we wrap up another week. consider this, if i were to tell you the start of this horrific israel hamas war that oil prices would be lower in the only bear market we would be seeing would be in oil you would probably think i was nuts but that is just the start of it. today, all of it. welcome, i am neil cavuto. much more on a war that won't end. a rally that can't cease because of that. i have no idea but good to see you. what's going on. i know your views and concerns for this market but early on you were not connecting what was going on half a world away with what's happening at the corner of wall and broad.
12:02 pm
>> november 1st i put out the note, things change. july to the end of october interest rates skyrocketing. oil prices skyrocketing and the market got trashed. we have a thousand yearly lows, the russell 2,000 was bear market lows but the end of october things start to change and very simply put, as simplistic as can be coming interest rates started plunging, oil prices started plunging come markets started going up and we have a broad-based move. no idea how long it goes or how far it goes but we are in the midst of it and it continues to act better even with the big indices down a little bit today. advance declines are strong in the broad market. another good day with financials which transports, but dead money leading and hopefully last a while. neil: a lot of it was built on the notion that given the inflation news, kept getting more favorable inflation news

12:04 pm
come down and oil prices tanking is a great start, hopefully that stays down. neil: the oil component was fascinating. we are of a certain age, with the yom kippur war 50 years ago and all of a sudden, just the fact we were supporting israel led to a united response to the arab world to stick it to us and they did. they are embargoed oil and long gas lines, a different environment today but i remember when we got news of this tragedy on october 7th, a lot of people rethinking is this a repeat? could it be a repeat? could we see to still see that? >> there is always a worry about one place on this planet called the strait of hormuz where iran controls a lot of it. over 20 million barrels a day come through their and nobody has touched it or stopped anything from happening.
12:05 pm
with everybody expecting, oil prices to skyrocket, with production not changing it has come down. also i think that the economy which had a burst to the upside and a lot of government spending i don't think we will see a 4. 9% gdp. i think it will come down to the one and 2 so maybe demand comes down, that helps oil prices also but the big thing is the actuality. nothing bad happens, oil prices stay down in interest rates come down, the most important components as well as the markets right now and the correlation is completely direct. neil: with funds going down when do you expect that to happen? >> i don't know what is in powell's mind. with 4.4 and change, he does not need to be there and if i
12:06 pm
had his year i would tell him you could start lowering rates now and it would have ill effect and that would help things also. if he stays and is okay for right now, watch the economy closely because debt is high, credit card usage at a record high, savings rates have plunged. that's a 1-2 punch the could come back to haunt things. so far hasn't. the consumer keeps going. orlando airport. i was just there, it is tapped. neil: on the private side. it is not bad. happy thanksgiving to you as well. gerri willis, not happy year. city thinks there are serious budget cuts in the face of a serious migrant wave. they were not expecting this. >> hello to you.
12:07 pm
that's the amount of money city hall expect to pay from migrants so what is happening? they are cutting their budget, but first and foremost, if you look at those numbers, in the next fiscal year, $132 million cut to their budget including 42 million and wipe beatty classes but the entire budget, the department of education, $547 million cut. the fire department 74 million, social services, $322 million, taking into the nypd, what does that mean over time? by 2,025 there will be a 13.5% head count at the police department, that makes a big difference, they expect less than 30,000 officers patrolling the street in the next three years. let me give you numbers to compare that to.
12:08 pm
2019 there were 46,000. 1995, 28 years ago, there were 37,000. 30,000, 29,000, very big difference. i want you to hear what the mayor had to say. >> from months you heard me talk about the fiscal challenges of cities facing as a cause of asylum-seekers, communitarian crazy skyrocketed. placing great strain on our budget. there was significant timely action from the state and federal partners, we would be forced to make some tough choices. >> reporter: and of course you got to think new yorker safety hangs in the balance. the president of the police benevolent association had this to say. this will turn the nypd crisis into a public safety disaster.
12:09 pm
our police officers are forced to work to exhaustion and 9/11 response times are rising. as i send it back to you, we have a situation causing concern, you want the nypd to be involved, that is a social media post calling for globalizing the intifada, they listed a number of locations throughout the city, to sit back and think i hope we have enough police officers today and down the road to respond. neil: all right, thank you, great report as always. i want to go to the congresswoman from florida, talking and warning about what is happening with the migrant wave, new york city is the first clear example that they have to have severe budget cuts and imagine the first big city to acknowledge that won't be the last. >> good to see you and just
12:10 pm
sitting there listening to gerri willis detail those numbers and data points, not just as a congressman, the wife of a first responder, a firefighter and swat medic, i can tell you being in the sunshine state, we are beneficiaries of the failed policies of new york state, we are seeing new york officers, early retirements, and the response time, and the officer side is getting bad. and you couple that with bad policy decisions and with low cash bail and bail reform efforts, and city leaders have not had the backs, and that leads to a picture of disaster. if they spend $12 billion.
