elizabeth: welcome to the show. you're watching the fox business network. we begin with congressman andy barr, great to have you back on. okay, congressman, we have the sound from the white house on down from the white house downed to media. good to see you. from the white house to the media, we have sound, trying to topspin, downplay, rewrite history on a year of defund the police and epic rising crime. will americans go for this. we're seeing polls in san francisco. they're saying no to this. congressman? >> yes. i totally agree they're trying to rewrite history and it is not working. it is not working because the american people are suffering under a surge of violent crime. 18% crime rates up this year in 2021. look at places like portland. cities that have fully embraced the reckless defund the police movement, we're seeing homicide

rates up 533%. shootings up 126%. and so no, the american people are not going to buy this. they know reckless policies like defunding the police, the reckless and unbelievable anti-cop rhetoric that we hear from democrat politicians. and then these policies like cash bail reform are all contributing to the rise in violent crime around the country. elizabeth: i didn't mean to leave you speechless with that. sorry about that. >> i thought you were going to have sound from the white house there. elizabeth: oh, we're, let's get to that, actually. great point. it is from the media and from democrats. let's watch the police chief in oakland, california. congressman, he is going to talk about how 18 million-dollar budget cut to the police department has made the city of oakland less safe. watch this.

>> 65 lives so far this year. victims who have suffered at the hands of violence, whether it is senates, rob shootings, robberies, sexual assaults. all these crimes are not speed bumps. these are people. elizabeth: he is saying there are people behind the data, know what i mean? he is putting faces to the data. go ahead. >> no doubt about it. obviously the americans who are victims of this. by the way minority communities are disproportionately negatively impacted by the defund the police. the underresourcing of law enforcement, right after the george floyd tragedy a "gallup poll" was released over 80% of minorities did not want a decreased police presence in their community. they know police presence is there to deter violent criminals. when these irresponsible, left-wing mayors and city councils started the process of

defunding the police, we saw a spike in violent crime. the new york city numbers speak for themselves. 97% of the shootings the last year in new york city impacted minority communities. so look, the american people are not fooled by. this they know the democrats reckless policies are responsible for the surge in crime and it is, it is not only hurting the americans who are affected in harm's way but also the law enforcement officers themselves, morale is down in my home city of lexington. we have 100 fewer law enforcement officers than what we need for full strength. the louisville metro police department is down 250. and nationwide 80% law enforcement agencies are reporting staffing shortages. this makes our country less safe. elizabeth: let's watch democrats alexandria ocasio-cortez, eric swalwell and congressman, we still have msnbc commentators, there is any evidence they're

trying to distract, downplay and politicize. watch this. >> we are seeing these headlines about percentage increases. now i want to say any amount of harm is unacceptable and too much but i also want to make sure that this hysteria, this doesn't drive hysteria, that we look at the numbers in context. >> right now you see the republican party that is rolling with the cop killers and not standing with the cops. >> what is your take on, do you really think there is uptick in crime the way that republicans are framing it? >> i don't necessarily think there is an uptick in crime. i can tell you that i know first-hand, you know statistics can be manipulated. >> i think a lot of police unions and gop operatives would like for us to believe this recent crime wave has everything to do with this idea of defunding the police. guess what, stephanie, the police have not been defunded. this rising crime is not the fault of the movement. it is actually the fault of the

police. elizabeth: your reaction? >> will respect to representative alexandria ocasio-cortez, it is not hysteria. it is hypocrisy. the members of the squad are taking advantage of the capital hole police and protection they provide but they want to deny police protection to their own constituents. they have spent tens of thousands of dollars of their own campaign funds on personal security. when it comes to the american people, they refuse to protect them by funding the police. look, the fact of the matter is, liz, if you underresource law enforcement in this country, not only do you put the american people in harm's way of violent criminals, you also ironically, will produce the very problems that we saw in the george floyd tragedy. we need more training. we need more eequipment. we need more body cameras. we need to attract the best and brightest into law enforcement. when you defund the police, when you underresource police, you

don't have adequate training that's a problem. so all the way around liberal democrats are responsible for the crime spree in america and they're not solving any problem. elizabeth: congressman andy barr, good to have you on. thanks so much. >> good to be with you,. elizabeth: let's bring in fox contributor, lara trump. great to see you again. democrats and the white house press secretary jen psaki getting criticized for trying to flip the script. they're claiming that republicans defunded the cops. democrats and their bailouts are funding cops. what do you say? >> well great to be back with you, liz, i can't think of anything more ridiculous. we know it was not republican voters who were out in the streets chanting defund the police. we know it has not been republican mayors who have actually done that. they have defunded, taken funding away from police departments and gosh we've all been talking about it. you talked about it with your guest there. the crime is going through the

roof. it took joe biden last year quite some time to actually come out to give a clear stance where he stood with defunding the police. don't forget he had an interview last year, i believe it was last july where he said, yes, absolutely, when he was asked do you think we should redirect funding away from police departments. i mean, it is very clear where this is happening, from whom it is coming. it is coming from the liberal democrats. it's a ridiculous notion but this just goes back to playbook 101 in the democrat handbook. this is what they always do. they actually accuse the other side, the republicans of the things that they are doing. it is ridiculous. elizabeth: you know, lara, the other thing too is, white house press secretary jen psaki along with white house cedric senior advisor cedric richmond, they

didn't sell the massive bailout packages refunding the police. they never campaigned on refunding the police. police, law enforcement, cops, nowhere to be found in the american rescue plan. what do you say? >> that's right. it is 242 pages. not once will you see any of that mentioned. so the notion that somehow this was their plan from the beginning is again preposterous and ridiculous. i think it becomes very accustomed in the left and biden white house to having the mainstream media clean up for them, do their bidding, not really come out with the truth. here we are seeing the results of it. it is a ridiculous idea. it was never in this bill. for them to try to claim otherwise is really a slap in the face to every single american. elizabeth: let's listen to the silent majority. these are the families. these are the folks out there. let's listen to the victim's families. watch this. >> go to hell.

said you have to keep silent what you know about our virus research, if you don't, you will be labeled as enemies of china and cut off from collaborations and funding? what happened here? >> they threatened scientists in china. we know they threatened scientists in china. we know there was suppression of information. we know they took down reports from chinese scientists in all likelihood, the sars-cov-2 came from the wuhan institute of virology. that was taken off-line. we know they took their databases off-line. the other testimony how particular scientists or doctors felt about their interactions with china, with that, there would be repercussions if they did not in fact suppress dammen any knowledge that the virus may have eminated from the wuhan institute of virology. from the scientists we heard today pretty much indicate the virus emerged from the laboratory, whether a virus was

captured and brought to the lan to work on, to amplify gain of function research. that we don't know. elizabeth: got it. it was interesting hearing, congressman green, i will ask congressman meeks same thing, we saw china making a desperate push to get ahold of u.s. virus technology. what was the most, explosive thing we heard today? >> two things, liz, as always thanks for having us on the show. two things stood out to me, the genetic manipulation evident in the genome of the virus, very clear from these scientists that they believe there is some genetic manipulation present. it could not have come, actually one of the scientists probability from the wet market, would take the probability of a flipping a nickel 65 times in a

row always come out heads. clearly did not come from the market. it came from the lab. that is one of the biggest. the other is the failure of democrats to show up, the notion in the scientific community there might be a form of bias just because it is donald trump. they couldn't afford to allow other scientists to come to conclusions that would support the president and these scientists clearly articulated what i would call their version of trump derangement syndrome impacting the results. elizabeth: yeah. >> that is shocking in the scientific community. elizabeth: we hear you. congressman miller-meeks, in your opinion what was the most concerning, disturbing thing today? we heard that you know the u.s. has given dna of u.s. citizens to china. what can china do with that? >> that was actually the most concerning thing that i heard today, was that, you know, dna from americans going overseas to china and that china is working on you know, decoding this dna

and doing research to be ethnocentric. that is extraordinarily problematic and they're not doing this with chinese individuals. they're doing this with american dna. so we certainly need to do some things legislatively to halt that practice. we should not be giving american dna to china using it for potentially a bio weapon that could isolate certain segments of the population. elizabeth: this is terrifying. >> that is one of the questions i had. elizabeth: terrifying. >> the virus affected elder people, do you think there was manipulation in that regard? that is very concerning. the other thing we had our democrat colleagues did not show up for the hearing. this is not a partisan issue. this is not an american issue. this is a global issue. this has implications how we respond to the pandemic. it would have been similar and more timely. less complacency, more urgency. how we respond to the next, you

know the next national emergency or the pandemic, how we prepare for that, you know how do international bodies hold china accountable, whether it is publications, whether lab safety protocals, whether the type of research done in these laboratories, those are important questions entire world needs answer to hold china accountable. elizabeth: we have to get to this. questions americans keep asking who was doing the oversight of sharing this gain of function technology with china when china has been accused of running unsafe labs since the '70s? around the world there have been dozens of lab leaks, lab workers getting sick. hn 1 virus dr. makary told us escaped from a lab in china. listen to dr. peter daszak a colleague of dr. fauci, saying yes they were successful creating a supervirus in the wuhan lab. >> you create the pseudo particles. you insert the spark proteins from the viruses, see them bind

to human cells. each step of this you move closer closer to this virus could really become pathogenic in people. you narrow down the field, reduce the cost, you end up with a small number of viruses that really do kill. you can manipulate them in the lab pretty easily. you can get the sequence, the protein, we went with ralph barrick of unc to do this. do another virus and do work in the labs. elizabeth: he is calling them, quote killer viruses. who is overseeing this in the u.s.? dr. fauci didn't testify -- again, congresswoman miller-meeks has talked about, congressman green, they are using american dna in order to do ethnic targeting of viruses and possibly you know, maybe gender targeting, who knows, citizen targeting, who knows. this is not tinfoil hat stuff.

this is serious stuff. go ahead, congressman. >> one of the things i heard in the testimony today, the china's declaration to the biological war convention where they said in 2011 that they could manipulate the genome of a virus to attack a specific race of people. so if we provide our dna to the chinese, they can actually target specific segments of our population. it is insane that we would continue to transfer our biotech to china. >> exactly. i think it is important that you're covering this. this will get out to the public and i think it ultimately shows us the hubris and arrow against of scientists who think they can manipulate this and able to contain it. as we can see they were not able to contain it. elizabeth: got it. congressman green, congressman miller-meeks, thanks for coming on. >> see ya. elizabeth: president biden

schumer's hard ball tactics, did it backfire? because we have dozens of vulnerable democrats along with senate republicans saying listen, you can't room through the senate a separate human infrastructure deal with just democrat votes. senator joe manchin is open to that. he doesn't like the dollar amount of spending. what do you say? >> the short answer is yes. i will add one other dynamic to it, the president's way of speaking that showed publicly what really the, behind the scenes calls have been. for that to come out publicly he won't sign, a bipartisan deal without a massive far left appeasement piece of legislation at the same moment, that ends up making the bipartisan deal to fall apart. so i would say you're right, it's a combination between congressional and democratic leadership but also the mouth of the president. elizabeth: we also have hundreds of climate change protesters,

democrats alexandria ocasio-cortez, jamaal bowman, cori bush, they were protesting outside of the white house saying if you don't agree to a infrastructure deal we'll not have any deal whatsoever. they blocked entrances to the white house. so that was happening too. so there is a big, looks like a push and a threat from the far left, do the democrats need the hard left to turn out the vote in the midterms? >> they, they will not have pelosi as speaker. they would not be in the majority, be even that much more dysfunctional if they couldn't figure out how to keep this coalition together because their majority is so slim in the house. it is 50-50 senate. so, we feel like in order to put together 218 votes for nancy pelosi to become speaker this past january they have to appease the far left. they're trying to prop up this behind the scenes negotiation, using two left hands in a way.

the democratic party that is, and for, what we're all witnessing outside of the front of the white house and the ridiculous demands being made, not really understanding the difference between the m, the b, the t, million, billion, trillion, it is all the same. taxpayer money is monopoly money. they have the keys to the treasury. they don't mind using it. it is overheating it right now. that aspect of outsized power and self-described sewingists far left members of the party to have the influence behind the scenes and in front of the white house is resulting in a whole other level of dysfunction and one that will end up hurting them in the midterm. if they don't, if the democratic party, the rest of the democratic party doesn't take any leadership, take over, there are interests in the democratic party, just not inside of congress, all over the country, they feel their party is, in

$260 billion in fraud and waste in government pandemic loans? that is about the size of the economy of oregon. what is going on here? >> sounds pretty outrageous. we of course all got hit by the covid. many mistakes were made because there was a lot of fear initially. there were, there were some random shutdowns, particularly in my state of pennsylvania. some states handled it better than others. we went through a recovery mode with the cares package. we had ppp loans. we had a lot of good things that happened. stimulus checks because people were forced to stay home. we had to fund the hospitals. we had to get testing out. certainly when you get into the bailout phase there were some bailouts worked out well, back to the ppp. definitely some hiccups, the main street lending plan as well for larger companies, the airlines. but you're right, we had certain

loans, idle, emergency injury disaster program, could have as much of the i.g. could have as much as $70 billion alone of the fraudulent loans made. you throw in there the unemployment insurance that went out. we had really sloppy work that was done. i have to tell you something, elizabeth, when you have trillions of dollars being managed by the federal government, handed down to the state government, you know, some of these terrible management is what occurs. we've got too much money -- elizabeth: good point. >> the idle fund is run by the sba. the sba did 1/3, $60 billion of loans in 67 years. in the two year period they were asked to do $230 billion in loans. and their staff barely increased. the reason that the ppp had so

far less loans because it was done through commercial banks. it was a public/private project basically. that is how things got to work. that is my big fear with some of these huge expenditures moving forward. elizabeth: got it. >> they want to double down on failure potential. thanks. elizabeth: the thing is, this small business lending program was already government watchdog radar screen for major fraud for years and years and years. now we've got house minority leader kevin mccarthy in a bipartisan push to claw back fraudulent jobless claims. potentially 30 billion in fake jobless claims in california. we're seeing it in maryland and other states. we're seeing money for people to stay home. bars can't get workers. construction companies can't get workers. now we have massive fraud too. your final word? >> i would say we need to understand and appreciate, we need to be focused on private sector growth, not government growth. and when we can bring the
