>> there is some evidence that maintaining the ability to continue not, to not have, have to pay your rent, so you don't get thrown out and providing for unemployment people has kept people from going back to work. i think your business, the tourist business, is really going to be in a bind for a little while. people paying 7, $8 an hour plus tips, i think, john you will be -- 15 bucks an hour or more. elizabeth: joining me missouri congressman jason smith. that was kind of tough talk with the restaurant industry hammered by shutdowns. what do you say? >> you know, i'm glad that president biden is starting to see the light, liz. i mean you drive anywhere in missouri, you see help wanted signs all over the place because clearly under these added unemployment benefits people are getting paid more to stay at home than they are to work and to find a job.

and so, yeah, of course this is the problem that, that is facing all of these small businesses and trying to, trying to find folks to work and i'm glad that the president biden is at least trying to understand that that is a problem. elizabeth: let's move on to this brand new fight. it's a high-stakes drama in congress. moderates are blaming nancy pelosi and chuck schumer for playing hardball. their strong arm tactics not working. mitch mcconnell says republicans will not raise the debt limit. it is up to the democrats to do that. you're talking government default that will rock the stock markets. money markets are already reacting. what do you say? >> liz, democrats are spending like drunken sailors. they have reached their credit limit, now is the time when you're looking at debt limit we put in fiscal restraints and stopped spending. typically anytime that you increase the debt limit it is

typically bipartisan and you work together to make sure that you put those fiscal restraints. what is happening with this reckless spending right now, it is causing inflation. inflation is a tax on all working class americans and we have to put a stop to this immediately. elizabeth: what senator mcconnell is doing will likely derail the democrats agenda, the biden agenda. you need 10 republicans to go with lifting the debt ceiling. he says that ain't going to happen. he is saying on you democrats. all of the tax hikes. all of your spending, it will be on you to increase the debt all on your own. the clock is ticking, congressman. the august recess is fast approaching. you know, we only have maybe 10 days until the boring power runs out. they can buy some time but it is getting close. >> it is nine days before it runs out.

secretary yellen -- you have to really raise it, what the senator is saying is republicans and democrats need to work together. right now schumer, pelosi, biden has been there way for the highway. now is the time to come together to work to make sure we get our fiscal house in order. that is what he is saying. that is what needs to happen. these democrats need to stop their aggressive approach to raise our taxes higher than that of communist china and they need to stop their uncontrollable, reckless spending that is resulting in an incredible, incredible degrees of record inflation. elizabeth: you know biden was there when it happened under the obama administration in 2011, when there was a threat to basically default. you know the u.s. temporarily lost their aaa rating, went to aa-plus. here is this, what is going on with this tactic? house speaker nancy pelosi, she is doubling down. she is saying the senate, you have to pass a bigger 3 1/2 trillion dollar spending bill

first before we take up the bipartisan infrastructure deal that the senate is working on next week. this is hard left playing hardball. they're saying if the infrastructure fails, they will demand 4 trillion in new spending. this is derailing really fast. how do the democrat leadership just botch this so entirely? i mean how do they get it so wrong? this feels like political malpractice. where is tip o'neill you need to do deal making? >> liz, there has never been a bipartisan agreement. if you recall a couple weeks ago president biden came out with the republican and democrat senators saying we have an agreement. then three hours later he said wait, if you don't pass a separate reconciliation bill with all the items that we didn't agree to, that we want, i will veto the bipartisan infrastructure bill. then two days later on a saturday he sends out a press release, oh, wait, i will support a bipartisan infrastructure bill but the whole time speaker pelosi said she would not allow a bipartisan

infrastructure package to pass unless the 3 1/2, four 1/2, five 1/2 trillion dollar reconciliation bill, that provides amnesty to 10 million illegals. that increases taxes on working class families. that gives tax breaks to some of the most wealthy. unless they get all of those items, it is no agreement. there has never been an agreement. it is so laughable. elizabeth: yeah, you know, listen moderates saying we'll lose our house seats in the midterms because of all of this? congressman jason smith, good to see you. >> good to see you, liz, take care. elizabeth: bring in former cbo director douglas holtz-eakin. schumer and democrats are talking about more government spending as a magical inflation fighter. listen to this. president biden says he doesn't know anyone who thinks inflation is a problem. watch this. >> i don't know anybody including larry summers who is a

friend of mine who is worried about inflation, is suggesting there is any long-term march here if we do the things we're going to do. we will in fact reduce inflation, reduce inflation, reduce inflation. because we're going to be providing good opportunities and jobs for people who in fact are going to be reinvesting that money back into all the things we're talking about, driving down prices, not raising prices. elizabeth: all right. just because you say it doesn't make it so. let's show larry summers yeah, inflation is a problem. show larry summers. show robert reuben. show warren buffett b jason furman all all say inflation is a problem. how is it a government money printing and government spending does not create inflation? can you explain that? >> we know inflation is up 5% over last year.

it is accelerating. if you look at numbers each month this year inflation has become more rapid. so the debate whether there is inflation or not is over. it is here. the question how long does it last? it could very well be true we do not have a long run inflation problem. because the federal reserve will step in and control it. but at what cost? the federal reserve never successfully engineered a soft landing reduce inflation. the administration's solution, let's hope we don't have a recession. elizabeth: stay on that. stay on that for a second. we got to talk about this, because if the fed steps in what happens is a market correction. that is what market history shows us. stocks will go down. >> yeah. elizabeth: so that is the gamble here. look at unilever. they're raising prices. they own ben & jerry's, dove soap. p&g raising prices. general mills raising prices. take on this argument.

the white house has been saying half a dozen periods when inflation passed 5%. biden team says we're living in a post-world war ii environment. is that true. >> no. we have a very simple problem which is the american rescue plan was two trillion dollars in an economy that didn't need that kind of stimulus and it produced an enormous amount of cash. first it was sloshing around in asset markets. we have a lot of asset price inflation. now moved into supply chains and consumers prices. if the fed chooses to step in to control that, it will do so, cutting back on liquidity, raising rates. equity markets will correct, they will go down, no doubt about it. the problem is the main street economy goes down as well. that is what you want to worry about. that is not the thing to solve this problem. the thing the administration needs to do, do no more damage. the kind of spending that produces productivity, hard infrastructure spending is on the table in the bipartisan bill. the kind of spending that

exacerbates inflation everything in the american families plan, reconciliation bill. that makes it worse spending 3 1/2 trillion dollars. elizabeth: it was like the states are off in the laboratory experiment for federal decisions. 20 out of 26 states actually cut jobless, the extra, the extra jobless benefits and their jobless rate plummeted before the national average. so they're telling you, that you know, these decisions coming out of d.c. don't really work, what do you say? >> well, again there is a clear body of evidence that says as you raise the quote, replacement rate, the fraction of your wages, that you get in unemployment insurance benefits, as that goes up people stay unemployed longer. we have replacement rates well over 100% beyond everything we had in history. if your state has 3, 4% unemployment rate. that makes no sense. you need to get out of the regime fast as possible. they have done that. we now run the experiment. watch the states that exited in

♪. elizabeth: back with us now, former trump cabinet member. he is a surgeon. he is dr. ben carson. doctor, always wonderful to have you on the show. where do you come down on mask mandates? because the white house is now debating whether to reinstate mask recommendations, not mandates. the delta variant is causing spikes in coronavirus infections. where do you come down on this? >> thank you, liz, for having me. always nice to be with you. we need to take a look at what we know already, what has happened over the last year, year-and-a-half. if you have been vaccinated or if you had the disease and you have natural immunity you are protected and if you're protected, you're unlikely to give it to anybody else. you're unlikely to get it from anybody else. and we need to deal with that and stop just trying to control people. and, you look at the cities that have had big shutdowns whereas the cities that have not had big

shutdowns, who has done well? who has not done well? you know, that is what science is all about. you look at the data, you make decisions based on that. we don't seem to be doing that for some strange reason. elizabeth: you know, doctor, what is really interesting more cities and towns are talking about mask mandates but 46 states are now moving to strip the, their governors of emergency pandemic powers. there is something like 300 proposals this year to dial back their powers here. what is your take on that? >> well, you know, you look at my, the state i was born in, michigan, the governor is way off one end and the people are somewhere else completely. seems like some of the governors, when you give them unbridled power just don't seem to know exactly what to do with it. they feel a great weight on their shoulder, they're the governor, they're supposed to protect people. so they feel they have to do stuff. and that's where the problem

comes, because they don't. that is why they have legislatures. that is why you have people who are the representatives of the various communities who are in contact with them and in a multitude of comes safety as bible says, it doesn't reside in one person. it has taken this horrible situation to remind us of that. i am glad to see states are coming to that conclusion. elizabeth: we hear exactly what you're saying. we're tracking what is going on in indiana, kansas, kentucky, michigan, new york, new jersey, ohio and pennsylvania. these are the states where you're seeing them really moving fast and hard to dial back these emergency powers. in your home state of michigan critics in that state, your home state, the governor exploited her power to maintain basically perpetual lockdown for months, that destroyed people's businesses and futures. is that what you think as well? >> i don't think she did it on

purpose. i think these people feel a great weight on their shoulders. they think they have to do something. sometimes they don't do the right thing. sometimes better to have a legislative body involved or have a single person doing something like that. you do need emergency powers for things where there is not time to debate. those should be limited in time. that is what you see a lot of these legislatures are doing. they're saying the governor can have the emergency power for 30 days or for 21 days. we will come in and supersede whatever is being said if they don't agree with it. you know, that is the kind of system that we have. if it is in place, it works very well. elizabeth: all right. dr. ben carson, thank you so much for joining us. really appreciate it. it is great to have you on the show. >> absolutely. elizabeth: next up congressman andy harris on the war of words heating up between dr. fauci and

♪. elizabeth: let's welcome to the show maryland congressman, dr. andy harris. doctor, it is great to see you. there is a major war of words between dr. fauci and senator rand paul. dr. fauci says, the senator was completely out of line, slander rouse, accused him of lying under oath. senator paul sent a criminal referral to the doj about this. where do you come down on this? >> i simply don't understand how dr. fauci could have denied the example dr. paul gave him in that hearing was in fact gain of function. dr. fauci is on record clearly supporting gain of function research. moving the goalpost by changing definition of what you consider gain of function is not fair. the bottom line gain of function research was being done in wuhan. we know that from whistle-blowers. we know dr. fauci supported gain

anti-police. okay? they just are. not all of them of course but every officer that i speak to, certainly some of the ones that i have represented, they see it when the police chief wants to throw them under the bus and sacrifice them on the altar of political expediency. they recognize it when the district attorney wants to prosecute them for simply doing their job. they certainly see it when politicians, elected officials of all stripes go on national television and say, defund the police a year ago when it was politically expedient to do so, come out in today's day and age, say no, no, that is not what i said. we've got it on tape. we got the sound. >> let's show it. yeah, let's show it. show the sound. watch this. >> yes, i support the defund movement. >> not only do we need to defund but we need to dismantle and start anew. >> why use the word defund, why use the word defund.

this is the word coming from the streets. >> i'm for defunding the police. >> moment to reimagine policing, take things off the shoulders. >> in many cities in america over 1/3 of their city budget goes to police. we have to have this conversation. what are we doing? elizabeth: the president last year did campaign on defunding the police, then he backtracked on it. let's show the full list. phillip, here is the other thing that is going on, the president seemed to, you know talking about violent crime last night, he said crime is down but gun violence and murder rates are up. we're talking about the murders jumping to the highest point since 1995. you are seeing in california, san francisco, los angeles, they rank in the top five for retail theft. people brazenly walking into tj maxx's, neiman marcus, cvs, walgreens, looting and stealing. walking right out, not running right out. what to you say? >> only anarchists want to live

in a world where thieves are not prosecuted. where a business can't go set up shop and expect people to pay for merchandise, that is a, not a civilized society. that is not organized society. that is anarchists. it is not true that anyone else to say crime in general is down. what may be down, arrests may be down. you know, especially during the heart of the pandemic, police in jails went actually out of that i way to keep populations down. police let a lot of things slide on purpose because of the pandemic. what happened after the peak of the pandemic, we had the defunds police movement and police suddenly became the villains. and then, so what police did, they kind of said, okay, if we don't have to make a traffic stop we'll not make one. we'll do what we actually must do. we're not going to do discretionary things that means that arrests go way down. so if you look at those

statistics, try to claim that crime is down because arrests are down. that's deceptive. i would call it a lie. elizabeth: police activity dropped by about half in the cities that defunded. we're looking at these studies. you look over in california, they said thefts under $950 are just a misdemeanor, not a felony. so now people are just getting away with the equivalent of a traffic ticket, right? that is what is happening. >> they're not even charging them with crimes. they're literally walking out with free stuff. the thing is coming full circle, here in atlanta where i live, the mayor, keisha lance bottoms announced she will create a new office charged with reduces crime. guess what, madam mayor. you have already got that office. it is called the atlanta police department. if you use it properly, if you fund it properly, let it do its work, guess what, crime will

always great to have you on. congresswoman, what did you think of the new sanctions the biden white house put on cuba's head of military and interior? what was your reaction when you heard it? >> too weak, because think about it, liz. what would the cuban people do with sanctions against their repress source? that repress sore will not come to miami to shop at macy's, he doesn't want to go to orlando to visit mickey mouse. he will continue to oppress the cuban people. we have a an embargo of 62 years composed of economic sanctions t hasn't worked. the only thing we need to do, the biden administration needs to do is give power and instruments to the cuban people so they can embolden themselves, go out into the streets, once again in millions and millions, tell the world what they really want which is freedom. but the biden administration did something, it was a little morsel, so we can be happy but

we're not. we want to end the routine. we want to end the cuban tyranny. elizabeth: basically another layer. they're already covered by earlier actions. to your point they don't work in cuba. the communist regime doesn't care about sanctions. they own the country. they do whatever they want but the real action is getting cubans back on the internet. the biden administration is moving on the internet access via virtual private networks to let cubans communicate freely with each other. the regime can't hack into that. what do you think of that? >> that is exactly what we need to do. the dod has the technology. private sector has the technology. mike pompeo, secretary of state in 2019 provided that same service to the iranians. that is exactly what we need to do. we need to give the cubans the power and the message, that they're not alone. that we are watching what they're doing and that they need to continue being emboldened.

no more fear. go out into the streets. protest. because you know, they have lost everything, liz. they don't have food. they don't have medicine. they don't have school. they don't have clothing. they don't have anything. they have repression. i always say if the cuban perfected the art of the repression. they took it to scientific levels because they borrowed from the kgb in russia. they put together a cocktail that is mortal. it is a satanic nightmare what the poor cubans have lived for 62 years. so this is a historical moment for the biden administration to demonstrate that we are still the beacon of hope in the world. that he is stepping up and -- elizabeth: but here is the thing. >> tell me. elizabeth: you know, it is, it, critics are saying it shows the shocking depravity of the far left in not stepping up speaking out what is going on in cuba.

we're seeing threats from china, russia and iran on the rise. they were all over cuba. they were all over venezuela. what happened in cuba, venezuela. they took the people's right to defend themselves. they took away their guns. then the communist party just seized everything. seized property. they're seizing at the borders food, medicines for themselves. so is the biden administration missing this historic moment? in the past george h.w. bush and reagan picked up on this moment. are they missing this historic moment? >> absolutely they are. it took them 24 hours to say the first few words what was happening in cuba. i sent a message to the biden administration, this is nothing to do with parties. i am a proud republican but i will be a proud american to say to the cuban people, you know, i represent the city of miami. i represent the cuban exile community in the united states and what am i saying? what i'm saying is, i say i

need -- that's right, you my staff is giving me info that i want to share with you. so, what i'm saying is, is that what we need to do right now is not to impose more economic sanctions. because every time we impose an economic sanctions the cubans know how to circumvent it. they know how to go around it. you see what i'm saying. so what i'm saying to you, is that right now what we need to do is to empower the cuban people and give them what they need, which is information. elizabeth: okay. >> more power. more power to go out into the streets. no more sanctions. that is all we need. and they're missing historical moment, absolutely they are. elizabeth: we'll have you back on. congresswoman maria salazar. have such a passion for the people that you represent. good to see you. up next, the top public safety officer for texas, lieutenant christopher oliveras, mounting problem of illegal immigrants

♪ elizabeth: joining us now, texas office of public safety officer, he is lieutenant christopher oliver rahs. sir, great to have you on. lieutenant, the footage is coming in how harrowing it is for people living in the border neighborhoods and towns. what can you tell us about the destruction over their property? >> well, good evening, elizabeth. thanks for having me on, really do appreciate it. as you can see here, apprehensions have not slowed down by any means. thisment continues to be a crisis that continues to affect everyone, and it's ranchers and property owners. that's why governor abbott has launched operation lone star. in addition the that, the construction of fencing in the del rio sector which has already begun. elizabeth: i'd like you to listen to what the ranchers themselves is and the people at the border are saying what a they're going through, also

gut-wrenching fear from illegal immigrants talking to fox news. they're afraid of what the cartels can do to them. they are, they pay them, they pay the cartels to bring them here illegally. let's watch this. >> there's way more fences that are cut, tied up, gates left each, you know, your cows are are always out, holes in water lines, cutting water lines, draining storage tanks. >> there's a bunch of people behind a bush somewhere watching you, and you don't know who it is. elizabeth: so that illegal immigrant was calling them the mafia. hims saying they take photos -- he was saying they take photos of us, and basically if they don't pay up, they spilled blood. what do you say? >> that's correct. we've seen these cartels operate on the u.s. side when they're smuggling these illegal immigrants through the ranches, through these properties, and they're heavily armed. we have seen that. and it's very dangerous not only to the general public, but to these ranchers and families that live out there in these country lands a, and that's why we are constructing that border fence. we have already started taking action by arresting illegal immigrants for state law for criminal trespass and criminal mischief. elizabeth: okay. lieutenant, here's the other thing, drug trafficking is

directly tied to the rise in crime and violent crime in our u.s. cities. sentinel, it's the seizures -- fentanyl, it's the seizures of fentanyl here in new york have more than tripled. major rise in shootings and homicides and murders. so there is a link to that. we talk to law enforcement all the time. what is your response about that? >> so because of the administration's open border policies, we're seeing an increase in fentanyl. and we as an agency and a state agency, the texas d. of public safety has seized more fentanyl, enough to kill more than 70 million people. that's texas and california combined. that's a 950% increase from last year. that is a significant problem. that is critical. and it's continuing to rise because of these open border policies x that's why we are taking action as a state. and governor abbott just recently signed a bill to enhance penalties for manufacturing and distributing fentanyl, making it a third-degree felony.

we are taking action, taking charge and cracking down on fentanyl. elizabeth: okay. so we have the deadliest year since 1995 of murders, the deadliest year of drug overdoses here in the united states. we also have a tenfold increase of covid cases inside the illegal immigrant communities coming into our detention centers. can you talk about that? >> that's correct. so it was reported that it was a 900% increase amongst detainees in the rio grande sector. this situation is out of control, elizabeth. the numbers show it, the data shows it. it's not only illegal immigration, we're having drug smuggling and also now the covid situation. these cartels, these smuggling organizations are exploiting this current situation, and because of the open border policy, they're taking advantage of it. elizabeth: okay. all right. lieutenant christopher oliveras, thank you so much for joining us. thank you for your service to our country. we'll have you back on soon.
