"the evening edit" starts right now. ♪. >> tonight the biden administration hitting russia with tough new sanctions. amid the conflict with ukraine. we're going to break it down. the crisis overseas is ramping up here at home. what some states are doing helping people struggling to make ends meet. and this, national security forces telling fox china is quietly cheering on russia behind the scenes. just as we learned the justice department will likely roll back parts of a program to combat spying in the united states.

plus a trucker convoy like the one that we saw in canada, protesting pandemic mandates could soon pop up here. queer talking to one of the organizers. then there is this, the mayor of new orleans, parties maskless weeks after reinstating indoor mandates. while of course the seattle police force is having a hard time keeping officers on the job as crime is spiking in that city. finally u.s. border patrol agents tell us they're seeing a new trend with families that are illegally crossing the southern border. we've got all the details on that. i'm jackie deangelis. into eastern ukraine as an invasion. the white house is moving troops from europe to the baltic states to prevent further aggression from vladmir putin. hillary vaughn has more for us. reporter: good evening, jackie, president biden delivering a economic gut punch to putin and some of russia's key financial institutions today with a raft of sanctions including blocking russian financials institutions from doing business in the u.s., placing restrictions on sovereign debt, cutting them off from u.s. markets, targeting russian elites and family members with close ties to putin. biden warning, targeting russia one of the world's largest suppliers of oil and gas could in turn mean some americans will be feeling some pain here at home. president biden: my administration is using every tool at our disposal to protect american businesses and consumers from rising prices at the pump.

i will take robust action to make sure the pain of our sanctions is targeted at the russian economy, not ours. reporter: but there is some bipartisan concern on capitol hill these sanctions announced today may not be tough enough. >> look, i think the president's announcement is is a good first tranche sanctions but cannot be the end of it. i'm very pleased to see the german government's action. i actually think we should join them by lifting our waivers that we have on sanctions and proceeding with those as well so it's a clear message to putin, you're not getting to get on line at anytime. reporter: jackie, we heard from the deputy director of the national economic council who said or celebrated, germany's decision that the u.s. supported that nord stream 2 will not go on line saying it has effectively relieved europe of russia's geostrategic chokehold. remember, jackie, just seven months ago the president waived

sanctions on the company behind nord stream 2 and its chief executive. so while it is considered a major national security threat to have that pipeline go online, a few months ago the president did not think so. jackie? jackie: hillary vaughn, thank you so much for that. for more reaction to president biden's sanctions on russia, what he called today the beginning of a russian invasion, congressman darrell issa from house foreign affairs, along with former deputy assistant secretary of defense peter brookes. congressman, i would like to go ahead and start with you. i thought his language and his remarks was very, very telling if you will. he said this is the beginning of an invasion. he forecasted it could get a lot worse from here. the russians have moved into eastern ukraine but of course speculation now exists they will try to take the entire country. >> well it's pretty clear that our defensive lines are all outside of ukraine, a country that we promised to defend, we

promised when they turned their nuclear weapons in, the only country at that time to give away their nuclear weapons, we promised they would be protected and they are not. very clearly this democracy is about to be evacuated and along with american citizens who will flee. this is the second time in one year of this presidency that we've seen an embassy closed and americans left behind. jackie: yeah. it is very reminiscent of the situation in afghanistan. a lot of people are making comparisons to that. peter, i want to go over to you because this issue of sanctions has been debated for the last few weeks. many people saying this is too little, too late. this is the first tranche if you will as hillary laid out for us here. many say we need to be tougher on russia, we need to do it now. your thoughts how this is going to impact the situation, not just with how far russia goes also with what we're dealing with here, how we're dealing as

americans at home? >> well look, you know, russia's involved in historical revisionism on a grand scale. obviously we have not really slowed them down. they have moved into the eastern part of ukraine with forces. those forces have not been involved in violent acts or any sort of military operations so far as we know but they may be in the future and they may go beyond the current lines of control. so what we've done so far has not deterred putin from taking those actions. we don't know how far he is going to go. if we look weak, if we look vulnerable, if we look unable to compete and lead, we'll not be successful in defending this democracy along with our european allies and partners. so it is unclear what effect these sanctions will have. there are serious questions as whether it is too little too late because russia has already

moved. they're opportunistic. we can expect they will go further while they probe us to see if we are willing to stand up for our principles and values. jackie: so many people are saying that actions speak louder than words. so how vladmir putin has positioned the troops says a lot. we have a sound bite from president biden talking about this earlier today, listen. president biden: we still believe russia is poised to go much further in launching a massive military attack against ukraine. i hope i'm wrong about that hope we're wrong about that but russia only escalated the threat against the rest of ukrainian territories including major cities and including the capital of kyiv. jackie: he is talking about ukraine there. he also went on to say the united states is stationing more troops to strengthen estonia, latvia, lithuania as well. congressman, i want to bring it back to you, as you described the situation saying we have to take a tough line here. we have to show vladmir putin who's boss. the indication this can go farther.

it could trigger article v of nato. it could become, some are saying a second cold war. >> we are in a second cold war, there is no question at all and he winning this cold war. when he takes the rest of ukraine, he will stop, he will stop because he doesn't want to trigger article v of nato. so he won't invade countries we're sitting there bolstering. that is the good news. the bad news he will be right on the border of each of those countries. we will have a lot of a non-nuclear ally, a country who aspired to be a nato member, who created a relatively functional democracy. you know one of the challenges for many of the former soviet bloc country was making that conversion away from dictatorship, away from the kind of economy that they had had. ukraine did better than most.

it is breadbasket of the east and exporter, one that works very hard and now to be taken over. i don't have any question that putin is only making a step. then he will look for another guise to go into a country that has no u.s. military, by the way no u.s. embassy, because we have basically evacuated the embassy and americans have been told to flee. not since chamberlain said he had a diplomatic solution have we had a diplomatic solution that gave away a whole country. we gave away crime. we've given away eastern ukraine now. it is likely we'll give away the rest of the country including kyiv. jackie: peter if i can go back to you for just a moment, there are those who are saying vladmir putin is very strategic. he has been watching the united states for some time now, watching how we're handling our energy production over here. obviously under donald trump we were the world's top producer, eclipsing russia and saudi arabia and their

production and now we're not. many are saying it is no coincidence that he has chosen this moment in time to make this invasion? >> well, look, it will have benefit russia, right? their economy is based on energy production. as oil prices go up it will benefit them so there is no question that this sort of instability could benefit russia. in the long run i think it probably won't help them because their economy is based solely on energy and has very little in terms of manufacturing or other high-tech sort of industries. so this is a calculated risk on his part but, jackie, i want you to remember, that nationalism which is driving putin is a powerful emotion and he is willing to look beyond the economic pain in my view to achieve his goals here. jackie: yeah. >> he is looking at his legacy, he looking at the fact that he wants to create a greater russia that may include belarus as well as ukraine, that creates buffer states for russia.

he is looking at a russian empire, maybe not the return of the seven yet union but don't overlook his willingness to accept pain in exchange for advancing his nationalistic bowls. jackie: he said essentially the union was misconfigured. rewriting history, looking back on it, wanting to change it. i guess the point i was making about energy, peter, essentially looks to me like russia is doing this at this time to exploit our weakness in some ways but i hear what you're saying as well. congressman peter brookes, thanks to you both. >> thank you. >> thank you, jackie. jackie: coming up china keeping a close eye on the developments between russia and ukraine as well. the disturbing details we've learned but first the crisis overseas likely ramping up inflation back here at home.

reporter: inflation is on the rise hitting americans hard across the country. why some states are now looking for creative ways to lessen the burden on americans. maine and kentucky are the latest states to join the list considering quick but temporary relief measures for taxpayers through different means. things like offering tax credits for food or suspending the gas tax. even eliminating the state sales tax all together which was proposed in oklahoma, that could save over $250 million for residents there. states are getting creative to subsidies some sticker shock we're seeing. these are short-term fixes. experts tell us if we continue to see eye-popping inflation numbers, lawmakers will feel the pressure. >> we're going to experience above 7% inflation for a much longer time. there might be, there might be a necessity for lawmakers to consider ways to help people access groceries, access gas, access basic necessities. reporter: the biden

administration is already feeling pressure to prioritize inflation. according to fox polling, 85% of registered voters are extremely or very concerned about inflation and higher prices. americans are paying more for necessities like gas, up 40%, energy a 27% increase used cars a 40% increase. back to you. jackie: madison alworth, thank you so much for that. of course u.s. inflation already at its highest level in 40 years. the escalating crisis between russia and ukraine threatening to push these prices even higher. oil prices could easily move over $100 a barrel for the first time since 2014. food and energy prices they could soar beyond what you've seen in the grocery store already. i want to dig into this a little bit more with former economic advisor to president trump steve moore. always good to see you. i want to pick up on the last point you made before the break. how we were the world's energy producer, now we're not.

all of sudden vladmir putin has become emboldened, he sees our weakness with energy, what happens here with inflation. he understands this is the perfect moment in time for this kind of aggression? >> these dots are all connected,. >> jackie, you're exactly right about that. unwillingness of the biden administration to produce american energy. i call it the war on american energy is like the first domino leading to all the other dominoes following higher prices for consumers. it emboldened our enemies. by the way i remember vividly just sitting in the oval offings with donald trump a few months before he left office and we were talking about how america had become energy independent. jackie: yeah. >> in january, this is an amazing statistic, january, jackie, but in january of 2021, trump's last year in office, do you know how much oil we imported from saudi arabia and russia, other opec countries? jackie: substantially less than we had been before.

>> yeah. jackie: we were producing 13 million barrels ourselves. >> exactly. we were close to zero. we were actually producing more energy than we were consuming and that really changed not just the economy, not only did we create a lot of jobs in gdp, but it changed the whole gee geopolitical situation. in 14, 13 months it is heard to believe things could get this screwed up so quickly. we had a 1.8% inflation rate the month trump left office. now we're looking for inflation rate hitting 10% last month. jackie: they blame it on the supply chain, blame it on the pan pandemic. president trump was president first year of pandemic. we had substantial problems but inflation was not running wild. >> good point. by the way the recovery had begun in the last six months of the trump administration. the economy was ramping up, we

had inflation uncontrol. what i would like to see, writing joe biden's speech, jackie, which i'm not, "operation warp speed" to ramp up energy production. it wouldn't take that much to produce oil we're producing under trump. we have to allow leasing on federal lands by the way, just the other day biden again closed more leases of our own gas lands. we should be building pipelines. we should be building lng terminals. think about this, jackie, if we had oil, gas production up warp speed, we produced the lng terminals, we could be exporting to europe. jackie: exactly that would make up for the pain that they're going to feel as a result of the german chancellor they're not certifying the nord stream 2 pipeline. of course he had to say that as a result of everything happening here. we're worried he might not. today in his speech, biden said he was executing plans with energy companies to blend gas prices.

he said it was critical to limit the pain americans feel at the gas pump. jeez, you're just getting it now? >> jackie, you may recall you and i talked on this show three or four months ago i warned because of this policies, europe policies, u.s. policies, that europe would become held hostage to russian energy and that is exactly the situation. it is an unforced error. it's a political error by the midkhalidder here in europe and the united states. jackie: if we had keystone bringing oil down from canada which was the plan before president biden shut it down that would make us help our consumption and it would invest more in our infrastructure and our terminals we would be able to serve other countries instead of relying so heavily on russia which is exactly why vladmir putin is emboldened right now. you have to scratch your head at this stuff, steve moore, right? >> jackie, if you're right, and many people are predicting that oil price goes up to above $100

♪. jackie: national security sources tell fox that china has been quietly cheering on russia behind the scenes as this is all playing out. this is coming as attorney general merrick garland is looking to roll back parts of the justice department program aimed at combating chinese espionage on the united states. this was a program started under the trump administration back in 2018 but remember when ag garland said just four months ago. >> peoples republic of china is a serious threat to our intellectual property. they represent a serious threat with respect to espionage. jackie: joining me now gatestone institute senior fellow gordon chang, the author of the book of the "coming collapse of china." gordon, great to see you.

when it comes to rolling back the rules with respect to china spying on us, essentially what they can do here, the agency is making an about face here. this is issue president trump is passionate about. he took a tough line with china. took a tough line with china. these are all things unraveling now as you can see. >> this is inexplicable, jackie, the fbi opens up a case on chinese espionage every 10 hours. it has 2,000 active cases. when john ratcliffe was director of intelligence in november of 2020, he wrote an op-ed china was stealing $500 billion each of u.s. intellectual property. some people put that number a little bit more. some people say 600 billion, whatever it is it is far too high. the justice department should be devoting more resources to this, not scaling back its effort. jackie: speaking of the justice department, this is a quote coming off of its website, okay?

it says quote, about 80% of all economic espionage prosecutions doj, allege conduct that would benefit the chinese state. there is at least some nexus to china in around 60% of all trade secret theft cases this is a conversation that we've been having for quite some time, there it is in print right there yet we're not doing as much about it as we could be? >> yes. the biden administration has been under attack from people, asian-americans, you know, investigating china creates asian-american hate. by the way, the chinese communist party in its propaganda organs propagates this narrative as well. if you know that china is behind this, then you can sort of understand that maybe it is not a good idea to let off the gas on investigations of chinese espionage because a lot of these cases it is not just i.p. theft.

it is going for national security secrets this is just something that the biden administration needs to understand and despite the pressures its under it needs to prosecute even more. jackie: let me switch gears with you for a moment since i have you since you're a expert on this subject. i don't find the timing of this invasion coincidental at all. they said they would wait until the end of olympics. that is exactly what they did. that putin is strengthening his alliance with president xi xinping as well. some are saying while there is chaos over here president xi may go after taiwan. your thoughts on that? >> well, yes, you know even during the olympics, jackie, on february 5, china flew a plane directly over taiwan island. they hadn't done that in more than four decades without permission. and that is an act of war. so even before the olympics were over china was ramping up

pressure on taiwan. we can also see that they're now going after india in a more determined fashion and in general, they have been pressuring the philippines and japan more than they have in the past. so this is china going after many of its neighbors along the southern and eastern peripheries. jackie: this is an administration, gordon that to me seems like not only were they get up and say we don't have any foreign policy wins to speak of but now to dealing and combating foreign policy crises at the same time. you just wonder how this is all going to play out? we appreciate you coming on to talk about it with us, thank you, gordon. >> thank you, jackie. >> yeah. after the break, truckers across america are taking inspiration from our neighbors to the north. long-haul trucker brian brace joins us to talk about it next. >> millions of truckers in the country didn't appreciate all the vax mandates, et cetera, decide to stay organized between now and say november midterm

♪. jackie: after months of vaccine mandates and supply chain issues multiple trucker convoys have popped up across the nation including the peoples convoy. they released a statement saying this, it is time for elected officials to work with the blue-collar and white-collar workers of america and restore accountability an liberty by lifting all mandates and ending the state of emergency. added that, quote, americans need to get back to work in a free and unrestricted manner. joining me now, one of the organizers of the people's convoy, he is also a second generation trucker, brian brazi. brian, great to see you this evening. start by asking you this. the convoy is being organized right now as we speak. what is it that you hope to achieve? >> well, ultimately we would

like to, we have a couple of things but we would like to end the emergency, state of the emergency which in turn to end all mandates of the vaccine and mask mandates for our health care workers, our federal employees, our military personnel, law enforcement. we're looking to basically restore our liberty and freedoms as americans and then of course we want some accountability, you know, through congressional hearings and investigations to go into obviously nonpartisan or bipartisan, excuse me, and you know, into the exact origins of the covid-19 pandemic and the federal government's response to it. jackie: a lot of people want answers on the issues that you just mentioned at the end there but let me ask you, i look what happened in canada, how it started with the vaccine mandate but it became something bigger, it became an issue of freedom and liberty, that is what we stand for in this country.

you could argue in some ways that it's a little bit different the way things run in canada, but here we stand for freedom and the vaccine mandates were seen by many as you know, overreaching. especially in your industry, when you're driving your truck, cross-country, whatever it is, you're alone. what impact are you having on anybody else or threats, danger, i mean, just the whole thing to me when it came to the truckers was, it was like beyond? >> yeah, i mean we are pretty isolated. we do encounter some folks that you know, where we deliver to but, you know, the mandates isn't on the american trucker. we're doing this for others. we're standing up for health care workers and like i said. we're standing up for -- because we go out on the road and leave families behind in communities. they're affected by this every single day. jackie: you bring up a great point there are some people in different industries i have

spoken to personally, essentially said i really wasn't in a rush to get the vaccine. i did want to take my time to see how it would play out. i didn't think i was necessarily at risk much severe illness. everybody knows their own situation better than anybody else. they said, but i did it because i knew that i was going to be limited with respect to my working opportunities, what i was able to do, how i was able to socialize. so i felt the pressure to essentially go to get the shot in the arm. that is what i feel like you're describing here. >> yeah. absolutely. i don't think it is right that anybody, you know, not even just as an american but as a citizen of the world, you know, some would call your god-given rights, your rights as a human being to be forced to take something like this, it is just simply a violation of your human rights and we shouldn't be standing for it. we shouldn't allow for that. jackie: what are the next steps here? it was reported or the expectation was that perhaps this convoy was going to appear in washington, d.c., around the time of the state of the union

which is the first of next month? now i'm understanding it could be potentially later than that? what are you thinking, where is your head respect to organizing this, the messaging, the timing, all of it? >> well i mean, the timing is because it is going to take some time to get there. it is going to take us roughly 10 days to get there because of our convoy speed, size of it, the growth. a lot of communities want us to stop in their towns. so it will take some time to get there. so yeah, we have 10 days out. there is really not a timing on it per se. we understand that the administration is basically probably going to say, hey, we're winning the covid fight. we understand that. we expect that to come. it doesn't deter us, defeat our message in any way. we're still looking for the accountability. we still want to know why the overreach of the government, even took place in the first place. this is -- jackie: let me ask you, speaking

of overreach, what if you all end up in washington, d.c., you're met with force and resistance the way they are in canada? >> that is obviously on top of everybody's minds in this convoy. we saw what happened up there. i would hope our law enforcement officers understand that we are peaceful, that we have their back. we're behind them as well. we love our law enforcement. we always have. truckers rely on them very heavily. not only to protect our families at home but protect us on the road. if they were to react the same way like busting windows, dragging drivers out, beating them on the street, i think you will have some serious issues with just not just with the truckers but with the american people. jackie: american people, absolutely. if you're right to peacefully protest in this country and not be met with force like that, you're absolutely right. brian, good to see you tonight. best of luck with everything. thank you. >> thank you.

♪. jackie: crime surging across the country. cities like seattle struggling to hire officers as crime spikes in that city. and when will the hypocrisy end? the mayor of new orleans captured maskless at a party weeks after reinstating indoor mask mandates. here with me now, republican strategist ford o'connell. ford, where do we start? let's go ahead and start with the crime, right? we're seeing shootings up in seattle up 40%.

we're seeing aggravated assaults up 24%. 171 officers exited in 2021 because of this whole defund the police movement. i don't know why people are surprised when you defund the police that you see crime spike and when you talk to officers around the country, especially even here in new york city which saw much of the same, they will tell you it is not worth it anymore to be a police officer. >> jackie, that is exactly right. when you take resources away from law enforcement and you have district attorneys who treat criminals like victims you're going to get anarchy and it is not a great place to work if you're in law enforcement. i worked in several district attorneys offices, i tell you right now cops do not want to be where someone, you will not have a mayor or district attorney have your back. frankly that is why they don't want to go to seattle. unfortunately not just seattle and new york. you see this in chicago. you see this in oakland. you see this in san francisco. you see this in san francisco --

los angeles. it is not endemic to blue jurisdictions. >> people in new york city, scared to ride the subway. scared to leave apartment early time of the evening once the sun goes down. all of sudden the streets become a little bit more sinister here. you look at this district attorney alvin bragg, you just say to yourself why isn't he prosecuting these crimes? we want him to. >> that is a 50 million-dollar question but that is exactly right with respect to alvin bragg. he is, he tends to treat criminals like victims and as a result, he downgrades the charges. when you downgrade charges and put woke policies ahead of your constituent you embolden criminals to game the system and to create more crime. i don't know why alvin bragg does this, but he is a soros-backed d.a. there are 70 other alvin braggs across this country. many of them are in the same places we discussed.

jackie: these are elected officials. so i always tell people, be really careful, when you're checking down the columns, know what you're doing because he was elected. now the governor has the opportunity or the power to remove him. he is trying to jockey a little bit to toe the line. we'll see what happens. ford, i want to switch gears for a moment, show again if we can the picture of the mayor new orleans. it is kind of outrageous. she has a mask mandate in place. partying without a mask. reminds of me of ao. reminds of nancy pelosi reminds me of gavin newsom. the list goes on an on. fine if you don't want to wear a mask, mayor but don't make everybody else do it. >> the democratic hypocrisy on mask mandates. it is rules for thee, not for me. whatever science was initially behind mask mandates, has long since disappeared. the reason why you see democrats

flouting the mask rules, continuing to use them because they think it is good politics. that is why you're seeing mask mandates across the nation drop like cement in water because the 2022 midterms are around the corner. swing voters don't like mask mandates. jackie: here is the big problem i have with respect to the cdc guidance, throughout the pandemic, follow the science, blah blah. sound bite from cdc director rochelle walensky, she is talking about the mandates and the science. listen to this and i want you to react? >> we want to give people a break from mask wearing when metrics are better, have the ability to reach for them if things worsen f and when we update our guidance we will communicate that clearly. jackie: at one point it was imperative to wear a mask. now you don't really need to wear the mask, but if we want it, we want to have the ability to bring it back. it reminds me of quarantine rules.
