analyzes the week and positions you for the week ahead. i am maria bartiromo. weeks away from the presidential debate. top debates going head to head for the very first time. here is who has qualified on the debate stage in milwaukee so far happening wednesday night on fox news. former president donald trump still has a commanding lead in the primary polls even as he battles his fourth indictment and potentially another one. arizona is launching a probe over the 2020 election as well. joining me right now is north dakota governor and 2020 gop presidential candidate doug burgum. thank you for being here. >> great to be with you, maria. maria: talk about the debate message you want to send. first i have to ask about these indictments against donald trump how it is impacting the campaign trail both for him and for you. >> on the ground in iowa and new hampshire, voters are not asking

about the indictments. the number one thing on their mind is inflation. under biden, the whole biden inflation reduction is the creation act and that is what a lot of people are worried about. they are worried about the economy. >> the four indictments against donald trump. worried that there is a two-tiered system of justice. do you believe there is? >> we hear that all the time about the two-tiered system of justice. i can understand why. hunter biden nearly walked away with the sweetheart plea deal. the doj supposed be prosecuting almost acting as his defense. of course they think there is a two-tiered system of justice. it is bigger than any indictments. when americans on both sides of the aisle start believing the system is not fair, then, all of

a sudden you have an erosion in the fundamental institutions of democracy. when that starts happening, you know who loves that? china loves that. russia loves that. we are fighting with each other other than understanding we are in a cold war with china. they are absolutely thrilled by that. biden loves it when republicans are fighting with each other. perfect for reelection when for him. maria: really important points. i want to get to foreign policy in your strategy coming up. a new fox news poll shows that most republicans still do not know who you are. the wall street journal had this headline about you basically meet the unusual qualified presidential candidate that you have never heard of. your campaign is even leading into this with this "doug two" t-shirts. in all seriousness, how will you change that? what message do you hope to send about yourself and your plan for

america. >> we just have to introduce who we are. i am a candidate that grew up in a town of 200 people in north dakota. my dad passed away when i was a freshman in high school. i learned service and sacrifice from my dad. i learned character of perseverance and wisdom from my mother. when i was in my mid- 20s i did a small bit of farm ground. it became the seed capital for a software company called great plains. we took that to a company of 2000 with customers at 132 countries. a billion-dollar company built with small-town kids. of course, years later i ran for an open seat of governor of south dakota. never heard of the guys, never been a politics.

we ended up winning that election that fall by over 40 points. got reelected by over 40 points. the largest margins in the country. we bring a business mindset to reinventing government. maria: one of the more important aspects of your campaign. people understand the economy is not working for them. governor, give us your plan weatherby domestic, fighting the inflation or foreign policy. how would you respond to communist china? survey our military installations. they have set up police stations they have been hacking cyber activity into our federal agencies. what will you do about it? >> maria, economy energy national security are all intertwined. we cannot separate them. we have to get our economy sprinting instead of falling.

poor. with the majority saying president biden is to blame. joining me now is chief market strategist kenny polcari. great to see you. thank you for so much being here what do you think is behind this after really an incredible year for the major averages? >> i think there are a couple of things going on. typically a seasonally difficult time of the year so we have been talking about that. putting that the whole month of july. you will get ready for some seasonal difficulty. that is number one. the clarification that we had earlier in the week that talked about where the fed is that, what they are thinking, so concerned about inflation, concerned about continuing to raise rates, 6% is right where

they want to take it to. i think he made that very clear on wednesday. the market is now having to reprice it. the fed is perfect, no more rate hikes. i think that that story has changed. therefore, 19 times forward earnings and a rising environment that does not really go very well with stocks or values at the moment. there will be a readjustment and that is what we are going through. i expected to happen through the rest of august and through september, potentially october. >> meanwhile, you mentioned rising rates. you had the highest interest rates in terms of the 10 year, the two-year, the third year in 20 years. that certainly is squeezing people. how important are you watching interest rates biking? i know this upcoming week is the jackson hole federal reserve retreat. people want answers to why rates are spiking and what they are going to do in the coming months

. do you think we will learn something at the jackson hole meeting next week? >> i think it will be impossible to change narrative. the fed is concerned with inflation. seeing inflation tick up a tiny bit, i am sure it will take up again will beget the next reports. what people need to pay attention to, it is a global central bank meeting. jj powell will be there as well central banks around the world, each of them talking about what is going on in their own economies. the path of interest rate is higher. ecb, bank of england and certainly here in the united states. people listening to not only what he says, but the interpretation. what did he mean, was it really as bad as he said it was or will rates continue to go higher? i think they are and that is what the market has to finally understand. this rate cut idea is absolutely not in the cards right now. >> a little more cautious

recently. do you want to pull out of stocks for a while before we see the selloff you are suggesting coming? how do you want to be allocated? >> as you know, time in the market not time in the market. no money they have in the moment is -- paying me 5% at the moment i am happy to let it build there until we get through this next couple weeks, five or six weeks of turmoil. i am happy to let it rest. i am investing. i have not gotten out of the market, i don't intend to get out of the market but i would just be more cautious and see when i put new money and what happens next week. there will be a lot of volatility next week and then it will give me an option.

thanks for having me. >> i'd like to know about these alias names of joe biden. was he using different names to conceal money moving into these shell companies that were set up while he was vice president that we have heard about from the house oversight committee chairman? >> maria a lot is unknown on this deal. the oversight committee that just uncovered a. would have been sending a lot of letters to a lot of agencies to get information against whistleblowers. coming forward with some real bombshells enough created more and caused the white house to change their tune on things. the early days for months, oh, no, joe never talked about business with hunter. never. she said over and over and over again until we have whistleblowers come forward not only did he talk business with hunter he went to business and dinners and coffees with business people that he was dealing with and including foreign governments.

the next day the white house changed their tune and said he was not in business. a pseudonym. why would a president of the united states, when joe biden was vice president of the united states have fake names eddie was using on his documents? going through some of our back-and-forth with the national archives. again, the committee has been digging to get this information. now that we have it, i think deliberately set up to make it harder for you, me, the media, the congress to find out any of this information. we are now finding it out and as we find it out we will go back and look under more names. it begs the question, why did joe biden use fake names? we know he used fake companies. shell corporation a fancy name for fake corporation and he was using thousands of them to hide over 20 million payments to his

family. not just hunter biden, his whole family. a lot of dirty smelling corruption around all of this. we will keep digging. we have the attorney general coming before jim jordan's attorney. i think a lot of people will be interested to what he has to say we still have more whistleblowers coming forward. they are the ones really giving us the true background. as we hear one side of the story from federal agencies, whistleblowers are telling us a different tune. when we get people underwrote that we confront them with what the whistleblowers said, they change their tune. everyone is changing their story you know who is not changing the story, the whistleblowers, maria maria: where is the impeachment activity? are you in favor of an impeachment inquiry? >> yeah. i have been talking to jim jordan about this a lot. ultimately we go through it committee. the judiciary committee.

every time we find something it leads to more serious questions. maria: the priority is when you come back in september, will there be an end -- a potential impeachment query? another potential of a government shutdown looming. the appropriations process is still in limbo. speaker mccarthy suggesting a short-term extension of last year's spending priorities. reporting that you may have a republican revolution if that takes place. tell me what happens here. will the government run out of money? >> we will take care of our responsibility to properly fund the government but also scrutinizes government. there is a lot of scrutiny that needs to happen with the trillions of dollars that have gone out the door. some of it fraudulently where biden does not even care. we have highlighted payments. in some cases going to foreign countries and they do not even care. going to illegals, going to

foreign countries. we are going after that, too, in these appropriations bills. >> joe biden wants more money, he has a supplemental last right now for $40 billion. >> why doesn't he take it, by the way, from some of the illegal payment that we have identified, covid money that was supposed to be for people suffering from covid, small business owners trying to keep their workers on the payroll and instead some of that money went to foreign countries. some of that money went to people here illegally. we have highlighted it in the biden administration does not care. they will not work with us. the taxpayers deserve that money back. if he wants to look for place to find the money, there is one place right there, maria. >> in terms of the continuing revolution, is that what we should expect? >> we still have a few weeks left will we return in september

there are some negotiations going on right now even though we are not in d.c. negotiating some of the bills we passed outside of committee. working on reining in government spending and getting these agencies under control that are out of control, we have an opportunity to get that done right now. they want to defend the status quo, we will have a big fight coming in a few weeks. maria: we appreciate your time. congressman, thank you. >> always great to be with we never just see the numbers. we see the people. marcus: detroit, it's just changed so much. you can see what it once was. and then, i think about what it can be. as an entrepreneur, it's about how i can give them the tools to empower themselves if we can just all do something small, all the small things will start to amount to something big. that's why we're here to help make it happen.
