sexist nasty things on his show. >> greta: tonight, well, we are running out of time. down to the wire. president obama called leaders to the white house late this afternoon but then the grim news still no debt ceiling deal. so, how much time do we have? well, according to accounting t is 13 days and that is until august 2. august 2 is the day when we can borrow no more, that is the ceiling. but what about the bipartisan gang of six? can they possibly pull us out of the fire. these senators say they have the solution. one thing to say it and another to actually have it what is the real story just joining us is republican senator john thune. the gang of six, do they have

the answer? [ laughter ] >> greta: laughing is not a good start. >> they made a good faith effort. there are lot of colleagues who put a good amount of work into this but there are still a lot of details that we don't know. and many who looked at the proposal think a couple of things about it. it freezes spending at 2011 levels which enshrines and locks in the huge spending increases of the last two years. >> greta: and you want to go back to 2008? >> the cap and balance goes back to 2006. we want to go back to before we were spending like drunken sailors here. it isn't clear which baseline you are using. we all agree it constitutes a tack increase. it is how big a tax increase. that is something we shouldn't be doing in the middle of an economic downturn. >> greta: the gang of six is sort of a proposal what we

would like to do in general? >> they handed out a three page outline but it has not been put into legislative text. there is no draft yet of it and so it is really hard to make an evaluation. and we have gotten conflicting reports about what is in it. they are trying and putting forward a proposal but we will vote this week on a cut, cap and balance proposal which i think represents the best opportunity to really address in a meaningful way the need to reduce spending, reform spending and get this runaway debt under control. >> greta: and with a little sarcasm in my voice they will send it to the drafters and it will be 2800-pages and nobody will read it and vote on it, right? >> between now and the deadline, august 2, it is hard to feature actually getting the legislative language drafted, getting the congressional budget office to score it, and actually being able to allow enough time for senators and

house members to look at it and vote on it. i think it is highly unlikely that this thing is going to come to any sort of conclusion between now and when we face the august 2 deadline. >> greta: if they don't bring the spending cuts back to the numbers of 2008, will you be voting for it? is that adale breaker to you? >> it is adal a deal breaker. you have to demonstrate that we got the message. the spending in the last few years is unacceptable. when they were tightening their belts, congress is pend like there is no tomorrow. cut spending now and cap it in balancedars and put a bald budget in place. these are the components of the cut, cap and balance approach and i think it makes the most sense. the house passed it last night. we will get a chance to vote on it in the senate. >> greta: in terms of tax increase if part of the gang of

six proposal is to eliminate part or all of the mortgage deduction, is that a tax increase in your mind? >> my view, closing tax loopholes is something we ought to be looking at. imney favor of tax reform. >> greta: is that a tax hike? >> it is unless it is a company by reductions in rates. the gang of six did recognize in order to grow the economy we have to get the marginal income tax down on individuals and businesses but there are significant tax increases in there. and again, this is a very i would characterize this as sort of a moving target because whether or not this is a tax increase or not depends entirely on which baseline you use. if you assume that the bush tax cuts are going to expire at the end of 2012 they can say this would actually be a tax cut. if you assume that policy is going to continue into the future what they propose constitutes a tax increase. that is what gives many of us concerns about it. >> greta: how realistic that

you will have a vote on cut, cap and balance? >> we will get a vote in the senate on saturday. >> greta: what do you anticipate the number being? >> i would like to see all republicans and win some democrats over. t takes 60 to get to the magic number in the senate. i think the house demonstrated this is what they can pass. an approach. we now have an alternative throughout that puts the president and the senate democrats in a position they have to answer with something. so far, the president hasn't put a plan out. the senate democrats haven't put a plan out. we haven't had a budget in over 8 hyundais. they have to react to this and they will get on the record and get a chance to go on the record on saturday on cut, cap and balance. >> greta: after the cut, cap and balance vote. i assume that is not symbolic. when you do get the gang of six proposal unless the things we talked about, for instance, bringing the spending cuts back, that is dead in the water to you? >> i hope that cut, cap and balance passes. >> greta: the president is going to veto if it does pass. it is going be a statement do

you agree to the american people that it is not going to be a reality as much as you want it? >> i think it is a straightforward serious meaningful proposal to deal with the spending and debt issue at the same time we raise the debt limit and i think we have got to address the debt if we are going to raise the debt limit. there isn't another plan out there that does that. if it doesn't pass, then what is the next step? i'm not sure i know the answer to that at this point. but it has got to include some meaningful reductions in spending or it is going to be very, very hard, i think, to get any republicans in the house or senate to vote for it. >> greta: i know you said no and you made the announcement no, but a lot of things have happened and even things with different candidates. have you reconsidered it just a little bit about running for president? is there part of you that thinks that maybe there is still a chance that you will run in 2012? >> you have demint here. ask him that question. >> greta: i will ask demint that question. are you still in no or thinking about it a little bit now?

>> we have a very full field. i made my decision and i'm comfortable with that. i'm busy in the senate. >> greta: that is absolute no? >> that is i'm very busy in the senate and hoping that we can do something about cut, cap and balance this week. >> greta: and come august 3, what do you foresee looking in the crystal ball? >> my assumption again is that something is going to happen between now and august 3. but i open -- i sincerely hope for the american people and for the good of this country that we do something about the spending issue. this is a spending problem, not a revenue problem. raidersinraising taxes would be for this economy. >> thank you, sir. >> everybody is talking about the gang of six, even rush limbaugh. >> you have the gangs pop up. one way to understand it. all you have to know about any gang of and that is rhino republicans have decided to fold in with liberal democrats in the name of compromise or

can i assume that from that button? >> you can. and it is the only plan on the table. the president latched on to the gang of six but the proposal is not written down. as senator thune said it is not going to be a factor. there is no other plan on capitol hill. the president doesn't have one. the democrats in the senate don't have one. and the only house that we control as republicans have passed a plan that increases the debt limit with some reasonable cuts in spending and it lets the states decide about a balanced budget. now, they say if that is extreme, then we need to change the definition of extreme. >> greta: i guess i understand your passion and other people in favor of cut, cap and balance but when you look at the numbers, it doesn't look like it is going to happen at least i mean you have got to get 60. do you have 60 in the senate? >> we won't have this week but we could have august 15 if we had to. the only way republicans are

going to get anything that helps our country is to let the president know if he is willing to go past august 2 we are, too. and we don't want to do that. it will be disruptive but we want default and we -- we won't default and we will pay senior citizens and medicare unless the president chooses not to because the resources are there. people need to be clear about what is going on. in the last couple of days by intent the president has covered over the message of what republicans did in the house. we have done all we can do. i mean we can't get a proposal out of the white house. we can't get a proposal out of the democrats. the republicans in the senate compromised on their own. they gave the president an increase in the debt limit that he asked for, the whole $2.4 trillion. but we have to cut some spending. moody's -- >> greta: back to the 2008 level? would that satisfy you? >> we are starting. but the cuts are gradual over ten years that bring us towards

a balanced budget. if we don't balance the budget we will bankrupt our country. >> greta: do you have enough numbers in the tea party caucus and those who signed on with you to block the gang of six and to make so any effort by the president and gang of six, if they completely disregard you, do you have the muscle to stop them? >> there won't be a gang of six. the president may take some elements of it and put it in some plan but he is not going to submit a plan. we learnd that he doesn't ever show his cards. he is going to want republicans to negotiate with ourselves. that is what we have been doing. mitch mcconnell came up with a plan. >> greta: you don't like senator mcconnell's plan. >> that is not what we were elected to do, make it easier to increase the debt limit. >> greta: does he say, listen we need you to come onboard a little bit? >> he is leading the effort in the senate to pass cut, cap and balance. and people say it can't be done but over 20 democrats in the senate have campaigned on a

balanced budget amendment to the con constitution. >> greta: how are they going to vote on saturday? >> i know harry reid is going try to get them to phill filibr this. we passed it in the house and brought it to the senate the and they filibuster it and they don't have a plan on their own. somehow we have to geithne gete message to the american people that republicans are willing to compromise and work with the president but we can't vote on a speech and that is all we get from this president. >> greta: as we get down to the line and see that there is no plan or no program and hasn't been scored so that we will run into the deadline, seems like the next sort of strategy from both political parties is how to make the american people think it is the other party that did it. >> the only real plan again is to cut, cap and balance. it is not smoke and mirrors. it is real. meets the criteria of standard

and poors and moody's as far as significant reduction. it will keep us from default because we raise the debt limit. one of the things i write a lot about in the book and you ask about it, greta, do we have horsepower on the outside with the tea party and the american people. that is the big question right now. we have the largest coalition of outside groups in my memory behind cut, cap and balance. we are trying to get americans involved in the process. and if democrats want to -- if they want to philly bust they are, there is nothing to -- if there is nothing follow it.gety the only thing is cut, cap and balance. if the democrats blow it away without any explanation. i want to hear the president say what's wrong with it. the piece he put out from the white house was so inaccurate

it makes you want to scream. >> greta: why do you think that happened? >> the plan to cut spending and cap spending would change the agenda of an administration that plans to spend another $10 trillion to the debt. >> greta: that is a different ideology. not like the president is sitting there thinking i want to run this place into the ground. his way to sort of restore america whether it is right or wrong is a different ideology. whether it works or not -- this is common sense. allen green span says we are close to the borrowing limit. the president proposed adding another $10 trillion to our debt in his budget. he apparently doesn't think it as problem. >> greta: if i was the president i would be worried about the february '09 stimulus bill and the fact that we still haven't pulled out of our unemployment situation as being sort of a signal that we are on the wrong track. >> he doesn't understand that the private sector creates the economy. he doesn't know how american

preenterprise capitalism works. >> why do the other democrats go along with him? >> i don't know. it's politics but they are playing politics with the tax increase that would do more to hurt jobs than to create them. >> greta: why do you think they want to raise taxes? >> because they believe in a centralized government. >> greta: different ideology? >> it is different. campaigns can no longer be about promising more from government. they couldn't create more government dependency which creates more votes. outside of washington, i write about it in "the great awakening" is america is uniting around issues. you libertarians and te cominga parties because they are concerned about the spending and the debt. if republicans cave here, greta, you will see the

deterioration of the republican party. if the president is willing to go past august 2 and i don't want to because he is pulling the strings and can make it look like chaos even if it is not. republicans have to give the president our best proposal and if he doesn't like it he needs to give us one. >> greta: nice to see you. congratulations on the book. straight ahead, former governor tim pawlenty is back in iowa. he got called the incar nation of george bush. is that an silt or compliment? and representative michele bachmann is taking off in the polls but news tonight that may stop her in her tracks. the latest hint about who is about to jump into the the race. you will hear it minutes from now. the nasty feud between those two members of congress just got worse. and there is confusion tonight. did one of them apologize or not? now, there could be a fight over even that. that is coming up. mine was earned over the south pacific in 1943.

downgraded. form earmuff pawlenty is campaigning for president and being called the in concernation of problem for criminal. it doesn't appear to be meant as a compliment. good evening, sir. someone came up to you and unhappy with one of your remarks and said you are the incarnation of george bush. take that as a compliment or not so much. >> i'm not sure how he meant that. but i remember a couple of interactions today. what i was talking about it the need to balance the budget. imprepareed as president to submit and enact a balanced budget and i'm the only candidate in the race who actually has had a consistent conservative record of betting budgets balanced and tabs cut. my record in minnesota on doing healthcare reform the right way and appointing conservative judges, most conservatives and would like it. i think the person making the comments probably has a different view.

>> greta: part of the problem and one of the hazards of being on the campaign trail is that everybody wants to hear certain things. i think he wanted you to say that you would balance the budget right away. not realizeing that washington has to be maneuvered in a particular direction, there is not a switch to throw here. >> i remember the conversation. i said look, i will submit a balanced budget as president but it may take a few years to actually get it done given all of the challenges and politics of washington and i wanted to shoot it to him straight in that regard and i think he wanted a different approach. nonetheless, my record in minnesota is the best record of any candidate in the race as pertains to cutting taxes and spending and i will put it up against anybody in the race, that is for sure. >> fellow minnesotan, representative michele bachmann. lot of talk today about her migraine headaches and i think you got cornered about that. and tell me, tell me your thoughts on whether or not that

is a disqualifier or not? whether we should be digging into this history or not? >> see, now, i think it is mostly a side show, greta. i observed congress woman bachman and never seen her have a medical condition or impairment that would seem to be a concern. what i said applying to all candidates, not her, is that anybody who is going to serve as president of the united states has to be able to do all of the job all of the time 24/7. is common sense and not a debatable proposition. as applied to her we would defer to the medical professionals in that regard. i never observed any problems or concerns with h her in that regard. the real issue and i have been traveling all over iowa and we will put 700-miles in this great state talking to people. the only headache they are talking about is the one barack obama is giving them with the unemployment and terrible economy. >> greta: you think she is physically able to be president you just disagree with her and

think you would be a better candidate, is that fair? >> that's exactly right. >> greta: washington, a lot going on here. who has the -- who is going to get -- if we go past the debt ceiling limit on august 3, who is going to get blamed and why? i mean what is the strategy on both sides of this point? >> well, i think the public will assign blame to both sides but this isn't about a poll or one moment in time. look, greta, over tax and financing issues in one of the most difficult political states for conservative in the country, minnesota, i had the first government shutdown in the 150 year history of my state and my poll numbers went from pretty good to pretty bad and people said stick a fork in him, he's done. i had the fortitude to draw lines in sand and stand on principle and get the spending under control and stand for balanced budgets and not just talk about it but get it done and my record of results not rhetoric is one of the

distinguishing factors in the race. people said he is never going continue on in politics. 2006 i got reoh electricked in one -- reo reelected. if you do the right thing and set your compass to true north not only going to have a good outcome politically but the best outcome for the country >> greta: we have two distinct ideologies and if anybody abeen a donees their position it is looked at sort of abandoning principles because both sides feel principled about this and that is why this is a particularly thorny problem. how do you get someone to come off his principles and how does the person then proceed? >> well, the only crisis here isn't just the debt ceiling. there is another crisis that is brewing as well and this is our country is drowning and sinking in debt. and the hours is later than people realize. to cut an expedient deal just to avoid the discomfort of this

moment isn't right for the country in the long haul. >> greta: would you do the senator mitch mcconnell proposal to fix things as we go along? >> i don't think that is a good idea. they didn't take my advice back in january and february and now their back is up against the wall. i rich they didn't raise the debt ceiling. if they do they have to get significant reform that fixes the problem or at least points us in a dramatically better direction. senator mcconnell's proposal with all due respect doesn't accomplish that. >> greta: if you were in the united states senate, would you be a cut, cap and balance signer? >> yes, in fact, i was one of the first national leaders to sign that pledge and that approach on cut, cap and balance. i think it is the right approach. those are the right reforms. i don't believe any more that politicians are going to go to

washington. most of them, and actually have fiscal discipline. we have to have guard rails up around the politicians. i strongly support a constitutional amendment to balance the budget. that takes time to do and have to do heavy lifting in the meantime to get the reforms and cuts started. everybody in the republican side of the race is going to say they are the ones that can do it on spending and taxes and the like. i have actually done it. we have the tour in iowa called the road to results. not about more barack obama fancy speeches and a the like. it is about getting the job done and when you look at my record you will see i have done it. i don't just flap my jaw and talk about it, i did it in a difficult environment. >> greta: thank you very much for joining us. enjoy iowa and hope you you come back soon. thank you, sir. >> it has been great to be in iowa. thank you for having me on the show, greta. >> greta: looks like another republican is about to jump in the race for president. what we know about it in a few minutes.

was helping him organize foreign policy discussions last week. training. >> this is about the establishment support lined up behind him. he would have an ability to unite different wing wings of e party. the tea party wing and wall street wing. waiting for a candidate maybe perry to getor per troy get into the race. >> greta: what does this do to representative bachman? she is running fast up the backside of romney. >> romney is the clear frontrunner right now. who could be the other person. this in one sense clearly takes away from bachman's attempt to be the antiromney and cuts deeply into her support because he has strong ties with the tea party wing where michelle bachman was sprung into the national spot light. he immediately becomes a legitimate first tier contender. >> greta: i find it curious that romney is as far ahead as

he is right now because he has been virtually invisible. a report today that he spent $5 million in the last three months campaigning. obviously not in iowa. but he has been invisible. >> and all of the other candidates are trying to engage him because they know that he is the frontrunner. he is choosing his spots and going against the president and is not really actively engaging in the cam page. you see governor pawlenty talking about the miles he is putting on in rvs in iowa. you will not see anything like that from governor romney. >> greta: the question i would like answered from governor romney. he has been successful financially. that doesn't necessarily mean that you are good at creating jobs. what was he doing in the '80s, creating jobs or not creating jobs? i want to see the hard numbers. i don't think he has been put through the test yet. that is a hard question for him. >> and people remember his senate campaign in 1994 against ted kennedy. there were tough ads right

there. all of that material is going to be gone through again probably in the primary and would be in the general election what the job creating record is. all the candidates, you come in from the national space and get a different kind of scrutiny on everything you have done. he has the benefit unique in the field of having gone through it once before in the presidential level. >> greta: is if the caucus in iowa is tonight, who wins? >> michelle bachman clearly ahead in the polls right now. a mini version of that in ames about a month from now. that will be a great measuring point and way that they line up after michele bachmann if she is the winner there will be interesting. where do we see pawlenty and romney and perry. >> greta: and as luck could have it fox news channel has the debate right before the straw poll. we got the good positioning on that one. >> book your rooms in ames. >> greta: we'll have that. if she wins tonight in a caucus tonight in iowa and goes on to

new hampshire tomorrow, romney is back where he has a summer home, is that when takes over? >> i think romney presumes to be the frontrunner in new hampshire. i don't think anybody is locked up, though. we are six months out. when you get into the heat of the battle odd things happen. having rick perry is an unknown dynamic. he looks good from the outside. once he gets in and gets roughed up a little bit, how does he weather it. >> greta: senator rick santorum, i keep getting e-mails of people he locked up as endorsements. the other is governor huntsman. racking up the endorsements as well. while our attention is on these people these others are collecting a lot of chits. >> you put out the endorsements because you want to create the perception of momentum. >> greta: but a lot of the people that they are naming are long time in the state who aren't going to throw their name in for nothing. >> i think this is room for

at u.s. airports will soon be a little more private. the transportation security administration is installing new technology which will show a generic outline of a person's body instead of the image of a naked figure. the software is designed to recognize dangerous items on passengers. it will be used in 40 airports across the country. i'm ainsley earhardt. now, back to greta. >> greta: many arizonans have had it with the obama administration. they asked for help about border security and many felt that they got absolutely nothing. so when they passed their own law sb 1070 and then got something from the feds they got sued. now, arizona legislators have gone to plan b. just launched a fund raising website under a new legislation signed by governor january brewer. they collect donations to build their own fence along their border with mexico. how does the website work? tax deductible. any word from president obama and how much money is being

collected? joining us is chief correspondent for capital media services. howard, tell me about the website and how much money they are collecting? >> the website went live at 12:01 a.m. arizona time. as of a half hour ago they collected some where in the neighborhood of $34,000 from donors. a lot were the minimum $5 donations. i understand there were several $500 donations and at least one of a thousand dollars. >> greta: what is the website called. we see it on the screen but tell me what it is. >> it is www. buildtheborderfence.com. i looked at the site and seems to be fairly user friendly. you mentioned this earlier there is still an open question of whether the donations are tax deductible. if i give my $100 whether i will be able to deduct that on the federal and state income tax and there is an opinion on

there that says maybe yes, maybe no. >> greta: who is collecting this? the state of arizona collecting this money? >> yes. this was set up as you point the out by legislation signed by governor brewer and the state established the website and maintains the website. i think they may contract out for some of the credit card services and it will go into a special account. now, how much they need, you know, if you talk to steve smith he says well, we can maybe build a fence for as little as $400,000 a mile, maybe as much as $3 million. the actual record suggests upwards of $7 million. the money will stay in the count and maybe gather interest and maybe be used for publicity to generate more funds. >> greta: i take is there is no sort of -- the state can put up a fence on state property. the feds can't come in and say you can't put the fence up or maybe the feds can.

any impediment to the state putting up a fence if it pays for it itself. >> no impediment except as you point out the land owners. the feds have a 60 feet easement along the borders. the ideal is if the feds gave permission for the state to erect its own face. it would be embarrassing to say we are not the going to build a fence but we will let arizona. that leaves the private land owners. much of the land, however, along the border is in federal hands. 75 miles is in the hands of the tribe that have made it clear while they are willing to have vehicle barriers which are already there they don't want pedestrian barriers because this is a transnational reservation. they tonight want to make it harder to cross. there are private ranchers who might be willing. >> greta: i was going to say we got to go. i must admit that arizona is not giving up on this one it is pretty obvious. >> not at all.
