maximum pressure act. we need to keep with the policies that were working. the policies of the previous administration, reimposing sanctions, putting maximum pressure. how do we know it was working? because unlike during the obama administration, and under iran nuclear deal there was acceleration of ballistic missile testing, there was acceleration of funding and cash going to terrorist proxies, hezbollah, assad, houthis in yemen, destablizing sanctions relief, avalanche of cash flowing to tehran, president trump reversed course, placed maximum pressure, iran's foreign

♪. edward: welcome back. fox news medical contributor dr. marc siegel is joining us now. he is also a professor of medicine at nyu langone medical center. so yesterday the cdc loosened its mask guidelines saying those fully vaccinated do not have to wear their mask outside, duh. something other doctors on this program have said. the cdc knew about a year ago, just last week researchers at mit showed if you're indoors, whether six feet, 60 feet apart the risk is the same. doctor, do you see these recommendations, are they based on science? are they guesswork? are we not there yet? >> well, first of all i interviewed dr. wollensky, head of cdc yesterday on the radio, i was impressed how ernest she is and how smart she is as a virologist. she talked about removing masks as a for of liberation, everyone watching the show is going to agree with that. the pro they have been too slow

to make the guidelines fit the science that you just talked about. keep in mind, edward, at the very beginning of the pandemic, we knew that this virus was more contagious than the flu. then we learn it hung in the air. we knew that before the mit study but the models that we used were flu models. we studied masking and we found out masking works in close quarters indoors but to your point, when you're vaccinated we're finding out you're not shedding the virus. you're not transmissible. what happened the cdc has been too slow to catch up to that. i think they're following the science, that is key word, they're following behind the science. they're leaders. they are supposed to lead us through the pandemic. they should be in front of the science. i don't think the things are arbitrary. they're too slow to adapt. think of the health issue, tremendous psychological harm to us to be cooped up with masks.

doctors wear them all of the time but the rest of the public is not used to this. edward: doctor, where would you like to see the rimdations? how -- recommendations. how far you had should they go. >> masks outdoors don't make a lot of sense. a study back in november shows very little spread outdoors. i don't see the idea of people walking down the street wearing a mask. by the way, people riding a bicycle, wearing a mask, i wrote a semihumerus article in "usa today." , they forgot to wear their helmets. i'm worried about people not getting enough oxygen. that never made any sense. now we're vaccinated you can't spread the thing and we say still wear a mask? makes no sense to wear a mask outdoors. people go indoors and sit at tables take off masks for hours. as soon as you stand you, get your mask off. all of that does not follow science.

they're going to new jersey, they're going to north carolina, here they are. >> your heart goes out for those people that are coming from countries in situations that are horrible but there is a right way and a long way to do this. >> absolutely, those people may be needed in our economy, that's why we have to fix the system and we should go into a merit-based because those that don't agree with what i'm saying, not everybody is needed in the marketplace is a scientist or doctor or an engineer. you need thousands of people that need to do jobs, picking the jalapeno peppers in southern california or picking up tomatoes in southern florida, were talking about having them come in and welcoming them with dignity and with order. that's why we have to put order at the border, once again no one really wants to touch the immigration system because the people are apparently scared.
