>> reporter: this is where the hurricane made landfall 24 hours ago. people here were worried about the water damage and storm surge, but what it did them in here was the wind. this is right at ground 0 for the storm when it came on shore. this house wiped off the map, the wall has a tv on it. another wall has a mattress leaning up against it. as people come back and start to assess the damage, so much strewn about this neighborhood, which came from other homes. the roof from the home is across the street hitting the neighbor's house and that neighbor's roof, the yellow house there, is bent around this power pole here. it was the wind here that caused major damage. in other parts of the state it

was flooding. the storm surge in part of the state like cedar key was up to waist level, even higher in some places. there have been emergency crews from local counties, the state level and federal level, the coast guard out trying to find anyone who might need help. the governor says nobody was killed in this storm the they that they know of. another concern today with the fema administrator on the ground in florida is how to help people rebuild. insurance companies have either left the state of florida or have considered leaving the state of florida because there is so much damage from these storms, doesn't make business sense to stay. the governor says they are working on getting more companies to come into the state. as you know from speaking with the director of emergency management in florida they say insurance is key, you should

not rely just on fema. >> to set some expectations, this infrastructure grid is completely different from the infrastructure grid in lee county, fort myers and the lee county area. this is an issue where we have miles and miles of rural area that may service one or two residents. we have more than enough people to restring all the lines but it will be a little different. >> you mentioned the power outages. 91.98% of taylor county is without power. it could be days, weeks, even months before power is restored to every single person. adam: homeowners without property insurance, a world of hurt right now. local authorities saying fema

can help but can't bail you out completely. you should have something, anything. there are a number of tiered policies. we will talk to a prominent one in florida about ways to get around this and still find insurance even now. in the meantime want to go to amy freeze and give you a shot of how widespread this storm was and is in north carolina, you get to see how widespread and how big it remains. tell us about that. >> reporter: winds are wild there. think about how incredible the storm is. in 48 hours it went from tropical storm to a category 4 hurricane making landfall slightly weaker, category 3 on the big bend, first time in 125 years we've had that happen. the intensity at landfall mend everything because that is the reason it was able to go over george and part of the carolinas and have significant impacts, it is back out in open waters as a tropical storm.

skittish, rocketing rates, some homeowners in florida are saying i don't know, maybe i will just roll the dice, it's not worth it. >> makes it very difficult. we think it is not a good idea to go bear. if you have a mortgage you probably can't go bear, but if you don't have a mortgage it is risky. we are seeing positive signs. international reinsurers certainly watch the weather but also the legal climate. the legal climate in florida for a long time has been tough for insurers. it has been a very litigation -- people have and sue to get them paid and that shouldn't happen and the courts should be available. we think excess litigation in florida. there are a lot of reforms put into place to help curb that. what we see talking to

reinsurers around the world, they have seen positive movement in florida. we were able, citizens was able, private insurers were able to get reinsurance. that is a sign that there is confidence the market can recover in florida and is recovering. neil: thank you for your hard work to make sure that happens for a lot of people. the ceo and executive director of citizens, that is among the many things on ron desantis's schedule, take a look at the damage in the state and criticism from donald trump, what he's doing with this crisis. the former president saying what a shame for florida going on to say now it has learned governor ron sanctimonious approved a 20% hike in florida electricity rates, the largest in history, taking a $9 million campaign contribution from the money machine, florida power & light and subsidiaries, next is the insurance industry where

efficiency becomes better for the past 40 years, you get more bang for our buck's, that answer the american consumer have access to credit cards and debt, 70% of which goes to services. pce inflation for services jump 0.5% in july, that is a 6% annualized inflation rate. not good. personal savings, 4.3 to 4.5. it happened at the atlanta that is predicting gdp growth for the third quarter which i can explain by the 0.5% inflation number annualized at 6%. the question is is this the gdp growth we want, borrowing money to support the economy. is the american economy growing. recent interest rates pull back the consumer that has $5 trillion of debt available to keep swiping credit cards. those are all important questions.

the blame game among democrats continues. mayor adams wants governor hochul to for suburban communities to shelter migrants. hochul has criticized adams's slow response to the crisis. both hochul and adams blame alejandra mayorkas for not stopping the flow of migrants at the border. the white house says it is congress's problem. new york congresswoman alexandria ocasio cortez telling the new york times, quote, immigration is obviously the administration's weakest issue. critics say expediting work permits could incentivize more migrants to come to a city that is seen 10,000 migrants on average per month at a cost of $12 million over the next three years. they are worried about cutting city services to all taxpayers. neil: that would incentivize more to come. charlie gasparino is here on this. you were just mentioning this is a problem.

charles: the business community is involved in this. new york's partnership, lobbying for new york city by all businesses in new york city. it represents all major banks, kathy wilde is the president. i asked her about this. there is a migrant center in midtown manhattan across the street from jpmorgan headquarters. i asked her about this she said some of these people have college degrees and might get jobs in banking. i couldn't believe it. at least that's what the city is telling her. he is getting that from mayor adams. the other thing is businesses around the block from the roosevelt hotel where the mass of migrant shelter is, crazy stuff when people are outside. this is in the middle of midtown manhattan. some prime time real estate.

evening and says the minority leader sounded like his usual self. neil: thank you for that. let's go to jared moscowitz, younger congressman, fit as a fiddle, you asked about this, assessing the president's office and republicans concerned about the fitness of mitch mcconnell and whether he's up to the job. what do you think of this back-and-forth on age. >> thanks. this has been an age old question we had in the past. certain senators served, strom thurmond being one example of how far back this question goes. that's a good debate, goes into the question of should we have term limits, age limits, members that filed bills to do that, none of those bills are moving.

that being said there's a lot of experience with these folks, a lot of experience, knowledge, they know how the process works which is important for progress. don't want to lose people that really know how to get things done in the house and senate. i can tell you security matters to try to get things done in chambers. neil: it depends how senior you are to your point. if i could year to an issue for young and old alike, a couple weeks keeping government lights on and the government functioning, a great divide about another spending measure to do just that. very few weeks to get it under control before potentially shutting down. are you worried? >> i am worried. the debt limit discussions, i am for spending less but shutting the government down is irresponsible.

using that as a threat to try to get what you want is also responsible. my call in the freedom caucus have been using that as a way to control spending. shut the government down and spent no money, for someone like me, former director of emergency management, shutting the government down means cities, towns, counties won't get reimbursement money they need because fema's drf is running dry, disaster recovery which myself and senator rubio have bills to do that. shutting the government down, hurting veterans, hurting seniors with social security, people who depend on the government to survive, that is not a lever that should be used in negotiations that it is a fair question to ask how much the government should spend and as the american people tighten their spending belts, so should government. neil: a lot of people in your state, very popular state, in
