said, were taking care of wiring switches, fixing bridges, tunnels, modernizing stations and repairing and rebuilding the vital infrastructure. gerry: for reaction let's bring in texas congresswoman beth van duyne. she's on the infrastructure committee, thank you for joining me. >> thank you for having me i appreciate the opportunity to answer these questions. gerry: we know the president loves trains he's like a kid with a vinyl train set but he loves it intel spent ten of money on amtrak, amtrak has been losing taxpayer money for years and years and years, what is the point of this and how much more is this going to cost. >> i hope you didn't put me on to defend this program because i can't, it's a great question i know that's $80 billion he's directing toward amtrak, you

look amtrak employees, 20000 people in fees worried about jobs why is he not directing it toward freight real which is what we need that has over a million folks that they employ. i see this is another opportunity to throw billions of dollars out blue states, that seems to be called what his focus is on. but if you start to get about the dollars that are adding up in what opportunity cost, we have $2.3 trillion infrastructure deal that is thrown out with no transparency, no accountability, no details followed by another $1.8 trillion because we do to reality human infrastructure that doesn't have any roads, bridges and at all. so you're looking at a $4 trillion spent and it's not touching the water infrastructure that we need and what we need to be competitive globally, those things have gone out the window. gerry: as you say there is

clearly a case and i think a lot of republicans support genuine infrastructure, possibly with improving the railway network for freight in improving airports and roads, but as you say a tiny fraction is going towards that. you think there's a chance that may be republicans can come up with a plan for spending themselves and get more directly to what's needed as opposed to the schemes that seem to be designed largely to put money in the pockets of labor unions. >> the transportation infrastructure committee for exactly the reasons as you said, it should be the most nonpartisan committee we have in congress, highways, roads, bridges are not republican or democrat, the good paying jobs that you put into building those critical infrastructure and their what we need to stay competitive, as of last year you seen what's happened during the pandemic and the importance of

moving goods and getting services out to individuals when they needed the most. we seem to be failing, there's only 6% of the $2.3 trillion package that even includes roads and bridges. if you're very generous in your definition of infrastructure you're looking at 24% but the vast majority of the cost are for green new deals phase one, paying for electronic service stations for a technology that may or may not be our future. there's a lot of other r&d projects that are looking into carbon footprint and were kicking winners and losers and i say we, the biden of administration is picking winners and losers and spending trillions of dollars. gerry: i did notice when the president addressed the congress, 500,000 charging stations on the highway network for electric cars and he said those that we built by the

20th and hundred days later it's a booming u.s. economy what do you think of it? >> i take this personally because they did help donald trump we put together an incredible program and we created the lowest poverty rate in the history of the united states we had incredible low unemployment and we had a surplus 7 million jobs in this country, wages went up and then if you look back about nine months ago and you look at what the forecast is almost every economist on the left and the right said it would take several years to get out of this cratered economy that's been hit so hard by covid. i was looking at the chart in your newspaper today, the wall street journal and it showed an incredible v-shaped recovery that we've had in the last nine months, the recovery as you know began in june and july, it didn't begin in january, we've seen a much better recovery and much swift recovery than

virtually any other company that we compete with, much faster than europe and japan and all these other countries, i think biden deserves a lot of credit for a pretty good vaccine distribution program, the vaccine is a stimulus, you know that, we don't need trillions of dollars of spending, we do see people vaccinated the businesses reopened, i think joe biden would've been really smart to salute donald trump and say thank you donald trump for the vaccine in getting this started, working to complete the job but they can't bring themselves to do that. gerry: steve, you make a good point, i remember we talked to you and others at the time there was a lot of concern last year even when the recovery came that it would be slow and if you compare this to the recovery after the financial crisis in 2008 - 2009, this is a dramatic much faster recovery, people were concerned that we had scarring in the economy that it would take some time for those jobs to come back, we come right back, why don't you think there

hasn't been long-term damage that some people fear they would be last year. >> this recovery has surprised me, i was a skeptic, it's really a testament, not just to trump our private is in his men and women people that run great company small and large who somehow brought this economy, 98% way back which is pretty amazing what we vendor and shows the dynamism of a capitalist free market system. but i wanted to mention one other thing, if we cut taxes and tax rates not because we love corporation and went on to help the rich we did this because we wanted to make america more competitive and bring jobs back to the united states among other things lowering our tax rate so we were competitive with china, japan and so many other countries and we did that and it worked the left loves to talk about science, we do scientific

to divest yourself in everything, the other thing that makes me upset, steve rafter that was in the obama administration, very successful, he's a far left guy, he was in charge of the government bailout in the automobile industry. he was on a new show yesterday morning and he said what bothers him about all the spending, it's not just inflation in the deficit in government, how are they going to execute this, they start from scratch in their gonna spend $6 trillion there is an opportunity not just for john kerry making some money on the side but they won't be able to execute it and it'll be an awful lot of money wasted in fraud in every other way there charging the american people, every man woman and child in america will have to pay $1500 per year for their green energy proposal, that's an awful lot of money. gerry: is a good point, in the circumstances you can't get the money out the door fast enough,

gerry: the u.s. troop withdrawal is formally underway in afghanistan. president biden wants a 2500 remaining troops out of the country by september 11, that would be the 20th anniversary of the terror attacks which prompted the u.s. involvement in the country in the first place. what will happen to afghanistan itself, the fear is the u.s. withdrawal will lead to civil war or another taliban takeover.

let's talk about the scenarios with former state department official christian white. thank you for joining me. >> great to be here. gerry: we spoke about this before and how president trump wanted to pull u.s. forces out of afghanistan a president biden has announced it, it's become pretty clear that military leaders here and other nato countries are pretty unhappy with its decision and they think it's over hasty and it could lead to real instability. >> i think it can lead to instability, so they get the right decision to make. the reasons as president biden articulated in his address to congress, to get the people who planned and executed 9/11 and also to send a message to the people who hosted the taliban, if you host people he strike the united states then there will be a very significant cost to pay, 20 years later in ten years after bin laden was killed, that point has been made, anyone

around the globe knows if you tack the united states there will be serious consequences. however, will there be a civil war in afghanistan, arity would argue there's one going on now, will there be instability, yes. there will be a moment when the taliban pull into kabul and raise their proverbial flag. but the place will not look like beverly hills. gerry: anthony blinken what he calls free riders have it kept the country stable. take a look at this. >> no one has an interest in civil war in afghanistan. certainly the afghan people don't, i don't think ultimately either the afghan government or the taliban, none of the afghan neighbors do and other countries in the region that have basically been free riders for the last 20 years as we've been engaged to our nato allies and partners who will now have to

decide given their interest in a relatively stable afghanistan, giving influence that they had whether they will try to use that influence in a way that keeps things within the 40-yard lines. gerry: christian, what do you think, it makes sense i think we would agree, doesn't sound like an invitation for russia and pakistan and iran to play a bigger role in afghanistan. >> probably not, it makes sense but it doesn't mean it's going to happen, they certainly benefit from having islamist on the back heal and i put on the defensive of afghanistan, china surely doesn't want active jihadist groups in the region considering what it's doing to the muslim uighurs in its own country. i think the secretary analogy really breaks down with pakistan. pakistan does see it of having an incentive to have chaos in afghanistan and been more than willing to work through very violent the hottest groups in the past. and sees that as a way to expand

its own influence into one of the more important neighbors. gerry: a lot of people worry about the afghan citizens who have been supported in the united states translators and people who assisted u.s. forces and administrators there that they can be targeted. how much of a concern, does a u.s. have an obligation to those people? >> is a big concern, the united states does have a big obligation considering the numbers thrown around about the increase in refugee numbers coming to the united states, some people say 50000, some people say 100,000, that's everywhere and there's lawful immigration and unlawful immigration in this country in certain we can take the people that risk their own lives it to help us in afghanistan, these are by definition modernist pro-american people and we would be vastly compounding the tragedy of afghanistan if these people were to be left behind to come under the control of the
