11:32 am
shannon: this is a fox news alert. we are getting reports that syrian tanks have quote opened fire on what is a residential neighborhood. we have some video of the army attacking rebels for a second day in a row. just crossing the wires we are
11:33 am
getting word that the fighting there -- government forces against those who oppose them is heating up. we have had reports of deaths and hundreds of others injured this weekend fighting as well. but now we are getting word the tanks are opening fire and shelling residential neighborhoods as the bloodshed in syria continues. new reports that the fbi is closing in on one of america's most famous hijackers. this man escaped justice nearly 40 years ago. the cops say he high jacked a plane and then jumped out of an aircast thousands of feet overstate. the feds say a recent tip on his identity is probably their best yet. adam housely is with us in washington. >> reporter: it's been featured in crime programs over the years as well as a tv movie. d.b. cooper is his name.
11:34 am
when he gave his name to the flight attendants 40 years ago. he said his name was dan cooper. the media had db as a moniker. so dan cooper is really the man's name and everything regolf around this tie, a tie he left, a cheap tie he left on the plane 40 years ago bev jumped out the back with parachutes and $200,000 in cash. apparently there is some dna on this tie as well as partial fingerprints on a magazine. we are told a person of interest's name was giver on a local law enforcement agent who passed it to the fbi who took fingerprints and dna from that person. we are not saying wertz he is alive or dead or where he may be. but it's been given to quantico, in virginia, and the stuff is being compared. dan cooper is known for liking
11:35 am
raleigh cigarettes and drinking whiskey. he told fly attendants from portland to seattle that he would blow the plane up. he would trade some of the passengers for $200,000 and two parachutes. when he got towards the border of oregon and washington he would bail out the back never to be seen again. it was one of those mysteries that plagued the fbi for years. 9 years after this happened in 1971 on the eve of thanksgiving a hiker found $20,000 in cash -- pardon me, $5,000 in cash of $20 bills inside an envelope that was tide this case. at the time people thought maybe he when he bailed out died. but now think think they could have somebody. they are downplaying it a bit. but they are excited about the possibility of what necessity could have in front of them.
11:36 am
-- of what they could have in front of them. shannon: this is a fox news alert. we are getting word that we'll hear from vice president joe biden in just moments. he met with democrats in the house about their concerns over this debt deal that has come together. all of this comes as we are getting word that moo that moodd s & p could downgrade america's rating. steve, let me start with you. how likely do you think it is that there will be a downgrade by one or both agencies? >> hard to say at this point. the clangss maybe 50-50. but you think about even with this deal in place, instead of borrowing $9 trillion over the next 10 years we'll borrow $7
11:37 am
trillion. we haven't solved the debt problem. that's one reason the rating agent cities may downat this and say this isn't the historic break through we hoped for. shannon: if we assume we do lose the triple aaa credit rating, what happens next. does it impact the every day life of americans? >> it's not clear. some countries had downgrades, note reply canada, as you thail trail yeah and japan. but the united states is in a different situation. our deficits are out of control. the congress is pickerring in way. it's not address the structural problems. the package is hardly a package but a promise. if we get downgrade now or after the election, then i think we'll face higher interest rates because this congress hasn't don't work that been put before it. shannon: steve, do you think
11:38 am
investors will be scared off from investing in the u.s. market? where else will they take their money? >> i think it's a negative. we are going to downgrade, it's a stain on america's record where the global economic leader, the dollar is the world currency. i think it's a negative. i think you seat gold price rise and a pickup in interest rates. if there is an incident around the world whether it many the tsunami in japan or flare-up in the middle east. where do the people rush with their money for safety? they still buy treasuries. shannon: we understand we are getting comments from vice president biden. we want to take a listen to that. then we'll bring back for reaction. it is coming. the vice president has been speaking with democrats. in the meantime, peter, if we did lose triple aaa status, how
11:39 am
hard is it to get back to that. what do you have to do to convince the raiding agencies that you are worthy of it. >> it's like being divorced. you can't have a first marriage again. we should have been downgrade a long time ago. if you look at our ratios and statistics. they cut us a lot of slack because we are the united states. my feeling is if we lose iter. >> losing it for 10 years. >> if the united states treasury securities are not triple aaa rated, what in the world is a triple aaa rating. >> my answer to that the world its change. we used to think companies could never have a higher rating than the sovereign. i wouldn't be surprised if some large american multi nationals if their securities start becoming the safe haven. they are the place to put your money. >> i still think if people are
11:40 am
worried about their money, i don't think they will put their money in ge. i think they will continue to buy treasury securities. but this is a dark day for america if we lose our bond rating. >> this is serious, right, steven? >> no question about it. this would be the first president in american history to lose america's triple aaa credit rating. we have seen this coming. we went from 40% of our debt to 6gdp to 60%, now we are heading to 90%. that's greek territory. shannon: there had been a lot of speculation about what would happen with the markets. late sunday that a deal had come together. we did see a bit of a rally this morning. it don't look like it's been gangbusters since then. do you think the markets -- what are they going to do at this point. >> the economic data was bad on friday with gdp and it was
11:41 am
disappointing today on services. there was a big fall there. so there are other factors weighing in. but i think the markets are yawning. they downgraded the united states five days in a row and we don't see much progress with this defend city package. heaven help us if the house doesn't approve this and the markets will tank. it isn't if they disapprove. it isn't a judgment on what is a bad package it many just that there is nothing else in the wing. what are the prospects if this fails? >> we are headed to $22 trillion offing inial debt. even if we pass this. it's not the best news in the world. shannon: peter, steve. thank you. breaking news now. an 11-year-old girl missing for exactly a week out of new hampshire. we are getting troubling new information from police on the search for 11 celina cass. we are expecting to speak with her father live next.
11:42 am
>> whenever you are ready to come home, celina, daddy will be here waiting for you. specialists, lots of doctors, lots of advice... and my hands were full. i couldn't sort through it all. with unitedhealthcare, it's different. we have cess to great specialists, and our pediatrician gets all the information. everyone works as a team. and i only need to talk to one person about her care. we're more than 78,000 people looking out for 70 million americans. that's health in numbers. unitedhealthcare. really? 25 grams of protein. what do we have? all four of us, together? 24. he's low fat, too, and has 5 grams of sugars. i'll believe it when i--- [ both ] oooooh... what's shakin'? [ female announcer ] as you get older, protein is an important part of staying active and strong. new ensure high protein... fifty percent of your daily value of protein. low fat and five grams of sugars. see? he's a good egg.
11:43 am
[ major nutrition ] new ensure hh protein. ensure! nutrition in charge!
11:44 am
11:45 am
shannon: his in new hampshire making a possible find in the search for 11-year-old celina cass. the girl being seen last a week ago. joining us on the phone, celina's biological father. most us can only imagine wait must be like to have a child missing. how are you doing? >> not too good. i don't know what still what's going on today. they say they found a body. and i'm still hoping it's not her. that my biggest concern. shannon: we pray and hope with you this will not be the end of this search and there will be a successful effort to find her. you sent a message put out there over the weekend that you will be waiting for her when she
11:46 am
comes home. do you have any concerns that she would run away from home? what did you think happened to your daughter? >> that's something i can't answer because she seemed to be happy where she was. when she would come and visit me, i would spend time with her, i always asked her how's everything going at home, is everything okay, how is school going. she always did good in school, her grades were great. it ended up being a big puzzle what was wrong. by was in the hospital when i saw the report. and all i could do is shake my head wham going on. that many my daughter. it's a hard question. shannon: when was the last time you were able to see her. you mentioned you have went in hospital. we know you are fighting serious health concerns of your own in the midst of this. >> it was probably a week before
11:47 am
i went any was able to see her. i went over to her house and visited her. and she come out on the porch and showed me her grades. and i talked with her and stuff and she sat up on my truck and visited with me for a good half-hour, 45 minutes. shannon: police said they didn't see any sign of a struggle or anything that would suggest she was harmed or there was foul play. do you believe that there is something unusual here, that she wouldn't have left at nighttime by herself? >> the big puzzle to me. i can't picture why she would leave like that. a lot of people said when i was in the hospital they thought she
11:48 am
might have tried to get to me to see if i was still okay. but, you know' like i said before. it's still a big puzzle. it's one of those things that happened and it's hard to have everything answered. it's a question mark to me. shannon: can you tell us about celina. you shed she was a good side. by most account.she was a good friend, a good girl. >> she was very friendly. she was somewhat shy, but she was very friendly. when she got to know you she to visit and talk with you. she was shy, she was close to her mother, i know that. she was close to her mother. shannon: the father of missing 11-year-old celina cass. we thank you for your time. our prayers remain with you. we hope that the only ending you
11:49 am
will have will be a happy ending in this tragic scary situation you are living through. sir, we thank you. >> we thank you. shannon: this is a fox news alert. we are getting wire service reports of what's being described as a revolt by progressive democrats signaling their unhappiness with the debt and deficit deal that coming together. according to the "wall street journal" nancy pelosi told members of her caucus to vote their conscience on the bill. she is not going to push them to vote yes. it's almost a necessary thing that she get involved whipping votes to make sure the democrats are onboard are with what the president has apparently dree agreed to. it sounds like she is not going to her members to be a gentlemen
11:50 am
vote. here is vice president bind speak after he met with democrats moments ago. >> i didn't go to convince. i went to explain. and lay out exactly how we got to where we were and wher -- ans is so important for the country. in my career i never asked another person to vote against what they think their interests are. i am confident -- i was treated well -- my sense is they expressed all their frustration, which i would be frustrated if i was sitting there as well. that we are take down to the wire like that. >> that was a long meeting. >> i didn't go to convince, i
11:51 am
went to explain and lay out exactly how we got to where we were and why this is so important for the country. my career up here after 36 years, i never asked another person to vote again what they think their interests are. i'm confident my sense -- i was treated well -- my sense is that they expressed all their frustration, which i would be frustrated if i was sitting there as well. and everything was taken down to the wire. what they want to know is, they asked questions specifically about the proposed legislation. the proposed legislation. i thought it was a good meeting. and i feel confident that this will pass. >> reporter: there are a great deal of regrets that they think they have been sold count river and there will not be jobs created with this plan. >> if we had our way, and there
11:52 am
was a different circumstance in the congress, we would be talking and should be talking right now about job creation initiatives. we should be talking about infrastructure. we should be talk bing vestment in education. we should be talking about investment in innovation. the president made that clear in his state of the union message. about it truth of the matter is there is the sword of damocles hanging over everyone's head. it was used as the means by which unless certain compromises were made we would default on our debt. the reason why it's so important that this bargain that has been negotiate with the republicans by the president. the reason why it's so important that it pass, it has won overwhelm different has one overwhelming redeeming feature.
11:53 am
it says the debt issues cannot come up again until 2013. the reason for that has nothing to do with the elections. it has to do with from now until moment it passes and signed into law. we'll be talking about nothing but jobs. but if i stood before all of you two weeks agene said i have a job plan. would of any you have written about it? you would have said -- you know, what about it? legitimately, what about the debt ceiling? so we have to get this -- shannon: you have been listening to vice president joe biden going to the hill and talking to democrats about the debt deal. he doesn't sound like it's perfect solution. he sounds like it's the best solution he believes they will get at this point. he's not there to convince members just to tell them about it. let's talk with chris stirewalt. he's stand by live in
11:54 am
washington. you hear what the vice president has to say. there is a lot of heat coming from the left. then speaker nanny pef lowsy would be the one to twist arms and it don't sound like she is willing to do that. >> the minority leader pelosi is making it clear she is not going to do any arm twisting. democrats can vote for this if they want but she is not going to push. her base is the most liberal part of that democratic caucus. her message is to president obama one wanted this deal, now, you get it done, and they are going to make the president come over whether in person or by foreign and make the case to house democrats you must do this deal, it is crucial nawft to. she is asking him basically to put it on the line. shannon: there has been a lot of criticism he hasn't been involved in all of the details of the sausage make.
11:55 am
it seemed like the white house was involved over the weekend. but some said during the process they wanted the president to be more involved and come to the table with more desills and be more per swailsive with the members. if he has to go to capitol hill to do that, he put his stamp on this deal. will he do it? >> the blowback on this deal was astonishing. if you look at all the liberals who think the president got rolled for a third time, the bush tax rates. the continuing resolution that's funds can the government and now this, liberals believe the president is either doesn't have his heart in the fight or he's just not very good at it, and they want him to dig in and show that he's got some moxy. pelosi's message is also to john boehner. if you have got such a good deal why don't you couple with the 216 votes you need to get this through. she is putting her foot down saying since it's not a deal she
11:56 am
likes everyone else can get hard work done. shannon: the left seems to hate. the far right seems to hate it. >> the people i have been talking to set meeting for the republican caucus went very well. the number of votes they will need will probably be fairly most in the 60-vote range. the senate is itching to get the bill so they can hurry up and payments. he localsy is going to make everybody pay a greater cost for this than they would like. shannon: we are right back with an update on the missing girl. in at bayer, we've been relieving pain for over 100 years.
