of these homeless people need help and we need to make sure help is there including mental health, drug rehabilitation but let's remember we also have to create a situation in which it's easier to not be homeless than to be homeless. right now we are making it increasingly easy to be homeless support and subsidies and frankly, turning a blind eye criminal activity at least in san diego i can tell you in the area in and around san diego we see ignoring crimes, people are on the streets, there's technically saying they are homeless but they are breaking the law and they are on probation and not going to go back to jail if they ever did. at some time have to say you do enough crimes and there ought to be a punishment but in california, systematically there is no punishment, including theft. as long as it's under $1000 at a time as many times as you can go

a meal, it's three separate entities who aren't talking to each other necessarily. >> there's no question at all, we do a better job providing the alternatives to living on the street but let's go back to a time when new york city was assessable and rudy giuliani. kennedy: yesterday? >> but it was the last time it was assessable. he used straightforward systems, he said a social worker and a cop and gave people a choice. go with the social worker or crop. he made people make a decision wrongfully on welfare but had to show up and rake leaves at the parks once a week and when they didn't show up, they lost their welfare. as a result, he cleaned up the welfare rolls and cleaned up the city. this is not rocket science but you have to begin incrementing the laws or being compassionate. nobody could be more of a moderate came to helping homelessness and rudy giuliani because he cleaned up the city and they were able to deal with the people with real problems.

midterm, they just took whatever the status quo was and campaigned on it in most of the time were awarded for and that is a downfall of our ability to change leaders quickly because our strategy can change for political purposes, not policy purposes. i don't know foreign policy strategy, but i don't pretend to and i'd never have but i'm one of the guys went and lost a leg or two, i know what it's like to be on the ground and given orders that i don't even understand and risk my life to execute. the people in charge no matter who they are, if they consider themselves a war hawk or kumbaya, i hope they understand every decision made today has long terms affects not just for policy but our people and i think they owe it to us to work very dang hard to not let it turn into another proxy war because that's what i'm worried about, simply send a bunch of weapons into ukraine for what russia might call a civil war.
