describe the pandemonium that followed. >> people were saying keep running, keep running. my daughter was saying i don't want to die. i was holding her friend and i was saying it's all right, just keep running, people walking with blood on their shirts and pants and a woman was wandering the streets and screaming her child name trying to find her child. >> after the shooting, the suspect climbed off the roof reportedly escaped while dressed as a woman but officers caught him at a traffic stop eight hours later. we learned the suspect had two prior runs with police and he may have planned yesterday's attack for weeks but why did he do it? what charges will you face? joining me now from highland park, fox news correspondent mike tobin. >> let me start off with the

latest update from eric reinhardt, estates attorney, the charges official, seven counts of first-degree murder against bobby eugene, the third period dozens of additional charges are pending but state attorney made it clear if they can get this conviction first-degree murder he will look at life without the possibility of parole. illinois does not have a death penalty. police have said he planned the attack for weeks on the day of the attack as mentioned. he dressed up like a woman to avoid identification. he wrapped his rifle in a red blanket and use a fire escape to climb on top of one of the businesses behind me right now. there he had the snipers view to fire down on the crowd. we know he killed seven people, wounding a total of 45 people. authorities did have run-ins with him in 2019. first a suicide threat and then a threat to hurt others.

>> a mental health issue handled by those professionals. he said he was going to kill everyone and he had a collection of knives. police responded to them, police removed 16 knives, a dagger and sword from his home. >> despite having the knives taken away, he's able to purchase of total of five weapons, one rifle was left on the roof top, another found in the car you are looking at on the video. he had two handguns and a shotgun in addition. the car you see when it was stopped, it was 6 miles from this location but he made it all the way to madison, wisconsin and then returned here. apparently he didn't have a plan. police say he's talking to investigators but they still don't have an answer to why he did this, they don't have a motive. >> thanks, mike. illinois governor jv had harsh words after the shooting calling

gun violence uniquely american according to the gun violence archive, the highland park attack is the nation's 309th mass shootings this year. what can be done about this epidemic of violence? here to discuss, defense attorney former d.c. police detective and fox news contributor, ted williams. i read some stats but i know things like gun violence archives, they have a different way of counting mass shootings in police and fbi i don't know the number of whether to 309 or not, there's a lot of gun violence this year, what would you say that police instance, you were in d.c., the day of one of these events, i'm talking about a parade, what did you do on the day of a parade to prepare for something like this? >> the district of columbia and

what's done in most jurisdictions, police officers who normally would be off duty are told they have to come in and normally you have police officers who we defined as the flood zone meaning you have a great deal of police officers on hand but i can tell you, tom, in the instance here dealing with robert bobby crimo the third here, there are a great deal of first responders on the scene here because they were part and parcel of highland park parade. you had these individuals participating in the parade but they were not able to stop this guy so it's a tragic situation. as you've already said this guy planned this, he planned it over

period of time, he got the latter, he knew where he wanted to be on the roof, he knew the parade was there and as a result, seven people have lost their lives of having been shot by this guy. you know, he's being charged with seven counts of first degree murder. i could unequivocally tell you is next step will be some defensive attorney will come in and they will plead him not guilty by reason of insanity. i anticipate and insanity defense in this case but think about it, he was smart enough to put on women's clothes, smart enough to go to the top of the building, smart enough to kill men, women and children and was smart enough to run to his

mother's house, get his mother's car, smart enough to go to wisconsin smart enough to come back and finally then was captured. i don't know if you can say this guy was insane, i don't think he was. >> i remember the boston farmer, at the boston marathon, people were on the lookout for anything, any knapsack or anything that looked like explosives. in the case, we've had a lot of shootings, he would think people would go to a parade, that they will call into, do the police have a hotline, if i saw a guy putting a ladder up to a building, i might call 911 and say this doesn't look good. >> well, you might and maybe others would but most people there were unexpectedly, they believe and this is what happens in america, they believe what happened in highland park, illinois, this would never be visited upon the community so

>> psychologists say mental health is a huge contributor to violent outbursts like the one in highland park yesterday so how can we spot these dangerous people for the washout and do they need to be treated or what? look into it but medical director and fox news contributor, doctor janette nesheiwat. >> that's right. >> look, those are two questions, how do you spot these people before hand and what to do about it? let's do the how do you spot them first? >> it starts at home, parents, they need to look at the behaviors and patterns of their children, their teens. are they eating normally, sleeping? who are the friends? what is the behavior like an attitude like? have they changed, have they lost weight, are there rates dropping in school? be more involved in their daily routine and activities, know what's going on at home at

school, with their friends, are they starting to use drugs? it's important and takes energy, you have to be an active parent to know what's going on with your child to help prevent spot early on. you got what's going on and if you got something's not right, the next step is seeing your primary care doctor, a mental health doctor, getting the psychiatric care you may need depending on whether this is going on. manr. you see the history of suicidal and homicidal ideation, when he was 18 years old, he attempted to commit scide, he probably saw modell's provider but that was it, one and done. you can't do that. he was also once his family members call police on him because he threatened to kill them with knives and the police did a great job taking the knives away, taking his swords away but it's not enough, he knew continuous monitoring and care and therapy, otherwise we see young men who suffer from low self-esteem insecurity and

inferiority and they hold it in and internalize the pain and shame, the rage and if they don't have the coping skills necessary to deal with the issues they have been we see this one of mass shooting. >> you can assume this guy had run-ins with the law, the came to his home and took knives and things like that so he probably had some type of interaction with a mental health national but like you said, one and done. what can somebody do? they can't force the issue. in the old days, they used to institutionalize people which we stopped, we have civil liberties in this country but what could in professional to beyond trying to be a caregiver? can they do anything in the name of enforcement? a mental health persons can they go to the police and say this is serious? >> absolutely, if you are a threat or danger to yourself or others, absolutely.

it's my responsibility to report what could happen and if somebody does afford to shoot under the present and blow up a school or bomb an airplane or kill my neighbor, absolutely we have to be able to speak up as a community and it's one thing we can do in addition to parents and teachers being involved. if your neighbor, you see something off and see something posted on social media, a man posting videos of death and shootings on social media and rapping about it, if you see these red flags, speak up and do something about it, getting involved could make a difference between life and death but it's important for healthcare providers to monitor their patients. sometimes they do fall through the hoops but if you have relative illness and a threat to yourself or others, we can have you institutionalized and held for 72 hours at least to evaluate you and see if you need psychiatric care and get you the help you need to prevent these tragic situations we see. there are so many young people, even older people that have

underlying medical problems. one in five americans suffer from a medical condition whether ptsd, anxiety, depression, schizophrenia. >> there's a lot of drugs. i think there's too much medication. i don't want to get tom cruise on this but i feel too many people are on too many drugs. >> you always have to go to drugs, therapy, counseling, communicate and express yourself to someone else, someone you trust and being able to vent, versus the action such as shooting but it doesn't always, you don't always have to have medication involved but sometimes if you have someone suffering from psychosis, they need to be medicated and not permanently for life for everyone, sometimes they may suffer from an episode of psychotic episode of bipolar, they may be on medication for certain things they do but just because you're on medication
