changed and grown since you first started working at the l.a. sheriff's county department? >> since 2014 that's when the homeless issue exploded. after they passed prop 47, decriminalize it's not decriminalizing but making possession of methamphetamine, heroin a misdemeanor not a felony. they've gotten rid of the mandatory for if you got arrested for simple position the court would send you to a drug diversion therapy or course. now that is completely optional they do not have to go to it. that is been a major contributing factor to the homeless issue up here. >> do you guys have forces with community outreach? with mental health counselors and tackle addiction to mental health from the different

kennedy: something you pointed out five homeless individuals die every day in l.a. needlessly and that's what i am talking about when they see them as human garbage fit to be thrown away because they do not actually do anything that solves the problems. there's a lot that has to be to not only from law enforcement and permitting and things like that which may seem very boring, but that is how you get multifamily dwellings that people can afford because right now the cost of land is outrageous there's not enough inventory to house the people he say the eviction moratorium is going to potentially double the crisis. >> it definitely will be. remember we cannot build our way out of the homeless crisis because people, 70% of the homeless currently in l.a. county have mental health issues, drug abuse issues, they are greatly disabled a threat to themselves, threat

to other people. a lot of them need to be institutionalized and institutions that don't exist. i have empty hospitals. st. vincent medical center i can house hundreds if not thousands of our severely mentally ear ill there. refuses to build the capacity for mental illness. the pat themselves on the back and say how compassionate they are. kennedy: look what a great job or look how much money were throwing at this. it's not going to the right programs. that's one of the things you got deputies and sergeants who were on patrol, in the air, trying to support this problem, doing their very best. and they are not supported. so essentially you are at war with the governor but i want to read one of your quotes on it governor new simpered you said nothing will change your political viewpoint more than eight transient taking a crab
