neil: idalia now a category one storm whipping through florida, now an issue for georgia. georgia governor brian kemp is speaking to urges residents to be careful across the state, state of emergency in effect communicating with the white house working with fema to make sure he, like his counterpart governor ron desantis, we will talk to the lieutenant governor of florida in a moment. steve harrigan, how things are looking there. >> you can look for yourself. a lot of small businesses trying to clean up. georgia's breakfast station over there, they've been out since early morning hours just trying to get the water out. this water has gone down for the last few hours. it is pretty quiet around here, not a lot of traffic mainly because a lot of roads are blocked. also because many places don't have electricity, the state is down 300,000 people without

electricity. some of it has been knocked out by the storm. others, it has been deliberately disconnected due to safety reasons. the water has stopped a lot of movement of emergency vehicles. we saw a fire truck couldn't get through a fire and couldn't get to it. real frustrated firefighters but we are seeing the first rescue high water vehicles, search and rescue teams are at work, the winds have died down enough to let them do their job. we have 8 teams of high water rescues, 2000 high water vehicles driving through this water here. they will be going door-to-door searching for people who might need help and clearing the roadways to make things easier for people to get around so help is on the way. the water is receding and emergency response is out and doing their job. back to you. neil: be safe. i want to go to the lieutenant

governor of florida, still beautiful, still in tact, a little battered around the gulf region. the lieutenant governor, good of you to take the time. how are things looking? >> as you saw in the footage, some significant impacts, storm surge, the area that received direct impact in taylor county, the big bend area has some significant damage, days and weeks ahead are going to be long and difficult but the governor and i will be standing alongside floridians helping them rebuild. neil: at the start it was a category one, then went to 3, don't know where it is now. what do you tell residents who think they are over the worst of this? >> as we get ready for a storm and the days ahead of it, we tell people not to focus too much on the track or the intensity because it can change and we saw it initially we were

thinking the central tampa area started going north northwest but the most important thing is to have your plans in place, your hurricane supply kit, to follow local orders. that is why the governor continued to extend evacuation orders as we saw that track. when working with local governments, we are taking that into consideration but the worst of the direct impact is done. it's going through the state heading to georgia and the carolinas but the process of recovery, we see more fatalities post storm than actually due to the storm it self. we are urging people to stay off the roadways, downed power lines, downed trees present significant risk an injury and in many cases fatalities are due to decisions to venture out before it is safe to do so. . 20 the governor, i know you were imploring the people if you were in the area that could

be affected clearwater came to mind, tampa bay area by extension, my to be a good idea to think about leaving. how many took you up on it? >> reporter: the majority of floridians and those evacuation zones take those precautions and go to a shelter and go with a loved one, seek refuge somewhere else but there is always a handful of people that decide to stay and god bless them, we will be active in search and rescue. we had highway patrol going door-to-door, sheriff's office going door-to-door imploring people now is the time to get out and sometimes people wait and make the decision a little closer to the storm and it becomes untenable for them to get out at that point. neil: looks like florida dodged a bullet here, not seamlessly and flawlessly but it could have been, to your point, a lot worse. thanks for taking the time. i want to switch to the peach state, brian kemp, governor of

georgia, how to handle this, a big problem for them, as the storm flirts in and out of category one status. >> continue to open as the need arises, our partners help us monitor traffic, we didn't see a huge uptick in was would be normal traffic coming from florida. they are very resilient state as well. they are used to this by now but if they hold in when they can but we are ready to handle any evacuees. hospitality in the state of georgia, hospitality resource here. >> commissioner raven -- state parks and other things available for people who need them. we feel we have a lot of resources. >> we are getting reports from the coast that doesn't look like the tide is going out this

morning. are you worried about this evening's high tide? >> thankfully the storm is moving pretty quickly. hopefully it is moving into south carolina by the time high tide reachedes it. maybe the chatham liberty county coast, my to be a closer call. the nhc is saying two to three feet of storm surge is possible on top of the high tide. if it lines up with the high tide, we could see two 2 three feet of coastal inundation which could cause minor to moderate impact for sure. >> the good thing is the storm coming through our state thankfully is -- in daylight hours, a lot easier to monitor especially for the general public. versus trying to do that in the middle of the night when it is dark. >> do we see where and what it is like in that area?

>> sure. it will be tropical storm strength when it moves through savannah, between 6:00 and 9:00 pm tonight. at this rate i would guess it will be tropical storm strength, as it is weakening good. it will be a pretty tight area forget that highest wind. this is not a wide core of the storm especially with it weakening. they will get some heavy rain and strong gusty winds tonight around sunset. hopefully out of there by 9:00, 10:00 pm, minor coastal flooding as well. >> which i think is good for you to help us with even though the storm isn't as impactful as michael, we were talking about people already on the beaches in florida. it does not mean there can't be trees coming down late this

afternoon or early this evening in places like savannah and chatham county, powerlines coming down, still very dangerous situation people need to prepare for for as the storm moves through the state. >> because it is decreasing, category one now. underestimate this. >> that is what you can help us with. this is still a bad storm coming farooq and when you have a lot of rain and trees coming down, we know a tree just went through the roof, it is a dangerous storm. people need to prepare and be ready, move a county or two up, they have the ability to do that, make sure they are in a secure location, watch redound powerlines and other things of that nature. if they get a couple hours before the storm gets there,

i was standing here, with the wind and the rain coming in, storm surge was by me, mid thigh. it has receded at this point and still getting the low from the bands even though it is up there. this arcane is a cat one in southern georgia omma still feeling the effects in clearwater beach, the tampa area. i spoke to officials a couple hours ago as they drove in a humvee, talked to a lieutenant of the clearwater police trying to assess what was going on around this barrier island, she told me she thinks most people heated the evacuation warnings, by their assessment they drove by and passed several homes. and they have not seen any

structural damage here, we confirm two people lost their life in the state of florida, the hurricane came in as a category 3 had one point turned into a cat 4. we talk about the storm surge here and it has receded on clearwater beach in many areas. if we look at the big bend north of here where landfall occurred, storm surge up to 10 to 15 feet, that is really bad. we saw that during hurricane ian causing structures to crumble, vehicles to wash away, humans to lose their life, cell phones, the whole deal, it is gone. it is a mess. officials are trying to assess what's going on in the coastline of florida and the big bend still, as it treks across southern georgia into savannah, notorious for

flooding, a couple inches of rain. this is nowhere near done. as you see where i am standing we are still taking those gusty winds so people should heed the warnings, stay in, take the day off if you are in the tampa or clearwater area. tomorrow's another day, doug. back and assess everything. hopefully businesses did not take much water without seeing that. very fluid situation. historic category 4 storm and category 3 landfall making landfall in a place that doesn't ever get it. it has been over 100 years since we have seen it. neil: you mention the people who heated advice to get out of town. how far did they go? they didn't have to drive hundreds of miles, a planned a little higher, above sea level. 10 or 15 minutes. where did these folks go?

>> there are shelters in pinellas county. those didn't have the financial freedom to get a hotel. many people did go to hotels, whether it is south florida or southeast florida, drove up to the atlanta area to escape this. there are many options, good thing is downtown tampa, all the hotels stayed open, they are not in a flood zone. they did pay -- take some storm surge but no mandatory evacuation so the hotels did stay open. this is a big area, many accommodations for people on barrier islands. i want to point out this is amazing to me, yesterday morning at 11:00 a.m. :00 am it was still a tropical storm and to think less than 24 hours later it went from a ts to a cat one to a cat 2, 3, 4,

one hundred 25 mile an hour winds and came ashore as a 3. if that's not rapid intensification scenario i don't know what is. i've never seen anything like it. neil: you've covered more than a few of these. before we dodge out of here, take a quick break, a thousand flights plus or minus a few are canceled through all of this in and out of florida, began with tampa international airport, saint augustine airport shut down as well. flight cancellations slowing a little bit, but you know the nature of the airline travel system. what happens there doesn't stay there. it spreads into other airports. you can likely see more delays and flight cancellations continue. others working on an abbreviated schedule.

neil: hard to put a stamp on a market reaction to her hurricane that is still ongoing. there was very little refinery disruption in the gulf, this hugged at the coastline of florida a lot of the golf refineries are near texas, the galveston area. they were kind of unaffected by these developments. many of them shut down an abundance of caution but the uptick you would expect in oil or natural gas prices, we will export this later, hasn't materialized, looking at the aggregate markets, that does mirror the reaction, an epic, epic disaster not only for this country but better than 2000 back then. oddly enough in one week of trading after katrina stocks went up 3%, more than a month

or later they were 2.5% lower. there are other factors i don't want to digress to, but the reason i'm mentioning it is sometimes people try to attach to a natural disaster the market. doesn't always pan out that way. capital market's chief global strategist, there are other things markets are focused on. relief this wasn't far worse and other macro issues. how do you see it? >> great coverage on the hurricane. i've been listening the whole time at it is the best stuff i have heard this entire day. people try to trade these hurricanes. katrina, we rallied. the katrina story was the hurricane that came after which was rita. people will sell the insurance stocks, the lows of the world. as you get into that hurricane when it makes landfall or in the case of rita after katrina it was downgraded. we xi reversal so right now,

this hurricane caused trepidation but once it made landfall we see good pictures on your network that it is not as bad as it could have been. things are normalizing a little bit but we are always watching the next one and there are trades to be made. we are more concerned about our friends, our family and others in that area, not worried about the trade, and the overall market is a regional story, did not affect anything outside a little rally in home depot and the lowest we can see. neil: you see that a lot after the hurricanes, rebuilding part of it. stepping back, looking at other issues that were here long before this hurricane, job growth is slowing the adp report showing, don't know what that is, the jobs report, a lot of things are beginning to slow. i'm not saying reverse but slow. does that concern you? the flipside of that is less

reason to hike rates aggressively or as much but what do you see? >> slow is the word. the real word is normalized. we are getting back to normal conditions. we saw paris pandemic, look at the adp number which is wonky, that number has been skewed in wild directions. what drew down the lease or drew down the motion, leisure and hospitality, that is seasonal, makes sense this time of year. what went up? educational services going back to school, getting into a normal routine. i like the normalization we saw in this number. the real number will be the job was numbers and unemployment number on friday is what we are focused on. those tend to move the markets, they are more reliable than adp but the adp was showing a little bit of a slow down and soft landing narrative can continue if these jobs numbers continue.

neil: how is it buyers are addressing a rally we had in july that looks like we close out all of this, september traditionally is the toughest month for stocks that surprises people who remember october as more iconic selloff month. it can be more of a doozy if it comes, how do you see september sorting out. >> those headwinds are on top, we have a data have to go so i don't want to jinx it. the thing i'm seeing is september will continue to be a very volatile month. what i'm looking at, we talked about this on your show, sector rotation. when you have a pool back like we did in august you want to see leadership from the bottom, staples and utilities. get what's the worst two sectors were in august, staples and utilities, worse two sectors for the year. people didn't panic and rush into these sectors. they rotate into other sectors

starting to act well. i look at industrials which we mentioned, materials which are starting to shape up, energy which is borderline. if exxon, mobil and chevron can move the energy sector is poised to go forward, the best performing sector last month and last two years with the best performing sector, hasn't given those gains back. it is poised. you have healthcare, healthcare is a bearish play overall but there are some sectors in healthcare, look at eli lilly, merck, which seasonally the last three months does well. these three sectors are poised to lead us. these are natural pullbacks was apple, microsoft, 10% to 12%, didn't rally on that ridiculous good earnings call, but sold off and starting to make a move. it is surprising me that after the sentiment this hour, the move is in it, starting to come back so texas remains strong. a lot of positives go into it

governor ron desantis will address folks on the aftermath of the storm. they are still an issue for the region you heard about, the big bend where the florida panhandle curves, sparsely populated, probably a good thing. we will get an update on that and the governor's intention to get cracking on rebuilding. a lot of it depends on fema and other sources, might prove easier said than done. chad pogrom is discovering the spending fight to come that is in the mix. >> reporter: the double disasters of wildfires on maui and the hurricane means fema's coffers are bleeding dry, they need to approve an additional spending package for fema later this year. >> want to stress funding to continue to respond to disasters.

it's not a permanent position, congress must work on the supplemental request that ministration has made on behalf of fema. >> reporter: right now fema has $3.4 billion in the disaster relief fund, for emergency needs. congress must replenish that fund and spend more in the long-term in the long term to help maui and areas affected by the hurricane. >> we've got to make sure cities and counties and states that are preparing for events, spending money for response or spending money for recovery don't have to worry about that when trying for health and safety. congress needs to do its job. we had one role in emergency management, one, fund fema. >> will take weeks if not months to assess the damage prompting the request for additional bill. >> the bad news, those who

didn't evacuate in farmers and isolated beach communities is difficult for first responders and national guards men and women, in the northeast coast, hit with a right hook. >> the restoration numbers will go higher. >> they are spending us up on rental request that included money for ukraine and lawmakers could attach some of its money to a bill to avoid a government shutdown in october. neil: thank you very much. now the aforementioned florida governor. >> coast guard is active including assets, florida fish and wildlife has boats and vehicles en route to affected areas and florida department of transportation has been conducting cut and cost operations starting at the southern part of the state as the storm moved through southwest florida, and they are

en route to clear all the way up to taylor county. tampa airport is going to reopen for incoming flights at 4:00 pm lose by 3:00 a.m. tomorrow, fully reopened, gainesville airport will reopen tonight, tallahassee airport will reopen first thing in the morning. the ports in tampa and manistee are undergoing assessments. when those assessments are concluded they will be able to resume operations assuming all is well. they anticipate it will be. there are, as of now, no confirmed fatalities. those fatalities are things confirmed by the florida department of law enforcement, medical examiners, we do not have any confirmed fatalities yet. if you have any questions about how things are unfolding in your area you can go to floridadisaster.org for updates and the division of emergency management, we will continue to

update that website with all the latest information. we have really good retail in terms of all counties other than the big bend proper, the tampa bay area, things are good. leon county is doing well. we are still assessing what is going on on the ground in places that had the initial impact. i will probably to get down to some of those counties today. a lot of people going in, offering assistance from a state perspective, helping these counties be able to stabilize the situation. for more updates on this, i will bring up kevin guthrie from the division of emergency management. >> thank you, governor. so far, the biggest impacted area we have following up on what the governor said seems to be in perry. we have a couple businesses

caught on fire. a few that have roofs knocked off. neil: i want to bring in florida congressman who sits on the transportation infrastructure committee, in trickle here, a crucial player in funding these other organizations that are there to provide federal relief. fema is running out of dough. there has been a back and forth as to whether it is up to the challenge and financial challenge here. what do you think? >> the back-and-forth goes like this, three things at play. you have work in the midst of the normal appropriations cycle that has to be done by the end of the federal government's fiscal year end end of september. we have emergency appropriations potentially pretty hurricane and what happens in hawaii with the wildfires, and the third leg of that they could throw a wrench into everything is if somebody in the house tries to tie ukraine funding to emergency

funding, there are real germane commitments going on in the house right now. i think of those two things get tied together you have a real problem with fema funding. neil: they say that won't happen but the devil is in the details. there isn't that much time here. i'm told in the past, when fema is out of dough it essentially borrows so that it could provide funds to emergency relief. is that true? >> not just that you would borrow but the ability to move funds from one account to another within fema, there director confined money sitting in the cushions in other areas and move it that way for a period of time but that would rule out as well. neil: could have been a lot worse. many in your district, closer to south florida and the palm beach area. everyone was put on high alert and the affected area, many had

first seemed to be unwilling to leave their homes and ultimately did, worked out far better than people thought, didn't it? >> it did. i was able to fly into orlando airport pretty late last night which says something about conditions there. you see that it hit what was considered a reasonably unpopulated area, not to say it's not affecting people that are there, it affects people all across the state of florida. you have companies like fpl that have to utilize their he comment and send it to a different area. you have those for -- food service companies that have to mobilize to feed all the people preparing for disaster response. there's a lot that gets moved around in all portions of the state. neil: you are of floridian, it is a beautiful state, a lot of people migrated there, a thousand today. a storm like this happens. i wonder if some would say, you

know, i don't know if it is worth it. what can you tell me? >> i say this jovially and jokingly, this is in the midst of a storm but i say this very seriously as well. a lot of floridians that i know take more seriously the temperature dropping below 55 degrees than they do a category one or two storm. not saying they should treat it that way but i am telling you people seriously do treat it that way. neil: it is the height of the season, some have said it could still be very busy and a preview of coming attractions, named storms in the atlantic and elsewhere sometimes they don't materialize into anything. are you worried about state preparedness, whether floridians are new or nativeborn are up to what could be coming their way? >> i don't worry about floridians in that way. every time there's another storm the state is more and

light of this but it is difficult to close or shutdown disney world altogether. very rare. a lot of that was going on through covid but not mother nature, the park was open through this, remains open as see world and these other popular amusement parks in the orlando area. no doubt they have the same pattern of looking at visitors and if they want to come back they come back and get a refund in the interim. that is where one stands. we have a thousand flights were canceled into and out of the florida area that people are rebooking without fees and the like. tyler payne is the treasure island, florida, mayor and near the st. petersburg area, one of those that looked to be a bull's-eye for this storm, ended up being north of their but tyler pain is the mayor of that beautiful town. how are things looking now?

the coast than gainesville, in steinhatchee, florida, south where the hurricane made landfall at 7:45 this morning and they are dealing with a lot of damage to put it mildly. just behind us is the steinhatchee river. i want to show you this direction. you can see the floodwaters that moved in from the storm surge, some of the water is still blocking roads, making them impassable. in addition to the storm surge they saw here, they had to deal with what took down structures like the ones around us, watch your head as you come under. this is where the water was on the outside of this building. i spoke with the owner, checking it out for the first time, he told me the water was just about up to his waist on the inside of the building as well or would have been at the

peak of this storm. you see the sludge and muck, the water has receded. in this area the floodwaters still have not gone down all the way. you can't drive through this area. what we saw up the road are florida fish and wildlife state law enforcement officials, 15 or so of their trucks, airboats getting ready to try to deploy them, some people if you can believe it, they rode out the storm in their homes. they put those airboats in if anybody needs to be rescued from their homes. when we first arrived at first daylight, the river was flowing rapidly in the opposite direction, how powerful the

the unusual storm disruption you would suspect, at least hasn't yet materialized. phil flynn, genius you are of all things energy, what do you make of this? >> basically when you look at the storm and the track of the storm, it has the potential to do more damage to the demand side of the oil and gas equation than the supply side. we saw the storm come up and the track, it missed the critical oil infrastructure areas in the gulf of mexico and it did have personnel taking off for the platforms, it's amazing as it might sound, the storm didn't impact golf of oil production at all. because of that, the market is now but you flip that around, now we are concerned about the demand side. the devastating damage in

florida, the possibility the storm could start to move up the east coast, hurt demand in places like georgia and the carolinas, keeping the oil market on edge but if you step back and look at the big picture supplies of oil are very tight and as soon as possible are passes we can see some upside risks in the market. neil: the region affected with the storm hugged the florida coast, some of the refineries in the galveston area, texas area further west of the golf were spared. fears of them being disrupted never materialized. >> if you look at storms in the past, you hang out in the golf of mexico or have massive flooding, that could impact the price of oil and prices skyrocket, this storm missed
