u.s.'s affirmation to stand with the solidarity with ukraine as well as reaffirm that the sanctions will work. he will say that putin was wrong and we were ready. the ambassador to the u.s. from ukraine is going to be the first lady's guest in her box there. the president will pivot from ukraine and talk about how strong the economy is. he will tell the american people that it is his doing. the president will say, that the word inflation will be in his script saying that he is a better plan to fight it and then call on american companies to bring jobs back to the u.s. adding this, instead of relying on foreign supply chains let's make it in america. a large part of the speech willing about the economy. >> not only the progress we've made, we made a lot of economic progress but his commitment to addressing prices, addressing costs, addressing inflation and that will be part of what he talks about this evening in the speech. reporter: the president will say that my plan to fight inflation will lower your costs and lower

ukraine oil breaks to a seven-year high. a global release of 60 million barrels from reserves around the world disappoints. it is less than a day's global demand. the president released half of that, 30 million barrels from the strategic reserve. joining us now former deputy national security advisor kt mcfarland, along with former white house chief of staff mick mulvaney. the mick, first to you. by the way great to have you both on. mick you wrote two state of the union addresses and involved in two more. >> i didn't write them. stephen miller wrote them. they will be making last minute changes. they're probably working on the speech right now. these speeches take four, five, six weeks to write. they will go through changes especially what is happening with ukraine, they're rewriting the speech right now. we'll see ukraine early. after that when he starts to transition to his domestic policy what we'll be looking for where he spends his time, not what comes first or last but will he spend 30 seconds on a topic or a minute 1/2. where you can really get insight

to where the administration wants to spend its time during the next year. that is what i will be looking for. after ukraine, that will be very interesting, on the domestic policy where does he spend most of his time, not what comes first or last in the speech. elizabeth: we hear you mick. kt, to mick's point he will send half a billion dollars to u.s. cities to fight crime, hire more cops, against defund the police this is dragging down his poll numbers. will americans really believe the president when he says the state of the union is strong? >> no. you know lost all credibility, particularly on the inflation issue and when he says oh, inflation will get so much better because of my policies, no it's not. it is about to get a whole lot worse primarily because of his energy policy. elizabeth: you know, to kt's point it is the energy policy, mick. also by the way the gop rebuttal will be delivered by kim reynolds the governor of iowa. mick, democrats are furious that

rashida tlaib will also have a response. kt, what you're saying as well, mick, president is facing a brutal plunge in the polls. let's show what cnn what quinnepiac, across the board you see a real drop, a plunge in his poll numbers. mick, and kt, it's a constant barrage of misleading topspin from the white house that is really slamming biden's poll numbers, mick. take that on. first to you. >> it will be hard, when writing a speech it will be hard to say look at all the wonderful things i've done as president i solved all these problems when people know differently back home, they know things are more expensive. it will be hard for him to take credit for doing good at the same time like he understands ordinary people. donald trump was very good at it. bill clinton many years ago was good at it. i'm not sure biden is good at it, a difficult message when people know they're hurting. elizabeth: when people know they're hurting that is what mick said, kt the people out there are feeling page.

white house press secretary jen psaki again is misleading. she equated president's speech tonight to obama's speech during the financial crisis and president bush's speech about 9/11. bush's joint address was delivered nine days after 9/11. it is topspin dragging down biden's poll numbers, do you agree? >> yeah. here's the thing, he is missing an extraordinary opportunity. yesterday the german government led by the most radical environmentalist party, the green party, has completely reversed course. so they have said, look, we're going back we'll revisit nuclear power. we might even go back to coal power. we want to get off the blackmail that the russian energy puts us in a bad position. so they have already gone there. president biden, if he is worried about his political spin and top cover he has great cover. he could say we agree with the germans. we're going to revisit american energy policy. i may have shut this stuff down at the beginning of my administration but we've now seen in ukraine what the

russians are willing to do with their windfall profits from high energy prices and with the leverage of blackmail they have over the european countries. so i am going to have a whole new policy here. i'm going to reopen the american energy industry. i will export liquified natural gas to the europeans to help them with their national security. it helps us with our national security. yeah, he could reset his entire presidency liz in the first ten minutes of his speech and. i think he will look back at that we'll all look back at that as an extraordinary missed opportunity. elizabeth: we hear you loud and clear, kt by the way i want to turn to what former president trump has been saying. we know that the former governor of new jersey, chris christie has been slamming former president trump for calling putin a genius. the president trump, former president saying he doesn't support russia or putin. he was saying he was referring to putin's military strategy which is something different than media has been portraying it. let's watch trump at cpac over

the weekend. watch this. >> we should not be buying russian energy but rather allow the people of our country to start producing like they did just one year ago. under bush russia invaded georgia. under obama russia took crimea. under biden russia invaded ukraine. i stand as the only president of the 21st century on whose watch russia did not invade another country. [applause] you can take the five worst presidents in american history and put them together and they would not have done the damage that joe biden and his administration has done in just a very short 13 months. [applause] elizabeth: mick, your reaction? >> yeah. i think he is exactly right message for him to send. by the way one of the things people forget trump didn't start any wars. actually probably prevented many

of them from taking place. i think his point about military genius so forth is being misinterpreted. what he is saying after what putin saw the world respond, how they responded to crimea how could you blame him for thinking they wouldn't respond in an aggressive fashion here? i think that is the message he is trying to deliver. putin is simply responding to the things the world has shown him in the past. donald trump there is spot on if he were president i do not think that russia would be invading ukraine tonight. elizabeth: kt, you know, biden is talking a gas tax holiday, drawdowns from the strategic reserves that only moved oil prices last fall by 10 cents. they dribble out over four or five months. it is not immediate impact from the spr but the gop led by steve scalise, kt, is saying why is the white house, why is the president empowering and enabling putin's war in ukraine by exempting from sanctions russian energy? your word on that, final word? >> yeah.

white house why are you subsidizing putin's war buying 20 million barrels a month? why did the white house carve out russian energy from sanctions? why is it not sanctioning russian oil as the u.s. sanctioned iran's oil? >> liz, this is a really, really critical question and, by the way, i just want to really send my condolences to what we're seeing. i think some americans are inspired by the courage that we're seeing with regard to ukrainians, but you're right, it is carnage right now and one of the biggest problems we have with the biden administration, they're doing exactly what you said. in many ways they're funding this war. it sounds twisted but in many ways it is true. i am leading a letter with 23 republicans. we just sent it to the president, saying mr. president, your tonight at the state of the union you have to do a major course correction in many areas.

where we really focus on what you just talked about, energy. elizabeth: the white house press secretary dodged questions why the u.s. is buying oil from russia. you know, the white house is shutting down the u.s. oil industry and oil price plunge and sanctions on steroids. it triggered the collapse of the soviet union in the 1980s. watch this. >> at this point are you ready to pledge not to buy anymore russian gas? >> well as you know it is really -- let me give you an update on this because it's, i think there has been a little confusion. one moment. so, as it relates to russian gas, u.s. government doesn't dictate where the u.s. market sells our own oil and gas markets or acquires crude or refined products from domestic consumption. i would also note on oil leases, what this actually justifies in

president biden's view we need to reduce our dependence on foreign oil, on oil in general. elizabeth: you know what, all right, okay. the white house is ignoring history. senator, it is settled fact that the seven wrote fact that reagan got saudi arabia to open spigots in 1985. oil dropped to $10 a barrel. russian economy is built on oil. that is where it gets its power. why is the country being misled by rhetoric by jen psaki and white house. it led to regime change in algeria, morocco, iraq, it is powerful stuff. not saying good for regime changes but how the soviet union collapsed. >> you're exactly right. what is happening here is the continuation of biden administration holy war on american energy. get this they are almost daily going up to my great state of alaska trying to shut down the production of american energy. yet we're now importing 700,000-barrels a day of oil

from russia. that is up 35% a year ago when the biden administration took office. so one of the most important things we can do to seriously undermine putin is put sanctions and a blockade on russian oil, just like you said. just like we did with iran. by the way the canadians announced that today. elizabeth: right. >> we have asked the president tonight to announce it in his state of the union. this isn't just republicans. i know senator manchin has been pressing for this as well. it just makes strategic sense and it will help our country domestically. it will help our national security. what they're doing right now is national security suicide. they are -- elizabeth: what joe manchin is saying a democrat. putin rebuilt his military since 1999 on the back of high oil. he has been doing it for 20 years. putin was in office, obama was in office, putin invades crimea.

when oil was down to 27 years ago nobody heard from putin. >> that's right. elizabeth: your point is well-taken. even democrat senator joe manchin is saying this is clear and present danger to our nation's security, what the white house is doing letting the u.s. buy russian oil is bad. what is the choice? we protect our soldiers, we ramp up u.s. production and kill u.s. production and put our soldiers in harm's way. by the way how is white house oil buys from russia better for the planet better than the keystone pipeline? >> it's not. and here's the thing, the president in a press conference just a few days ago told the american people he was using all the tools available that he had to address this energy challenge. well, what we said in our letter to him was that, mr. president, with all due respect, that is not telling the truth to the american people. we listed 12 things in our

i welcome them to washington, d.c. i'm glad they're coming. they need to be here. these are salt of the earth people. they don't ever ask for anything. they just want their freedom. they just want their freedom. i think we've all seen in america with the supply side challenges that truckers are essential workers. these people work hard. they pay taxes and they're sick and tired of the government mandates. they're sick and tired of government policy that is holding them back, making it harder to operate. they just want their freedom. i'm glad they're coming. i hope democrats in washington hear them loud and clear. elizabeth: there are hundreds of national guard troops potentially going to be deployed in d.c. let's back up. about half a dozen provinces in canada including alberta and nova scotia, they are set to end their covid restrictions after the trucker protest. an ipsos poll found 54% of canadians believe those protests did have at least some effect on

the provinal government easing restrictions. we're seeing states pulling back. so put all of that in that context. >> i think the american politicians are learning what canadian politicians learned the hard way, and that is the trucker are more popular than the politicians. the average canadian thinks just like the average american that we need truckers a whole lot more than we need liberal politicians. so i think as truck remembers making their way here, you will hear more and more liberal mayors, liberal governors say you know what? i think the covid thing time to move on. why you're seeing tonight at the state of the union for the first time in two years nancy pelosi ended the mask mandate. people are going to be on the house floor without wearing masks. the truckers made a difference. this is what a grass roots movement is all about. elizabeth: the question where is the science of those decisions, right? now we see california, oregon, washington, joining delaware ending mask mandates in schools. seven total are dropping that

the connecticut governor says nearly 90% of schools in connecticut will drop mask rules. new york city is dropping covid vaccine passports. >> yeah. i mean one thing that politicians usually can comprehend is a poll and the polls are overwhelmingly showing that americans are fed up with these covid mandates. they're ready to get back to normal. they see states like florida, south dakota, tennessee where they never stopped. they kept on with their normal lives without all of the government mandates. they prospered and done well. they're sick and tired of not only the mandates on our workers but on our children. and hopefully the last bastion of mandates are still, our children in these city public school systems where they're still required to wear masks. hopefully this trucker movement will make an end to that too. elizabeth: congressman, "the new york times" is reporting pfizer's, pfizer's shot is far less effective in

five to 11-year-olds than older kids. the data comes in on vaccines still pretty new to the market even though we've got officials in washington saying, you know, yes to boosters, yes to vaccinating children, right? when the new data come in, you see stories like that, people say hey wait a second, what about your directives and earlier guidance? there is that. we had sweden's chief epidemiologist, sweden our approach is doing what the w.h.o. said reported in 2019, what the uk did. that the pandemic playbooks of shutdowns do not work. that is based on data from the 1918 spanish flu pandemic. >> science always show that the school is the safest place. that children are the least susceptible tock hospitalized because of covid. it is unfortunate what our schoolchildren had to go through the past year, especially in cities, school systems run by the teachers unions. hopefully this will never happen again.

elizabeth: the war in ukraine has forced more than 677,000 to flee the bloodshed. some waiting up to 40 hours to enter poland. but the polish prime minister warns that russia may block that border. connell mcshane with us as he has the latest on the ground from poland. connell? reporter: liz, the majority of the refugees who have been leaving ukraine have been coming here to poland. the foreign minister said the number topped 400,000. they say it very well, may eventually go over one million. the second part of that story is we've now seen, according to the border guard more than 80,000 people moving the other way, going from poland back into ukraine. many of them young men of military fighting age who say they're going back to defend their country. we even met at this border crossing however a young family a dad with two daughters who had gotten out before the war but they were online to go back in. they said things didn't work out so well for them once they got out of the country. this is where their life is,
