neil: we are following this hurricane. it is a doozy as you've been reporting. if you think about it this is one of only 40 hurricanes that escalated to a category 5 level this quickly. its back now to a category 4, there's a possibility it could reignite to a category 5 but it's getting bigger as we speak, 130 miles northeast of agusta, mexico and 520 miles southwest of tampa doing a bull's-eye. we've got you covered everyone with everyone. sarasota, mike seidel, fort myers beach mayor in fort myers where the word is out, get out of town while you still can and ian are lover, new york city looking at the storm's trajectory and what we are likely to see. welcome, i am neil cavuto. >> reporter: good morning.

we have taken our viewers on a trip across the key. we showed up at 2:30 in the morning, started in the residential area, made it to the commercial section and now we are the gulf of mexico. big, huge condo behind me, storm shutters are shut. just half an hour ago, a big stack of chairs, 8 chairs hanging out on the front balcony. we mentioned it during our live report on fox weather, they opened up the shutters, pulled everything in and shut it. not sure if we are the ones that gave them the heads up but they are prepared and ready to go. that would have been a problem. we expect wind gusts of one hundred 25 miles an hour, the worst-case scenario for the wind. check these two cranes. they are building condos on the beachfront, those two cranes are going to be an issue, if they verify the peak potential of one hundred 25 mile an hour wind gust, not much you can do about it.

one thing that is on our side in this situation is most people that live in lido key are not here. it's a good thing for them but such a heartbreaking way, they got hit hard by hurricane helene, all the homes here, they are not living here. they are coming in and out every day and we've seen that and shown that on fox weather. this is what is left of the sidewalk, sampling what helene did. the storm surge here was 47 feet, this is a good 8 inches of lift. solid cement, power of the water breaking this up. this is the walkway you would take to go out to the gulf of mexico and it is completely cracked apart. we have infrastructure, piping the controls the outdoor shower completely exposed. photographer stephen giving a nice shot of the gulf of mexico where folks are taking a walk, getting in the water, trying to

enjoy a little bit of peace. this is a tightknit community. they've been through it. they've been through and unfortunately now are going to see something even worse than helene. the peak storm surge in this area could be over 10 feet. hopefully we don't see it but we prepare for the worst case scenario and hope for the best. part of the problem here is we have debris piles back in the neighborhoods. beachfront all we have is condos, they don't have any debris pulled out because the storm surge, take about a block walk inland and we do. all of that debris is going to get caught up in the storm surge and slammed into the houses. the exterior is okay. the inside has been ripped apart from the storm water from helene at the outside façade is unscathed, that will change with milton. all the debris left in the streets will be slammed against these homes and there will be structural damage, no way around.

julie: those cranes have got to come down, don't know if they will hold up in 100 mile winds. vero beach still cleaning up from helene. got to get that cleared up. easier said than done. that is in pinellas county, one of the counties told to evacuate but what is the latest. >> reporter: we showed you the police escort and dump trucks, the dump trucks are in our area and cleaning up as fast as they can. landfall in 36 hours. they are walking down gulf south to north on a really beautiful florida october day, 80 and the sun is out, we are not getting any pre-storm rainer thunderstorms like they've seen in southwest florida. the trucks are lined up on the side streets. come around the corner, and

fill the trucks up and head to a landfill inland. we are picking up corrugated aluminum, not as easy to get in. then let's walk up the street, the photographer out of south florida, and we see what is on deck. this goes forever and ever all the way up the highway. likely all the way through redington shores towards clearwater beach, they are doing it as fast as they can. a slow process. what it does is it takes us out of the way of the surge and the wind tomorrow night. my vision for thursday morning, the storm is gone and the winds have backed off and last week's and everywhere, two feet to driving, they had to bulldoze it off and we have debris everywhere that has blown into the area. the more debris they can get up from these streets, the better we will be post storm thursday

morning as far as getting around and then we will start the cleanup all over again. last time we didn't have any debris because all this was in the homes and businesses here so now it is out here on the public street and pick it up and move on, we expect the worst of the weather later tomorrow, tomorrow night, landfall a little after midnight, surge could be up to 10 feet, easily wind gusts in excess of one hundred miles an hour. mandatory evacuations went into effect yesterday for zones, abc, they added see, they didn't have see in helene. at 7:00 pm tonight they won't let anybody else on the island, the barrier island. along cleanup continues and unfortunately another major hurricane hitting less than two weeks after helene which i look back historically and that is never happened before, same area getting hit twice in that short amount of time.

neil: be safe your self. the fort myers beach mayor, thank you for taking the time. how are things looking there? >> as good as we can be. most people have left the island, mandatory evacuations 3:00 yesterday, moves people got off the island. some of us as you see behind me are loading things into the trailer to get out in the next hour or two. we have a few stragglers but for the most part we are as prepared as can be. neil: what do you do for the stragglers, both who don't want to do and remember what it was like 7 years ago trying to get out of dodge, they didn't like the experience. >> they didn't but i think this is our fifth storm and two years, ian was two years ago, two years in two weeks. we are very familiar with 15 feet of storm surge. people that are here are familiar, still fresh in their

mind. thinking about our neighbors to the north, we know what they are about to go through. this monster of a storm hasn't determined where it is going to go, it could still come south to us which we are in in the 6 to 10 feet of storm range right now but we have no buildings on the golf anymore. that wind and that surge will have a bigger impact inland than it did during ian. if we get close to that ten feet predicted around the high tide which is another 3 to 3. 5 feet with the wind action it could be seriously devastating for our island. people remembered that. there's not many people left. neil: even going inland you are facing winds in orlando, looking at wind gusts themselves, where are the people headed out. i was reading this morning, might be dated information that there've been four new shoulders set up in and around your area, a huge one that can house 10,000. can you tell us about that? where people are going?

>> lee county had three and opened the fourth one so they are going everywhere. we learned our lesson after the last storm. people waited too long to try to get out and some were found in their cars trying to get to these evacuation sites. we wanted to make sure we got people off the island as fast as we can. there's nothing to stay for at this point. simile two weeks after helene left 3 to 4 feet of water damage to most of the homes on the island. we have as much of the debris cleaned up as we can but people have gone to friends, relatives, out of the state or gone in and got hotels. for the most part, as many as we can get our safe, we told anyone that if they decided to stay, let us know where you are, it will speed up the recovery should we need to have that, first responders nowhere to go, where you are. there are people that are absolutely refusing to leave.

we have reentry passes set up in two locations, bonita springs at the ace water. we will get people on his fast as we can, hopefully no one we need to rescue. neil: you've been indulging a lot of dumb questions i have asked. if someone refuses to go, do you go door-to-door, do you go to condos and bang on doors or just trust people have heated the advice and gotten out of town? >> if we know somebody is there we will try, we can't drag them out of their houses which all we can do is let them know, i was on the island during ian and i saw firsthand people should never have to see, i saw some of our neighbors in places and no longer with us and it is not something you want to see. people think because you go higher you are safer although you may be out of the surge, you may be out of the wind it took 4 or 5 days for search and rescue to get to the south end

of the island because the southbridge was closed and they could only access the past. it took them four or five days to get there, people running out of food, water, medication. you may survive the storm but people often forget the hard part starts once the storm passes and you have no food, no water, no electricity, no running toilets. it becomes very difficult, no air conditioning, it gets very hot. as soon as these storms go past. you may be lucky and make it through the storm but afterwards it gets very miserable and i can tell you that from experience. stuart: we are looking at images from a couple years ago of ian and that was a wake-up call for a lot of people including yourself. good advice so please be safe your self and your folks. we are praying for you. fort myers mayor. what is the trajectory of this thing? looking at landfall late tomorrow night, into the wee hours of thursday. ian oliver, fox weather meteorologist tracking this. what can you tell us?

>> reporter: this is a scary one. you talked to mike seidel a few minutes back. i was several minutes down the coast from him in pinellas county two weeks ago for helenthe. it produced a record storm surge so devastating for the region but not the worst case scenario, this is closer to that theoretical worst-case scenario. 10 or 20 miles where this make landfall on the coast will dictate who sees the worst of that. this is a storm in milton but went through this i will replacement cycle, you get this outer i wall that chokes out the inner one. that' s a process that can briefly weaken the system but the wind field expands. we've seen that with the tropical storm winfield extending 100 miles. that being said this is a high end category 4. it appears another i will replacement cycle could be getting started but this could make a run at category 5 intensity once again as we move

forward through the next several hours which i wouldn't get hung up on the top end winds. this is the big concern, hurricane warnings up coast-to-coast now from the golf side all the way to the atlantic. the latest forecast track from the national hurricane center, that is what i was talking about. is not if with devastating storm surge, it is who gets it unfortunately and that will be dictated by where the center moves ashore. the worst case scenario for a place like tampa bay, tampa and saint pete would be landfall just north of the sunshine skyway bridge into pinellas county. it make landfall farther to the south it would be like you spoke into manati, sarasota, those beautiful beaches, the potential for the top end surge. talk about landfall time, the high tide time tomorrow evening is late, short of midnight, if

the peak surge happens at high tide you could see up to 15 feet of water above normally dry ground. keep in mind for helene that was a storm that was 100 miles offshore, much bigger wind field but with the storm pressing that water across the shallow shelf waters into tampa bay, there's nowhere for that to go but up and this is a look at our exclusive fox model, look how razor-sharp the line is going to be. fox model has a going up and over the sunshine skyway bridge which would be a devastating scenario for this region and that's the reason these evacuation orders have been issued and i urge you if you are in an area, local officials of asked you to leave please do because this is not the storm to play around without all. we have these hazards spread across the state. there's a recent hurricane warnings go from the atlantic side, bigger storm at landfall,

the wind field will double from where it is now. it will take longer for this to spin down. that brings the strong wind across the state and rain, level 4 out of 4 threat for flash flooding. we've got the gamut across the board, tropical hazards, this will be a devastating storm for florida. stuart: thank you, you've been amazing. people in florida appreciating that. i want to show you the great exodus to get out of that neck of the woods, trying to make out what this could be in collier county, and all lanes are out. and i bet you buy certainly tomorrow morning all lanes will be going out and that is what happens usually in the 24 hours

before the storm hits which i told you about the shelters built along these various interstates including interstate 75 near tampa, the tampa area, interstate 4 east of tampa, but the fact of the matter is those shelters are generally put near some of these highway exits. a lot of people are anecdotally sharing stories about some gas stations running out of gas. this but with ian a couple years ago. it certainly happened during katrina. people forget katrina in 2005 went through florida as a category one before it restrengthened in the golf. the problem then was people were running out of gas because their cars are running out of gas and there was no gas to be gotten. they tried setting up emergency gas centers and electric vehicle charging centers but a lot of evs don't do well in this kind of weather. not all of them. i don't want to make a general indictment of evs but some who

neil: the perils of being at the epicenter of a storm that get hit sometime tomorrow night into the wee hours of thursday morning. tampa, florida, one of the most pitiful cities in america, right now one of the most evacuated cities in america, the word is out, get out of town. the airport is closed but not only there but lydia was kind enough to come by and crunch what is actually going on across the state. what are you hearing? >> we are following efforts of florida residents to heed these warnings, the images you've shown of the highways getting more crowded. those who haven't started evacuating yet and may be planning on flying might not be an option because we are hearing from airports that they are closing. tampa international airport, stopped their flight at 9 am today saying they would restart

when it's safe to do so. saint pete, clearwater in a mandatory evacuation zone. they were close after the last flight leaves today. orlando airport ceases commercial operations tomorrow at 8 am. southwest florida airport in fort myers shutting down operations tomorrow and thursday. miami and fort lauderdale will remain open but officials say continue to monitor the situation and check with your airline carriers. the airlines are trying to help their customers. if you have scheduled travel across florida they are offering waivers for fees you might incur, united waiving fees for the differences in the airfare, or change waivers, american airlines, southwest, spirit offering similar waivers through thursday. we have our eye on some stocks moving ahead of milton's landfall. generac is the leading provider

down there. one thing i have noticed in the time i have been there, homeowners insurance rates are through the roof. people are opting out, not going to pay the thing and roll the dice and others look at the fact, real estate taxes go higher with the underlying value of homes going higher. it is a mixed bag on that front. >> it is. i live in a condo. i got my own condo insurance which isn't that expensive but the hoa fees that include the insurance for the whole development and we've seen those go up. those went up last year fairly significantly and that was because of inflation. this year they will probably go up again. it's going to suffer so much damage. let's see where it goes. i think the state or federal government in places like florida, louisiana, the gold

aren't taking advantage of this evacuation call, get out? >> i spent 22 years in the military flying airplanes. one thing i prided myself on is being able to turn around and say i'm glad i did instead i wish i had. and they use words like catastrophic, when they use words like an survivable and all of these other things that have piled up around not just this storm but the conditions that preceded it, i think this is a life or death situation. i would encourage anyone who is listening, they still have time, heed the warnings, listen to the evacuation and put your self in a situation that is survivable. lauren: 20 even for the rescuers there is great danger. where do you target, what zone do you target? it is one thing when you have a home but on the beach versus a condo but a high-rise. who is deemed the greater risk? >> anybody inside of that surge

zone, 15 feet is a significant amount of water. this storm is going to continue to while north and south, but what people are setting their sights on is this idea that geography and the land of tampa, the barrier islands, the threat to the storm, the power of the wind and the surge is going to have a broad broad impact in a way they haven't seen in a century. across the board for the first responders this is a daunting challenge and like anything like this they will begin to look at the information, make the best decisions they can in that moment to. if there's one thing i know for certain as a citizen, all of these first responders are putting it on the line. neil: they certainly are. thank you for what you do. we are just learning, carnival is monitoring the hurricane
