killing seven. police say the death toll could go higher. media has identified this man, suspected gunman as anders behring breivik. investigators are searching for a second suspect. right now let's go to greg burke streaming live from norway. >> reporter: very interesting and weird picture emerging of the suspect. his lawyer a few minutes ago saying the suspect in his mind, found that these actions were atrocious, but in his mind, necessary. that's what are dealing with. police are searching the suspect's farm in hope putting the pieces together. apparently, the farm was key to his being able to purchase fertilizer used in that very intensive bomb. the suspect was also said to be cooperating with police, which is an important thing. after the island massacre hope

is fading that any survivors will be found. there were more than 500 youths at the camp. a camp for the labor party of the a political party here. there are still a handful officially listed as missing. survivors of that massacre described the experience as a nightmare. >> [ inaudible ] >> reporter: today police saying that the other attack the bombing which happened before the island massacre is looking increasingly like the oklahoma city bombing. even in the type of explosives used. apparently, a mix of fertilizer andy sill. finally, we'll probably -- probably get more information out tomorrow, police are expected to speak.

we've seen tonight the cathedral, the lutheran church downtown the main church, lots of people down there to pray, to try to figure this out. >> arthel: greg burke, thank you very much. >> rick: for more let's talk to peter newman a terrorism expert who joins us from our washington newsroom. good to talk to you peter. sorry it is under these circumstances. this guy has confessed. is it possible that this monster was able to pull this off by himself? >> well, it would be unprecedented. looking at all the terror cases that i've studied, i've never seen any lone wolf, as we call them that would be as sophisticated and as good at pulling this off as this guy would have been. i think it is more likely than it is not that there will be collaborators. even though, i think these people were not necessarily organized in any structure. it is unlikely, i think this

guy did it all by himself, alone. it would be unprecedented. >> rick: the profile, according to his facebook page which has since been taken down. he describes himself as a christian. and a conservative with an interest in hunting, body building and free masonry. what stands out to you? >> i think it is one of those do-it-yourself ideologies. this is very concerning to security authorities everywhere. with the rise of the internet, people can put together and piece together their own ideas. and they can then launch attacks without necessarily having a lot of support from the outside. the problem for security authorities is that these people are not part of structures. they are popping up out you have nothing. that makes it very difficult to find these people. >> rick: the irony, this would take place where they give out the nobel peace prize this this is simmering in norway, what is beneath the surface in

the u.s. or other european countries? >> yeah, it must be very shocking for norway. norway is a very small country. it about the size of minnesota. this is more than 9/11 for them in terms of the scale of the atrocity. i think these people could potentially be found in any western countries. it reminds people to be very, very vigilant. and to take things seriously. even if they are supposedly only happening on the internet. >> rick: katherine herridge sat down with homeland security chief in this country and she reported stuff that i find to be astounding. homegrown threats have popped up every two to three weeks in this country over the last 2 1/2 years. does that number surprise you? >> it doesn't surprise me. tools like the internet, cheap travel and all these things have made it increasingly easy for people to do things on their own. 20, 30 years ago it would have been very difficult. you would have needed a group of the you would have needed a

structure. now you can strike out on your own. and that makes us much more vulnerable to these one wolves or people who are acting with only one or two clap fors. >> rick: this guy rented a farm so kobe all this fertilizer. what salesman is not going to sell fertilizer to a farmer? >> absolutely. it is , very difficult. it kind of almost calls on everyone to be more engaged. and to raise alarm bells when they are seeing that kind of behavior. >> rick: you say this makes al-qaeda look more hapless. what do you mean by that? >> absolutely. think about it. for 10 years al-qaeda has been trying to pull something off like that. and they succeeded in london, madrid with a lot of people involved. but they've been trying to insight people individuals in countries -- to incite people individuals, in countries like america but never manage today to pull it. here this norwegian man does

it by himself apparently. it must make look al-qaeda pretty dumb. >> rick: peter newman thanks for your time and insight. >> thank you. >> arthel: with the clock ticking before a possible and unprecedented government default, things are still not going the way anyone would like it. emergency white house meeting ending abruptly today. republican leaders vowing to work on the necessary legislation. the president warns congress to an individual any political game-playing. wendell goler the heat is on in more than one way. >> reporter: you are right. it is not just the august 2nd, deadline. congressional sources say they are trying to get a in place before the asian markets open tomorrow night. the markets were closed when house speaker boehner

announced he was giving up on talks with the president friday evening. today's meeting here in the white house lasted just under an hour. congressional leaders instructed their staffs to work on the plans. republicans leaning toward one that takes the deficit cut as get to in the talks chaired by vice president biden and raises the debt ceiling about 1 1/2 trillion h that would satisfy speaker boehner's bottom line that the deficit be cut more than the debt ceiling is raised. but it wouldn't satisfy the president's demand that the debt ceiling be raised enough to last through next year. boehner has reportedly told republicans in a conference call today there are still options on the table for a long term extension. white house spokesman says a short term extension would rattle markets and raise interest rays for ordinary americans. mr. obama continues to push for a plan that -- that contains spending cuts and more tax revenue. >> the president: before we ask seniors to pay more for medicare, we should have the wealthiest taxpayers to give

up tax breaks we can't afford under these circumstances. that's the heart of this approach. serious cuts, balanced by new revenues. >> reporter: republicans insist higher taxes will punish the people who are most likely to create new jobs. texas congressman hand serling continued to push for the cut, cap and balance which may it through the house but shot down friday in the senate. -- >> arthel: thanks wendell. >> speaker of the house boehner going one-on-one with laura ingraham on the factor. laura asked the house speaker what impact the tea party is having on the debt talks. >> is there a tea party revolt going on you at the house of representatives? are there people who are saying boehner is ready to give away the farm. he's not being hard-line enough? i hear that, anything to it? >> no. i work closely with all of our members. our members frankly understand

that we've got to cut spending. they also understand most of them we have to increase the debt ceiling before august 2nd. >> not michelle bachmann. >> i understand some want to take the chance and go past august 2nd. but my members understand, i think that is very dangerous territory. frankly, takes away leverage that we now have. >> what has it been like behind closed doors? is it very tense? is there people cutting one another off in conversation, people getting frustrated? >> there's a lot of frustration. because nobody has been able to find a way forward. but, having said that, people are polite to each other. it is not . it is adult conversation. but -- everyone around the table is frustrated. >> we keep getting back to august 2nd. there's only so many days toon now and august 2nd. you said something in roll call it was reported that you

>> rick: the brutal heatwave is gripping america and it is not taking the weekend off. more than a dozen states unadvisers reese and warnings. broiling temperatures smashing records that were held for decades and frying 140 million americans with muggy and humid conditions that make it feel hotter. julie banderas in new york city. >> it was 95° earlier today. it fell to over -- it felt over 100 in washington it felt like 120°. now that night fall is coming down on most of the east coast temperatures should start to dip into the 80s that is no relief for those who have been suffering from this oppressive heat for over a week. the continued excessive heat continues in several states, parts of oklahoma, indiana, new york, new jersey and connecticut. meteorologists said cities like new york are experiencing what they are calling the

urban heat island effect. which means all the concrete and black top warms up, faster, so it keeps the city hotter and it stays hotter longer. overnight last night, little relief. temperatures didn't get below 80° in some places. the electrical grid, 13 states in the mid atlantic region set an all time record thursday for power useage. ozone layers were above unhealthy levels in the entire northeast and midwest. in chicago residents drenched with overnight rainstorms dumping up to seven inches of rain. forcing the closure of several expressways and roads, knocking out power to more than 85,000 people. the heatwave also very dangerous. blamed for more than a dozen deaths around the country. 18-year-old landscaper died last night in louisville, kentucky had a temperature of 110. try date medical examiner's office in chicago -- friday the medical examiner's office

in chicago listed heat stroke as cause of death for several people. advisories and air quality alerts out. due to the fact that power plants have to do that much more work. pollutions, pollutants entering the air making breathing unsafe, especially for elderly and children. the key is get in a cool place, drink plenty of water. you've heard it all before. triple digit temperatures not over yet, especially for parts of texas where they've had weeks of over 100° temperatures. they have it a lot worse than we do here in new york city. >> rick: good time to check on an elderly neighbor. julie banderas, thanks very much. >> arthel: the question is, when can folks expect any kind of relief from this oppressive and sticky heat? meteorologist maria molina. you can't hear it enough, but we need to hear it, stay hydrated because there is more to come, right?

>> that's right some areas are going to continue to see triple digit temperatures for days to come. she mentioned texas. dallas is right now in their 22nd consecutive day of temperatures of at least 100°. right now 10 that is going to be the forecast for the -- right now 101 that is going to be the forecast for the next several days. stay indoors, in an air ed room, stay with lighter colors and lighter materials. many areas still dealing with 100° in kansas, 96 in raleigh, north carolina. the other problem it is not just the temperatures, also the humidity. when you factor in how humid it is, it feels hotter. right now new york city feels like 101, 103 roll -- raleigh, north carolina. 102 memphis. it feels like 106° in dallas, texas. because of those hot temperatures and the amount of humid we have -- amount of humidity we have excessive

heat warnings in affect across the eastern seaboard and portions of the midwest. i want to point out across minnesota and portions of northern iowa, those excessive heat warnings have been allowed to expire, because they are looking at relief. with a cold front moving through. some of these index rallies from yesterday, 124° in wilmington, delaware. atlantic city, new jersey yesterday it felt like 122° at times. extreme heat, very dangerous stuff. here's a look at that cool front sweeping through portions of the great lakes. there is potential to see veer storms overnight across chicago, great lakes, that is something we'll be tracking. good thing with this system, areas in the northern plains as well as parts of the northeast will get a bit of a break from these extremely hot temperatures. by tomorrow, minneapolis, expecting a high of only 83. a little better in new york city 92°.

by monday the northeast will see a big relief from these hot temperatures back to normal with a high of 82°. texas, still expecting triple digit highs 103 in dallas. raleigh, north carolina still above average high at 95. >> arthel: it stays hot at night, i know here in new york. people who are healthy and strong, they are becoming overwhelmed by the heat. >> very important to stay safe. some areas during this heatwave their nighttime lows with were hotter than their daytime average high temperatures. the entire day throughout the overnight hours they were looking at temperatures above average. it is incredible how massive and powerful this past heatwave was. fortunately, almost over for some folks. >> rick: a lot of people look to go into the water to find relief from this heat. you have to be safe. there's a search underway in western wisconsin after two boats collided. two people were killed in the crash.

>> great. >> arthel: i understand you believe raising the debt limit will cause problems. what kind of problems and how will it impact wall street? then i want to know how will it affect the average americans' daily business? >> if we keep raising debt right now 43 cents of every federally spent dollar is deficit. if this continues, markets are going to start speaking out. how? interest rays are going to skyrocket. nobody is going to want to buy our bonds, they are going to be worried about getting paid off then you see rates at 6, 7, 8%. the bad housing market will get much worse. amazingly to me, the interest rates have stayed low. i think that's because the fed has been buying bonds. that's the good news. i think there's an eventualy

to this. hopefully, cooler heads -- cooler heads will prevail. they need to lower the spending or else. >> arthel: you say the country has enough revenue to pay short term debt. where is that money? how short term is short term? what happens when that short term period runs out? >> first, i think there's a lot of scare tactics going on to get people to believe each politician. talk about social security not getting paid that was a lot of bs that was wrong to scare the elderly. there's revenues coming in at all times. to pay for short term things. we can't run deficits. we have short term raise the debt ceiling. i like what the republicans are saying. let's cut spending by the same amount. have a wash and then start working on the big thing down the road. >> arthel: i don't know if i heard your answer, which is how short term is short term and what happens when that short term period is over? >> that -- we'll know when the market starts speaking up.

i'm talking next couple of months. i'm just worried about one day we'll wake up on a monday morning, japan is going to be down 1,000, europe down 5% and we are going to follow. you never know when the market is going to react. it happened in europe last year. it happened in '08 to us with the housing came out of nowhere i think this could be the same if people in washington done get it done. we are doing everything right we are going to work, doing the right thing. them in washington, d.c. can't get their house in order and their checkbook straight. >> arthel: the president says short term is a problem. you are saying it is not a problem. you are saying ignore threats -- possible threats to downgrade the u.s. bond rating. disregard bonds may not be secure. funds might be forced to drop treasury holdings if the country's credit rating falls below aaa? >> no, i'm worried about

treasury bonds eventually. i don't know when. bonds are what people buy based on what they think of our credibility that is getting shot on a daily basis. i'm worried about that longer term. right now all this talk about the end of the world coming august 2nd, it is not going to happen. we heard it before with the tarp. sale is the it okay if congress keeps kicking this can down the road for another 13 months? >> no. i've been saying if they don't stop the market is going to stop them. we had the final crisis when lehman and merrill out of buy. they didn't go out of business, the markets put them out of business. that's my big worry. soy far the -- so far the markets are calm, surprisingly so to me >> arthel: the average person is caring about their jobs and whether people are going to start hiring them and they are not going to charge too much interest rate. we could go on.

details. >> reporter: good evening. senator reid and democrats holding firm in their opposition to any short term fix to this looming problem of the united states running out of borrowing power on august 2nd. reid and the other congressional leaders gathered about an hour ago and spent about 50 minutes in the capital office of house speaker boehner. 9 plan says a key aide has been shelfed in lieu of efforts to devise a -- new compromise that could be announced before asian trading markets open late sunday night. republicans are pressing for a short term fix despite 's opposition. one leading democratic senator did agree today that the chances for that happening may be improving. >> perhaps they are. but it would be unfortunate if we missed the opportunity for what the president has tried to do. history is going to treat him very well on this question of trying to get a comprehensive

bargain in the range of four trillion dollars. because that's what is necessary to stabilize the debt and begin to bring it down. >> reporter: congressional leaders met for an hour this morning with president obama at the white house. an aide to one of the lawmakers present told fox news, this was not a transactional meeting. that the leaders had already begun work on the plan yesterday by themselves. a gop member of another working group the so-called gang of six, democratic and republican senators, told fox news that no matter what happens the u.s. will not default on its debt. >> i believe there's still a good chance for us to get a solution by august 2nd. either still put together 9 big deal or have a shorter term extension that will allow us to continue to try to put together these major proposals. we are making progress in getting solid and progressive comprehensive solutions put together. >> reporter: as we mentioned, that meeting in the office of house speaker boehner has just

broken up. nancy pelosi, was asked as she emerged from the room whether progress was being made. she said i'm always hopeful. here's a detail that you will only hear on9 fox news care of our house producer. while that meeting was still underway, he spotted a representative from the house rules . approaching the door of john boehner. what does that tell us? if they are going to get something to the floor in the next couple of days, the first stop would be the rules committee so they can arrange the rules by which those votes would take place. it is a good sign. an indication things are getting serious. because the rules committee is now getting involved. >> arthel: thank you for that important detail james rosen. >> rick: gop leaders nine republicans to include on the ballot for next month's straw poll in iowa the list includes most of the familiar names in

the race. but leaves off two prominent names, sarah palin and rick perry. neither has officially declared they are in the race. the poll is seen as a major test of strength it draws voters from all over the state. it used to draw people from other states as well. what does the list tell us as this race begins to heat up? joining us martin frost who is a democrat and matt schlapp. gentlemen good to see you both. matt since you are the ran on the panel let me start with you. the fact that palin and perry are not on the list what does that tell you? >> remember, this straw poll is nothing but a fundraiser for the republican party in iowa. who is on this ballot and not on this ballot is only impactful to how much money they raise for the state party in iowa the issue is for someone like michelle bachmann who is catching fire, can she win this? if she does she is going to

transform the racism someone like pawlenty, does he -- transform the race. someone like pawlenty does he finish third place if he does he can't portray himself as the alternative to to romney for the nomination. >> rick: congressman frost what does the white house think as they look at this early contest the one coming up next month in iowa and others, the beginning of this? >> i think they don't get too excited. remember what happened three years ago, romney and huckabee, finished one and two in the iowa straw poll. neither one won the nomination. you don't know what is going to it is way early. i will tell new, i worked in iowa in the presidential race in 1988 for dick gephardt he won the iowa caucuses he didn't win the nomination. it is all about organization on the ground. that's what wins iowa i the better part of the month in

january, it is cold, troops on the ground win this. while the poll is interesting. o'it doesn't mean too much. >> rick: romney won in 2007. i looked at some of the other past winners this is not the iowa caucus this is the straw poll. in 1979 george h.w. bush won. not go on to win the party's nomination. in 1987 pat robertson won he didn't win his party's nomination. if you are a political junkie, you love this stuff. if you are a student of history, you can see this stuff doesn't mean a whole lot. >> but it does tell you how they are going to do later in the caucuses. both those candidates you mentioned did well. i think you can't discount what is going to happen in the straw poll. there are some side stories. will the conservatives step up and do well? is this a place where rick santorum can get momentum? there's been talk about rand

paul and michelle bachmann. what does that mean to those in the party who admire someone like michelle bachmann's conservatism, but may worry she is not ready to take on president obama for the presidency. do they start to coalesce behind romney who is not playing in the straw poll, because they feel like it is time to get serious and find the most experienced candidate? these are the questions that i think are going to be interesting. >> the key is what is going to happen with rick perry. re? is he going to be in the race? if he's in, he's a strong candidate for the nomination. that doesn't mean he can be elected president am i think he might win the nomination but couldn't win the presidency. he will be a real factor if he gets in the race. he's not in this poll maybe some will write in his name. everybody needs to keep an eye on perry the next machine. >> rick: is perry a game changer? >> definitely, i agree with martin frost. this is good. i think governor perry could

first, let's walk you through the timeline. at happened in march. then you remember, we were live that entire saturday back in may, when the lapd police chief came out and said that his department had arrested the primary suspect in this case. they held a news conference. we carried it live right here on fox news when they released the mugshot of this guy giovanni ramirez. late this week investigators said they had the wrong guy and ramirez was exonerated. he was never charged in the beating of brian stow. the father of two attacked opening day. he remains in the hospital. most likely has brain damage, according to his doctors. ses says say that stow was repeatedly punched and kicked in the head outside of dodgers stadium just for being a san francisco giants fan on l.a. turf. interestingly lapd, not calling the first arrest a

mistake. but someone else sure is. >> people, customers and co-workers pointed to me. that's the mother of giovanni ramirez. i got very depressed. but thank god, i believe and i said i know my son is innocent. >> reporter: now police are confident they have the right two people. 29-year-old louie sanchez and 30-year-old marvin norwood. they are behind bars. their mugshots have not been released. tmz is reporting they do not resemble these police sketches circulated following the crime. the pair will be arraigned monday. we should tell you, one other arrest has been made. 31-year-old doreen sanchez is accused of driving the getaway car. she posted bail and was released yesterday. arthel, this has been
