the crash and tonight our nation in mourning. mourning the greatest loss of american lives since combat in afghanistan a decade ago. jennifer? >>reporter: harris what i can confirm well were 25 special operators . members of special operation forces killed. they were members of seal team 6 from the east coast and west coast teams. there were five crew members on board from the army including three combat controllers and an interertor and it could have been a rocket propelled grenade as they were in the tail end of the mission. they were fighting and on the way out when the helicopter was struck. >> jennifer griffin joins us

and what are you learning about how usual or unusual it is to have so many members of a single unit on one helicopter. >> well, sources tell me it is extremely unusual for a large single unit to be placed on one helicopter and normally going into a mission like that you are divided between two helicopters and it suggests that they had to leave quickly and they piled on one helicopter. it was not part of the 160th air wing. that is usually the group that flies for the seal team six. this was a regular army canuck and not as many machine guns on board. they only have a m240 and not as well armed but they are

used because of number of approximate operations in staff afghanistan. they are having to reach out to the other army helicopters. hange o command ceremony for special operations. on monday admiral william mccraven, the man best known for basically running the bin laden raid and he's a seal himself, he is scheduled to take over special operations command and there was a change of command ceremony in tampa, florida. it is a bitter sweet time for a man celebrated the most important raid in seal team six history and have a losss of that community has cast a pall .

capacity to meet commitments. what does the downgrade mean for the american people. steve moore. i have to say that the number one worry on people's mind, how will we feel the down depraid? >> it is a black eye for america's position in the global economy. you mentioned countries that are in our country as double a. this does not mean that america is a double a country. we are still triple a. who cares what s&p rates us. they don't have the greatest record for rating companies or debt. they gave triple a bond ratings to the subprime bond mortgages a week before the crash. the whole episode is not just the last couple of weeks but last five years when we have almost doubled the national

debt and on the pass to borrow eight trillion in 10 years and it does signal that republicans and president obama have to get together and they have to do a better job cutting the spending. >> harris: i understand there was a 7.7 jump in the month of june of people borrowing money in nearly four years. i had read that a downgrade in our credit rating could mean interest rates are going up . people with all of that money on the credit card. >> that's right. don't orget who is the biggest debtor in the entire world. if interest rates go up. that puts us in a spiral of debt because we could pay a trillion a year by the end of the decade to pay the interest on the debt. that is a problem of the downgrade. if we have to pay higher

interest rates, we are not making progress in balancing the budget. but will this also affect consumer rating and will it affect our mortgage rates. we don't know the answer to that. japan was downgraded but interest rates did not rise in japan after that downgrade. it doesn't necessarily mean it is a spike in interest rates. >> harris: my last question. s&p is not the only ratings issue out there. wouldn't that mean it is part of the pictur how much does it count? >> i don't think it counts all that much if you look over the last week, harris, what you found that people are buying bond and so much chaos in europe, the united states is still a safe haven country in the world. there is no question about that. i question the wisdom of saying the united states is not a triple a country

rioting broke out this evening . it came after a demonstration that was held over the shooting of a 29 year old local man. he was a police attempting to arrest shot him and claiming that he opened fire on them first. it was disputed by some people in the community. there was a march and then some point earlier this evening, we don't know whether members of the march or other people -- it is in the northern part of london. two police cars were taken out in the street and set on fire. the iconic bus also set ablaze . shots outside of what we are seeing now . also on fire . there was a ongoing situation

havoc in downtown and knocking whatever was over there and targeting pedestrians at randomit and prompting the city to crack down on the rowdy juveniles. on monday there will be assigning more law enforcement to down town and put a curfew in place. but officials warn that destructive behavior will cause more damage in the long term. >> it was not twitter or the other social media, it was individuals texting other individuals and then text four or five friends and it was a tree that sprouted out . it was 20 or 30 kids congregating on x& y intersection. the thought left more chance for deviant behavior to have

>> it is the bottom of the hour and time now for the top of the news. leaders in washington reacting to the deadliest incident in afghanistan since the war began . a helicopter crash filling 30 members of the military including numbers of the navy seal team. the best way we can honor that sacrifice is to keep fighting and moving forward. we are joined by general jack king, he is now a fox military analyst. general, thank you for joning us. you returned from afghanistan and you can take us inside what we are doing there and tell us about the unit so we understand what kind of loss this is. >> it is significant. this is a small and close community, and these kines of numbers that special ops is

not used to certainly. lin these operations are conducted every night in afghanistan. actually we do len-15 on average weather permitting and the overwomening number is involving helicopter . highly skilled operator and very good intelience and achieve overwhelming surprise of our opponents. >> harris: i know you were in the country assessing things for general petraeus. what do you know about the target that this group was going after? >> in general, what this group goes after every single night and high value targets and pacificly they are leaders who are functioning as middle level or senior levels of the taliban or other taliban organizations that function inside of afghanistan. we pick up that intelligence by multiple sources and they

have a location and they organize the mission and the number of members is reflective of the target and the location and the resk involved usually at night because that conceals our movement. that's generally speaking what it looks like. >> i know we don't know for certain and under investigation what caused the chopper crash. earlier are reports that insurgents took it down. what are our forces facing over there? is the enemy morphing or getting better? >> we have administered a stunning defeat to the enemy in the south and in our favor. this took place near kabul and we'll be conducting major operations in this area as we have for a number of weeks and

months. we are pushing the enemy back on its hee. that was evident to me in my time i spent there. but none theless, this misdemeanor has skill sets and capability to point a rocket projected grenade at a helicopter and bring that helicopter down if they are close enough to it. we don't know for certain what brought it down or if it was enemy fire. but those are the dangers that the troops face every night they go out there. >> harris: i had mentioned that admir ail mullens said we have to stay the course. how might this affect our mission of losing so many best trained we have? >> certainly, the emotional and psychological impact of the loss in that small community will be significant and our hearts go out to our family members that suffered the loss, but quite frankly
