kudlow. well, the tesla arsonists have been hit with federal charges. senator tommy tuberville joins us in just a moment. and president trump is telling the fed to cut interest rates. former world bank head david malpass will weigh in on that. plus, the cartel of left-wing judges are trying to kill president trump's campaign promises. charlie hurt and mark simone later in the show. and, oh, no, don't shed any tears, we're getting rid of the education department. it's not really a tragedy. senator marsha blackburn will be right here on set with us. first up, our own kelly saberi is live from chicago. kelly, what can you tell us about these tesla charges? >> reporter: yeah, hello, larry. first, i want to start with the statement from pam bondi. we're learning today that these people are in three different states being with charged with arson. take a look at your screen right now. she announced, let in this be a warning, if you join this wave of domestic terrorism against tesla properties, the department

of justice will put you behind bars. now, each defendant faces serious charges carrying the minimum penalty of 5 years and up to 20 years in prison. now, today elon musk did say on x that they're ramping up security for tesla dealerships, and they've also activated century -- zenly mode on all those cars -- zen try mode. that allows the cameras to record the surroundings. for the last two months and ever since tesla's ceo began working with doge, law enforcement has a had to respond to scenes similar to this one including at a las vegas tesla dealership and service center. the fbi is also investigating as incidents have spread to other storefronts in 11 states and in another instance people have been charged for cutting the cords at a tesla charging station. again, i want to just leave you with, larry, the cameras on the tesla cars, a unique property of having a tesla, have helped law enforcement do their job. back to you.

larry: delighted to hear that. thank you, kelly saberi. we appreciate it very, very much. now let's head over to capitol hill. fox news' chad pergram joins us. chad, what's cooking? >> reporter: larry, good afternoon. now that the government is funded, republicans are focused on the big, beautiful bill. the gop wants to make the 2017 tax cuts permanent, otherwise they sunset later this year. the vocabulary term everyone will soon learn is budget reconciliation. >> new all eyes are on reconciliation of the reconciliation bill. as you know, the house passed one great big, beautiful bill, but the senate only passed a portion of it. so now the senate and the house have to get on the same page about how to get president trump's priorities completed through reconciliation. >> reporter: here's what you need to know about reconciliation, it's the process to avoid a senate filibuster on the bill, otherwise the plan tanks. reconciliation bills cannot add to the deficit, and the house and senate must still blend into

a single bill the separate budgets they approved last month. democrats are watching the see watt gop cuts. to see what the gop cuts. >> there are republicans in the house and senate nervous about a cutting medicaid. that's why they're not being honest that that's their goal. because they don't want to have to face people. that's why many of them have stopped doing town halls. or. >> reporter: we gave you one vocabulary term, here's another one, rescissions. that's a bill to cancel money congress already spent. >> i'm doing a rescission package, and i'm going to change his mind. or at least get him to see my side of it. i don't think he's made a decision. >> reporter: but the rescission package would be different from the tax code, right? >> the rescission package will involve the tax code. >> reporter: now, congress could fold spending cancellations into the reconciliation bill. that might prevent them from

adding to the deficit via tax cuts. but leaders have not decided anything so far. larry? larry: all right. adding to that vocabulary. chad, nobody does it as el el a well as you do. >> reporter: it's getting bigger. larry: we appreciate it very much. all right, folks, domestic terrorism, another huge political lewder for the democrats, and that's the subject of the riff. larry: we know the democrats have no message to counter president donald trump's enormous political success. we also know the democrats are unable to connect with middle class americans so long as they keep supporting biological males in women's sports, transgenders in the military, anti-semitism on college campuses and other radical cultural issues. but here's a new one that's going to put democrats even deeper into their own graves, domestic terrorism. such as fire bombing tesla or

s.w.a.t.ing conservative comment if taters and journalists. today attorney general pam bondi announced charges against three suspected tesla arsonists as acts of domestic terrorism. call it the bondi bust. five tesla are vehicles were set on fire and shot at, a domestic terrorist event. each attacker can face penalty up to 5-20 years in prison. political violence is a nonstarter in america. and you can say the democrats don't necessarily support this wave of violence against elon musk, and perhaps not all democrats do. however, i don't see democratic leaders jumping up and condemning this violence. and while a. a g. bondi is laying down the law against domestic terrorism by rounding up and charging three individuals who allegedly used molotov cocktails to violently attack tesla properties, there are a number of other attacks on tesla that so far have not been accounted for.

recall reports of a number of tesla charging stations that were set on fire, presumably a.g. bondi and the fbi are looking into those violent acts as well. this violation is aimed at super patriot elon musk whose spacex just rescued two american astronauts and a russian cans no naught from outer space -- cosmonaut, where joe biden left them dangling without a single rescue promise. this is the same elon musk who is the most brilliant technologist in the world. this is the same elon musk who used to be the darling of the democratic left-wing climate crowd who loved the luxury vehicles. now they're burning them down. this is the same is elon musk whose starlink rescued people in north carolina and who has essentially rescued ukraine with as a country with that same star link system. this is the same elon musk who rescued free speech by

purchasing twitter and turning it into the uncensored, and. this is the same elon musk who helped found the technologically breathtaking neuralink are. and, yes, this is the same elon musk who is trying to stop america from going bankrupt. you know what, democrats? you're on the wrong side of elon musk. and your violence aimed at elon musk is going to lose your millions of votes in the next election cycle. and then, of course, you've got this growing don'tly of -- coterie of activist democratic judges trying to thwart president trump's policy mandate at every turn. ace new york post columnist miranda devine calls them a cartel of vile, corrupt and far-left judges trying to kill his campaign promises. and if all that weren't bad enough, breitbart is reporting 15-plus conservatives have been targeted by s.w.a.t.-ing attacks in just the past week, that according to various x posts.

the air force still needs if dewoking. >> well, larry, what we want to do is get all of our academies back to academics, war fighting and leadership skills. we need to get away, we all know, away from the dei wokism. there's some in all of the academies, but i think we're making progress. i've talked to all of them on the phone. next week, actually, i'm the chairman of the personnel committee on armed services, and we're bringing in all the supervisors, superintendents of all the academies and having a hearing. so that'll be interesting, to talk to them is and get 'em that face to face with the democrats and republicans and have some good questions. larry: all right. senator, i want to turn to really one of the hot topics, hot news topics today. that's this whole business about a domestic terrorism. pam bondi has a arrested three people. i mean, they stand to be in jail, i don't know, up to 20 years or so. but you're seeing this across the board. there's lots of other things

that the justice department and the fbi have to go after. the democrats, i'm not going to say every democrat is in favor of the kind of violence aimed at elon musk and tesla or this business about s.w.a.t.-ing, for example, which is just pure insanity or the judges who are trying to stop -- but i don't see any major league democratic leader standing up and condemning any of this pretty political -- political terrorism or violence. i don't see anybody in the party. no party leaders are standing up, senator tuberville, and i think this is going to cost them millions of votes in the next election cycle. >> exactly right, larry. it's all about a leadership. i've been s.w.a.t.-ed twice myself, and, you know, that's not a very good situation. at the end of the day, if you go back and look at 20208 and '19 and even some in '20, antifa was on a rampage, and that should have been domestic terrorism. we now know what's happening here, they're going to push the agenda. and they're trying to slow down president trump's agenda by ding

these things. heir trying to get in elon musk's head. that's' not going to happen. it's the same group, same people. most of them are probably getting paid, but domestic terrorism brings a whole new light to the subject, so we'll see how this works out, if some of them get arrested and end up going to jail and paying the price. larry: my wife, saintly wife and i, were s.w.a.t.-ed in trump's first term. we weren't hit with this so bad, but when some of these s.w.a.t. teams come in, or people can really get hurt. innocent people can really get hurt. and that's why i'm trying to elevate s.w.a.t.-ing, because i don't think the people understands it as well as the other things. >> well, it affects entire neighborhoods. they had to block off all the streets, you've got people panicking, wondering what the heck is beginning on. it affects more people than just the people in the house, and it as also puts law enforcement in harm's way with. it's just unfortunate that the

democrats, they lean into this, but they do not talk it down. they need to to get out front on this and be a spokesman against this instead of just being totally silent. larry: yeah, totally silent is right. totally silent is a dead giveaway. so how about my big, beautiful bill? how about my tax cut in my big, beautiful bill, senator tuberville? i'm still waiting, sir. >> we're working on it, harry. we got the c. r. out of the way, now president trump has got six months to get this one big,, beautiful bill done. right now, as we speak, the senate and house leadership are working together trying to figure out what we're going to do. probably next week we will do maybe an amendment process to the house's bill, rook at certain things -- look at certain things. are we going to put the debt limit in the house bill, have an amendment. i think we need to, but a hot of people don't. at the end of the day, they're looking at the so-called cuts, and i call them slow growth when it comes to cuts in medicare, medicaid. i don't think that's real.

i think what we're trying to do is get out all the theft, all the fraud and make sure the people that are actually eligible for this have money there for many, many years to come. larry: and the other thing that goes kind of along with it, it may be separate, our chad pergram was talking about rescissions. in other words, take elon musk. i just want to say one more time, the great super patriot, or brilliant technologist, elon musk, that all these left-wing democrats are attacking. they used to love him for his electric vehicles, now they hate him because he's helping donald trump save the country. put that aside, the issue of rescissions using the musk-doge budget savings, examples of waste, fraud, abuse and corruption and so forth, packaging that into a rescission which only requires a majority vote, 51 in the senate, for example, what, 218, 217-18 in the house, could that become before reconciliation? can you start that budget-cutting process? tease are already existing

appropriations, but you're going to rescind them? could that be something that happens earlier than the tax cuts and the reconciliation bill? >> you know, it possibly could, larry. the good thing about it is we're finding out where the fraud is. i just heard pete say today the department of defense has a saved just in the last week $800 million. so, yes, it probably could go backwards instead of forwards, but a lot of of that is going to pay big dividends. it's going to show people that, hey, we're finding out what's going on. and at the end of the day, we'll have a budget that that really is going to be pretty close to balanced. we've with the -- we've got to get $2 trillion. i'm like ron johnson, i think we go back to 2019, do the inflation and the population growth, start there from there. i think we can get to a balanced budget a lot quicker hand what people think. larry: just as a last one on all these points, we had kevin hassett on, nec director, last

night and he said that, basically, congressional leaders are working well, or the group of six or whatever they call themselves, the big six, and that that's going to work out pretty welch there's a certain ve e lossty, speed to it. -- velocity, certain speed to it. >> the communication is there, now we've just got to get people to agree on certain items. we go back to the debt limit, we go back to supposedly cuts. we find out what we need to do at the border. are we high or too low? we need to make sure a we're all on the same page as the defense budget. but at the end of the day, at least we're working together. people are communicating. white house, house, senate, it's the only way you're going to get anything if really done. again, we've got the c.r. out of the clay -- out of the way, let's do a few amendments in the senate, send it back to the house, and let's are yet that that thing passed and signed.

larry: one last one, senator tuberville. there's so much news breaking left and right today. this whole business, what miranda divine calls a vile cartel, you've got these left-wing, activist judges a appointed by democratic president who are basically trying to subvert, undermine and stop president trump's electoral mandate for change. what can be done about this? something's got to be done about this. this is an absolute farce, what they're trying to prove. >> well, you're exactly right. and, again, all this is, is the democrats have a game plan. finally, they're trying to get a little leadership out there just trying to slow president trump down. this is how they're doing it. they'll pick a judge in seattle, chicago, new york, they take turns trying the knock if president trump's orders down, try to set him back a little bit. he's not going to put up with it. he was elected president of the united states. he's from the executive branch. he's not going to listen to some of these guys. let it go to the supreme court. joe biden didn't listen to the supreme court, by the way, you know?

larry: well, news of the day, president trump tells fedhead jay powell to cut interest rates. how about them apples? joining us now, david malpass, former president of the world bank. david, welcome. i will read it to you from truth social, the fed would be much better off cutting rates as a u.s. tariffs start to transition and ease their way into the economy. do the right thing. april 2nd is liberation day in america. david malpass, is the president right? should the fed be cutting their target rate? >> the fed is really important to, and trump

is right that we've got to have low rear interest rates and lower bond yields to get there. you know, the data is not if good right now. the fed said yesterday 1.7% growth. 1 -- one set of number, i don't want to do too many, but $2.8 trillion of bank lending right now, that's no higher in nominal terms than a year ago. so banks are dead flat to the private sector, but to government they -- the banks right now are lending $3.4 trillion, so more to the federal reserve alone. so think of what that's doing to businesses across the country. the fed if lends -- the banks have to lend more to the fed so that it can hold these losing bond positions than it does to the private sector. so we know what the problem is. there's not enough growth. and the answer, i think, trump has laid it out very clearly, we need more production, we need

regulatory reform, financial regulatory reform. i was happy to see bowman, the governor of the fed, elevated, being elevated to vice chairman. we also need energy, more energy. energy -- doge needs to do its job, and all of that gets confidence to the market. and, of course, tax, the taxes, this tax bill is going to be really important. and i think there's the chance for them to use current policy baseline, and that would allow making the tax rates permanent which would give confidence to the market. so all of that goes together. we need more growth. we can get it, and that'll -- we need lower interest rates in other words to get there as well. larry: but, david, do you think that -- what the president's calling for, look, the long-term, the 10-year is done. it's running around 4.20. it's fallen very nicely. scott bessent said they're focused on the long-term rate. but president trump is talking about the fed

funds rate in this. do you think the fed should, do you think the president is right, and do you think the fed should cut the fed funds rate? should have at the meeting this week or should have at the next meeting? >> not at the last meeting, not at this week's meeting, but they should be laying the groundwork and recognizing the a production is going to be a key part of the rates. i'm concerned because they make it sound like somehow it's consumer demand that causes interest rates or that it's growth, it's the phillips curve. and is so the president's right that with the policies that he's talking about, and i think that means more production in the u.s. and he's setting up to do that, that would bring us lower interest rates. the fed should be recognizing that that as a key variable. if you produce more, you can borrow more and do it with confidence. why do we have higher interest rates than germany, i way higher than germany right now? it doesn't make sense. we need to exude

confidence to the world in this policy. larry: no, no, well said. well said, david malpass, appreciate it. the other question i want to ask, a "wall street journal" article, fed projections see an economy dramatically reset by trump's election, all right? i mean, basically i think you're saying it, mr. trump, president trump wants to turn this into much more of a manufacturing-oriented economy, all right? with his tax cuts, with his deregulation, with his energy production, with his reciprocal trade policy. what's wrong with a more manufacturing-oriented economy? i don't see what the big deal is. i don't see why the fed should panic about any of that stuff. what dow you make of it? -- what do you make of it? >> it all, it works the way you said. you though the models that are used within the ph.d. economist community are just plain wrong. they're going to fight and be part of the resistance to the new

policies. their command- demand-side models are based on the idea that growth is inflationary, somehow if inherently inflationary. i think there's got to be a full break from the past in the models, and that would give us just what we want, lower interest rates across the board and more growth as these changes come through. can i say, and i've said it, pipelines are going to be really important in this. with we need energy, and that's what's strang strangling europe with. they need more energy too. larry: well, look, i just would say this whole business about tariffs and the liberal media, tries are recession their, i agree with what you've said. president trump's completely on the right track here. the basic point is we can make a lot of this stuff, all right? and we should be able to attract foreign investment. what better attraction to foreign investment

than super low tax rates and super low regulations or, david, you know what? let's call it super cheap energy which i think is coming. i don't know if you've noticed, the price of west texas is down, what is it, $67 now. people are beginning to anticipate a pick-up in oil and gas production for that matter. lng production picking up and all that. we're going to have all these factors. there's no reason why we can't produce that here, there's no reason why we can't attract foreign investment here. and if we produce more and we bring in more investment, that is just terrific. that's an economic home run, is it not? last word to you, sir. >> it is. and trump the has said we're going to be the reserve currency -- larry: there you go. >> so if we have stability in the dollar for the long run, people will run to invest here, and they should. larry: david malpass, terrific stuff, buddy. thank you very much. folks, coming up, the vile cartel of left-wing judges are

bloat and fraud is going to be gone -- 98%. larry: all of it. you kind of wonder, it used to be an office inside the old health, education and welfare, hew, i used to be just an office a -- it used to be just an office. and, of course, let's be fair, republicans have contributed to the education department's growth also down through the years. it has a massive budget. it has a massive loan portfolio. there isn't a single person in the education department, i dare say, that ever knows how to to read a credit statement or a balance sheet or an income statement. and yet it owns $1.7 trillion worth of loans which the supreme court told biden you cannot cancel, but he tried to cancel anyway. etc. i mean, just nothing but bad stories coming off the of the education department. and the test scores themselves, i mean, eighth grade kids can't read anymore, they can't do math. we're falling behind on the world stage. really in. >> it's shining proof that the federal government really cannot

accomplish much of anything except maybe defending our borders. but they ought to be out of the business -- and you're exactly right, george w. bush,, the first thing he did when he came to watch was got in league with ted kennedy to do no child left behind, so it has been a problem on both sides. like you said, the school lunches thing, the other thing is they talk about students with disabilities, they sort of oversee, the federal government oversees a lot of that money beginning to states. but if you've ever covered any statehouse anywhere in the country, you know the federal government every year fails the actually fund those programs that they mandate, and so it winds up being the states anyway, so just give it all to the states. the states care about their disabled students as much as if not more than some bureaucrat in washington. larry: and let's we forget, the -- lest we forget, the ultimate people that run the education department are the teachers' union. the national teachers union, new york teachers union, all these

state teachers union, and lest we forget, they're in it for the money. they don't want to teach. they want to stay home. when they do teach, they teach insane stuff, anti-american. i'm not even going to go into the gender and the sex, they hate the constitution, they hate the declaration -- i may be generalizing here, but that's the trust of the leadership of the teach teachers' unions who dominate the education department. >> it's like that old washington saying, whatever starts as a movement always a becomes a business, then turns into a racquet. larry: that's right. >> the -- racket. >> the catholic church schools got the best results, and i remember someone asking cardinal to o'connor what he would do, cut your budget in half. only 6% ends up getting to the classroom. larry: the teachers' unions, the most vocal opponents of school choice, whether it's religious school choice, private school

choice, charter school choice. they have done nothing but -- and they have done nothing but avoid, oppose, antagonize anything to do with competition that might if get us better schools and smarter kids, charlie. charlie: if you're going to judge the teacher unions by student results, the test scores, the results speak for themselves. because at the end of the day, it is, it's all about where the money goes. if the money doesn't go through their coffers, they don't want anything to do with it. if it goes directly to parents or directly to students so that they can spend the money as a parents best see, they'll never be in favor. larry: and by the way, a lot of teachers really, truly want to teach. there are some very good teachers out there. my family, three sisters, actually, saint saintly wife taught for a while too, but her two other sisters taught. they loved teaching. the administrators, however, hay don't want them to teach.

and what they do want them to teach is garbage. >> and they keep the worst teachers. here in new york that's a big problem. they just can't get rid of anybody. if those charter schools are getting such better results, you got to ask these union heads, why aren't you over there figuring out what they did and copying it? larry: are we out of time? no, we've got more time, i hope. yeah, we do. i want the move -- marijuana we should save -- maybe we should save this for marsha blackburn, but get that loan stuff, get oun department, get it to the treasury where the federal financing bank, ffb, they'll work out loans. there's a good yield that's still possible from those loans. you're looking at me like i'm crazy, but trust me on this. >> no. larry: the treasury department essentially get a decent yield from those loan, and then let's put the loans back in the private sector where they belong with. because when obama said no more private loans, only education

department loans, katie bar the daughter. everybody's bankrupt. nobody's -- bar the door. the whole thing's a big mess. >> and when you think about how much time joe biden spent talking about trying the clear people's student loans, nobody ever talks about the fact that the two biggest actors in out of control student loans are the federal government and these universities with billion dollar endowments. and nobody ever talks about making them take haircuts, but they should. they're responsible for this. larry: mark simone, on that last point everyone tells me this reconciliation bill, the tax and is spend ising bill that's coming up, there will be a a big tax hike on university endowments above $1 billion because they're the elite schools that will not end dei and will not end anti-semitism. >> harvard has $54 billion in their endowment. larry: yeah. >> you could tax that a little for -- more.

parents saw what their children were not being taught. larry: right. >> and they started to say this curriculum has to change, and they were offended when they showed up at school board meetings and were labeled terrorists. and people have seen that money goes to d.c. and then all of a sudden the money is coming back to the states, pennies on the dollar. and there are all these string thes attached. strings attached. as a teacher friend of mine said to me haas weekend when i say what does the u.s. department of education do for you every day, she said, well, curriculum is decided by the state. we've got a county school board, the u.s. department of education, i think they look at a testing and and rate that among the states, and they send me a lot of forms to fill out and a lot of pauperwork. so let's free up concern paperwork. let's free up teachers. let's let teachers teach the

children how to learn, how to dream big dreams. let's have teachers who are binning to have robust lesson plans and is are going to focus on a.i. and focus on quantum computing and ten those basic skills -- then those basic skills of reading and writing and mathematics. you look at these states like illinois where they have spent so much more money on education, but with it doesn't seem to make it to the student and doesn't increase their educational attainment. in illinois their scores have dropped 78% and 63% in reading and and math. that's why teachers and students there are saying, hey, wait a minute, something's got to change. larry: there are a lot of good teachers -- >> fabulous teachers, absolutely. larry: i want the add a just one point, sticks in my craw, the teachers unions and their

leadership stops the good teachers in many caseses and tries the drive them into teaching stuff that is not good. >> that's right. and that's why senator cassidy is right in having the bill that would put into action president trump's education etive order. let's take -- executive order. let's take the department of education down, send the money, the power, the authority back to the states and to the local school systems, and let's get educational attainment up for all of our children. larry: 100%. i want to switch gears and talk for a moment about the bondi bust, a.g. pam bondi's bust. they found suspected three people of throwing molotov cocktails at tesla cars or the tesla dealerships. domestic terrorism has become a big with issue. and so much of this -- and i want to just say, i want to get your take on domestic terror the itch. but, you know, i don't see -- terrorism, i don't see democratic leaders, i don't mean crazy whack jobs, just democrat leaders in general, standing up
