"the evening edit" starts right now. ♪. ♪. elizabeth: welcome to the show. you're watching the fox business network. we've got the dow, the s&p and the nasdaq ending near session highs. there was a broad rally on wall street shaking off inflation fears but we have this new story, a damaging attack that could affect the midterms. house minority whip steve scalise accusing house speaker nancy pelosi with stonewalling their demands for probes moo the origins of covid-19. and now this, a new big push underway. the house gop conference led by minority leader kevin mccarthy planning a potential full-scale legislative blitz, an investigation into what started this pandemic that has left more than 600,000 americans dead. let's welcome florida congressman michael waltz back to the show. it is great to have you on. can you tell us what legislation is in the works?

>> yeah. i'm the ranking republican on the research and technology commission and research and technology committee, excuse me and we pushed, and are pushing for the office of science and technology in the white house to come and explain to us why gain of function research which, you know as you know which is basically studying a virus but putting it on steroids to see how it spreads, why was that turned back on in the very early days of the trump administration in 2017 after it had been paused because it was so controversial by the obama administration and what was dr. fauci's role in having that turned back on? look, i think we've seen now that all of the interests were aligned here. the proponents in the bureaucracy here in the united states and the scientific community of gain of function research. they had no interests in the lab

leak theory because it would have kind of been like chernobyl was for nuclear scientists had that come to the fore. the mainstream media had no interest in that theory because they just wanted to paint the opposite narrative of anything president trump said, right? then of course the chinese communist party had no interest in that getting out. so they had a massive global propaganda campaign. we are going to get to the bottom of unpacking all of that. the american people and the world need to understand how this happened and, here's the big thing. we can't prevent the next one from happening until we understand how this one happened. elizabeth: right. >> the last three have come from china. never again. we have to get to the bottom of what happened and howe we're going to stop it. elizabeth: let's get to this. okay. we hear you. the thing is, is that they were doing, funding gain of function research when we didn't have america's defensed ready for a pandemic. we have democrats pushing on

vote reform, right? >> right. elizabeth: we have the democrats pushing on infrastructure. republicans are taking a different tact. you guys are saying hey, we can't go through this again. it demolished small businesses. it hurt the economy and killed 600,000 people. now the white house national security advisor jake sullivan, he says that biden administration is pursuing ways to put international pressure on china. what do you say to that? >> i think it's a lot of happy talk, frankly. we're hearing that talk. we need to see them walk the walk. what are they actually doing? are they sanctioning chinese officials that were involved with the coverup? are they cutting off any future funding to wuhan? that is another question we have of the white house. what is the policy going forward when, as it pertains to gain of function? what are the other labs around d the world? we know of two in the united states. i'm comfortable with their level

of security. the state department knew and wrote cables to the effect that the security was very lax in wuhan so what is the white house position going forward in terms of that funding? elizabeth: why are, why are we -- >> rather than talking. elizabeth: right. why are we allowing dangerous gain of function research in a chinese lab that is known for making errors and mistakes? that is really, it is an unsafe lab. what were we doing there to begin with? let's watch steve scalise. watch this. >> we're in the majority, we will do it and we will hold china accountable. they are covering for china right now with a -- we'll keep calling them out on it. elizabeth: so that, that is tough words. he is basically saying that pelosi is aiding china's coverup. your reaction to that? >> like i said, everyone's interests aligned. democrats want to talk about other things. they don't want it to come to light that we knew, many of the

investigators didn't come, you know, couldn't come forward because when you have dr. fauci and others saying it was natural causes, when you have facebook calling it a conspiracy theory and banning it from their platform of anybody asking these kind of questions, you know, everyone's aligned for this to just go away. we'll not let it go away. steve scalise is absolutely right. we have to get to the bottom of it. >> we have to go. >> not preventing it from going forward. finally what was the chinese military's role in all of this? because we know -- elizabeth: congressman, we got to go. we have to wrap it. >> we're studying bio warfare and we have to be able to stop it. elizabeth: congressman michael waltz, thanks for joining us. >> okay. elizabeth: let's bring in former hhs assistant secretary, bret giroir. here is the other thing. we have government documents, great to have you on.

we have dr. fauci's repeated denials in senate testimony last month they were not backing gain of function research but government documents show back in 2002 that he used taxpayer money to fund dangerous gain of function research to pay for a patent on it before the first sars outbreak. the patent came in from dr. robert baer rick from unc chapel hill. why is denying this they had nothing to do with gain of function? >> so thanks for having me on, it was clear from 2015 when a paper was published in one of the most prominent journals of the world, nature, that the nih funded research to combine two coronaviruses with chimeric virus, to make a one.

that is gain ever function research. they were funding bat coronavirus research. we don't know what kind of research they did. that is why the congress needs to investigate to determine exactly what what they said they were going to do, what they did and the accountability and controls for the nih were. one final thing i want to say, gain of function research goes through an internal nih review to determine whether that worthwhile or not. that is not public. we don't know who reviews it. we don't know who is on the review panels. all this needs to be investigated by congress and have special reviews, even if we do it in the united states. we should never do it in places like china. >> well we've got dr. barrick looking at gain of function research back in the year 2000. this is going on before the sars virus ignited in the early 2000s. they were looking into ramping up quote the pathogenic infectionness of these viruses

enhancing them for treatments and for vaccines. we're doing that when we don't have our defenses up and running here in the united states in terms of our strategic national stockpile that couldn't even handle an outbreak like this. what is dr. fauci doing say, yea, yea, let's go gain ever function when we don't have our defenses ready to battle it? what is that about? >> i don't think we can have our defenses against every man-made frankenstein virus that can attack human beings. that is why we have to be very careful limiting who does the research, how it is done and the controls are on it. no matter how you look at it doing that kind of research in a laboratory that has had errors in a non-transparent society linked up with the chinese military is never a good idea. again we can't say it enough. we really need the investigation. representative scalise is correct. we need to find the root cause, to make sure it never happens again. elizabeth: we don't have the

ground zero in terms of the animal that had the virus or the intermediary host yet. let's listen again to dr. fauci with senator rand paul. watch this. >> dr. fauci do you still support fend r funding of nih funding of the lab in wuhan. >> senator paul, with rue l all due respect you are entirely and completely incorrect. that the nih has not ever, and does not now fund gain of function research in the wuhan institute. >> do they fund dr. barrick? elizabeth: okay. he is not being forthcoming there, right? because it was dr. barrick giving u.s. technology to the wuhan lab. by the way, the nih got the patent for dr. barrick's gain ever function research in 2018. what is going on with dr. fauci continually dodging, really

being slippery in his language in his testimony here? >> well, you know, i can't say what is going on in dr. fauci's head but again i do want to reiterate that the 2015 paper out of the wuhan lab and a number of other institutes clearly showed gain of function research being funded by niaid. there is high likelihood although we don't know because the nih has not been transparent about all the research going on since then. we need a congressional investigation and we need to absolutely modify, make transparent and accountable to the american public any gain of function research that's done. i'm going to say that there is a limited role for that kind of research. elizabeth: sorry, let me interrupt. i don't mean to cut, forgive me. forgive me. i don't mean to cut in front of you i'm coming in via satellite from you. rand paul is saying ban it, don't ever again do gain of function research? >> i believe the amendment is

♪. elizabeth: okay. welcome back. democrat infighting, the reports are coming in it may hurt president biden's agenda. it is entering a critical week on capitol hill. we have a looming july 4th recess in the senate. that starts at the end of the week. the midterms are bearing down. the debt ceiling fight is coming in too. joining us, back with us, congresswoman claudia tenney. it is great to see you. we're hearing, great to see you again, thanks for joining us. we hear president biden may get hind -- he may want a 974 billion-dollar infrastructure plan. that is 1/6 of what bernie sanders and elizabeth warren want. is this really a civil war, progressives versus centrists in the democrat party? >> that is down from six trillion over double the total package that they're looking for infrastructure and

appropriations they're looking at, but that is over five years which is reasonable when you see republican support in the senate. that is dead on arrival in the house for where it currently stands. they are looking for much more. they are not looking for true infrastructure which deals with roads, bridges, broadband, water infrastructure, those are type of things we need with places like mine and my district which is older and original colony, the state of new york. they want to see the green new deal implemented? they want to see all the climate change and climate you know bureaucrats going around and forcing the climate, the new climate and green new deal bills. that is what they're interested in. that would be curious for me to see how they do bringing them back to the house to see how much it changes. we're on a little bit of a deadline. there is not much time left before we go into the august recess and our preparations bills are due. our budget bills are due in the fall. we're looking at debt ceiling, obviously increase.

maybe a government shutdown. you will see all kinds of activity going on at a very hostile, very fast rate between now and july and september is going to be one heck of a month where we try to find a solution to all of this and try to find solutions that are bipartisan for the american people. elizabeth: yeah. we've got this, you know, so we're tracking the money flows coming out of these a anonymous far left donors giving tens of millions of dollars to back house democrats who say yeah, get the senate rules changed, get rid of the filibuster, ram through bernie's 6 trillion-dollar bill. one group is called invest in america action. backed by the hopewell fund. you're right the fighting will go on with the progressives in the house. they will say no, we want the crime mat change agenda but steve scalise says this is a phone any agenda. they're trying to outlaw fossil

fuels, or factories fueled by fossil fuels. they will go offshore to polluting countries like china. what do you say? >> how hypocritical. okay if china pollutes and other countries in the middle east make us dependent on them. we cut the xl pipeline was shut down by president biden. that is not okay but it is okay for other countries to do that. that is why, what you're seeing now is this hybrid of inflation, inability still to be able to find supplies. go look at a car wash. drive down the street. see how the empty car lots. you can't, used cars are one of the highest rates. very hard to get a used car right now. the supplies, supply chain is still a problem and they don't really understand what is going on with the economy that eventually our money will be worthless if inflation continues onward and we continue to just flood money into this problem. on top of it they're talking about raising taxes and raising taxes on people who make as

little as 75 to $100,000. that sounds like a lot. not when you get into some of the big cities and not when you talk about two family earner families. you're talking about real damaging taxes that are going to be confiscatory. they will hurt our economic growth and bring us more debt and actually produce less in common, less dynamism in our economy. elizabeth: you're saying house democrats are talking about raising taxes on 100 k? the president is saying no to gas taxes but hearing in the house they want to raise taxes on those middle class workers. is that what you're hearing? >> that is what the ultimate result will be, where they're actually going to raise taxes. so many businesses particularly in my region are pass-through businesses. they pay their income tax for their company through their personal income tax. they're trying talking about doubling, what capital gains is going up substantially on that. they're taking away the 20% business deduction for people

♪. elizabeth: welcome back to the show, "the hill" columnist author kristin tate. good to have you back on again. what was your reaction when you heard dr. fauci double down saying attacks on him are attacks on science? >> i guess i wasn't really that surprised, liz. dr. fauci is a political figure more than he is a science figure at this point. it is really unfortunate. both the cdc and the nih have been politicized. that is largely because of dr. fauci who has continued to prioritize politics over

science. he himself doesn't follow the science on a continue all basis. last year he told people we shouldn't wear masks. subsequently admitted he lied about that because he was worried about a mask shortage. he was telling people to wear two masks. he backtracked on that as well. there was no data to suggest two masks did anything to keep people safe. he refused to acknowledge acquired immunity, prevented him prioritizing people who got covid when the vaccine came out. he kept speaking out in favor of school lockdowns long after we knew that in-person learning did not pose any particular threat to learning, staff or teachers. dr. fauci is only concerned with his own power. the well-being of the american people seems secondary to him, around only in favor of people getting back their rights when it benefited him and his own power. elizabeth: he said he puts quote very little weight in the

craziness of condemning him. we're still waiting for his hair on fire outrage about a possible lab leak. he is saying that, you know, these are ad homonym attacks when these are factual rebuttals based on his own words. you know, you point out he is talking about, i was changing my position because the science was evolving when it was really speculation a lot of times masquerading as fact. the science was evolving, he said over time. no, he was flip-flopping in real time. what do you say to that? >> yeah, he lost all credibility and you know, capital s, science has become this all purpose cudgel over the past year to silent dissent and politically inconvenient questions, even questions that are reasonable. the pandemic was seized upon by political figures, mostly on the left including dr. fauci who drastically grow the size and scope of the state. to blow out the federal spending. for biden and his administration

it benefits them to keep the covid panic going. it justifies basically remaking the u.s. economy and handing out these unending federal checks. so it has become very hard to trust figures like anthony fauci who have politicized their own rules. frankly, liz that is dangerous for the country. we don't want people in the nih being political figures. we want them to give us the facts, give us the information, so we can make our own decisions for our own families to keep ourselves safe but they have lost credibility. elizabeth: you know the question is, why not just own it? why not just own what you said? i mean you know, he, to your point about masks, behind the scenes he was emailing hhs secretary under obama burwell saying that masks are not effective. he has been at the niaid since 1984. he was denying gain of function, that they funded gain of function research. 2011, "washington post" op-ed he says yeah, create a dangerous

virus in the lab. the intent was to get therapeutics and vaccines. 2012, says yeah, the benefits outweigh the risks. i don't know what the risks are. 600,000 americans dead? you're pushing on gain of function research when you're not ramping up america's defenses against it. it feels like, what are you doing? >> that is exactly right and the american people see what is going on, which is why trust in fauci is dropping like a rock. i saw a poll of 60% of republicans trust him less than they did a year ago. perhaps that is not surprising but an additional and significant percentage of democrats and independents as well now say they have lost faith and trust in him too. so you know i think people should really just get back to their lives. we have the vaccines now. we have the data and information at this point. people can make decisions for themselves. and unfortunately it has gotten to the point where most people are tuning fauci out because we

♪. jo back with us now former acting i.c.e. director ron vitiello. good to see you. the media was really attacking -- good to see you. the media was really attacking the governor of texas saying he will get texas to build a border wall but people don't realize texas has the worst border security, enormous gaps. looks like according to "the washington examiner," just 12% of the border there. has any barrier. only fences built by ranchers. so what is the media talking about? >> be interesting for them to cover this in a way that makes sense to the rest of the american people. so the governor is going after this administration because they failed in their duty to protect

that border. half of the u.s.-mexico border is in texas. i admire the governor taking this on. he knows he has responsibility to protect his citizenry. making sure the government closes the gap created by these construction projects and emphasizing the need for a wall along his worder, the texas-mexico border because what does that wall do? 2 protects all of us. it stops smuggling. it stops drugs from coming in. it helps break up human trafficking. it makes the environment safer for our agents to work in. it gives them lateral access and a border wall to hepa troll the border t makes the communities safer. they are not just protecting the border. we need to protect the border around people need to know they cannot come freely in. they need to protect all of us. people cross the border in the rio grande valley where i was 10 days ago, they don't stay in the valley. they go to the united states all over the country.

there seems to be a pattern here, liz, because black lives matter, there are questions surrounding where some of the spending went with this organization as well which brought in what, over $90 million in 2020 alone by exploiting peoples bad situations basically because you have family members who were questioning the spending of this organization. they feel like they have been exploited. and you also have members of the different chapters, or people that work there are questioning the spending of where the money went from the black lives matter donations. and don't forget this woman patrice, just left black lives matter last month. the organization that she helped cofound because there were questions surrounding her extravagant spending habits on properties that she purchased recently. elizabeth: four houses that she spent more than three million dollars on.

she says the houses were bought through cash earned with her books and earned with public speaking fees but can it be asked that the same thing reportedly happening at that other nonprofit, but merely took the money but didn't report it to the irs, that is a big black flag for the irs? >> this is huge. thank goodness this information is coming out of a watchdog group that sued for the information and paperwork. so you got to also look at the fact that people are outraged and questioning where the money went and looking at how they exploited the tragedies of people -- and let's not forget, black lives matter is a radical, dangerous organization i think. first of all they believe america is systematically racist. they hate the police department. they despise the police. they despise law enforcement. they want to disband the family

was going to visit the border, multiple times, but now the dea awe says a tidal wave are flooding into america's cities from heroin, methamphetamine and fentanyl pouring in from the border. and now we've got the former president, donald trump, going to visit the texas border. your take on all of that. >> my ticket is larger than 30 -- district is larger than 30 states. and you're seeing record numbers of drugs come through, fentanyl in particular. you're talking about a deadly drug. we've seen over 7500 pounds of fentanyl, and that's just what is caught. what worries me are the getaways. the number of drugs expect number of actors, bad actors, that are coming through that we are not catching. and it's long time that this president take it serious. this isn't a new topic. every president has had to deal with immigration and border or

security. i'm happy to see president trump come to texas, visit texas, see it firsthand, and i would love to see president biden follow his, follow suit. elizabeth: florida is sending their law enforcement to help out at the texas border. south dakota may too. orr states as well. other states as well. we have florida governor ron desantis saying, you know what? everybody's fed up. republicans and democrats are fed up with the lack of attention by the biden administration at the border. watch this. >> we don't want these drugs coming into our country. [applause] and we need to act, because i can tell you these cartels are eating joe biden's lunch. what does it say about an administration when the states have to step up and do the job that the federal government's' supposed to be doing? >> vice president harris has yet to visit the border. literally, she has spent more time, steve, addressing climate change in space than she has on

addressing our border crisis. >> the only way we can help her is if she maybes a visit down to the border -- makes a visit down to the border, visits with people down here. not a state visit, but have a real sit-down with the people that see this on a day-to-day basis. elizabeth: so why not do what democrat henry way car of -- cuellar of texas is saying? just come down and sit down with us, sit down with border officials, and they can tell you what's going on. why aren't they showing up in. >> yeah. you know, my -- henry cuellar is my neighbor to the south, and we see it very similar on this issue. you know, securing our border is absolutely critical to our districts. i'd argue that every city and every state is a border city and border state whether that's the fentanyl and the drugs that are coming over, whether that's the other 800,000 illegal immigrants that are having to be displaced

and sent all over the country or whether that's the 80,000 the unaccompanied children. they're not just, they're not staying in texas. they are literally going to all 50 states. it's encouraging to see governor desantis and others kind of lend a hand in this fight. it really feels as if texas is alone on this issue, and it shouldn't be that way. you know, the federal government, joe biden in particular, caused this problem, and it's really only when the federal government kind of reverses some of their issues is when they're going to solve it. it's. encouraging that those in congress, myself, henry cuellar on the democratic side, john cornyn, senator cornyn if leading in the senate along with senator sinema have come together to find a bipartisan way to secure our border. elizabeth: all right. congressman tony gonzalez, thank you for joining us. come back again soon, okay? great insights and perspective there. congressman gonzales of texas.
