now, he's the market analyst of this morning. i'm -- i'm going to ask him, have we hit bottom already? many we'll get to him in a moment. so that's the market. dow's up 600. show me big tech, please, because i think they're all winners all across the board, yes, they are. even apple has managed to bounce up 2%. and as for the 10-year treasury, where's that yield now? whoa. whoa, now, there's a headline, sports fans. i'll have to ask jason about this. the 10-year treasury yield is all the way down to 3.61%. that is a huge increebs in pricn the yield all the way down. that tells me some flight to safety, the safety of treasuries, bringing the yield down. that's my idea anyway. now do -- now this. the media will go to great lengths to slime florida's governor, ron desantis. he's a republican and a likely presidential candidate. the media does not approve.

her predominantly democrat and don't want to see a successful desantis challenging president biden. hurricane ian presented an opportunity, go after desantis' handling of the storm, undermind his political standing. -- undermine. that's exactly what's happening. just as the above battles a catastrophic if storm, "the new york times" investigates his migrant flights to martha's vineyard. taxpayer money was used, and the flight charter company had tied to the -- ties to the governor. oh, the horror. as for his handling of ian, the media ignores his steady, confident presence and looks for anything negative. flood insurance? inadequate. all those newcomers put too much strain on infrastructure. cnn implied the governor was late to evacuate hard-hit lee county. by association, desantis is at fault. this is what happens when a republican offers a real challenge to biden. on wednesday the president goes to florida himself. guaranteed he will bring a lot of money.

miranda devine wrote that, and miranda joins me now. calling the president senile, that is a very harsh word. can you justify it? >> good morning, stuart. look, i think whether or not the president has dementia is kind of immaterial because most of the world thinks that that's what he has. and so what happens is this weakens america, and it imperils us all. and the optics of joe biden are constantly palling upstairs, falling off a bike, making these ridiculous gaffes, losing his mind, falling asleep, just seeming much older a than his 79 years. he will be 80 next month. you know, there are plenty of people in their 90s who are much sharper than he is. there's clearly something wrong with. it's not up to us to diagnose if what it is, but it really is a failure of his staff to at least

have someone guide him off the stage the instead of having him wander around in a fog every time he finishes a speech not knowing where to go. really a failure of his wife not to be at his side constantly, making subtly, just making him look good, saving his dignity. the rest of the world has not missed this. even though americans are largely very polite, they don't mention it or otherwise they're willfully blind, the rest of the world whether they're our allies or our enemies, are commenting on it. and they're not holding their punches. stuart: okay. i just wanted to question the harshness of the use of that word when applied to a sitting president of the united states. i've gone pretty close to that myself, saying that he is unfocused and has to be walked back all the time. but i'm not sure i would use that word.

do you want to respond to my -- i'm a little critical -- >> sure. stuart: do you want to respond to it? >> fine. i mean, the word see mile, for sure, i didn't use the word senile, i quoted an israeli newspaper that said joe biden is not just senile, the whole of america is see knife. the -- senile. the point is that he is being mocked and ridiculed around the world. because of these viral images of his whatever it is, his cognitive deficit, his physical deficit. i'm not a doctor, i can't diagnose what it is. maybe he's clumsy, maybe he's stupid. i don't know. but it's really bad. it is endangering all of us, it is making america a laughingstock, and it's up to the staff at the white house who are paid a lot of money to make sure the president looks good. and they're not doing that. and i think his wife is also at fault. you know? they are meant to protect the

president from himself. they're not doing it. stuart: all right. strong stuff, miranda, but you explained it, and we appreciate you being on the show. we will see you again real soon. miranda devine, everyone. >> thanks, stuart. stuart: more migrant buses just arrived in new york city this morning. where are all these people going to -- bus after bus. where are they all going to live? lauren: maybe a cruise ship, at least for six months while they're processed and then eventually can be housed in the new york city shelter system. norwegian cruise lines is near a deal with new york city to house the migrants. a ship would be cheaper than the tent city like the one that they're building in the bronx that's reported to cost the city $15 million per month. so this would be chartering a vessel from more wee january. discussions are underway right now, and that ship would dock in statenen island. stuart: we're getting complaints from schools in new york city because they're swamped with youngsters -- lauren: of course. stuart: -- many of who do not speak english are. it's a real problem.

lauren: not just in new york, it's even a problem in texas where they're used to this sort of thing. they don't have enough teachers. this is not just new york city, it's everywhere. stuart: i want to turn to a positive story, and that's the market. at least morning, it's the market. look at this, the dow industrials up 660 points, the nasdaq is up 171. that's a pretty good rally. the aforementioned jason katz comes into the discussion right now. i take it then do you think the market's already found a bottom and is bouncing off the bottom? is it that good? >> >> the short answer is, no -- [laughter] no. i don't think we necessarily need capitulation. i think we need derespond. den city. historically, when people throw in the towel and give up is when you fiend market bottoms. specifically, to find the bottom and get people drawn back in, number one, you immediate inflation to do more than just moderate. service inflation, housing and food, that's too sticky. that needs to come down. number two, the fed doesn't need

to pivot. let's get rid of that narrative. they need, at some point, to pause. it's not necessarily the destination, it's the speed. they will get to 4.5%, but they could take a breather along the way, and we don't need them to arm wrestle with themselves like the bank of england did. and if third, what we really need is honesty. analysts, please, just revise earnings already so we can do the math to find out proper valuations. stuart: the dow is now up over 700 points, at least it was briefly up 700. could this be the bounce? if. >> no. no, look -- stuart: just a little9 bit higher, we stay will and don't go and challenge those lows again? >> certainly, i hope so and so do all the clients i work with. no, i don't think that's the case. i think that we're entering into a paradigm where, you know, stocks are going to follow earnings, and earnings are going to go lower. so let's do the math. if you apply a recession multiple of 13-15 times, $220 of

s&p earnings, we found bottom. we need to slash those earnings. is so those earnings come down 5 or 10%, apply that multiple of 13, you could -- not a base cas. i'll tell you what, stu, if i'm a long-term investor, i nibble here. if we get to 3300, get up to the table and start to eat. if we get to 3,000, gorge. [laughter] stuart: 3,000 on the s&p 500. about 10% where we are below now, 15%? >> you're pretty good at math. november. not all the news will match the stock performance today because you have an overwhelming rally. stuart: let's get to culture. listen to, the white house is pushing for the atlanta braves' baseball team to consider changing the name. what does the governor of texas, kemp, what does he think -- lauren: georgia governor brian kemp is not a fan at all. listen to what he told shannon bream on "fox news sunday." >> the braves respect and honor native americans. we've had meetings in the governor's office about that. i think, again, this is just the woke cancel culture and really national values that are trying to be pushed down to our state and other states around the country. lauren: so the name change controversy started last year -- last week when the braves visited the white house to celebrate their world series win. press secretary karine jean-pierre was asked if the president supported a name change, because some native americans for a while now have, you know, found the the team's name offensive. and david was just telling me

and rivian operate in the same space. record deliveries in the third quarter at tesla, but 343,000 cars delivered not enough. wall street wanted more. i was talking to dan i'ves about this in the 9:00 hour, and he said, look, this is not a supply chain production problem, this is literally they don't have ships and the trucks to move the cars, to deliver the cars. so it's not a part issue, it's they can't transport hem. stuart: i've got that, okay. it's still down 7% which is a big drop can. lauren: huge. stuart: now, all the energy stocks are up, in particular marathon, nearly 9%. lauren: number one on the s&p 500. opec meets in person on wednesday in vienna. her expected to cut production by at least a million barrels a day. we'll see what happens, but this would get oil prices back up a bit -- stuart: cut production, price goes up, mare -- marathon makes money. thanks, lauren. president biden is slamming republicans for saying democrats are big spenders. roll tape. >> the inflation reduction act

[laughter] stuart: okay. steve forbes joins us this monday morning. steve, last time i checked nobody spends money like democrats. where am i going wrong? >> well, they are spending. and because the deficit's coming down because of inflation, kicking people into higher tax bracket asks if they're not spending quite as much as they did during the covid lockdowns, he thinks that that makes them non-spenders. they are spending. the numbers are there. unfortunately, the one area where they're not spending is national defense where we have very, very real needs in europe and the pacific, our inventories of weapons are running down, and this guy's oblivious to it.

[laughter] they're still sinning. and that's why i think the american people want a real change after november. they want to see real policies on reducing this bloated spending. but unfortunately with what the republicans did on that so-called chip bill, the so-called infrastructure bill, shows that when pork is in the air, the smell entices even supposedly conservative republicans. stuart: you have a way with words, steve, and that's a fact. now, in britain prime minister truss says she's going to drop tax cut for high income earners. you've got to be disappointed

about this. she was kind of a breath of fresh air. she was thatcherite and now she's in retreat. >> well, this just goes to show how the establishment in the u.k. and around the world and in this country today just don't get what makes for economic growth which is reducing burdens on people rather than increasing them. and i was sad to see that she's retreated in britain. i think they hope that by jettisoning that cut from 45 to 40% for so-called top earners, they can save the rest of their tax cut program. i think it's a case where you give up nothing and go for it because she should keep emphasizing that they're going to have a hard winter. everyone knows that. but she's planting the seeds for a spring where finally for the first time in years britain can be a leader in economic growth instead e of a laggard. stuart: not gonna happen, by the looks of it. hey, steve forbes, thanks for joining us. >> thank you. stuart: you got it. australians are petitioning to

hundreds of thousands of people have been dropped from the student loan handout program. hillary vaughn on capitol hill. what changes were made to the program to cut so many? >> reporter: stuart, it's up to 4 million people, and the administration made these changes quietly to president biden's sweeping student loan debt bailout, breaking their promise to to some people that thought they would qualify for this relief, and now they can't. now borrowers whose students loans that are commercially held but guaranteed by the federal government do not qualify for this forgiveness. that means about 4 million people who originally thought they were getting some of their debt erased will still have to face it and pay it. house ways and means committee chairman richard neal telling me friday more changes to the program could be coming as more legal challenges pile up for the president. >> i think it's an evolving issue and, certainly, i think that already going to be a number of corrections that will take place in the near and

have a problem with the video there. it's frozen in place from madison. let me move on. hurricane ian also damaged an historic pier on the northeast coast of florida, flagler beach. the mayor of that city is suzie johnson who joins us now. your honor, i know that that pier has taken a beating before. they're going to -- are you going to try to rebuild it fully? >> we are, starting this year. fema if awarded us $10 million to fix the pier, the restructure of it with new materials and new codes for the pier. one of the things is we'll be lifting the pier up 13 feet for the few types of waves. stuart: did they give you that money before hurricane ian, or did they commit the $10 million after pier was virtually destroyed? >> we were committed the $10 million after matthew. we lost 300 feet or so of the

pier, so just luckily that we're still in that time frame of rebidding after the damage from ian. stuart: will the $10 million cover it, or do you need money from someplace else? >> well, luckily, if that bill goes up because we know construction prices are higher, fema will subsidize the rest of it. stuart: now, the problem in other beach town toes lout florida has been flood insuranc. very few people have it, and those who do have it have to pay an arm and a leg to get it. is flood insurance a major problem at flagler beach? >> not right now. luckily for us, half of the island requires flood insurance, the other half does the not because our dune does sit up a little bit higher. but those that were damaged during ian, hopefully a majority of them did have flood insurance. stuart: okay. how's your town doing, generally speaking? >> we had flooding of about 100 homes. we feel like we were spared during this some, during

hurricane irma we had 400 homes that received flooding. so far we have bot lots of dune damage, we have with our pier, we have our exposed seawall on the north end of town, that has been exposed which is a very good con vast from the south end of town which is now blown up into a1a. but flagler beach has a dune restoration project starting later this year into next year with the army corps of engineers. stuart: last question, if i may, how would you characterize governor desantis' leadership during this hurricane who? you know, it's boots on the ground. so far having all of the fema and the different aid out there and having the reassurance of the public during this tremendous time. florida was impacted completely as a whole, and just knowing
