"the evening edit" starts right now. ♪. elizabeth: welcome to the show. you're watching the fox business network. we begin with stocks down again today. the nasdaq falling further into bear territory. stocks were trading higher earlier in trading session. buy on the dip action did take over in breath and tech stocks but they went down today. gas now the most expensive in u.s. history breaking all-time high set in 2008. it will cost you $2500 more a year to fill it up at the pump. gas hitting above $7 in california. hillary vaughn has more on the president's new embargo on russian oil. reporter: good evening, liz.

president biden today almost begrudgingly banned russian oil imports into the u.s. because he said doing so in the past would mean price spikes at the pump here at home. today he warned that is going to happen but called them putin's price spikes. >> going to go up. can't do much right now. russia is responsible. reporter: biden also blamed u.s. oil producers for not pumping more oil and denied his clean energy agenda has discouraged u.s. energy production and accused oil companies of trying to profit off of the ukrainian crisis and price gouge in the process. but republicans today say they think that democrats are not doing enough to dull pain at the pump. >> there will always be this kind of hesitant. should we increase domestic production. oh, my gosh, we can't. oh, my gosh the world will fall.

until i hear that, see actions that support that i will have a bit of skepticism of their commitment to lowering gas prices. reporter: there is chatter filling the void of russian oil in global supply with more oil from countries like iran and venezuela but even some democrats like senator dick durbin today telling me doing so would be like making a deal with the devil. liz? elizabeth: hillary vaughn, thank you for your journalism there. joining us retired u.s. army four-star general, fox news senior strategic analyst, we welcome to the show general jack keane. it is great to have you on, sir. your reaction to this reporting and what is going on with the russian oil embargo? >> first, give the president some credit for imposing that on russia. i think it is only a moral imperative. we know full well the russians can make up that oil if they want to with china but nonetheless we can't be paying russia for that oil. makes no sense whatsoever.

i also think the, i mean, liz, the idea that we're going to talk to the venezuelans who are russia's ally, russia sent the wagner group in there to prop up maduro when it looked like the regime was going to fall and they treat them as a close communist ally and the thought that we would go to the iranians who have killed countless number of americans in the middle east, destabilized the middle east, in pursuit of a nuclear weaponing and we're sanctioning their oil and as we are with venezuela that is so reckless and irresponsible, even to bring it up as an option is not even worthy of discussion much less go out and think seriously about executing it. elizabeth: the other thing too what if the russian ol' embargo doesn't work and putin keeps going? we should turn our oil and gas

hydrants like never before. at that would undercut putin even more instead of a russian oil embargo instead the focus is on a russian oil embargo than u.s. energy. >> i don't think the russian embargo is going to work overall because the europeans are not going to participate. the germans already told that. certainly i believe the president is likely strong-arming some of the european leaders to get them involved despite the hardship it may cause to their own people. i mean there is considerable hardship going on in ukraine and certainly everyone's concerned about the war being expanded. so, i think asking the european people to make a sacrifice, given the what the stakes are out there is certainly something that should be happening that has to come from their own leaders of course. but i do think, the door will not close on russia's oil being and gas being exported. it is good the united states has

stepped up. hopefully others will. elizabeth: they may not. russia is threatening to shut off emergency into europe now. a year ago who could imagine $7 a gallon in gas prices. we had energy independence, rising wages even for blue-collar jobs, rising jobs, rising consumer confidence. all that is going on. so when you see what is going on in the markets, by the way the vice president was taking questions and just shrugged off, avoided any questions what was happening with the russian oil embargo. they're talking, poland is talking fighter jets sent in to ukraine. zelenskyy is no longer interested in nato and china is buying russia's oil instead. so your point is well-taken, general, there is countervailing forces besides what is going on with the russian oil embargo as well. >> yeah, i mean i think we're trying to work the sanctions pretty hard. i mean there are some things, there is carveouts, obviously not all the banks are involved

and there are carveouts for them this swift system. 20% of those banks that are not participating. and certainly it looks like we're not going to shut down russia's oil and gas industry. so there is still going to be some loopholes here for russia to be sure but nonetheless what's also vitally important is that nato nations have stepped up along with the united states. they recognize there is a real threat in europe here. it is kind of like a jolt to them and we've got to put real military capabilities eastern europe. we're beginning to do that now and we've got to continue to supply the arms and munitions so zelenskyy and the ukrainians. this thing is going to go on for some time and he is going to need those weapon systems to continue to have the success

that they have enjoyed so far. it is absolutely laudable they have stopped this military and in their northern campaign and only had very modest gains in their southern campaign. it is stunning that they have been able to achieve this degree of success. and we got to give them as much as we possibly can to continue that success. elizabeth: the world is moving also to stop russia from using its gold. the london bullion market is blocking six russia precious metals provider. we have a group of u.s. senators, a bipartisan group, a bill to stop russia liquidating gold to get around crippling sanctions. give the viewer what is going on in ukraine. russian soldiers accused drunkenly shooting at villages and more. look what is going on in ukraine, watch. >> unfortunately the russians

attacked and, they came to our city. they damaged our infrastructure and, killed innocent. so now, we are blocked in the city. we can't go anywhere. they are not even passing all cars with -- [inaudible]. we're waiting and just, this is our lives now. >> let me remind the russian diplomats that in london in case of need for mental health, you can dial nhs line 111. elizabeth: that was ukrainian ambassador telling russian diplomats lying about the war they need mental help. how does this end? are they talking now, they're talking basically no nato or eu membership for the ukraine and ukraine needs to recognize crimea as a russian territory.

will that stop putin, general? your final word. >> well, first of all, zelenskyy is not going to let them have crimea and the two breakaway republics, and recognize those as being part of russia. that is just not going to happen. zelenskyy always had his own choice when they want to go into nato and when nato is ready to accept them. there is no, there is no position in nato right now for bringing ukraine into nato regardless of what is going on with russia. how does this end? the truth is we just don't know. elizabeth: okay. >> the fact is we've, there is a lot of fighting that is going to take place in front of us and hopefully there is some kind of off-ramp here for the russians where they can save some face and also make a political accommodation with zelenskyy that makes some sense. elizabeth: general keane, thanks for joining us, good to see you.

elizabeth: energy industry executives, oil pros say the white house was misleading today, the president was misleading. one trying to blame the private second for for not using leases to drill more when they have been drilling flat and producing flat-out and that the white house has placed hurdles in the way for new oil production. edward lawrence in washington with more. reporter: well, liz, an escalation of sanctions as the u.s. president joe biden banning russian oil, coal and natural gas from being imported into the united states effective immediately. now some of our allies in europe cannot go along with this. in fact germany's chancellor says they can't go along because

no one can make up what they need. we're also hearing from president biden that the american people can expect more pain from rising prices. then the president blamed oil companies for some of the price increases. >> we understand putin's war against the people of ukraine is causing prices to rise, we get that, that is self-evident, but, but, but, it is no excuse to exercise excessive price increases or padding profits or any kind of effort to exploit the situation or american consumers, exploit them. reporter: the american petroleum institute senior vice president for policy says it is time for the administration to support domestic production and send a message that america is open for energy investment. now so far the administration has taken no steps to roll back the regulations or restrictions that they have put on the energy industry. in fact, you have representatives from the united states who have talked with the dictator in venezuela to add oil supply. also possibly bringing iranian oil by getting back into the

iran nuclear deal and lifting sanctions. republicans just don't understand. >> we should develop our renewables as well but we've got to stop punishing the oil and gas exploration in this country, importing dirtier fuels in this country it makes no sense from environmental point of view. >> they thanked president biden adding bans on russian oil although ukrainian president zelenskyy said he asked for this from day one. elizabeth: edward lawrence, thank you so much. joining us now california congressman darrell issa, former deputy national security advisor, author of the book, revolution, trump, washington, we the people, kt mcfarland. congressman there was so many misleading statements from the energy sector from the white house. what is your reaction to what the president said? >> i didn't say disingenuous once, i used a different word for what he was doing. it was frustrating he was using incorrect statements or deliberate outright lies to mislead the american people. we're not producing all the

energy we could produce. we're not producing all the energy we would produce if trump won another term. we're clearly not producing enough to meet our own needs. he is now looking as was said in the lead-up to buying dirty fuels from bad countries because of that and all of that he owns but the biggest disingenuous/lie he said was that somehow the current price has anything really to do with putin. the world oil market, not one drop of oil has stop being produced as a result of putin yet. so yes, there is going to be pain but the prices right now are biden's price increases. the next round will be if oil actually gets shut off around the world. elizabeth: to the congressman's point, kt, gas prices were going up for eight months straight. supply has not been keeping up even before ukraine. biden also said oil production is at its highest level ever. it was much higher december 2019. oil is popping back after the pandemic lockdowns and shutdowns

pushed by democrats, not backed u.s. oil production and drove a lot of oil companies into bankruptcy. this whole point about the white house keeps citing 9,000 unused federal leases, that is a fraction of what the leases that are being drilled on. that is reich a quarter of them. the oil industry in the u.s. is pumping flat-out and he still has no plans to restart keystone pipeline. >> there is one person responsible for high oil prices. high oil prices enabled vladmir putin to do exactly what he is doing and that one person is joe biden. he came into office and he started shutting down the american energy industry. he stopped exporting liquified natural gas to europe. he canceled the keystone pipeline. what did that mean? of course prices went up when the united states stopped producing energy and it is always been about energy. we won the cold war because we pushed the price of energy from $40 a barrel to 1dollars a barrel in nine months and we

bankrupted the soviet union. they had no choice but to concede the cold war on our terms. now today if you really wanted to hurt vladmir putin and you really wanted to help the american economy and you really wanted to rebuild europe, here is how you do it, you say to the american people, follow the lead of the american green movement and reopen the american energy industry. i will export liquified natural gas to the europeans. i would say to the europeans we have your back. we will replace russia with all the russian exports. we would have american energy. we might not get it today after tomorrow but you will get it in a year. i would say to the russians and iranians and the venezuelans we'll going to bankrupt you. we'll have the price of oil not be $130 a barrel. we'll take you down to $40 a barrel. our companies make money on that. your companies don't. if you don't have money in your coffers to foment revolutions or

invade countries. elizabeth: to your point, congressman, not every lease or oil well contains unusual gas. because the white house has so undercut u.s. oil it won't be easy to immediately restore and drill. the white house has been slow rolling permits, right? no onshore lease sales under biden yet. we haven't seen a president do that in two decades. >> well exactly, one of the things is, you have to have a portfolio because it takes five years from the time you get a promising site and buy that right to the time you are producing. so at any given time in the 20 year cycle of an oil well you will have 20% or so that will be in this other process and he knows this. he knows it but he misled the american people. the same way he talked about the first year of the trump administration and the first year of his administration rather than the peak before covid which we clearly could return to if we simply allowed

the spigot. lastly, natural gas, right now there are permitted lng facilities starving for the capital to create the liquified natural gas. we could fix that, we could fix that in less than two years. elizabeth: to the congressman's point, final word, kt, the department of energy has been sitting on lng gas terminals and expansion. so there was, people could not believe how disingenuous and misleading the white house is whipping fastballs by the american people. this is a white house that is literally tearing apart the fabric of the nation when it comes to what's holding the nation together and it's u.s. production. if he wants to make it in america, why not u.s. energy, kt, final word? >> exactly. >> they don't care about the american consumer. you know what does the transportation secretary said? they shouldn't have fossil fuel vehicles anyway. they should all have teslas. really? where do they think the energy comes from, the electricity, from the wall, from the socket?

nationally we're looking at $4 on average a gallon. we know people on fixed incomes, that is exactly where they decide, do i buy groceries or do i buy gas? if you're a small business owner, producer of any kind, you're figuring out do i make payroll or shut down my operation. things will get a lot worse before they get better. it is all because of failures of this administration. elizabeth: congresswoman, back in december of 2018, democrats led by chuck schumer held a press conference trump why are you not signing an executive order to lower gas prices? >> he seems to be missing his pen these days, he found it on day one killing the keystone pipeline. for saki, saying there are leases, thousands of leases going unused, they can't get the permit. not a single permit is authorized under this administration for energy production. we need to get the lng portals

back online. export them to europe, wean them off of russia and china. we need to produce energy that we can, 850 million barrels could drop the prices, people could get back to work. they could stop the domestic crisis here as a function of this administration. elizabeth: the u.s. energy industry is saying we're flat-out pumping, we're pumping flat-out, 37,000 leases they're pumping on. what the white house is talking on is a fraction. there is that, the white house is talking to you know, human rights abusers venezuela and iran. they are talking to them, not talking to the texas or permian basin. president trump was laughed at being more realistic what is going on with russia's oil into europe. watch this. >> germany will become totally dependent own on russian energy if it does not immediately change course. here in the western hemisphere we are committed to maintaining
