trump said, "starting immediately, they will both solve many problems together." i think that's a very important statement. now this. after being overrun by an influx of migrants the governor of massachusetts is asking lawmakers to make changes in its right to shelter law. molly lion in massachusetts for us. what do the proposed changes include? reporter: well this is potentially very big news, stuart. among the changes, potentially limiting who exactly can stay in the state shelter system. it was last night that the democratic governor of massachusetts fronted her state of the commonwealth address this happens every year. she did not mention president-elect trump directly in this speech but she did call for federal action to address the border security problems, arguing base state taxpayers shouldn't be the ones footing the bill and it's a big bill. a massive influx of migrants continue to over burden the state shelter system. where reports of sexual assault and crime have made big headlines.

this week, governor made a dramatic shift proposing extensive changes to the states unique right to shelter law that could make many migrants in eligible to stay in the shelter system. >> i said i agree. anyone who does violent acts should be held accountable and be deported. i've also said that immigrant families who have lived here, who are working here, who pay taxes here, who are raising children here, deserve a path forward. reporter: it's unclear if that statement signals a new willingness to cooperate to some extent with president trump's mass deportation efforts, which be another about-face, as recent i.c.e. arrests in the state brought more than two dozen accused sex offenders into custody. in a letter to lawmakers the right to shelter law was established in 1983 and suggested rewrites including requiring applicants to have lawful status, except for households that include children who are citizens, or

lawful permanent residents and applicants must disclose criminal convictions and undergo a background check. the shift comes long after healy declared a crisis but roughly two weeks after an illegal migrant living in a hotel shelter was discovered with 10 pounds of fentanyl and an ar-15. massachusetts republican party slammed the governor's plans as over do writing it was only after the information they have known for the past two years became public they finally decided to take action. if democrats listened to calls for reform from republicans two years ago we would not be at this crisis point today. remember it was just in november healy vowed she would absolutely not cooperate with president-elect trump's mass deportation plans. we shall see , stuart? stuart: now listen to what a retired i.c.e. agent said about
