philadelphia. jeff? reporter: liz, i come to you tonight from the csx rail yard here in philadelphia. the dispute here, by the way can you imagine all of this coming to a screeching halt? that could happen on friday, the problem here appears not to be money as much as it is working conditions. take a look at the presidential emergency board proposal for a settlement of this. money doesn't seem to be a problem because they're offering 24% pay increases over the course of five years, retroactive to when the last contract started. they would be cash bonuses paid out to workers and most of the, we believe now initially five of the 13 unions that represent rail workers approved of this. we think even more have approved of it now. over the past six years 29% of the workforce on the railroads has been laid off. 45,000 of them over the course of the past six years.

i was watching the game when it happened. it was a nice moment. despite our inability to meet on zoom we can sing together. it feels good as nation. elizabeth: move on to this thanks for your thoughts on this. congressman, treasury secretary janet yellen she is warning inflation is a major problem. she had joined the white house downplaying it. she also says we're not in a recession by two quarters of contraction. watch this. >> inflation is way too high and it is essential that we bring it down and that something that americans feel every day and, i think it's what is causing them tremendous distress. >> increases in prices are only having transitory effects on inflation. >> transitory,. >> transitory. president biden: trans power. >> the biden administration tries to downplay the inflation issue like it's a non issue. it is the pocketbooks of every american in this country to the

tune of 8 1/2 to 9% for a family. elizabeth: what do you say, congressman? >> well, i mean i would say on the one hand i'm glad she is finally admitting we have inflation. on the other hand trying to deny we're in recession, we have the textbook definition of recession is back-to-back negative growth quarters. i leave detailed economic analysis to the former cbo director there. he knows more about it than i do but just seems a little duplicitous on the one hand they say we're seeing inflation on the increase but we don't want to talk about a recession because they don't want to say stagflation. and i understand they wouldn't want to say that. elizabeth: douglas, what do you say? gallup is saying 56% of voters say yeah, we're hitting financial hardship. that is up from 49% in january. we have now americans spending manufacturer on average of taxes than food, clothing health care combined what do you say, douglas? >> certainly the facts on inflation are very clear.

even after last month's july report showed overall inflation flat for the month, largely due to gas prices, food, energy, shelter which are half of typical family's budget were up 11% year-over-year. that is enormous amount of pain for americans. there is no question about it. and the fed is trying to slow the economy t wants to have jobs reports don't show as many jobs, housing reports don't show many sales and construction, real estate is slower people will feel the financial gain. whether it is positive or negative it is definitely felt for americans as the fed really tries to bring down the inflation. elizabeth: watch this, congressman, california democrat brad sherman is blaming inflation on people buying things on amazon during lockdowns that mostly democrats had enacted. >> we dealt with covid. we didn't deal with it perfectly as a society. no society in the world knew what to do with it and the

effect on our economy was that we kept peoples incomes high and i don't see republicans contradicting that. they couldn't go to bars or restaurants and sporting events, so they bought everything on amazon and that pushed up the price of goods and is still having an effect. elizabeth: well, i bought a lot of pizza and cookies. that didn't drive up the price of pizza and cookies. congressman, what do you think of this analysis? >> i, they're just grasping at straws. the reality they were, they had played a significant role in shutting down our economy and, okay i will say that on the front end we didn't know what to expect but we also knew we probably shouldn't make these kind of decisions and they kept at it, kept on keeping people out of the workplace, trying to keep schools shut down. they kept adding to the problem. they will turn around and say we're shopping on amazon made inflation worse? that dog couldn't hunt. elizabeth: douglas what do you

think. >> two things on this. number one there was nothing wrong with the bipartisan efforts in 2020. both the cares act and the efforts in december. the problem was the very partisan american rescue plan in 2021. $2 trillion of stimulus in an already hot economy that was the big policy error. it was completely unnecessary. here's the proof of the as you and i discussed the big component that has inflation is shelter, a third of cpi. you don't buy your apartment own amazon. you buy your house on amazon. you don't do any of those transactions on amazon. this was policy error by the administration and congress. elizabeth: to douglas's point, congressman, the amount of spending this country has done the as couple years would rank the fourth largest economy in the world, bigger than germany. we have a big signal the railroad strike could happen. the railroad companies are moving to secure shipments of hazardous and security

elizabeth: okay, the outrage in georgia. two cobb county sheriffs deputies, jonathan irvin, jonathan gillespie killed in the line of duty. 174 line of duty deaths so far this year, about third from covid. update on the story we reported on friday. growing alarm in illinois. they will end cash bail for major criminal charges. grady trimble in chicago with more. grady? reporter: good evening, liz, a whole hosts of state attorneys and sheriffs are sounding the alarm about this new law. they say it will make crime in illinois worse. the law scraps cash bail entirely. it also limits who can be arrested and held in jail based on the crime they're alleged to have committed. the democrats who voted for it say it's more equitable because it doesn't keep people in jail just because they can't afford bail. opponents you however say it will lead to hundreds, if not thousands of people being

released from jail as soon as it goes into effect at the beginning of next year. they also say it will make our communities less safe with suspects in future violent crimes, dui cases, drug offenses, roaming the streets. >> it abolishes cash bail for almost every offense. this includes, but isn't limited to, kidnapping, armed robbery, second-degree murder, drug-induced homicide, aggravated dui, threatening a public official and activated fleeing and alluding. reporter: the new law comes at a time when major businesses are already leaving the city of chicago. some of them citing safety concerns. crime in chicago is up 37% from a year ago. liz. elizabeth: grady trimble thank you so much. let's welcome to the show the gop leader of california's assembly. he is james gallagher. sir, thank you so much for joining us. we've got this disturbing news coming out of california. democrats are going even weaker

on crime. they're going for soft on sentencing guide lines for criminals who use guns for crimes. they want to expand sanctuary state protections for illegal immigrants charged with murder, rape, torture, sex crimes and human trafficking, that true? >> yeah, you really can't make this stuff up. gavin newsom and the democrats have pushed policies that end enhancements for people using a gun in a crime. they have made it so rapists and murderers are able to get out early. we've seen them actually get out, get released early from prison. we've even seen one criminal who got out early on his term, went out and carried out a shooting a mass shooting in sacramento killing for people this kind of insane policies, they need to be stopped. and we're seeing the insanity spread to every corner. we've seen violent crime rise in california. we've seen petty theft. now actually in california if you steal under $950 worth of

goods it is basically there is no crime, no penalty for that theft. elizabeth: just a ticket. >> it is ridiculous. yeah. elizabeth: so why are they doing it? i mean california governor newsom and democrats go on the air from that state, we've seen it, they claim they're tough on crime and gun violence but behind the scenes they're weakening crime fighting, involving guns used in crimes, how does that square? >> oh, it doesn't square at all. i mean, look these guys are making it easier for criminals to get out early, to go on shooting sprees. the problem is crime. it's not law-abiding citizens who legally own guns. it is criminals and we have allowed for lawlessness to be created here in california and that is what we're seeing. we're seeing all of these crimes we're seeing, these high level crimes are criminals, lifelong criminals who either have a history or people who have been released early. we even, you know, wanted to

create sanctuary state for illegal immigrants who commit crimes here, who commit very dangerous crimes. again in sacramento earlier this year we had one of those persons come back and then actually killed his kids in sacramento, someone who should have never been in this country, should been deported. this is the kind of insanity going on in california. this is the direct results of policies of democrats. elizabeth: crime also hit l.a. mayoral candidate, karen bass. she came home to find her home burglarized, two guns stolen. watcher earlier this year the claiming that the l.a. is safe. >> congresswoman, do you feel safe? >> i would say a 10. i do feel safe. i understand a lot of people around the city do not feel safe. elizabeth: how could she stay it's a 10? i know earlier this year, people

were getting killed earlier this year in l.a. county. now it is 270 have been killed so far this year in l.a. county. that is higher than the 267 during the same time of last year? >> yeah. i mean there is no way she can say it is safe. unfortunately the congresswoman has become a vick timing of democratic policies that presumably she supports. she you know, been outspoken about some of these, you know, what they call equity measures but all they are really doing is creating more crime, allowing people more out of prison, and now in her case people breaking in, burglarizing her own home. guess what they're stealing? they're stealing guns. that they will go use in crimes up and down this state. i mean there is no way that you know, congresswoman bass can seriously say los angeles is safe and voters should definitely not elect her mayor you can expect more of these type of policies coming out of

elizabeth: you will see treasury secretary janet yellen, she is warning gas prices here could go up due to upcoming eu sanctions on russian oil. watch this? >> this winter the european union will cease the most part buying russian oil and in addition they will ban the provision services that enable russia to ship oil by tanker. and, it is possible that that could cause a spike in oil prices. elizabeth: so that means that the white house energy policy is front and center again. you don't hamstring u.s. energy critics say at a time when we're having less supply. we also have this, reports that john kerry flew on a jet to england, adding to air pollution critics say to complain about climate change. reports coming in says he was appointed climate czar he has flown over 180,000 miles.

he emitted tons of carbon into the atmosphere. what is going on here? why can't he zoom or skype? >> john kerry has a very naive view of global politics and energy policy. russia's invasion of ukraine is a tragic, ongoing predictable case study that illustrates all the dangers of energy independence. what we're watching bad environmental policy can actually be more dangerous to our national and economic environment than the effects of green house gas emissions themselves. what europe did, europe outsourced the fossil fuel energy needs to russia. they wanted to virtue signal at home, quote, go green as quickly as they could. it was a shell game, they didn't tell the own population they were outsourcing emissions to russia which burns natural gas dirtier than american natural gas. elizabeth: so you have this logic though, you've got california democrat brad sherman, he is saying it would be a good thing if we ban gas

cars like california is doing. the u.s. can export oil again. watch this logic. >> the recent announcement is that after, in roughly a decade we will not be selling gasoline-powered vehicles. now it will take decade or more after that before paul, the gas-powered vehicles are down to a small percentage of those on the 405 freeway. we're going to see american energy produced in america running our vehicles and if we produce oil we'll be able to export it to countries that would otherwise be dependent upon russia and iran so this is a huge step forward from our national security. elizabeth: what is he talking about? the u.s. already was a net exporter of oil four years ago by december 2018. it was the biggest oil producer in the world until oil pros say the white house undercut that. so what is he talking about?

>> well, liz, i don't know. it's a tortured and totally irrational position to take. it is really important for conservatives and republicans to define what they're for. because what democrats are talk about, green new deal, ideas putting american workers last, dictators first it is incredibly dangerous and bad for the planet, it is bad for national security. what president reagan figured out long before al gore talked about this economic freedom is the answer. we studied this thoroughly, free economies are twice as clean as the not free economies. it was a line of soot between the east and west. the west was clean the east was dirty. unapologetically ask for economic freedom, bottom up innovation around let shoppers decide what they want to buy. if people want electric cars let the market sort that out, top

republican. your town is run by republican. >> i am. elizabeth: is mayor lightfoot targeting your town because it is run by republicans, not sending it to other towns run by democrats? >> you know you could probably get to that conclusion but i think, i think what is really being scene seen here, they want to hold the press conferences to show who they are and then they're not prepared. come on, this is chicago. we brag and i'm, i'm now a chicagoan. i grew up in the new york area. we're supposed to be the city of big shoulders and can't handle a couple hundred migrants where mayor adams in new york is getting thousands? it is just poor government planning, poor coordination, and then when mayors like myself object to this the governor's press secretary slanders us and disparages us and tries to make this about the migrants which is

unpopular that when he goes out on the campaign trail, not that anybody wants him to campaign with him, when he goes out on the campaign trail he doesn't even talk about it. that is what they say in poker, a very important tell. elizabeth: that is an important tell. i mean senator joe manchin said it is wrong. a growing number of democrats said it is wrong and unfair. what do you think of this? governor ron desantis, republicans hit the campaign trail. ron desantis has rallies in wisconsin, kansas. glenn youngkin, nikki haley out on the campaign trail. what do you think? >> it's a reminder when you look at the two parties, you look at the democratic bench, you've got joe biden who i don't think is going to wind up being on the ticket. certainly won't be the next president after two years. and then you look, but the rest of the bench on the democratic side is so bad democrats face the same reason you know the whole reason they wound up with joe biden in the first place because all the other alternatives were so terrible.

liz: that was chief justice roberts there. what you think? >> the chief justice is right, shame on the vice president to cast dispersion. it's fundamentally wrong it doesn't do anything to help move our country forward. she got a ruling she didn't like but this court is terribly responsible and what they are supposed to do. i applaud the court for taking on a difficult challenge but making the right ruling simply giving the decision back to the states. >> the executive branch question the validity of another judicial branch at the highest court. you can't do this, no way to unite the country but it doesn't surprise me following up on the speech president biden gave last week losing 2% of the country. liz: they don't like the election outcomes to attack the
