mexico, and i've talked to several people saying that mexico has been the most demeanable going to negotiations about protecting the southern border. the flow of migrants slowed drastically, but the president is concerned about the amount of fentanyl in the united states and helded off on tariffs till april 2 for any good including energy covered under usmca from canada and mexico. the white house tells me that 30% of the goods or so crossing the border do not fall under usmca designation and seeing a tariff of 25% and energy from canada under that non-usmca designation a 10% tariff and the caveat to that is all auto related items exempt from any additional tariff and the way this shook out and markets like to see this. >> we're going to do this then tariffs will go up.

stuart: okay, let me restate the question. our treasury secretary calls your prime minister trudeau a numb skull. they're going to impose a 25% tariff on electricity that comes to america. it's turning nasty. looks like it's going to drag on for a long time. what do you say to that? >> i certainly hope that's not the case and i would endeavor not to be nasty and we're seeing economic pain on both sides of the border as anyone predicted we would. higher prices for gasoline and diesel fuel in the northeast and seeing higher prices for steel and stock market hasn't liked this kind of uncertainty. we need to figure out a pathway through this. stuart: i can see president trump being angry if on stair owe imposes that tariff on electricity coming to america

and that would directly hurt america. you can put a sharp response from our president to that; right? >> look, i would say a cup l things, provinces in the states like the united states having own action and this is an action of three or four in ontario. i would say that canada isn't start this conversation. we would never have imposed tariffs on our friend and ally, the united states. this is something that was a decision by the president. to be honest i still don't really understand why. and in that regard canada responded and some of the state level actors in canada have done some of the things in their area of jurisdiction. i think it's a lose lose conversation and we should get back to helping each other be more secure vis-a-vis china. stuart: members of administration told us on the program that the tariffs and

this -- the trade war is really all about f fentanyl. that's at the heart of president trump's objection to canada. what do you say to that? >> i would agree with the president in this instance. illegal migration and even one person or one pound of nettal is a problem. fentanyl is a problem and either way we need to work together to reduce the flow. the level coming from canada even before this conversation -6s low and less than 30,000 fentanyl in a year and we've invested huge amounts as a result of the conversation with the american president and his folks to do better and fentanyl now is down 97%. that would mean it's less than a pound. stuart: back to tariffs. our president says you started it because you've had high tariffs on american products for years.
