anchor lou dobbs you see him at 7:00 p.m. each day on fbn. what is going on here? >> what's happening right now, bill is, a loss of $3 trillion over the course of the past two and a half weeks. to put that context. it's one fifth of the gross domestic product in this country every year. what is going on is that we are seeing expression of a lack of confidence and faith in the leadership of this country. and its principle institutions among them business institutions, the markets and the stocks of the companies they represent themselves. >> bill: all right. now, some are going to say lou dobbs is a partisan anti-owe bottom that guy and framing in a political way, it's not fair, it's not right. obama had nothing to do with it and really congress' fault because they couldn't get the debt deal down so that the market would be comfortable with it. >> first, i would say, one, the republicans said the same thing when george w. bush was in office when i criticized his policies. i'm inneurod to that political

view. the president is the leader of this country. secondly, congress' responsibility is also present just not as large as that of the president. the fact is that for 30 years we have had a failure of leadership on this country on the issue of budgets and deficits. and debt. >> bill: all coming home to roost because we have a liberal president who doesn't seem to understand that he has to stop spending. i think that message is a very bad message. let's be fair about that i want to be fair about this. >> sure. >> bill: i thought and maybe you thought the same thing that when these pinheads finally got this deal a couple of weeks ago. >> yeah. >> bill: finally that we weren't going to go into default. we are going to pay down our bills and pay down the debt. that the markets would say, breathe a sigh of relief and then it would be business as usual. the opposite happened. why did the opposite happen? >> the opposite happened for a

number of reasons. but, chief among them, rising concerns about insolvency and the banks in europe. >> bill: europe is the reason we are suffering. >> it's one of the reasons. the second is that we are not seeing significant growth in this country. talking about less than 1% growth in our own economy in the first half of the year. >> bill: so these surveys come in. and the combination of europe and no growth in the u.s.a. were you -- are you surprised 1850 points? almost -- are you surprised? i didn't hear one financial guy, not one come on television in july or june and say, you know what? you better start selling stocks. i didn't hear anybody say that. >> i'm not surprised that you didn't. the idea of forecasting turns this deep this profound in the market is not the long suit of financial journalists. >> bill: you didn't do that either. >> absolutely not. >> bill: couple of guys on the fringe but they always say it's going down. poor folks who invest their

money into their 401(k)'s. their educational funds, health funds, whatever it may be. looking at now portfolio down 50%, 440% in a week. this is just erodes confidence in the whole system. does it not. >> absolutely. it is an expression. bill, what is really troubling here. aside from the harm that it's done financially to millions of americans near the president nor congress could get anything significant done. the deal on the debt ceiling is at the margin. i reported that the sad part is they had to create a super committee to get fast track authority to do what they capacity to do? >> no doubt they are all responsible to some degree. but president obama is the president. and the democratic party is the party of spending. it's the party of spending. >> this is no longer ideological, bill, if i may say.

this is staring us straight in the face this is not about tax increases. this is not about the left or the right. as i have said. we have seen historically low tax rates we have seen historically high stimulus spending and neither has resulted in the creation of jobs. time for washington, d.c. and the business committee to come together and talk honestly about the business practices, the banking practices. >> bill: that's going to take years. is there anything obama should be doing right now to stop this madness? >> first thing he should do, he has done. that is to be quiet for just a moment. you think that's the right strategy. >> exactly the right thing to do, bill. second thing is to begin to elevate his own rhetoric. he needs to inspire, not to depress the american people. >> bill: i think he needs to come out and say i was wrong. we're going to cut back the spending and cut back all this stuff and get the deficit under

>> bill: the subject of this evening's talking points memo. riots in great britain are a reminder that there are people who will destroy, physically destroy society if they think they can get away with it. at this point british authorities are under siege. they say jails are overflowing because more than 1200 thugs have been arrested just this week alone is damage will be in the hundreds of millions and the entire country is on edge. the same thing happened in america back in 1992. when 58 people were killed. more than 2,000 injured after los angeles police beat a black motorist rodney king. the riots caused a billion dollars worth of damage. some neighborhoods in l.a. still have not recovered. i was right in the middle of

those riots in l.a. can i tell you once violence starts to get out of control, some people turn into animals. that's what's going on right now in england. the bbc caught up with two young women who were actually condoning the violence. >> it's the government's fault. >> yes. conservatives. >> people >> bill: take away from that rich people are responsible for the riots in great britain. rich people are the villans. that kind of class warfare is on play in washington. so-called people tax cuts for the rich are harming the economy. they bang that drum over and over and over. new cnn poll says a message is

getting through. 63% of americans believe there should be tax increases on businesses and higher income americans. just 36% say there should not be. 87% of americans say the middle class and lower income americans should not be taxed any more, just 12% say they should. that poll certainly will fuel class warfare. with u.s. economy in dire trouble it, may be just a matter of time before violence breaks out in this crun trirks people are angry. some blaming the rich. others blaming president obama. some blaming the tea party. the blame game is everywhere. instead of calming things down president obama seems confused. it doesn't have economic message. the president seems to be willing to take that chance. the big culprit is rampant government spending and out-of-control medical costs. tax rise does not address those problems. as talking points stated earlier this week. the entire tax code should be revamped so the government could get more revenue without harming the economy. and programs like medicare and

social security have to be revised for younger americans at least somewhat. finally, great britain is a cause sigh nanny state. they have free health care and safety nets all over the place. yet their society son fire. no question that is a warning to us. and that's the memo. now for reaction. with us here in the studio erica payne, president of the agenda project a liberal organization. and maria antoine netty who owns a small business herself. am i going wrong here? >> no, not at all. not at all. here is the problem. we are misdefining the word rich. and i keep saying this in my mantra over and over again. don't confuse a $250,000 business with million and billionaires. we are in the same category but we don't live the same type of lifestyle. when you want to talk about rich, you are talking about the businesses in your community that if we continue this class warfare will no longer be there. we will begin to be communities

to give people entitlements you have what you have in england where is mine? give me more. and that's what's happening here s that what the stock market is telling you today our entitlement society our $14.5 trillion debt is no longer sustainable. yet, you want more spending. more. >> so, bill, if you look at the s&p downgrade and the negative outlook that they gave us, if you look at the base case scenario and the downside, all those factors are basically same. the only difference between the base scenario on what they based the downgrade and the upside, which is we'll get out of this and maybe get to a decent credit rating again the single only difference if you read that report is the ability to raise taxes on the wealthy and letting the bush tax cuts expire. >> bill: ability to. >> it's letting the bush tax cuts expire.

that is the single only difference in that report. >> bill: that's fallacious. you can raise revenue, more revenue and we showed it yesterday. bush had much more revenue coming in because the economy was good. and you can raise it by a flat tax and other things. taxing the rich isn't going to do it. i'm sighting with you and not erica. i don't want to gang up on erica. that's not fair. i sincerely believe that this country now is at the breaking point. that you can't spend any more money yet president obama doesn't seem to believe that that is the simplicity that i'm trying to bring to this argument. so, is there something here i'm missing from your point of view? >> >> well, i think what is really, really missing the point is that business owners are at their wits end. they are now. >> business owners are. >> bill: wait. >> it is not worth it they are talking about closing up. they are saying let me cash out of everything. >> bill: they are not hiring. that's for sure.

>> going to call it quits. >> i ran a small business for 10 years. this is actually preposterous. the reason that small businesses are concerned is because there is not enough demand in the economy. if you look at the jobs report. >> that's not true. >> i'm going to finish my point. if you look at the jobs report from last month, we had a net gain of 117,000 jobs. the reason we only had a net gain of 117,000 jobs instead of 157,000 jobs is because 40 people in the public sector got laid off. those are 40,000 people who cannot take their clothes to the dry cleaners, cannot take their kids to a local restaurant. so small businesses are suffering, it is because we are continuing to lay people off. >> bill: wait a minute. you think that small business, like ms. anton netty represents wants to hire people? they don't. he are afraid of obama case. >> businesses really would like some customers. the best way to have customers is to increase demand. best way to increase demand is put people to work. 18% unemployment record and 40%
