>> no, no. i think they have made a good-faith effort. there are a lot of colleagues who put a good amount of work into this. but there are a lot of details that we don't know. many of us who have looked at their proposal think a couple of things about it. one is it freezes spending at 2011 level, which enshrines the huge spending increases we have seen in the last two years. >> you want to go back to what, 2008? >> 2008 or cap and cut goes back to 2006. but we have been spending like drunken sailors. on the revenue, it is unclear which baseline you are using and we all agree it cons states a -- consitutes an increase. and that's something we shouldn't be doing. >> from what i understand it, the gang of 6 plan is a proposal. it's not laidout instructions. right? this is what we would like do in

general? >> it is. i mean, they have handed out a three-page outline. but it has not been put into legislative text. there is no draft yet of it. and so it's really hard to make an evaluation. we have gotten conflicting reports about what's in it. like i said, i think they are trying. they are putting forward a proposal. but we are going to vote on a cut, cap and balance proposal, which i think is the best opportunity to really address in a meaningful way, the need to address spending, reform spending and get this runaway debt under control. >> if we are really lucky, they will take the three-page proposal and come back with 2800s. nobody will read it. everybody will vote on it. >> that's a potential problem. i don't think we have the time between now and the deadline, august 2. it's hard to feature actually getting the legislative language drafted, getting the congressional budget office to score it and actually being able to allow enough time for senators and house members to

look at it and vote on it. i think it's highly unlikely that this is going to come to any conclusion between now and when we face that august 2 deadline. >> if they don't bring the cuts back to the spending line of 2008, will you be voting for it? is that a deal breaker? >> i think it's a deal breaker because have you to demonstrate that you got the message, that the 24% increase in spending in the last 2 years is unacceptable. it's unacceptable to the american people at a time when inflation was 2% and they were tightening their belts. congress is spending like there is no tomorrow. i think you have to go back and demonstrate they are willing to cut spending now, cap it in future years and put a balanced budget amendment in place so we have the discipline namany states have and they have been able to get their budgets balanced. these are the issues of the cat, cap and balance approach. we are going to get a chance to vote on it in the senate. >> in terms of tax increase, if

part of the proposal is to elameinate all or part of the mortgage deduction, is that a tax increase in your mind? >> in my view, closing tax loopholes is something we ought to be looking at. >> is that a tax hike? >> i am in favor of tax reform. unless it's by reductions and rates. one thing i will give the gang of 6 credit for, they recognize that we need to get the marginal income rates down. but there are significant tax increases in there. and again, this is a very... i would characterize this as a moving target because whether or not this is a tax increase or not depends entirely on which baseline you use. if you assume the bush tax cuts are going to expire at end of the 2012, they can say it's a tax cut. if you assume that will continue into the future, what they are proposing is a tax increase. >> how realistic is it that you are going to get a vote on cut,

cap and balance. >> we are going guilt a vote on saturday. >> what do you see the numbers? >> it will take 60 to get to the magic number in the senate. i think the house demonstrated, this is what we can pass. we have an alternative that puts, i think, the president and the senate democrats in a position to answer with something. so far, the president hasn't put a plan out, the senate democrats haven't put a plan out. we don't have a budget in over 800 days. theyville to react to this and get on the record. they will get a chance to go on the record on saturday on cut, cap and balance. >> after the cut, cap and balance vote, i assume this is not symbolic, beyond that when you get the gang of 6 proposal, unless the things we talked about, bringing spending cuts back, that's dead in the water to you? >> i think -- i hope that cut, cap and balance passes -- >> the president's going to veto it if it does pass it. it is going to be a statement.

do you agree? to the american people that it's not going to be a reality? as much as you want it. >> i think it is a straight forward, serious, meaningful proposal to deal with the spending and debt issue at the same time we raise the debt limit. i think we have to address the debt if we are going to raise the debt limit. there isn't another plan out that there that does that. if it doesn't pass, what is the next step? i am not sure i know the answer at this point, but it has to include meaningful reductions in spending or it's going to be very, very hard to get any republicans in the house and the senate to vote for it. >> i know you said no. have you made the announcement no. a lot of things have happened with different candidates. have you reconsidered it just a little bit about running for president? is there part of you that thinks maybe there is a chance you will run in 2012. e >> in have you to ask demint here. >> i will ask demint that question. is that still a no? are you thinking about it?

button? >> you certainly can. it's the only plan on the table. you know, the president's latched onto this gang of 6. but the gang of 6 proposal is not written down, as senator thune said, it is not going to be a factor. there is no other plan on capitol hill. the president doesn't have one. the democrats in the senate don't have one. the only house that we control as republicans has passed a plan that increases the debt limit with some very reasonable cuts in spending. and it lets the states decide about a balanced budget. now, they say, if that's extreme, then -- we need to change the definition of extreme. >> i guess, i mean, i understand your passion and other people in favor of cut, cap and balance. but when you look at the numbers, it doesn't look like it's going to happen? i mean, you have to get 60. do you have 60 in the senate? >> we won't have this week. >> okay. >> we could have august 15, if we have to. the only way republicans are going to get anything that helps

our country is to let the president know if he is willing to go past august 2, we are, too. we don't want to do that. it will be disruptive. but we want default and we will pay seniors, social security and medicare, unless the president chooses not to because the resources are there. but people need to be clear about what's going on. the last couple of days by intent, the president has covered over the message of what the republicans did in the house. we have done all we can do. i mean, we can't get a proposal out of the white house. we can't get a proposal out of the democrats. the republicans and the senate compromised on their own. they gave the president an increased in debt limit that he asked for, the whole $2.4 trillion. but we have to cut spending i. back to the 2008 level? that would satisfy you? >> that's where we are starting. but the cuts are just are gradual over 10 years that bring us towards a balanced budget. if we don't balance our budget,

senate have campaigned on a balanced budget amendment to the cons constitution. >> how are they going to vote on saturday? >> i don't know. harry reid will try to get them to filibuster this. but if they won't let us proceed to debate and consider amendments, what else can republicans do? we passed it in the house. we brought it to the senate and they filibuster it and they don't have a plan. we have to get the main to the american people that the republicans are willing to work with the president. but we can't vote on a speech. that's all we get. >> it's interesting. as we get down to the line and see there is no plarngs or there is no program and it hasn't been scored so we will run into this deadline, it seems like the next strategy from both political parties is how to make the american people think it's the other party who did it? >> that's part of the smoke and mirrors. the only plan is the cut, cap and balance. it is not smoke and mirrors. it's real. it meets the criteria of

standard&poors. and tell keep us from default because we raise the debt limit. one of the things they are writing a lot about in the book, do we have the horse power on the outside with the tea party and the american people. that's the big question right now. we have the largest coalition of outside groups in my memory that are behind cut, cap and balance. we have well over 100 group, well over 100 tea party. we are trying to get americans involved in the process. and if democrats want to filibuster this, there is nothing to follow t. i mean, that's really important to understand. we can't develop legislation in two weeks. the only piece of legislation that exists right now that can -- that can raise the debt limit before august 2 is cut, cap and balance. if the democrats blow it away without any explanation, i just want to hear the president say, what's wrong with it. the piece he put out from the white house was so inaccurate, it makes you want to scream.

>> why do you think that happend? >> because the plan to cut spending and cap spending would change the agenda of an administration that plans to spend or add another $10 trillion to our debt. >> but that's difference in ideology. it is not like the president is thinking, boy, i really want to run this place into the ground. his way to restore america, right or wrong, is a different ideology. and i admit -- >> this is common sense. alan greenspan says we are close to our borrowing limit. the president proposed adding $10 trillion to our debt in his budget. so he apparently doesn't think it's a problem. >> if i was the president, i would be worried about the february 2009 stimulus bill and we haven't pulled out of the unemployment situation as a signal that we are on the wrong track. the stimulus was government spending. he wants to take more taxes out of the private economy in a

recession. he doesn't know how american free enterprise works. >> why do the other democrats go along with him? >> i don't know. it's politics. but they are playing politics with the tax increase that would do more to hurt jobs than create them. >> why do you think they want to raise taxes? >> because they believe in a centralized government and collectivism. >> different ideology? >> that's a different ideology. but a balance budget would have to change their ajebda. the campaigns can't be about promising more government programs and create more government dependency. we have a polarization in washington. but outside of washington, i write about it in why the -- it in "the great awakening." you have liberals and democrats and republicans coming to tea parties because they are concerned about spending. that's what they did in november. if republicans cave here, gret ayou will see the deterioration of the republican party.

>> former governor pawlenty is being called the incarnation of president bush and it does not appear to be a compliment. good evening, sir. someone from iowa said, unhappy with a remark and said you were the incarnation of george bush. did you take that as a compliment or not so much? >> good evening. good to be with you. i am not sure how he meant that. but i remember a couple of intersections today. but i was talking about the need to balance the budget. i am prepared to submit a balanced budget and enact a balanced budget. i'm the only candidate in the race with a consistent conservative record of getting budgets balanced and taxes cut. my record in minnesota on doing health care reform in the right way, appointing conservative judges. i think the person making those comments probably has a different view. >> i think part of the problem -- and i think that this is one of the hazards of being

on the campaign trail. everyone wants to hear certain things. i will defend you on this one. i think he wanted to you say you will balance the budget right away. not realizing that the washington has to be maneuvered in a particular direction. there is not a switch to throw here. i think, so i think that's what you -- >> yeah. i remember -- i remember the conversation. i said, look, i will submit a balanced budget as president. but it may take a few years to get get it done, given the challenges and politics of washington. i wanted to shoot it to him straight in that regard. and i think he wanted a different approach. but my record in minnesota is the best record of any candidate in this race as it relates to cutting taxes, cutting spending and the like. i will put it up against anybody in the race, that's for sure. >> your fellow representative michele bachmann. a lot of talk today about her migraine headaches. i think you got cornered about that. tell me -- tell me your thoughts

on whether or not that's a disqualifier or not. whether we should be digging interest this history or not? >> you know, i think it's mostly a side show, greta. viobserved congresswoman bachmann, i have never seen a medical condition. what i said generically, applying to all candidates, anybody who's going to serve as president of the united states has to be all of the job, all the time, 24/7. that's common sense. but as applied to her, we would defer to the medical professionals. but vinever observed any occurrence or problems with her. and the real issue -- i have been traveling all over iowa, we are going to put 700 miles in an r.v. in this state, the only headache they are concerned about is the economic headache that barack obama has given them with this terrible obama economy. >> so if i can bring it down to a sound bite, you think she's physically able to be president, but you think you would be a

better candidate. is that fair? >> yeah, i think that's exactly right. >> okay. now -- washington. there is a lot going on here. who has -- who will get -- if we go past the debt, the debt ceiling limit on august 3, who's going to get blamed and why? i mean, what's the strategy on both sides tapet at this point? >> well, i think the public will assign blame botoboth sides. this isn't a poll or a moment in time. over tax and financing issues in one of the most difficult political states, minnesota, i had the first government shutdown in the 150-year history of my state. my poll numbers went from pret good to pretty bad in a big hurry. people said, stick a fork in him. he's done. but i had the fortitude to do the right thing, stand on principle and get the spending under control. stand for balanced budgets and not justb talk about it, but get it done. and my record of results is one of the most distinguishing

factor no, sir this race. people said i would never continue on in politics. the next year, i got re-elected in one of the most challenging states in the country, in one of the most challenging years for republicans. so if you do the right thing, you will have a good outcome politically and the right outcome for the country. >> but the problem is that we have very distinct ideologies, so if anyone abandons his or her position, whether it's conservative or republicans or the democrats, it looks like abandoning principles. both sides feel very principled about this. that's why this is a particularly thosh thorny problem. how do you get someone to come off their principles? >> the only crisis isn't just the debt ceiling. there is another crisis. the country is sinking in debt. and the hours later than people realize. so to cut an expedient deal to avoid the discomfort of the

moment is not what's right for the country in the long haul. this is an opportunity for real reform. >> would you do the senator mitch mcconnell proposal for a three-part stage to fix thing as we go along? >> no. i don't think that's a good idea. long ago, i said sequence the payment so we don't have i false choice between defought and raising the debt ceiling. they didn't take mys advice in january and february. i wish they didn't raise the debt ceiling. but if they do, they have to fix the problem or pointinous a dramatically better direction. senator mcconnell'sae proposal, with all due respect, doesn't achieve that. >> would you be a cut, cap and balance signer if you were in the senate? >> yes. i was one of the first national leaders to sign that approach on cut, cap and balance. those are the right reforms.

i don't believe that politicians are going to go to washington and have fiscal discipline. we have to have guard rails up around the pol tizs. so i strongly support a cons constitutional amendment to balance the budget. that's going to take some time. and we need do heavy lifting to get it started. everybody on the republican side will say they are the one who is can do it on spending and tax. but viactually done it. -- but i have actually done it. so we have the tour called the road to results. it is not fancy speeches, it is getting the job done. when you look at my record, you will see that i have done it. i did it in a difficult environment. >> governor, thank you very much for joining us. enjoy iowa. hope you come back soon, thank you, sir. >> it's great to be here. thanks for having me. >> coming up, blackberries in washington are buzzing. it looks like another republican candidate is about to jump in the races for president. we will tell what you we know about it. >> and wait until you hear what arizona's doing now. now, they lost the sb-1070

was helping him organize foreign policy discussions last week. training. >> this is about the establishment support lined up behind him. he would have an ability to unite different wing wings of e party. the tea party wing and wall street wing. waiting for a candidate maybe perry to getor per troy get into the race. >> greta: what does this do to representative bachman? she is running fast up the backside of romney. >> romney is the clear frontrunner right now. who could be the other person. this in one sense clearly takes away from bachman's attempt to be the antiromney and cuts deeply into her support because he has strong ties with the tea party wing where michelle bachman was sprung into the national spot light. he immediately becomes a legitimate first tier contender. >> greta: i find it curious that romney is as far ahead as

he is right now because he has been virtually invisible. a report today that he spent $5 million in the last three months campaigning. obviously not in iowa. but he has been invisible. >> and all of the other candidates are trying to engage him because they know that he is the frontrunner. he is choosing his spots and going against the president and is not really actively engaging in the cam page. you see governor pawlenty talking about the miles he is putting on in rvs in iowa. you will not see anything like that from governor romney. >> greta: the question i would like answered from governor romney. he has been successful financially. that doesn't necessarily mean that you are good at creating jobs. what was he doing in the '80s, creating jobs or not creating jobs? i want to see the hard numbers. i don't think he has been put through the test yet. that is a hard question for him. >> and people remember his senate campaign in 1994 against ted kennedy. there were tough ads right

there. all of that material is going to be gone through again probably in the primary and would be in the general election what the job creating record is. all the candidates, you come in from the national space and get a different kind of scrutiny on everything you have done. he has the benefit unique in the field of having gone through it once before in the presidential level. >> greta: is if the caucus in iowa is tonight, who wins? >> michelle bachman clearly ahead in the polls right now. a mini version of that in ames about a month from now. that will be a great measuring point and way that they line up after michele bachmann if she is the winner there will be interesting. where do we see pawlenty and romney and perry. >> greta: and as luck could have it fox news channel has the debate right before the straw poll. we got the good positioning on that one. >> book your rooms in ames. >> greta: we'll have that. if she wins tonight in a caucus tonight in iowa and goes on to

new hampshire tomorrow, romney is back where he has a summer home, is that when takes over? >> i think romney presumes to be the frontrunner in new hampshire. i don't think anybody is locked up, though. we are six months out. when you get into the heat of the battle odd things happen. having rick perry is an unknown dynamic. he looks good from the outside. once he gets in and gets roughed up a little bit, how does he weather it. >> greta: senator rick santorum, i keep getting e-mails of people he locked up as endorsements. the other is governor huntsman. racking up the endorsements as well. while our attention is on these people these others are collecting a lot of chits. >> you put out the endorsements because you want to create the perception of momentum. >> greta: but a lot of the people that they are naming are long time in the state who aren't going to throw their name in for nothing. >> i think this is room for

owners will be meeting on thursday. a ratification vote by the players and owners could happen quickly, approval of a new deal would end a lockout and open up training camp. i'm ainsley earhardt. we now return to "on the record" with gret a. thanks for watching fox. >> greta: many arizonans have had it with the obama administration. they asked for help about border security and many felt that they got absolutely nothing. so when they passed their own law sb 1070 and then got something from the feds they got sued. now, arizona legislators have gone to plan b. just launched a fund raising website under a new legislation signed by governor january brewer. they collect donations to build their own fence along their border with mexico. how does the website work? tax deductible. any word from president obama and how much money is being

collected? joining us is chief correspondent for capital media services. howard, tell me about the website and how much money they are collecting? >> the website went live at 12:01 a.m. arizona time. as of a half hour ago they collected some where in the neighborhood of $34,000 from donors. a lot were the minimum $5 donations. i understand there were several $500 donations and at least one of a thousand dollars. >> greta: what is the website called. we see it on the screen but tell me what it is. >> it is www. buildtheborderfence.com. i looked at the site and seems to be fairly user friendly. you mentioned this earlier there is still an open question of whether the donations are tax deductible. if i give my $100 whether i will be able to deduct that on the federal and state income tax and there is an opinion on

there that says maybe yes, maybe no. >> greta: who is collecting this? the state of arizona collecting this money? >> yes. this was set up as you point the out by legislation signed by governor brewer and the state established the website and maintains the website. i think they may contract out for some of the credit card services and it will go into a special account. now, how much they need, you know, if you talk to steve smith he says well, we can maybe build a fence for as little as $400,000 a mile, maybe as much as $3 million. the actual record suggests upwards of $7 million. the money will stay in the count and maybe gather interest and maybe be used for publicity to generate more funds. >> greta: i take is there is no sort of -- the state can put up a fence on state property. the feds can't come in and say you can't put the fence up or maybe the feds can.

any impediment to the state putting up a fence if it pays for it itself. >> no impediment except as you point out the land owners. the feds have a 60 feet easement along the borders. the ideal is if the feds gave permission for the state to erect its own face. it would be embarrassing to say we are not the going to build a fence but we will let arizona. that leaves the private land owners. much of the land, however, along the border is in federal hands. 75 miles is in the hands of the tribe that have made it clear while they are willing to have vehicle barriers which are already there they don't want pedestrian barriers because this is a transnational reservation. they tonight want to make it harder to cross. there are private ranchers who might be willing. >> greta: i was going to say we got to go. i must admit that arizona is not giving up on this one it is pretty obvious. >> not at all.
