neil: we are following the storm, not the political one, eric adams in new york, a big one named helene that is zeroing in on the state of florida, could arrive in 7 hours, possibly as a category 4 storm. we are looking at potential repercussions for a region that encompasses 40 million individuals in its direct or indirect path if you go through florida, georgia, south carolina to north carolina, alabama, mississippi. we are on top of that and how the markets are ignoring all of this. there are other factors, optimism about artificial intelligence which is not producing artificial gains from meta-and other big players. they are rocketing. meta looking at its highest level ever coming off of that but that's the story we are going to get into.

on this storm let's go to the fox weather correspondent in florida with the latest. >> reporter: here. we are in the big bend just south of tallahassee, 20 miles to the south in st. mark's. nice little community. a fishing village, we spoke to the owner, this is an area with the highest storm surge potential. 15 to 20 feet. for that reason we have mandatory evacuations. you see nice boats still in the water. these will stay here. it is up to the owners. they threw in an anchor and are hoping for the best. we will go home and prepare for the storm otherwise but there was a lot of movement even yesterday. a lot of votes taken out of the water and to put into a big

shed building warehouse, the problem is when you have four layers of boat stacked on top of one another, if we see a category 4 hurricane, even a category 3 but at this point we are talking of the winds, 120 miles an hour is what we could be dealing with. talk the wind damage we see for that will be knocked over. the damage will be catastrophic as will be the storm surge. it will likely be covered with the deep water, storm surge of 23. i'm about 5 feet, not very tall. when you stack on another 15 feet on top of me, that is what we could see. look down the marina. these boats are likely going to get picked up. we've seen the water rise that many of these peers. the actual polls you see would be covered and submerged into the water. the st. mark's river is a little river that feeds into apalachee bay, the northern part of the gulf of mexico.

helene is a gigantic hurricane and because of how big it is turning over the gulf of mexico, starting to push that water up. we are not at high tide. we are going to low tide but the water is raising. we are talking to a couple boat owners, the marina owner, it's a very organized, methodical preparation. everyone is expected to get out by 8 am, especially closer to the coast, closer to the river. this inundation if it does come to fruition, even inland, go 2. 5 miles, that could be a 10 foot storm surge and four miles in, five miles and we could be talking about considerable surge. the highest point, 9 feet in crawfordville, talking three to four foot storm surge. they want everyone to evacuate, no shelters have been set up,

go to tallahassee, there are shelters there but they are telling people it will be significant in tallahassee. we will see what happens. we have fox weather streaming on fox business tomorrow morning from 4:00 a.m. :00 am to 6 am. i will be here with you as we watch those hurricane force winds likely trying to eject out of the panhandle of florida. neil: please be safe. marissa following all that. to put it in perspective, adam klotz saw this coming, this is a big storm. i was reading an interesting statistic in the florida press that shows hurricane force winds are extending 25 miles from its center. that was as of this morning. it could be much more. if you put it another way and include tropical storm force

winds, they extend 275 miles from the center. put another way, that's 115 miles wider than the florida peninsula at its widest point. a storm that hits one side, in this case, florida, could easily reach and reverberate to the other side of florida and all points north. that is where adam klotz says watch things closely because as far as trying to escape this where do you go to escape? the normal route is go north. might not be that simple. >> reporter: glad you set me up with the size of the storm. that the key factor as we look at what the storm will be doing here over the rest of today and tomorrow as well. here's what we see. if i show you the radar across this region look at the rain across georgia stretching into the carolinas. a lot of impacts will be felt. we've seen some spin up tornadoes. those red boxes across the

florida panhandle, the size of this will be impactful. tornado watches in place. this is where you see a hurricane move on sure. the right side of the tornado brings the ingredients, small spin up tornadoes, we will see them as we watch the storm progress over the next several hours. on top of that in south carolina, how far is that from the storm, currently a flash flood warning in place. far away from where the winds are at their most intense, you talk about those winds, currently, those are contained over the gulf of mexico even though it is a large storm. talk about tropical storm force winds, florida is getting in on it and this storm is still out there. we will be tracking it over the next 7 or 8 hours and ultimately this is making landfall. hurricane warnings are in place from landfall, tallahassee

stretching into georgia but it is tropical storm warnings, larger storm far from the center, you will be feeling tropical storm impacts as it makes its move. it's a fast-moving storm. we see that landfall this evening. winds of 65 miles an hour shy of a hurricane, talking a strong tropical storm moving through the atlanta area friday morning. atlanta is not used to this, huge population center. effects will be felt. here's the storm surge forecast. 20 feet, incredible the winds, one hundred 10 stretching into tallahassee. how would that impact to this area? we expect widespread power outages. with all the wind and rain coming down, atlanta, charlotte, jacksonville on the

other lawyers make of this case which what are you hearing? charles: this is an unofficial survey. i called a bunch of people up on the speed dale. one of the troubling things of this indictment in any quid pro quo, you give and receive. it is hard to find what he received here. it is hard to find what he really gave. he got foreign contributions. the indictment says they were through third-party so they were masked, who knows whether he knew it or not. i'm not condoning that behavior but what did he really give in return? to prosecute something like this, you need a hard and fast

quid pro quo, material value. check with your lawyer. not much being given to the nationals behind those straw donations. i will read the indictment again but that is my initial take. there are smarter lawyers than me. i'm not a lawyer. i've been covering this quid pro quo business for years. this is a key to a lot of these prosecutions particularly white-collar prosecutions. you give, you received. you need both ends here. i'm not saying i condone the activities here but what he is giving seems pretty light. i have been following this case for a long time from the political standpoint.

people close to andrew cuomo believe he is going to run. he has been eyeing this case. it was happening in slow motion. the feds were coming for about a year now. the minute they ask your cell phones, they stop you in the middle of the street. asked the lawyers, the political story is going to be amazing. if he does step down new york city in the interim will be turned over to the most far left politicians use can see, the public advocate is a big soros person. it's going to be pretty interesting from a political standpoint as well. neil: the new york city public advocate would be in that position. it is a mess. thank you very much. that great lawyer i was referring to joins me now. former federal prosecutor constitutional law attorney. a lot of things to unpack here. i'm no expert on quid pro quo

but we know $20 million of donations fell down over the years. a couple cases almost a decade. having said that, what do you think of the magnitude of this case? >> reporter: the doj unveiled a treasure trove, mountain of evidence against mayor adams. the indictment itself lays out a few different categories, just a moment ago you talked bribery, quid pro quo. mayor adams seem to have been getting quite a bit of money in the form of campaign donations from turkish officials that led to him being accused of rushing get to approve the turkish house. a building the turks were building because a president was coming. a pretty direct quid pro quo. more troubling for mayor adams is the fact he was obtaining

donations from straw donations. instead of receiving this straight from foreign entities that had individuals who essentially were allowed to donate smaller amounts give that money and use small donations to execute the matching funds program and through that got 10 million in matching funds from public funds. that's the biggest issue here because there might be issues with that bribery charge and the quid pro quo that went along with it. neil: i was looking at the counts on campaign finance and foreign influence, i am getting way ahead of the legal schemes but how do you see this developing? >> be careful when you look at maximum punishment ranges because it never comes out to that. you have to put it in category of what do the dollar figures

look like and how blake at, tried to make it more difficult for the fbi to access his phone when that was subpoenaed and had to be turned over saying he had forgotten his password so that could be an aggravating factor. this is something you are looking in the years type of category if they can prove this. when you defend these cases there's all sorts of ways to defend it. are there mistakes that were made along the way? the feds will be looking for co-conspirators and others to turn on mayor adams but the defense will try to pick apart those angles. it will come down i think on bribery charges trying to prove the quid pro quo on larger charges, straw donations, something mayor adams had reason to know about or failed to execute in reasonable fashion to what he was certifying.

$100,000 in travel upgrades and travel coordination. you have to show that was done with criminal intent, a lot of pieces to put together. neil: i'm not trying to prepare the cases but the mayor's residence to look at what he had, that sort of thing, similar to what we know federal officials did when going after mar-a-lago and documents and what donald trump had. that's not a routine measure you take when you do something like that but you are cognizant of the fact who you are doing it to. right? >> that's right. when the feds investigate someone it is not normal compared to local prosecutors ever.

they go in full force. they are not going to pull any punches and they've not pulled any punches in this case. mayor adams said he is being targeted because of his attitude toward negative attitude towards the immigration issues his fellow democrats he says quite obviously have caused in new york city and around the nation and alexander cortez called for him to resign. there seems to be animosity within the left. mayor adams is pointing to that. is he being targeted improperly because of their animosity towards his position on immigration. two things can be true. he is being targeted by fellow democrats as an opponent within the party as well as the feds being within their rights to investigate in the manner they have. that feeling of unfairness might resonate as this moves

forward within the internal political fighting of the left. neil: a lot of this predates the mayor becoming mayor before the migrant surge in the city. we have to look at it closely. great having you. appreciate it. be well. in the meantime, ukrainian president zelenskyy had a meeting with president biden today. doesn't look like a meeting with donald trump, not interested in that. the impact of all of that, finland's president in town for the un summit is next.

which letter putin and russia is breaking every day. i think the other general approach we have to keep in mind is the rhetoric and propaganda from russia and vladimir putin is always very strong. the more you threaten with nuclear weapons the less you use them. we should be thankful the global south and china who has usually intervened and said please stop talking about nuclear annihilation. that's very serious. neil: are you worried if donald trump comes in, he's been a critic how long this war has been going on and he has argued he could wrap it up the first day in office. he has since said quickly we don't know how he would do that but how do you feel about that? >> i think the war can win if four conditions are provided. number what is territory for ukraine and zelenskyy to decide.

number 2 is security guarantees. we need to make sure russia will never do this again to ukraine or anyone else. number 3 is justice. we need war criminals and international courts from the russian side. number 4, reconstruction. it is an extremely complex package, but i think it is important to talk about two things simultaneously. one is the peace formula which has 10 points and the second is victory formula. i know donald trump is our transaction a list. he thinks about the interests of the united states and it is in the interests of the united states that ukraine wins this war because otherwise it's a victory for russia and partially to china. neil: i don't know if he sees it that way. he wants this wrapped up and he has good relations with vladimir putin. when you talk about something transactional to your point, some have argued, whether it is

donald trump himself, part of the ceasing of hostilities would be to give vladimir putin the land that he occupies right now would be his to keep so to speak. that there would have to be concessions and you are right to point out that would be up to the ukrainian president but that's the only realistic way to end this and that means this is not going to happen soon. >> i respectfully disagree in the sense that at the end of the day it is all about international law, territorial integrity and sovereignty. it is not right the country with imperialist tendencies like russia uses the power and might to acquire territory from another state. that is why we need strong american leadership. the final point the united states wants to remain and stay as a superpower in this world

in order to do that, it needs alliances and allies and the strongest allies come from europe and that's why american engagement is so important. neil: the fact that we are not hearing that from donald trump or his running mate, jd advances it's not worth the trouble to stay in ukraine, you think that is dangerous talk. >> i don't want to take issue with american domestic politics. all i can say is as president of finland, i will work closely with whoever is chosen as president of the united states, donald trump or kamala harris. the united states is an extra import ally for all of us. are in many ways the protector of the free world and those are the values we need to see, however is chosen, we've seen what american disengagement from the world means.

substantial real estate taxes. is there a reassessment going on or does the influx outweigh the out flux? >> if you are a homesteader like i am meaning your primary residence is in florida there are protections that prevent your property taxes from going up. the state of florida is a fair value state so if you purchase a home, your property taxes on that home year one are based on the value and property taxes in florida i am not going to lie to the audience are very high. into consideration. a lot of buyers do the math between what are my income taxes in new york versus property taxes in florida? i would rather pay property taxes in florida than income taxes in new york. neil: i would rather be in florida in the winter than anywhere else. that's another thing.

can i get your take, we had mortgage numbers, slight decline, 30 year fixed rate mortgage at 2-year lows again. how is that affecting housing, the booming market in florida? >> i think we are one more tick down in interest rates from reigniting, the market will heat up again especially to my earlier comments once we get to halloween and get out of the storm season, the 30 year fixed is 6%. when i think it has a 5 in front of it you will see two things. people who bought in the last year refinancing like crazy and people sitting at the sidelines waiting for rates to come down, ca rate with a five in front of it as opposed to where it was
