as well as the director of national intelligence and the attorney general of the united states. look, the fbi or domestic intelligence agency and the cia handles foreign intelligence paid but the cia is prohibited from doing is going out and purposefully collecting information on u.s. citizens abroad, no matter where they are. and if they happen to do so, it is inevitable it's going to happen that they either come across the u.s. individual or their information. there are specific ways they are supposed to handle that information to the minimization process. elizabeth: why are they doing it? >> well listen, if they are doing what is within their statutory authority, that is collecting overseas regarding a foreign government or a citizen of a foreign government, and the incidentally come across that information of american citizen than there are specific ways they have to handle that information.
