i am gerry baker and for elizabeth macdonald, "the evening edit" start right now. gerry: president joe biden continues his u.s. tour selling his tax and spend agenda, today in philadelphia the president promoted his infrastructure plan including $80 million for rail, much of that will go to amtrak which is been losing money consistently over a long period of time, is this yet another example of throwing taxpayer money at problems. take a look at this. >> my american jobs plan i propose spending $10 billion a year on passenger rail and freight rail. of this, two thirds of amtrak routes including the northeast corner nationwide. were talking about union jobs as

i said in taking care of the writers, laying track, fixing bridges, tunnels, not under modernizing stations and preparing despite allies infrastructure. gerry: let's bring in beth fan died the house transportation and infrastructure committee. thank you for joining me. >> they stand for having me i appreciate the opportunity to answer questions. gerry: we know where the president loves trains, he's like a kid with a toy train set. any loves it, he's going to spend tons of money on amtrak amtrak has been losing taxpayer money for years and years and years. what is the point of this and how much more is is going to cost. >> i hope you did a put me on to defend this program, quite honestly i cannot. it's a great question is what $80 billion studies directing towards amtrak, you look amtrak

employees 20000 people, he's worried about jobs, why is he not directing it towards freight rail which is what we need right now which has over a million folks that they employ. this is another opportunity to throw billions of dollars of police states, that seems to be his focus on if you think about the dollars adding up, how are they paying for those dollars at what cost an opportunity cost, infrastructure that is thrown out with no chance. treat, no opportunity and no details, followed by 1.8 trying in dollars of what they're calling infrastructure but the new terminology is human infrastructure that doesn't have roads or bridges in at all. so you're looking at a $4 trillion spend and it's not touching the water infrastructure that we need and what we need honestly to be put into competitive globally. those things have gone out the

window. gerry: there is a case for restructure, a lot of republicans support genuine infrastructure spending and you talked about possibly improving the railway network for freight and airports and roads but as you said tiny fraction of the president's proposal. do you think there is a chance that maybe republicans can actually come up with a plan for infrastructure themselves so they can get more directed towards what's needed in larger in the month of labor unions. >> to get on the transportation infrastructure committee were the exact reasons you said, it should be the nonpartisan committee that we have in congress, highways, roads, bridges are not republican or democrat. they are good paying jobs that you put into building those critical infrastructure and their what we need to stay competitive. under the last year you have seen what's happened during the pandemic and the importance of

moving goods and getting services out to individuals when they needed the most. we seem to be failing at that, only 6% of the 2.3 training dollar package that even includes roads and bridges. if you're very generous in your definition of infrastructure you're looking at 24%. but the vast majority of the cost are for green new deal phase one, paying for electronic service stations for technology that may or may not be our future, there is a lot of other r&d projects that are going into looking at the carbon footprint and were picking winners and losers. when i say we the biden administration is picking winners and losers and spending trillions of dollars. gerry: when the president addressed the congress about 500,000 charging stations on the highway network for electric cars and he said those built by

the member of the international brotherhood of electric workers as though that is the purpose of this, it is supposedly a green program and a lot of reasons why there's good things that can be done in terms of green infrastructure but it seems to be about providing employment for labor unions, reward for labor union for democratic candidates. >> i'm all for working families, we need to open up more job opportunities, what i seen from this president he says one thing and his actions do something completely different. if you're really worried about jobs why was his executive order to kill thousands of jobs. if he's worried about working families why won't he help open the schools to get the kids back in schools so families can go back to work. he talks about wanting to expand the economy and he's crushing the economy crushing policies that will do the exact opposite. we have a lot to go, i'm really anxious to work with him on a

>> i take this personally because they did help donald trump who put together an incredible program, you crated the was poverty rate in the history of the united states, incredibly low unemployment and a surplus of 7 million jobs in this country, wages went up and then if you look back about nine months ago if you look at what the forecast was, almost every economist on the left and the right said it would take several years to get out of this crated economy the heavens hit so hard with covid, if you look in your newspaper today the wall street journal showed this incredible v-shaped recovery that we've had in the last nine months, recovery angelina july, it didn't begin in january, we seen a much better recovery and much swifter recovery than virtually any other country that we compete with. much faster than europe and

japan and all the other countries. i think biden deserves a lot of credit for a vaccine distribution program, vaccine is a stimulus, you know that, we don't need trillions of dollars of spending, we need to get people vaccinated and businesses reopen. i think joe biden would've been smart to salute donald trump, say thank you donald trump for the vaccine in getting this started working to complete the job but they cannot bring themselves to do that. gerry: you make a good point, i remember when we talk to you and others at the time, there was a lot of concern last year that even with the recovery came i would be slow. if you compare this to the recovery after the financial crisis in 2009, this is a dramatic must enter much faster recovery, people were concerned that we have scarring in the economy that it would take some time for the jobs to come back, we come right back, why do you think there hasn't been, so far,

the long-term damage that some people fear there would be last year. >> this recovery has surprise me, i was a skeptic, it's a testament not just to trump but are private businessmen and women that people run great company small and large who have brought this economy. were 98% way back, which is pretty amazing given what we've been through, shows a dynamism of a private capitalist free market system. i wanted to mention one other thing, if we cut taxes, tax rates not because we love corporations and i went on to help the rich, we did this because we wanted to make america more competitive place, we wanted to bring jobs back to the united states among other things, lowering our tax rate so we were competitive with china and get unto japan and germany and so many other countries. we did that and it worked, the left loves to talk about science, we had a scientific

violent jihadist groups in the past and sees that as a way to extend its own influence into one of its more important neighbors. gerry: a lot of people worry about the afghan citizens who have been supportive of the united states translators, people who assisted u.s. forces and administratorss there. that they can be targeted. how much of a concern is that does the u.s. have an obligatio. to those people? >> i think it's a big concern, the united states does have an obligation considering the numbers being thrown around about the increases in refugee numbers coming to theef united states, some people say 50000, some say 100,000, then there's lawful immigration, and unlawful immigration, certainly we can take the people who risk their own lives to help us in afghanistan, these are by definition modernist pro-american people and we would be vastly compounding the tragedy of c afghanistan if thee people were to be left behind to come under the control of the
