brian: good evening everybody. a russia invasion is imminent. white height house is ready to respond as they declare independence for parts of ukraine. edward lawrence has more for us. reporter: they say that russian troops are moving closer now tonight to the ukrainian border. an address the russian president recognized two break away regions signing a decree announcing their independence. a senior administration official says this is an attack on a sovereign and independent ukraine and it's a clear escalation, possibly giving the russians a reason to go in and quote, defend the area as the russian president says he would do. the u.s. imposing sanctions on people operating in those two regions of ukraine for trade and investment. a senior administration official says more sanctions will come tomorrow as he goes forward,

vice president kamala harris warning americans there will be pain. >> when america stands for its prince ills and all they hold dear, time for us to put ourselves out there maybe we will incur some costs. in this situation that may relate to energy costs for example. reporter: she is talking about gas prices which have been increasing every week for the past eight weeks in a row. now republicans say it is long past time to get tough with putin. >> they're looking to the united states of america. they're looking to the free world and we're the beacon of freedom in the united states and they're looking to us for leadership right now. we basically got to say to them, look, putin and the russians do not attack, do not look for false excuses. reporter: senator tom cotton basically blames president joe biden for this saying first by allowing the nord stream 2

pipeline to go forward and second by the botched withdrawal of afghanistan that opened the door to this russian aggression. back to you, jackie. brian: edward lawrence thanks so much for that. for more on this looming invasion of ukraine we welcome congressman dan meuser from house foreign affairs, along with former intelligence officer from the defense intelligence agency, matthew schumaker. jackie: start with you, matthew. he said he was starting by airing grievances against ukraine. he said ukraine can't exist as a separate state and he recognized these two breakaway republics. he also said that he wants to take back land that is rightfully ours, meaning russia's, making his intentions very clear. so right now the expectation is that this invasion is imminent, literally within hours. >> jackie, thank you very much for having me on. well, according to british and french media right now the

russian president has already given the go order for russian troops to move into ukraine. that was about an hour ago. if that is indeed true russian troops probably already crossed the border. president putin is claiming that they will be peacekeepers but this is exactly the situation that i was trained on as a counterintelligence officer with the defense intelligence agency. i was on the ukraine desk itself and my job was to get into the russian mindset, to understand how they operate and what their goals are and i think one of the things that we need to keep in mind is that there is a russian saying that goes paper will endure anything you write on it. secondly it means talk is cheap. so i think president biden has really struggled to come up with an off-ramp if you will to this crisis because he keeps calling for more diplomacy. he keeps calling for more talks but that is not going to interest president putin at all. jackie: speaking of diplomacy and further conversations, what

it sounds like he essentially saying if putin decide he won't invade, if he holds off, biden would have a conversation with him, but congressman, jen psaki also talking about the president preparing an executive order that would include sanctions on businesses and people as well, not really getting into more specifics than that. at this point so many are saying the time for sanctions was a long time ago. we need to move on these sanctions and you know, really try to show vladmir putin who is boss here? >> well-said, jackie. even zelenskyy has stated a a number of times is that appeasement is what got us here and why should we wait for sanctions since we know the barbarians are at the gate? look, you know in many ways putin played this according to his plan. he established readiness, the pretext for violence with much of the propaganda and

misinformation. now trying to create some sort of legal avenue where he will be invited into these republics. the united states very clearly needs to put down what the consequences are going to be and they must be worse than any gains and the idea frankly that swift is off the table, the international banking network, and nord stream 2 is vague, that's one of the reasons we're at this point because of our weakness of our articulation of the consequences. jackie: matthew, you know i think the congressman is right there, feels almost like the situation in afghanistan where the president, the administration, they were acting late in responses and it felt like they were on their heels the whole time instead of playing offensive game, they were playing a defensive game. having said that, now we're at this point, white house national security advisor jake sullivan essentially has acknowledged and put out there this is going to be very bloody if it moves forward. i want you to listen to this.

>> any military operation of this size, scope and magnitude of what we believe the russians are planning will be extremely violent. it will cost of lives of ukrainians, russians, civilians and military personnel alike but we also have intelligence to suggest that there will be a greater form of brutality. it will be a war waged by russia on the ukrainian people to repress them to, crush them, to harm them. jackie: matthew, this is vladmir putin. a lot of people are not surprised by that assessment. >> and i think the national security advisor is correct to a large extent. i think that to a certain extent actually i think president putin may have miscalculated this. he is kind of backed himself into a corner where he has only given himself the option to invade. the russian stock exchange just today dropped 11% and the russian ruble dropped about 2 1/2% and for a population where the average income is $16,000 a year, on top of it as

well, the russian population don't seem to have a stomach for a campaign into ukraine. once the body bags start coming home president putin is risking quite a lot actually. he could be potentially risking his entire premiership. jackie: congressman, i want to go back to you because there are very broad implications here. it is not just what we're seeing at this moment with putin possibly, you know, invading within the next several hours or possibly it will be tomorrow morning when we wake up and we find out it happened overnight but he is already let us know that he has got a strong alliance with china, with president xi, also on friday's cuba's foreign minister said late on friday that the russians and cubans are deepening their ties. they are starting to explore collaborations in transportation and energy, industry and in banking as well. you start to see what vladmir putin is doing here and it's

scary. >> yeah, there is no question if we just simply allow even with the level of somewhat unity that has been created, and i agree with what was stated earlier, nato has unified over this and it very well could end up backfiring for putin as it should but we need to rise to the occasion and bring all of our allies together. but, yes, if we just simply don't get highly aggressive and be the leader in the world that we should be, and allow ago aggressor to take over a less militarized, a weaker military nation, where does it go from there? and we will see this with iran and we will certainly the big issue is with china and possibly taiwan. jackie: yeah. >> we've got to show as you said earlier who's boss and we have the allies to back up the

♪. jackie: welcome back. soaring electric prices are leaving millions of americans struggling to pay their bills. with soaring electricity and energy costs triggered by the problems in europe. some are forced to forgo this basic demand ands keep their heat on. lydia hu has this exclusive report. reporter: jack, a group called health advisor analyzed u.s. census data exclusively for fox business. they're looking for trends in spending on utility bills. they found 24%, nearly one in

four americans reduced or forewent basically expenses like food and medicine to pay an energy bill within the last 12 months. 16% of americans kept their homes at an unsafe temperature to lower their energy bills. more than nine million americans say they could not pay their home energy bill almost every month within the past year. that rises to 41 million americans. when we look at people who have been unable to pay the full amount of their bills, at least once in the past year. some troubling trends here that are particularly concerning for americans on fixed incomes. >> some of our members are telling us they're forgoing certain medical procedures because they don't have the money or the out of packet expenses to get these procedures done. they're telling us they're buying fewer groceries. reporter: debt for utility bills is also rising. the national balance for utility accounts in arrears climbed 10%

from 2020 reaching $22.3 billion last year, according to the national energy assistance directors association. california and new york are among the states that lead the country. both of those states are reporting more than one billion dollars in arrears on utility accounts. jackie, back to you. jackie: lydia hu, thank you so much for that. meantime president biden and vice president kamala harris over the past week or so attempting to brace the nation for even higher energy costs. that's right, higher than what we've seen already, if russia invades ukraine. the strong economic sanctions that would be imposed by the united states and its allies could prompt even more price hikes here. listen to this. president biden: defending democracy and liberty ask without cost. i will not pretend this will be painless. it could be impact on our energy price. >> these are some of the greatest sanctions if not the strongest we have ever issued. jackie: so the question of

course is how everyday americans are going to be impacted by this and it could really be substantial. we've seen gas prices rise over 40% in the last year or so as it is. i want to take it up with house appropriations budget committee member, congressman chris stewart. good to be with you. we watched oil prices rise on continuing tensions. creeping closer to the '90s and 100-dollar mark. americans are struggling not only with inflation across the board but high energy prices. here is the president and vice president knowing if they impose harsh sanctions on russia, because imports are up and oil is a global market we'll see higher prices. some ways i look at this, they need to impose the sanctions but they know they can't impose the sanctions. it's a very difficult situation. >> it is, the president left himself in such a vulnerable and weakened position, oh, my gosh,

think about what he has done. the very first thing when he came into office demonize the oil and gas industry. he pressures financial institutions not to work with them, not loan them money. he cancels the keystone pipeline. he cancels oil exploration here in the west an northern alaska. makes us from a nation a net exporter of oil and gas energy to beg from nato to bring oil and gas in the united states. the result is price of oil doubling, price of gas up 40, 50%, when inflation is already hurting the poorest among us, working class americans. this is going to make it much, much worse. the final point, i think this is so important. if you want to hurt russia, then drive the price of energy down. it is by far their largest export. jackie: right. >> if you want to help them, drive the price of energy up which is what the president has done over the next year. jackie: you bring up such an amazing point. that is really true. when we saw oil prices plunge to $25 a barrel. we were choking opec countries,

we were choking russia. under president trump our production was up to number one. now here we are, at the 11 million barrels a day roughly, barrel mark. that is our production in the united states. it is down significantly. and that's roughly where russia's production is too. so we are jockeying for the number one position. in my opinion, it is no coincidence rather we're sort of getting into it with russia here when it comes to energy. >> well, there is no doubt about it. once again it will hurt every american. but those who can afford it least will hurt the most. ironically at the same time this president green lights nord stream 2, what does that do? makes germany, western europe more and more dependent on oil russia oil and gas. it makes russia stronger. he has weakened himself over the past year. the previous president, two observations on that. number one vladmir putin was afraid of the previous

president. he didn't even threaten this type of activity and he was weakened by the previous president and their policies on oil and gas driving that down. both of those things are exactly the opposite right now and we're seeing the outcome of that and if he really does, by the way i argue he has done the invasion, whether cyberattacks or these peacekeepers. jackie: i agree with you. >> this is a train wreck. jackie: i say that too, the seeds are set. no, the actual invasion has not literally happened yet. this started last week. all the seeds were set. we have reports that 190,000 troops are on the border. these numbers continue to rise, congressman and of course we're watching how everything plays out here. it was in 2014 that putin annexed crimea under president obama and then vice president bide. you're right with president trump he was very quiet to be honest. yeah. >> yeah. it has been apparent for months he was going to do this. heavens he brought troops as far as away from the border with

day. they came back on saturday. that time they were wearing what we would consider riot gear, helmets, face shields. they carried batons. the police oversight agency here in canada is looking into two incidents of force used by police on the demonstrators. one in which a 49-year-old was seriously hurt according to reports by mounted police. the other in which police used tear gas canisters and rubber bullets on those protesters. police say they were able to clear protesters as they did because of the emergencies act invoked by prime minister justin trudeau. he was asked today though why the emergencies act is still in place if the emergency as the government considers it is over? >> we don't want to keep it in place a single day longer than necessary. this state of emergency is not over. there continues to be real concerns about the coming days.

reporter: parliament still has to vote on the emergencies act. some conservative members will not vote for it. one member of parliament pointed out, a story about a single mom who works a minimum wage job. she gave $50 to the convoy when it was 100% legal he says. she hasn't participated in any other way. her bank account has now been frozen that member of parliament said in a tweet. one of more than 200 bank accounts, jackie, frozen as a result of these protests and the government's action. jackie: grady trimble, thank you so much for that. joining us now with reaction fox news contributor deroy murdoch. great to see you, and you saw the shot behind grady. they're gone. they cleared out the area. this is for all intents and purposes over but the repercussions are long-lasting as he described there. i want to play a sound bite for you from "america's newsroom" this morning. one of the canadian truckers was describing what's happened in his life as a result of this.

listen. >> they have taken my truck. i don't know where it is. on friday they locked up my personal and trucking business account and also we have another business, they locked that account up too. it has nothing to do with it. basically the banks shut it down, i haven't been contacted by anybody. so, as far as i know i don't know what's going to happen next. jackie: i mean this is a really tough situation to be in and many people are saying trudeau is out of line here. >> no, i think he is out of line. this is sort an example, vivid example of the left's tate for totalitarianism. justin trudeau coming in declaring, invoking the emergency powers act essentially declaring martial law, these are non-violent, these are not violent protesters freezing bank accounts of people who protested. people who didn't protest, but

supported them, taking their trucks, and pepper spray and poor woman stomped on by a police force this is example of a left does. in this country you say something you don't like you are canceled, censored, deplatformed. left has taste for totalitarianism and they will 6:00 it on you if you say something you don't like. jackie: yeah. they go around changing the messaging. this was stunning from the ottawa police. a tweet to the protesters deroy. we told you to leave. we gave you time to leave. we were slow and methodical. you were assaultive and aggressive with horses. we responded by including helmets and batons for our safety. i've seen the footage. we've been reporting on this story. that doesn't sound like how it happened. >> i've watched this over the last couple weeks. i've seen people singing, people playfully throwing snowballs at each other. they had a bounce house with little kids bouncing up and down

inside of this rubber inplatable bounce house. i'm not seeing any kind of violence we saw in this country with blm, antifa, setting police precincts on fire, setting u.s. courthouse on fire in portland. though folks walked, basically free to go to conduct themselves as they wish. non-violent protesters in canada are cracked down upon. amazing to hear the police say they were the victims. that they were attacked by people completely nonviolent as far as i've been able to see. jackie: "the new york times" writing this, deroy, i want to share with you, after trucker protests canada grapples with a question, was it a blip or was sitting bigger? the demonstrators were passionate and movements have a tough time converting energy into real change. this is certainly a question for canada but also a question here, especially as we're watching our nation's capitol and a planned convoy headed there. >> that is absolutely right. i think the question in canada, maybe the question here as well,

♪. jackie: well it was a violent weekend in a pair of u.s. cities. six people were stabbed on the subway here in new york city. meantime 21 people were shot in chicago with at least five killed. joining us now to discuss, joe gamaldi, vice president of the fraternal order of police. joe, it is always great to see you. i will start here in new york city, because the subway crime, the violence, that woman being pushed to her death, it is plaguing the city. people can't come back to the city, to feel safe, use public transportation to get around it will be difficult for us to get back on our feet. what has to be done to clean up the subway system? >> i mean you're absolutely right, jackie. just to give your viewers just how bad it is, last year we had 16 american cities experience their highest murder rate on record. when we start looking at new york, there is no signs of it slowing down. shootings are up 42%. crime in the subway is up 65%.

slashings are up 35%. i know they're announcing a new plan they will flood the subway system with police officers and make no mistake we'll catch the dirt bags that are out there cutting people with knives but if the d.a.'s office, by the way with alvin bragg has been a disaster for his first two months in office, if they let the folks out after we catch them nothing is going to change. to your point, take miss lee, followed home by a monster, just committed 27 criminal acts in the subway system, out on three cases, followed her home and murdered her in cold blood. if he had been held accountable, he would never be free. how we fix it, vehemently prosecute violent crime, embrace the broken window theory, support our police department. that is how we get ourselves on the right track, out of the disorder and chaos we're seeing everywhere. otherwise, unimaginable as it seems it will only get worse. jackie: so eric adams did address the problem in a speech that he gave.

he was talking about trying to make it safer down there, putting more police is one way but he also brought up this side problem, sidebar issue which essentially is the fact that people are living in the subway. listen to this. >> new yorkers we're seeing increased presence of nypd in trains and on stations. we're being proactive. we're going to engage new yorkers who are unhoused or dealing with mental health crises. jackie: i mean they're literally living on the trains. i stopped riding the subway well before the pandemic, when i started to see that. you saw more and more people sleeping on the trains, sleeping on the stairs as you were trying to leave the train. from my understanding, i haven't been down there in over two years it has gotten infinitely worse. >> yeah, absolutely. there is crime and disorder everywhere you look in the city. basically open drug dens they're using drugs in front of people.

people don't feel safe. we have to start addressing the issues. it is not all mental health issues. some folks are just criminals that need to be handled with the criminal justice system. of course we can have diversion programs in place where we want to get the folks help. sometimes you can't give them a hug and a smile. they have to be held accountable for their actions to get our community back on track. look at new york, you can't find a u-haul in the tri-state area. so many people are leaving, want to get out. we need stave streets, safe communities. you know what everybody deserves same opportunities the ability to prosper. they can't do that right now. they don't feel safe taking their kids to school. jackie: if i could ask you, joe, shootings in chicago i mentioned, mayor lori lightfoot mum on the issue, completely silent. >> it is amazing she is awfully quiet considering murders are up 100% in the city from the same point of 2019.

records. this legislation is protecting our communities from a porous border act signed on by the way members of congress representing 17 states would essentially empower governors, local leaders to reject the release of illegal immigrants? their state and in their communities. they don't want to be complicit in this law lesness. dent want to become a sanctuary state. they understand the risk to their citizens. jackie: administration was deeing the longest time. there are no midnight bus plane trips. until we saw video, she had to acknowledge it is happening in fact. let me ask you this. biden comes into office. he removes remain in mexico. he allows two million people, undocumented migrants into our border, into our country, being transplanted into various states. he said i'm putting remain in mexico back in place but they're clearly not enforcing it.

>> they're not enforcing remain in mexico. they're not enforcing title 42. they say that there is testing folks for covid who are adults coming across the border who we have apprehended. that is not true either. so it is effectively the wild west. it is an open border. and as americans are watching, with great concern the imminent threat of an invasion by putin into ukraine, i would submit to you, jackie, that the far greater threat to americans national security is the invasion happening at our southern border. when you think about the 100,000 people last year dying of -- jackie: looks like the congressman's shot froze there. we'll work on trying to get that back. always good to have a conversation with him. he is very knowledgeable. obviously trying to introduce this legislation to make a change. i think we do have him. congressman, are you back? >> yes, i'm here.

jackie: great. so, no, you just froze or a second. finish your thought. >> you bet. well, listen, when you have 100,000 americans dying last year of a drug overdose, you have got virtually all of the drugs coming across the southern border, you have a 50% increase in drugs coming across, and this president is doing nothing, he is completely derelict and first responsibility of the government which is to provide safety and security for its people, that is why this invasion is far greater threat to the american people than what we're watching in eastern europe right now. jackie: you're right. this problem is domestic. happening here at home. this president is dealing with so many different crises at the same time. almost like they're overshadowing each other. immediate focus on russia ukraine right now but you're absolutely right. when it coombs to what is happening at the southern border, when you bring up the

drug trafficking, the human trafficking, democrats often say they want to be humane. we've seen pictures, we've seen video what happens at the border. the little children that are traveling alone. i mean it is, some of it is heartbreaking, yet no one stops it. >> it is anything but humane. when you encourage people to take this dangerous journey and threats to them are tremendous and we've all heard statistics about how many women are raped and assaulted, i mean the drug cartels are in complete control. this administration has ceded control of our sovereign border to drug cartels. they are flooding our country with drugs and gangs and criminal activity and -- jackie: yeah. >> it is destroying our communities. jackie: there were many parts of it that president trump was very passionate about but the drug trafficking was really an issue for him. congressman, always great to see you. thank you. >> great to be with you, jackie.
