the harbor you crimea. at the russians want the supplies on it, they are going to need scuba dear dear. clement, not a friend of the russians. ukrainians are nowhere near out of the woods. you can see from this footage, mariupol has been almost completely destroyed. russians have the knowledge to claim ukrainians are doing it themselves. in kharkiv, people are literally climbing out of destroyed buildings after a russian attack and because it seems like this, president zelenskyy has been begging the west for more military gear. >> ukraine claims we do not lose so many people, thousands of ida just but we haven't been given them get. ukraine asked for a%, 1% of your tanks to be given to us but we do not have a clear answer yet.

the worst thing during the war is not having clear answers requests for help. kennedy: but why did you give up yours in 94? i know it wasn't your fault. so far, no firm deal but president biden is meeting with allies to figure out what to do. they are all in a tough spot. push too hard, you start world war iii. not enough, russia kills ukraine. innocent ukrainians, the horrific kidnapping, russians now accused rounding up 400,000 of them including 84000 kids and forcibly report locating relocating them to unknown locations. there hostages. 4 million have fled to other countries, millions more have been displaced half of the children in the country are now out of their homes either in poland, romania or other parts of ukraine, they could never have imagined. a lot of brave aid workers and

doctors descended upon ukraine. here with me in studio, she returned from refugees in lviv, ukraine, medical director and fox news contributor, we heard from her the other night and country over there, doctor janette nash what. thankfully you are out, how did you get up? >> it was scary, we were in lviv ukraine and we drove to the polish ukrainian border and we were able to get to a small town on the border and able to flee from their every came back to the united states but quite a journey. it was a blessing to take care of ukrainian refugees. i saw many of them every day coming off the trains from fleeing death and destruction and injured, wounded, dehydrated, even refugees on the trains, who would do everything we can put to take care of them but i hope that humanitarian effort continues, it's a big problem because we take for granted things like water and

food shelter and electricity. they don't have any of that. kennedy: what worries me, in terms of humanitarian aid which is so critical right now, i worry the world moves so fast and people lose interest, i hope they don't lose interest in this especially in the children. when half of the children in a single country have been displaced, it is hard to quantify what that arctic and crisis looks like, was it worse than you thought? >> it was. you see bombs dropping and missiles strike and the torn down buildings but seeing the refugees have to flee, their homes are demolished and everything destroyed, the mental anguish toll on the children and parents, it was horrific. kennedy: they have to make choices what to leave behind and that has to be tough for them to

process and they get to and need urgent medical care so they have to deal with the emotional and mental, guilt, the feelings of ptsd from displacement on top of being hurt, sick and having broken bones, needing amputations. >> you are right and that's why it's important we keep the momentum going with that humanitarian aid and supplies and medical tools and surgical tools, we can't stop after one or two months getting tired of hearing of the war because innocent people are dying every day. homes are being bombed with innocent people losing their lives. it's unfathomable i can't believe this is happening and i wish america could do more. where the most capable country so we should be providing the most support and do everything we can to reduce the pain and suffering and loss of life. kennedy: other doctors reached out to you asking what they can do to help?

>> many people, doctors and nurses and surgeons have reached out saying they want to help which is amazing, incredible to see the world and try to come together to volunteer and that's what we need, continue volunteering and donating and pray and i will refer them to the organizations that have sponsored me like the children, our magical foundation, their organization got involved because over 1 million refugees our children what they got involved, samaritans purse and red cross, many ways to help. it doesn't have to be financial, you can volunteer and otherwise, too. kennedy: tell me about a patient you treated, stories you think about everyday. >> one of the women took care of, she was crying in her blood pressure was high and i asked what was the most difficult part of your journey? she told me, it wasn't like she didn't have food and water for her and her kids, it was her being afraid of being attacked when she tried to flee. she started crying and i hugged her and i was grateful they made

it out alive but they have to move forward, where are they going to go? they have to start a new life she was just one of the many patients i took care of. i was able to take care of babies and elderly people from broken bones to heart attacks it was a blessing to take care of them but we need to continue that support. kennedy: it's incredible ukrainian people are so resilient, it's sad but they have to be. that where we can help, i know people want to you are a tremendous example for people, thank you so much. great to see you back. as i mentioned, president biden met with world leaders emergency nato summit to apply more putin pressure. president announced the u.s. will send $1 billion in aid to ukraine and welcome 100,000 refugees, we can do more than that. he said putin is wrong to assume nato would be divided over the invasion. leaving everyone confused when a reporter asked about sanctions on russia.

reporters have just made this up out of thin air, it is total bs. we heard calvert kamala harris talk about being a deterrent, sanctions can be a deterrent especially if they are implement the early and powerfully. they tried to halfway through this as usual. now he's talking about sanctions and when he got the follow-up questions asking whether he thought sanctions would affect how russia acted toward ukraine, he said no. why is he bothering with sanctions if he said they are not going to be a deterrent or change russia's behavior thin right is he even pursuing sanctions? this was a bad, bad, bad moment, a bad moment for the country at a moment where we need to have faith in our leadership. kennedy: while let's talk to doctor, she does have a phd in all of this so jessica, what is the function of sanctions? critics of this administration, even some democrats have said

the president and vice president should have telegraphed more specifically what the triggers to sanctions have been before russia invaded ukraine to stave off the horrific bloodshed. should they have acted sooner? should they have an active sanctions before the invasion? if they are not a deterrent, what are they? >> i didn't think they certainly could serve as a deterrent because it was something your putting on them to inflict pain intercountry whether it's the oligarchs or everyday russian, it would be painful enough that would rise to the top. vladimir putin is going to be fine for however long, he's always going to have money and live in the apartment in a bunker down there if that's what it is and he'll have all that he wants but the issue here for president biden even if he did have the right idea, we were consistently leaking intelligence at this was going to happen, he needed all of the

rest of nato to sign on with him, this isn't something we could have unilaterally done. i do think he deserves a pat on the back for the job he has done bringing together nato leadership you look at the way our country like germany has reversed course in terms of how they would usually handle something like this basic way to say we are dependent on russian oil and i don't want to deal with this and then go to building up military, they have sanctions, every bit of russian industry. i think kamala harris and joe biden have a number of times to not have been on the same page and i don't know if he has said before they were to deter, obviously the vp is an important element of the administration but i failed to see what republicans are offering instead that it isn't just go to nuclear war because . kennedy: there are a lot of democrat are being hawkish and

just diced pointed out last night, he was impressed at the restraint jen psaki and president biden have shown talking about american troops in ukraine and fighting in a no-fly zone and everything so dave, what if sanctions don't work? >> well, we've already not worked at least according to kamala harris, the purpose was deterrent and several others in the administration said that as well and they didn't on this but i think there is a strong case to make that sanctions are not a deterrent but rather provocation and the idea if they were just a little stronger, there's not empirical evidence to back that up but in the decades leading up to george w. bush's war in iraq, we had debatably strongest sanctions ever against saddam hussein, it like to i horrific

russian citizens. that's not what should be happening here. also, the trickle down sanction, if you're goal is to make people wait five hours in bread lines and make them starve, that cruel, it hasn't worked in north korea. five interest shorter than their south korean counterparts so i sometime -- >> what a success. kennedy: the message is off but we have to acknowledge maybe -- sanctions for a rational person would work. when you tell a rational person we will take everything from you, it might change their behavior but assuming vladimir putin is going to make rational decisions, that in itself is insanity. >> i don't know about that. everybody has incentives and he

might be wrong and immoral but that doesn't mean there's nothing that can motivate him and if the call right now which should be the most important goal in the history of humanity to avoid a war in u.s. and russia and secondarily to that, limit bloodshed as much as possible, we should see mass effort toward diplomacy, not starting innocent people and not killing innocent people. the effort should be to find a deal to end the war as soon as possible. >> that's what they are trying to do, all the leaders of nato standing up everyone has a common goal it is on the same page it's incredible difficult to accomplish, i don't want any ordinary russian suffering -- >> they are not even trying, jessica. there's no serious attempt to say -- how about we offer vladimir putin a treaty process we will never bring ukraine into nato since that's his stated concerns and sanctions contingent upon his immediate withdrawal from the war. i'm not saying it's a guaranteed but why not try it? why the f section with punishing

innocent people? >> the happen exchanges that happened offered, putin also want -- he wants to keep crimea -- yes, it has been, widely reported that's going on with their interpersonal negotiations. >> the treaty has not been . kennedy: let's bring chris in here. >> but dave is right, the answer care, we should be trying to end bloodshed as quickly as possible. what's happening in ukraine is a disaster, a disaster we haven't seen in decades and decades and we should do everything we can to end bloodshed. that is not the effort right now. not to end bloodshed. the u.s. has made it clear they are not going to send troops in to defend ukrainians, they are not going to. they been clear from the beginning but the only way it's going to end is a negotiated settlement and that's what we should aim for and dave is right in the administration said they

were not even answering their phone calls. kennedy: maybe the united states -- if we want to make sure people don't suffer and die and maybe the united states in the best position to do that. maybe israel is the only party who's going to step forward and sit the necessary actors down to hammer something out because what we are doing right now -- >> pretend we are such humanitarians when the u.s. federal government has been the greatest purveyor of violence in the world over the last 20 years but all of a sudden heart bleed when russia start a war of aggression. i'm not excusing it but we don't have a link to stand on after iraq and afghanistan, somalia, pakistan . kennedy: i don't trust the federal government but i do trust americans going over and risking their lives to help other people.
