to see you. senator. a word. >> let me shake your hand. >> thank you. >> good to see you. >> subsequently that guy marvin nickelson and i had a conversation and there are no hard feelings but that elstraights the problem with security going overboard. of course, if you like the candidate then you want security to push the media around but it is wrong to do that. michele bachmann is new to national politics and have l. have to figure it out just as barack obama did. all the candidate candidates he careful but their security must be mature enough to know who is the enemy and who is just trying to do their job. brian ross joins us from the abc news studios in new york city. do you think the congresswoman's security was out of line. the guy that blocked my shot. we didn't show the whole tape because it goes on for two minutes. he was stalking my photographer and not letting us get pictures of the senator. the guy was really out of line. was it like that with you? >> the congresswoman's security were actually around here.

i was never closer to 10 or 12 feet from her. i don't even think she knew what was going on. they recognized me and said they knew who i was. the blocking was all about me. other reporters were allowed to get close. >> why would they do that? >> she read a statement about the migraines. they are more than headaches, bill, they are migraines which can be very serious and put people out of action and my question was based on reporting that we had done in the other media had done was she may have missed some votes. headaches were migraines were so severe she may have had to miss votes. could she be entrusted with what they call the nuclear football. my question was had she missed any votes because of the migraine. >> bill: let's back track a little. you show up and they know you want to ask about the migraines. did you tell them before hand. >> i told them that, yes, i did. >> bill: they knew that you wanted to ask one specific

question about how the migraines affected her job on the hill and they didn't want her apparently to be questioned but you, it was quite obvious. >> that's right. >> bill: they singled you out and said we don't want ross to ask her that question. now, that is not smart. that is not the way to handle this. because it is a legitimate question. i don't think i would have rundown to south carolina and asked it with all due you respect but i think it is a legitimate question to ask. when you saw that they were trying to block you, how do you react? i react like an imbecile. i pushed the guy. that is me. >> they held me and then i tried to get away and they held me. i broke away and went around to another part where she was going to enter her motorcade and was able to sort of shout the question to her which she did not answer.

>> bill: what did you think when they laid hands on you, brian? >> i have seen it so many times on campaigns with the congressional people. at conventions. you know, corporate executives. the people around them are doing their best to protect them not as a matter of security but from kind of annoying reporters like me asking a question that is a very penetrating question and the answer could be, yes, or no. >> bill: i don't know if it's that penetrating. >> you don't think so? >> bill: not really. >> she has yet to answer that question. >> bill: and we have invited her on the program and she should answer the question. even if she has in migraine headaches where she missed a vote or two. everybody has mall la di did ms ill every once in awhile. a guy named dave ross takes what happened and says you know what, it is michele bachmann doesn't want national healthcare and she can afford medicine for her headache and other people can't.

senate, harry reid. and then they will go to boehner the speaker of the house and beg and plead and arm trust and he will say no, no, no, no, no. >> bill: let's recap the proposal by these guys. $3.7 trillion in cuts, correct? >> and $1 trillion in additional money. i think that -- >> bill: it isn't defined on how the 1 trillion south dakota be raised?going to >> it is the bowles condition. they will cut or elimb national the mortgage interest deduction and charitable deduction. >> bill: it will be what they call loopholes plugged, not a higher income tax. >> won't be things like corporate jets and two martini lunches. the two main deductions americans use. >> bill: one or two taken away. >> all three i think. >> they will have to vote on that.

>> they will present this deal to boehner and he will resist and resist and resist and get certain concessions and make it more house friendly and lower the revenues and then a deal is cut that includes boehner. maybe not cantor the majority leader but boehner. then i think they will present that deal in the house of representatives and the republicans in the house will rebell just like they did on tarp. they will refuse to pass it. and there will be enough votes in the thousand pass it because the democrats would support it and enough republicans would support it to be a majority. but the democrats are then going to say we are not going to vote for it unless the republicans do because we are not going to take the blame for this thing. at that point there will then be a -- the real negotiations take place between the house republicans and the rest of the government. and i believe that there will be a shutdown. i believe that there will be not a default because obama's bluff will be called and he will come up with the money for

that and social security but a lot of government agencies are going to close down. and that could happen for awhile. and then a deal will eventually be struck some where between those. but what is happening now is that there is a suspension of disbelief by the washington leadership of not looking at the house republicans. and those folks are adamant, they are scared of primary fights. and they are determined to exact major cuts without revenue increases. and that determination is really going to hit hard and i believe it will go to the extent of defying their own speaker. >> bill: if the government starts to shut down certain federal operations, who gets blamed? president obama or the republicans. sounds like the republicans get blamed. >> i think they will probably get most of the blame but on the other hand get a lot of the credit for holding down spending. the other point is the public will say who cares because the following functions will probably not be impaired. debt service. social security --

>> bill: you don't think the public will be angry about this? >> i don't it think they will give a damn. they will close the fcc. the ftc. >> bill: and what if the stock market drops 800 points? >> it will drop and then move up again if people see that it is not disasterrous. obama has way oversold the impact of what happens if we don't have a debt limit. way oversold it. he said default. nonsense. there is enough tax money to pay that. he said i don't know if we can send out social security checks. be nonsense. they will all go out. the united states government, bill, this collect 190 billion north dakota tax money in -- $190 billion in tax money in august. >> a lot of good shows. on my website i have all this spelled out. >> bill: i'm shocked you would have that on your website. directly ahead, the census bureau says 43 million americans live in poverty.

improve. census bureau seuss uss suggests they have improved. >> 82% have a my microwave. who are than one television, 65%. cable or satellite tv, 6%, thank god -- 64%. cell phones, a 5%. personal computer 39% and that is a 6-year-old consumption survey to the numbers are way up. how can you be so poor and have all of this stuff? >> that is what the heritage foundation is pointing out. most families living in defined poverty, less than $22,000 a year in income have not only a microwave but they have an oven and dishwasher and dryer. they have personal -- they have children. x boxes and play stations are in the home. and the typical family defined as poor by the government.

it is really extraordinary to think about these conveniences that are enjoyed by the people for whom we give great care and consideration that is the poor but those of us who still think back to when we were younger who didn't have a television set. we were poor. we didn't get a television set until i was in high school. we didn't feel like we missed a lot at that point. they didn't have cable then. but it is really interesting to see what a middle class family then and a middle class family now. >> bill: certain poverty is defined. i think this is about the underground economy that a lot of people who report low wages are making a ton of money, not a ton but are making decent money off the books. tips pore waiters and waitresses. i gave a guy 20 bucks the other day to do something for me. you know, it wasn't. >> you have to file a form 1099. >> bill: absolutely. i got the form. you know what i'm talking about. >> absolutely. >> it as lot of off the books

money floating around which is why i want a national sales tax and put all of the income tax things low are because the government would then derive more money. >> that is what we want is this government to get more money. >> bill: i want the government, not this government. i want the government to have enough money to protect us and build decent roads and do those things. >> your point about the underground economy here is interesting and i think that it has great merit in that people aren't focusing on the fact that we have over a trillion dollars in the so called underground economy. >> bill: you bet. >> and as we look at all of the issues that surround that, tax is one of them. illegal immigration. unemployment itself is hard to measure because a lot of the folks who are quote unquote underemployed are also being paid off the books. >> you can't get a compete handle on t but this is a bad economy. get back to the poverty issue.

we are not diminishing the suffering that the poor people have. i rode around south carolina interestingly enough a couple of months ago and you are look at shotgun houses and people living in dea lap dated. inside they probably have a few modern conveniences but there is no day at the beach. there is almost always a reason attached to poverty. it is not the capitalist system's fault. it is usually personal responsibility or something like that. >> i think, bill, it goes to personal responsibility. it also goes to a free enterprise capitalist system that right now is under assault. it is under assault. >> bill: absolutely assault. >> from its own leadership or from this president, this administration. and we have to come to terms with a reality that if we will inspire those who are small business men and women, the innovators in our society, we are going to start moving this economy forward. >> that is true but the poverty
