technology at the border, to get vehicle to go through it to scan from but not doing it fast enough. stuart: let's move on to the illegals. we've got one city that voted to allow noncitizens to vote in elections. lauren: burlington, vermont, the biggest city in vermont, the third city in the state to allow noncitizens voting. the measure was voted on but has to be considered by the legislature and the governor who is a republican, but republicans challenged this when they try to do it in the other two cities, went all the way to the supreme court and that court ruled noncitizens can vote in local elections. stuart: slippery slope if you ask me. back to the border. to the board. mexico's drug cartels, one of them apologized for the death of those two americans

kidnapped in mexico, said their members went against cartel rules which includes, quote, respecting the life and well-being of the innocent. brandon judd joins me now. do you think the cartels are scared of our military? and that is why they handed over these five people and that is why they apologized? >> they would be scared if they felt something was going to happen. the main thing they are scared of the negative publicity. they understand the more negative publicity that happens the more likely it is it will be difficult to get their product ybarra -- they are about generating revenue. if they can't generate that revenue you have turmoil within the cartels lose what they do is they police themselves, they saw this is a huge negative backlash on them so now they are making proper statements, they will police themselves. they don't want our military to be involved, but you have to understand they understand the
