>> sean: the latest examples of the obamamania media's bias. >> you didn't just suggest that our budget problems because of president obama, did you? >> sean: we are on the road two 2012, hannity starts right here, right now with less than 12 days until america reaches its 14.3 trillion - debt ceiling there are reports that a deal to avoid default could soon be announced. democratic leaders were summoned to the white house for another round of meetings. rumors began swirling this afternoon when the new york times reported that the president and speaker of the house boehner were nearing an agreement. however, both sides are denying that report. speaker boehner told rush limbaugh, there is absolutely no deal. the administration went into damage control when a number of democrarats expressed surprise and outrage over the alleged developments. here's how jay carney began today's briefing. >> breaking news to report, you all have probably received

is incorrect. there is no deal. we are not close to a deal. we are obviously, the president is in discussions with all of the leaders of congress, as well as other members. and coloring the possibility of getting the biggest deal possible, a position he has held for a long time. >> sean: what remains unclear if is an agreement is secured will republicans be onboard? the only solution at the moment that has been passed in the house is the gop's cut, cap and balance plan. senator demint discussed the measure today. >> the democrats can control the floor. they can control the debate, add amendments as they will. we want that bay. we want americans to see what we're for and what they are for. no more empty rhetoric. we have a bill. we have a solution. it is only one that can be passed before the deadline. >> sean: hours after that statement harry reid blinked

and announced a vote will go down tomorrow morning in the senate. it is expected the democrats will likely defeat the bill. where does this leave us? is it possible that republicans would back a potential deal between the president and speaker? joining me with some answers house majority whip, congressman kevin mccarthy. how are you? >> well. >> sean: interesting things happened. democrats summoned to the white house. according to the "washington post" they are reacting negatively to reports that the tax hikes won't be immediate. there's got to be something going on. speaker boehner has called a 9 a.m. meeting with the house gop conference tomorrow. somebody seems to be going on. >> yeah, but what -- but watch what you read. the meeting is a scheduled meeting we always have during this time before we depart to keep everybody up-to-date of where we are and where we are

going. you want the update? the president still wants tax increases. you want to know what happened in congress so far? the president has never produced a plan. democrats in the senate have never produced a plan. bipartisan plan democrats voted for the cut, cap and balance, came out of the house. i don't understand why the senate can't pass that. what other plan is out there while waiting to get this done? >> sean: the house has done its job. i think it is clear and obvious, why were republicans voted into power? why was the 2010 election the biggest midterm election victory in 70 years? isn't it clear to you? >> it is very clear. their policies, this keynesian view of government spending so much. the idea of a stimulus that cost 278,000 for every job it created. if you want to compare us, look at what happened in canada. when canada faced the same

problem. they cut. canada has a less population than just california. they have a stronger job growth than america. they took care of their problem by cutting and they grew their economy and their dollar is stronger than the u.s. dollar. >> sean: i've been talking about that, great example. let me get you very specific. i was very angry with the u.s. senate this week. because all a sudden on the day this historic day, where you guys have a plan that's probably going to deal with the short term problems we have of interest on the debt and paying social security and medicare and the military and funding the government, not foughting. which i don't think is -- not defaulting. which i don't think is -- all of a sudden that morning new deal put on the table and negotiations. i felt in some ways it cut the legs out from under what should have been the focus of the day do you agree with

that? >> i agree with you. the other thing, there was no deal in this bipartisan deal because there was no bill. five page summary is not a a five page sum very how the democrats ran the shop around here. you have to pass the bill to find out what is inside it. that's not the way to . the american public is tired of the gimmicks, tricks and false promises. they deserve to know the truth. that's why you have a bill, cut, cap and balance. cut currently, cap it so government can't grow the way it has, we have a balanced budget. 16 we came one vote short. had we had that vote, imagine what we would be debating today? >> sean: i think that's the plan. it is frustrating. the president's playing a lot of games here. and the president obviously still wants the tax increase. the president has been scaring old people, unnecessary saeurpl. because we have the known pay

seniors. we have the money to payoff interest on the debt. the question i guess becomes, at this point, and i know conservatives want to know, is the house of representatives united in this sense, no gang of six deal. no mcconnell last minute ditched effort. can you tell us with any degree of certainty those are starters in the house? >> if that was gonna start in the house you would never see it get anywhere. we have been able to govern. in four short months we produced a budget. the senate has gone 813 days with never producing a budget with trillion dollar deficits. they are never going to produce anything. the president has led from behind, so many times. he's never produced a land that came down to the congressional budget office saying -- that is not leadership. you can't sit back and say what are you going to do if we are the only ones with the plan and they don't like it

amen it and show us what they do like. -- amend it and show us what they do like. >> sean: that's why i didn't like republicans who now have three plans. they are not really plans. negotiating against themselves. and the president has yet to produce a plan. they haven't produced a budget in the senate in 800 days. what is the next step? let's assume we can predict what is going to happen in the senate tomorrow. let's assume if it passes the president, does he follow through on his veto threat? then what happens august 2nd? >> this is a serious issue, august 2nd is a serious date the i would hope the president would take an opportunity to show what he's for that's what leadership is about. if this goes down in the senate, the house will continue to work to dom up with it. we are going to come up in the philosophy of solving a problem this is like having a great company managed terribly the shareholders came in and

took out of the of the board of directors. >> sean: many conservatives, including myself were unhappy with the 2011 budget deal. we felt in the end we didn't get what we were promised. can you assure conservatives, tea party members and people that think we have to deal with this problem, we can't kick the can down the road, can you assure them that is not going to happen here? >> look at what we voted. you are talking the budget deal we had energy policy, we dealt with entitlements we went further and we were you nighted then and this week. we know this country is worth fighting for. we are going to keep fighting. >> sean: you did repeal health care. you passed the ryan budget. cut, cap and balance. now what is the senate and president going to offer? i hope you guys hold firm. i think you are the last line of defense. congressman, good to see you. >> thanks for having me. >> sean: how badly have the gang of six hurt the gop? we check in with ann coulter, next.

system this going to be the debate for the rest of our lifetime. democrats have set up all these programs give treats to the people. social security, medicare and medicaid and you can't take the people's treats away. and we're going to keep spending and have the economy of zimbabwe. it is a big problem. i don't know why anyone who isn't an elected republican can't talk seriously about social is security and medicare and medicaid. according to obama's own treasury secretary are going to consume within 10 years, 92 cents of every federal budget dollar. that isn't a system that can last. yet, a majority of americans say don't touch social security. don't touch medicare this is what the democrats are saying. that's why you keep having these -- remember rudd man and the concorde coalition?

no elected politician, republican or democrat will talk about reforming social security. >> sean: we always get the tax increases, spending cuts, reagan never came, george her burt walker bush, they never come. the idea they are going to hand it over, it is not going to happen. -- you raised a more fundamental question why they need to stand strong here. that is, philosophically, we've become -- look what happens when they put austerity measures in place in europe. look at what happened to greece. if we don't do it now the pain is going to be greater. >> so much worse if we don't start now the entire country will be like california. which we are soon not going to be able to give back to mexico. i have to say, at the same time this is why something we disagree on. i support the mcconnell bill -- >> sean: i'm still back to california, go ahead. >> it is true.

i want to stay focused on this that is the brilliance of the mcconnell plan is he puts the spending cuts back in the democrats' lap, in obama's lap. come up with your spending cuts equivalent. because they won't do it. even the gang of six won't do it. that's republicans and democrats, arm and arm. an elected politician will never name a spending cut. tax depreciation schedule -- [ talking over each other ] >> sean: that's what is good about this bill rooted in fundamental conservatism. this is now a philosophical divide about what america is going to look like. i listen to these really mouthed moderates, -- these really mouthed moderates. they don't stand and why the seven of the eight years of the bush years were good until they started spending too much. here's my question, as we watch this unfold, right now it seems that america is at a

>> sean: while former new york city mayor giuliani insists he has not made up his mind about entering the presidential race. he did pay a visit to new hampshire a destination that tends to raise eyebrows. i sat down with the former mayor to get answers. plus his thoughts on the great debt debate. mr. mayor, good to see you. i gotta get this out of way. we are going to talk finances here. a lot of rumors, you are making -- thinking about making a run. where are you with this? >> i was in new hampshire last week, a couple days. i got a lot of advice i got a lot of advice about new hampshire. got to think about the rest of the country. what kind of chance did i have? how are the candidates doing? my objective is, we cannot have president obama after

next year. this has been -- look at what he has put us through with this debt thing is because the president doesn't lead. republicans, democrats fighting with each other in the house. the president has never outlined -- this is outrageous! if i were the mayor of new york and said i'm not going to do a budget i'll let the city council. he's done everything this way. health care this way. the reason health care turned out to be such a mess is he never had a plan. he waited for what the people in the house said, people in the senate. now he's working with democrats, republicans. nobody knows what the heck he's doing. >> sean: he's not put down on paper what his plan is. >> the single biggest outrage here. if we default, and i hope we don't. if we default, 90% of the responsibility is on the president. not on even the democrats or the republicans in the house. highs the leader. he's the chief -- he's the leader.

he's the chief executive. he's yet to outline a plan because he's too darn afraid. we know he doesn't want to do cuts. at least be honest. he wants the minimum number of cuts and maximum amount of tax increases and battle out that whole thing. >> sean: you took over new york city at a time where it was a mess. and you -- you were in the middle of one war after another. >> always outlining my plan from day one. day after i got elected, i sat down quickly selected a head of omb and we mapped out a plan. it wasn't the greatness the world, but it worked. i was willing to compromise. but it was my plan. i learned that from ronald reagan. i worked with ronald reagan, day one he had a strategy, he had to compromise a little here and there. he was great at saying if he can get 80% he won. but it was all his plan. he was leading. saying these are the tax cuts we need, reductions in spending, 10% across the board cut. then you fight about the.

the president of the united states does the leading. -- reason we have a president that can't do it, you have made this point over and over he's never done a budget before. we take a guy who has never done a budget and give him the biggest budget in the world to run. of course he's going to screw it. he's never had executive responsible. now he's dealing with one of the most complex problems. he has two rigid groups on either side. republicans who say, no tax incrosses. -- increases. maximum reductions. democrats say increase 80% if they can get their way. >> sean: the president even say you don't raise taxes during recession or economic slow down. it seems like you're right democrats want to raise taxes. you mentioned reagan. reagan dropped the top marginal rate. you lowered taxes as mayor. >> which is what should happen here. >> sean: the president won't move on this. the republicans have passed

two bills in the house. they've done their job. they've done what they were hired to do. >> it is time for him to put up something. >> sean: okay. >> put up something. unfortunately, i thought the whole plan of the gang of six, although it had some good elements, i liked the tax reform, reducing the marginal rates. it recognizes a trillion from tax reduction. it is very hard getting any of these government agencies to recognize that. on the other hand, it net raises taxes which is a terrible mistake and would be a drain on our economy. the thing i don't like about it is, we should not be introducing raising taxes when we have a president who has already said this is not the time to do it. >> sean: i've been bringing up the last couple of days, my anger at the republicans. frankly, their negotiating tactics have been lame. here you had on the day cut, cap and balance, which i think

is a solid plan to deal with problems -- >> short term and long term the only way out of it. >> sean: you agree with me and the house. on the same day the president gets to steal the thunder and walk into the press room and say we've got another plan so the country doesn't focus on -- the republicans gave the president that opening. >> this is the problem when you don't have the white house, you don't have leadership. like they don't have leadership, we don't. we have a house of representatives, one set of leaders. we have a senate where everybody is the leader. the senate is 10 leaders, 15 leaders, 20 leaders. no, they don't agree. you listen to them, they have different view points about how to do it. >> sean: it seems if the president has no plan and we've got three republican plans. >> then we are negotiating ourselves. which is a terrible mistake. i think i know the result here. the result is, they are going to kick this thing down the

road. this is a terrible mistake. we shouldn't default. we also can't have this deficit. both are equally crippling. hard to say which is worse. you have to deal with both if you want to straighten out our economy. >> sean: back to you and running for president. you went to new hampshire. where are you now? you are assessing the situation. >> i'm not leaning, i'm thinking. i listen to a lot of people. listen to their advice. some think it is a good idea to run, some think it isn't. you assess and try to figure out, can you win some primaries after new hampshire? i don't want to do this just to run. i want to do it only because i think i have the best chance of winning. if i think somebody else has a better chance, i don't want to spoil their chances it is too important that we replace obama. >> sean: when do you think you need to decide by?

bozell. let's do this in order. it lays it out perfectly. first, the gang of six deal. that of course validates obama and does what the media wants. it raises taxes. roll the tape. >> there are now some republicans who are willing to back this tough comprehensive package that not only includes spending cuts but includes tax reform which means increased revenues that is broadly consistent with what president obama has long advocated. >> this gang of six. these six senators the number is growing. their bipartisan framework, the president believes gives him momentum. roughly the same thing he's been pitching about four trillion in deficit reduction. not just spending cuts, also tax increases. the president believes in gives momentum to his argument as opposed to the republican argument of no new taxes.

revenue increases this is what they want. here's the incredible thing. you ran the quote saying that this is just a show thing. and ann curry says cc and b, cut, cap and balance is a waste of time. let me read what harry reid said on the floor of the senate today. it is as weak and senseless as anything that has come up on senate floor. he called it something he was going to dispose of. perhaps the worst legislation in the history of this country. they are saying the same thing he's saying. one final point sean hannity, on cnn tonight you've had one report after another talking how obama is winning and how people want tax increases. on the cnn poll, one thing no one at cnn is mentioning is question number 23: do you want cut, cap and balance? 66% of the american people want it. question number 25: do you want a balanced budget

amendment? 74% this is cnn's own poll and they are not reporting it tonight. they are reporting tax increases. >> sean: amazing. we are on the verge of becoming greece, we'll cut spending, cap spending and have a balanced budget amendment the public supports it. the next phase is if there is no deal the president's talking point. who do we blame? we blame the republicans. >> i think the idea of a big agreement, a big grand deal that would involve big spending cuts over 10 years i don't think that is going to happen that centers around the fact that republicans will not raise taxes in any way, shape or form. the president is only going to so much in terms of spending cuts if it doesn't involve tax increases. >> where are the concessions the republicans are willing to make? i heard the president saying he would be willing to talk about means testing for people on medicare. i don't hear any concessions from people on the other side.

>> sean: we continue with our great american panel. i thought steve wynn's rant was powerful. one of the co-founders of home depot is slamming the administration. today the impediments that the government imposes are impossible to deal with. home depot would never have succeeded if we tried to start it today. that's -- and so many other business people are saying it. >> absolutely. america's economy has ridden on the backs of small businesses. most of the businesses out there are small business people who are not going to be able to get off the ground with all the regulations, all the red tape and high taxes. when they are raising taxes you are going to start letting people go because you can't afford it. i think that obama and his administration really need to maybe have a conference with all these business leaders and go i don't think you know what it is like to run a business.
