and odds are "putin will kill anyone that e stands in his way". russia is a super power armed with thousands of nukes. it has started a war with ewe that i know that has up ended the world order and killing of prigozhin reveals a super power in abject disarray and that is not good. thousands of troops signed up as mercenaries to fight in ukraine and africa. who do they fight for now? where do they go? russia's army not doing well and not likely to do much better in the future. russia's economy is sinking fast and i wonder if jim jordan ping is having -- xi jinping is having second thoughts about russia and he's a big loser and trouble in his own economy as well. checking out sound bytes on the debate and trouble at fulton county jail and bear in mind the drama in russia and super power in abject disarray is a dangerous thing. second hour of varney just getting started.

stuart: nikki hilly went right after vivek ramaswamy last night over his stance on sending aid to ukraine. roll tape. >> i think this is disastrous that we're protecting against an invasion against somebody else's bored and we should use those same military resources to prevent the invasion across our own southern border. russia china alliance is the single greatest threat we face. >> a win for russia is a win for china. the problem that vivek doesn't understand is he wants to hand ukraine to russia. putin has said if russia -- once russia takes ukraine, poland and the baltics are next. that's a world war. we're trying to prevent war. stuart: jason chaffetz with us and he'll stick around for the whole hour. who won on foreign politic s? >> i think ron desantis had the best stance and a more nuanced

position and he wasn't against giving aid to ukraine. he wants the europeans to step up more. is he kind of took a middle ground but probably the right policy right in the middle. i like steady and principled and i like the fact that governor desantis has military experience, only one on the stage that does. i the he did real well in a more nuanced-type of position on foreign policy. stuart: not just nikki haley that went after ramaswamy last night. mike pence called him a rookie. watch this. >> vivek, you recently said a president can't do everything. a president of the united states has to confront every crisis facing america. >> this isn't that complicated, guys. unlock american energy, drill, frack, burn coal and embrace nuclear. put people back to work by no longer paying them more to stay at home. reform the u.s. fed, stabilize the u.s. t dollar and that's something the u.s. president can do with focus and i'll deliver.

>> now is not the time for on the job training. we don't need to bring in a rookie, people without experience. stuart: it was a good debate. what do you make of ramaswamy? >> i like him on many fronts. the idea that he's a rookie without washington dc experience i think is appealing to a lot of people in the republican primary. they got a little snacker jim jordan with each other -- snarky with each other and didn't bode well with things and the idea of energy independence is a strong them and vivek ramaswamy articlates that well and most people take that same position. i really saw it as a desantis, scott, vivek, and nikki haley. . stuart: you think desantis keeps his lead? >> i do. stuart: with trump involved but all the other conned dates, he stays ahead 124 >> conventional wisdom said they were going to go after him and he would take shots. he didn't and came out anisated and showed a steadiness and principleness and something he

he called him lock down ron for praising dr. fauci for the covid response and as for chris christie, horrible tonight, he was booed at a level never seen before. he should have walked off the stage. he also called asa hutchinson a joke. he praised vivek when vivek said trump was the best president of the 21st century. if i'm bottom lining it, vivek, scott and haley, are they contenders for vp? stuart: i guess they are. lauren: if trump hasn't hit them yet. stuart: that's what trump had to say. that's interesting. speaker mccarthy calling for another investigation into president biden. what's going on this time? lauren: maui and wild fires. mccash think wants to know how -- mccarthy wants to know how so many people died? 115, 1,000 still unaccounted for. what errors were made in response to the fires by hawaii and the federal government. he criticized biden's personal response, you know, for saying

no comment. then he visited the island for five hours and talked about kitchen fire and dead cat. this probe would be for the actual on the ground decisions. stuart: okay. jason, do voters want to see endless rounds of investigations? that's what they're going to get. do they like it? >> this is the biggest single loss of life in our nation's history from a wild fire. there could be 1,000 people. we have hundreds of kids that are unaccounted for. congress would be irresponsible to not do an investigation. you can't just let that pass and say, oh, darn it. you have to do it. it would be responsible and malpractice not to do the investigation. stuart: it's not a political get at joe biden kind of thing? >> find out what went so wrong. think a thousand people are still missing. you got to understand what happened there. stuart: okay. last word. lauren: sorry. do you think if biden had a more forceful response and genuine response, there'd be an investigation? >> either way tough do an investigation. stuart: he's not capable of a

forceful response to anything. >> how did it happen in the first place? how did it happen? how did we get to this place? stuart: find out. fair enough. let's get to the markets. gary c with us this morning. are you buying today? >> i am not yet. when a stock gaps up and immediately sells off. you want to take a step back and means too far too fast but let me be clear, their numbers are stunning and year over year how about quarter over quarter and 13 billion to 2.5 billion and that's the big number for me. i'll own it but not yet and i'll let it settle down and probably get it cheap in the weeks ahead. stuart: gary, is it a must own stock for someone who wants to establish kind of a baseline for investigating for the future? >> the only must own stock is the one that goes up, stuart.

i've always heard about the one to own for ten years but as long as it's working and as long as it's doing well, it's very rare to find the apples that keep going and going for years and years. this does have the makings because looks like we have this atmosphere and ai will see dementia ten years in advance and heart attacks maybe. i mean, if that's the case and they can figure that out, i think there's just a ways to go for the whole complex. stuart: do you have a price target for nvidia? earlier this morning adam johnson was talking about $600 a share. >> i really don't. i'm not a big believer in targets. i'm just a big believer in bull markets and up trends and the stock is in a bull market and up trend right now. i think that $500 market right here probably going to be a ceiling for right now and that also has to do with the market itself. markets are a little iffy right in here with interest rates going higher and oil prices

elevated. but again, i repeat, i think it's higher over time and they've raised guidance next quarter, which means that guidance will get raised also. i do believe it will go higher and i think adam's probably right about $600 and even higher from there down the road. stuart: got it. thanks very much indeed. gary kaltbaum got all the way through and haven't spent much time on the fed. that's a good thing. gary, good to see you again. >> thank you. stuart: looking at the movers, lauren u auto desk. lauren: software company solid earnings embraces ai and rbc raises price target to $260 and up 27% from here. stuart: not bad. petco. lauren: down, record low for share price. second quarter loss, lower consumer spending. i just said lower consumer spending on our pets. since when did that happen? stuart: that's a reversal. lauren: consumer is strapped. stuart: then there's guess. lauren: clothing retailer. stuart: okay. lauren: they raised -- stock's up 26%. they raised full year profit forecast.

force and treat them as foreign terrorist organizations? you're darn right i would. >> they don't use deadly force and rarely do. they can't fire into mexico and what they call cartel members are typically 17-year-old guys and migrants working off smuggling fee by carrying or driving in a load of drugs. shooting them ask not usually an option. >> let's fire the 87,000irs agents and hire -- or double the number of border patrol agents. >> actually, many agents say they don't need more boots. what they want are more judges and asylum officers and if immigrants were forced to remain in mexico, ryan higgins detained during their -- or detains during their hearings, that's a deterrent and so is deporting migrants crossing between the ports as biden promised and hasn't done. >> look, we secured the southern border of the united states of america and reduced illegal

support sending u.s. special forces over the border into mexico to take out fentanyl labs, to take out drug cartel operations? >> yes, and i will do it on day one. the cartels are killing tens of thousands of our fellow citizens. you want to talk about a country in decline, you have the cartels controlling a lot of part of your southern border. we have to reestablish the rule of law. we have to defend our people. stuart: chad wolf is the former acting dhs secretary and joins me now. what do you make of desantis' plans, special forces in mexico? >> well, thanks for having me on. look, i continue to say all options should be on the table. what does that mean? that means obviously changing policies so you have deterrents back into the system. it also means aggressively targeting the cartels themselves and so whether that means sending special forces, whether that means drone strikes or a whole host of options that is

available to the united states, i think all those opportunistics should be on the table and we should start discussing that with the government of mexico. stuart: but it work -- this is a very serious thing. talking about american special forces in mexico taking out drug dens or whatever they do. that is a very big deal. do you approve of it? think that's what we should be doing? >> well, no doubt. these are going to be very, very difficult decisions but again, look, you've got 70,000, upwards of 100,000 americans dying every year because of the fentanyl crisis that's coming across that border because of the cartels. i think simply admiring this problem and saying it's just too difficult to solve is not the right approach. look, all options should be on the table. president trump talked about this three and a half yearsing a about targeting the cartels and of course he was ridiculed and and -- years ago and the success of the trump administration and moving the discus around how to secure the border and how to

aggressively target the cartels. we've moved that to an area that we haven't seen really, the republican party talk about before. stuart: who was the strongest candidate on the border last night? >> yeah, i would say it was both vivek and desantis. i think they talked the most about it. they talked the most detail about it. soy like what vivek was saying of not only making sure as it related to ukraine but making sure that we're using resources here to secure our southern border because americans deserve that and americans should come first. so i like the emphasis he continued to put on that. stuart: chad wolf, thanks very much for being with us this morning. always appreciate it, sir. thank you very much. jason, let's talk about this. can you see american special forces going over the border into mexico and killing cartel members? >> yeah. stuart: think that would happen? >> that's exactly what america needs. stuart: really? >> these people are killing

americans. stuart: seems so extreme to me. would you solve the problem? >> are you going to let 100,000 people die every year? you go after, you take the fight to them. let them know there's a fight on their hands and until you do that, they're going to continue laughing at the united states. the biden administration is opening holes in the fence because they want the antelope to come through. those same drug cartels are literally going through the same holes and they're messing with us. put an end to it. until that message gets through crystal clear, these people are going to continue to come through. if you want to come toutier -- claim asylum, come to a border patrol point of entry. that's how you do it legally and lawfully in this country. until you go after the drug cartels, why should they run amuck? our people are dying by the thousands. stuart: hold that fire. you've got another 40 minutes to be with us. that was good, thank you very much indeed. good stuff. i mayor of new york city is eric adams and want thes governor of

new york, katie hochul to do more and address the migrant crisis. lauren: he wants her to sign an executive order to give him $6.5 billion to take care of the 100,000 migrants that have passed through here, and he wants her to force communities outside of manhattan to take some of the migrants in. he suggested shelters in newburg, new york. staten island armory. try doing that in staten island. i'm from there and not going to happen. state university of new york dorms. some of the suggestion. there's a rift between democrats in new york. stuart: he wants $6 billion from the state. that's interesting. thanks, lauren. now this, mercenary leader yevgeny prigozhin was probation reportedly killed in a -- reportedly killed in a plane pressure and assassination of those leading a revolve and don't let the super power be in deep trouble. assassination not indoctrination. they tore into education of america and blaming historically low reading and math scores on

stuart: on the market this morning. the dow industrials are up 46 and look at nasdaq. it was up about 120. now it's down 60. some movement today inside those indicators. lauren's looking at movers and you got to start with nvidia. lauren: they got two more upgrades. they weren't at buy already, they're price target is $600. after the stronger than expected outlook. nvidia saying $6 billion in revenue in this current quarter. $3 billion more than expected and then upgraded also to outperform with a $745 price target, which is not the highest on the street. stuart: not the highest. it's at $480 as of right now. to the best of my recollection-mobile -- t-mobile. lauren: down. cutting 5,000 jobs and grappling with a higher cost of keeping

and acquiring customers. stuart: splunk up with more ai adoptions. lauren: correct. up 13% and data analytics crunching data for companies and encorp.ing r ashley, mentioning ai and beating array kind of quarter. stuart: can't beat that. 13% higher. thank you, lauren. education was a hot topic of the debate and republicans say americans were falling in line with reading and math scores at historic lows. lydia hu, how do the candidates propose to fix education? >> yeah, stuart, some are calling to dis-handle the department of education. dismantle the department of education. >> we need education in this country, not indoctrination. >> we have a crisis of achievement. shut down the head of the snake, department of education. take that $80 billion and put it in the hands of parents across this country. >> i would get rid of the department of education. i would give block grants to schools but on merit based on who's doing the most innovative

-- >> and south carolina senator tim scott is calling out and criticizing the teacher's unions. >> the only way we change education in this nation is de-break the backs of the teacher's unions. they are standing in the door house of our kids, locking them into failing schools. >> stuart, some of the candidates demanding more transparency ask school choice. >> parents should never have to wonder what's being said or taught to their children in the classroom. parents need to be deciding which schools their kids go to because they know best. >> candidates also talked about preparing students for the work force and in particular manufacturing jobs, governor mci nikki haley calling to boost vocational training and asa hutchinson calling for better computer science education to compete with china on that front. stuart: thanks, lydia. great stuff. joining us is guy benson. all right, guy, i've said before that education could be a winning issue for republicans.

who had the strongest plan amongst the candidates last night? >> oh, first of all i agree with the assessment, stuart, because think back to 2021. education was the central issue in a lot of ways in virginia and that governor's race and that's why glen youngkin is the governor of virginia because education was at the top of the list anddown kin i think really -- youngkin really hammer that had issue successfully and republicans can take a page out of that book and we saw some of that last night at the debate. you played some clips in the report, and i think there was a consensus on the stage. a lot of disagreements over the course of the evening, but a consensus on school choice and problems with the teacher's unions and the degradation of the american education system right now, a decline that's undeniable to look at. and i think republicans need to make that argument to voters, particularly to parents, especially when you look at supporter bourbon voters where there's -- suburban voters where there's been trouble and republicans can resinate and build back some support that's

bled away in the last couple of cycles. stuart: guy, you're there, you saw it all. who do you think was the overall winner? >> well, it's interesting, stuart. i was at an event last night here in wisconsin, a watch party organized by americans for prosperity. a couple hundred conservative voters in the crucial state. afterwards i really worked the room, and asked for show of hands and talked to people. the names that came up the most, people that seemed to have helped themselves the most or gotten the most attention were governor desantis, governor haley and vivek ramaswamy as well. everyone else not quite as much in that room. however, the trump supporters in the room they said not a single one was moved or changed their mind. so on the stage itself, i think the three names that i mentioned probably have the best night, but in the broader context the leader of this race by 30, 40, 50 points front runner donald trump was absent last night and you have to change if you're a candidate the trajectory of this race and alter it in some way. i'm not sure that happened last

evening and therefore net and net, have to call that a win for the man leading by a long shot. stuart: got it, guy benson, thank you for being with us this morning. appreciate it. jason, solutions for education? de-unionize, get rid of teacher's union, get rid of department of education, school choice. school choice is surely the most practical of all three. >> i'm in favor of all three of those. i mean, ronald reagan took the position of shutting down the department of education too . i wish he was success. at that stuart: not going to athletics director happen though. >> let the money follow the kids and put it back into the schools and let the schools -- how they do it in orem, utah, is a lot different than in philadelphia. take down the teacher's union and tear them down. school choice is pivotal and it's a --ive toll and it's a local issue where republican cans win. stuart: jason moving on. social media lit up after biden tried to take a victory lap on the economy.

obviously once he got it removed and pelosi agreed to that, he had to vote for the bill. no one kn knows that part. he deserves enormous credit for removing this income tax surcharge. if you look at president trump when covid-19 hit, there was a huge pressure from everywhere, everywhere. from pelosi to manchin and tram was faced with this as a universal recommendation and steve moore, larry kudlow and i and the payroll tax and employer and employee and by the time we got through and explain this, she was 100% on board. at this time, he couldn't get reversal of the process and get the waiver of the payroll tax and huge spending and that's true. i believe if she had gotten the waiver of fayetteville roll tax, he'd have been reelected and hands down done it first.
