today. they're going to be performing live for us later this morning. also, we're joined by some of our nation's heroes. check this out. how about 60 petty officers celebrating a very big moment in their career. we'll talk to them about that in just about a half-hour from now. but, of course, it's not friday without famous dave's cooking up barbecue all morning long. >> dave briggs is here. >> famous dave's friday. i love ribs at 6:00 a.m. and it always fits the bill for me. good morning, guys. good to be here. steve doocy off on vacation. serious news friday with the markets, huh? >> yeah, we have a fox news alert. world markets reacting strongly to wall street's big selloff overnight. stocks tumbled in asia. every major index was down significantly including south korea's which tumbled 6%. hong kong down more than 3%. over in europe, trading is still under way but the major indices now, they're down as well. about another global recession continues. the fear of that continues. and stuart varney is here to react to it. good morning. >> let me tell you what you're going to see when wall street opens up in about 3 1/2 hours time. stocks will continue yesterday's

decline. you can tell this from what's called the futures without getting technical, you can say that as of right now, the dow will open between 150 and 200 points lower. remember, it dropped 400 points yesterday, big selloff. i could also tell you that if you own those gold coins, may have been given them as a present last christmas, you're looking good this morning. gold is up another $30, $40 an ounce at $1,860 an ounce. >> i also understand that a lot of investors are running to u.s. treasuries. >> yes. that's exactly what's happening. here you've got this financial chaos in europe. and i mean, chaos. they are in just -- it is a ridiculous situation. that euro -- >> what do you mean ridiculous? you mean nonsensical? >> the germans are refusing to bail out the rest of europe. europe is finding it hard to find the money that it needs. that's chaos. that's another story. let me answer brian's question

because the net result of the chaos there is that all that hot money, all that anxious money, and we're talking hundreds of billions if not trillions come right over here to what is perceived as the safe haven of american debt even though we've just been downgraded so down go our interest rates. do you know that? a record low yesterday for american interest rates. soon, you are going to get a 3 1/2% 30 year fixed rate mortgage. it's gonna happen. >> you won't have any money left to buy a house. >> should germany because they bailed out greece, that settled the market momentarily. should germany bail out the rest of europe? >> the german people, the voters say oh, no, we're not doing this. we are not going to pay so that italians can retire at 55, spaniards can retire at 60, greece can retire at 60. we're not going to do that. we made our money the right way and we paid our taxes and we're not bailing out the rest of europe. >> and they're not growing either. news earlier this week that

germany's economy has slowed to basically a halt. yesterday, this morgan stanley news that the euro zone and the u.s. is dangerously close to a recession and the president comes out and says something that doesn't match that at all. how close are we? >> we're very close. we're right on the brink. morgan stanley said yesterday, we're only going to grow to 1 1/2% this year and even less next year and unemployment by the election will be 9.5%. that is a very, very gloomy forecast. now, what's going to happen today? the market opens sharply lower. gold goes through the roof. do we get a statement from president obama or from treasury secretary geithner reassuring everybody? do we get that? will the president come out of vacation and make that kind of statement? a lot of people want to know. >> we have what he said earlier, do we have that clip of what he said about a recession. >> he did say that he does not think we are looking at the second recession. >> he did. now, there's a pattern developing here. when the president speaks, when he says something about the economy, down goes the stock

market. there's a pattern established. >> so he should not speak. >> a lot of people don't want him to say anything today if it turns really ugly on wall street. >> let me ask you a question, is there a difference between the s&p downgrade and morgan stanley downgrading yesterday? >> yes, there's a huge difference. standard & poor's downgraded our debt. they say the whole country is less credit worthy. that's a technical thing. a financial thing. it's a statement of our future debt. morgan stanley is saying that look at the overall economy. the global economy and america's economy. you could call it a downgrade because they did down shift their forecast of our growth. it was a very bad forecast which had a huge impact on the stock market. >> right. >> they're saying -- they're basically saying we're at or very close to a recession. >> ok, what about gas prices? because one of the pieces of good news that we've seen if there is any in this whole thing is the price per barrel of oil has come down. so you said a couple of weeks

ago that would mean we'd see lower gas prices but so far, i don't see that at the pump. >> just in the last two days, and again this morning, we've seen a huge drop in the price of oil. this morning, oil is below $80 a barrel. that means gas prices will come tumbling down very soon. i know i've said it before. i'll say it again. >> i don't trust them to automatically do that. >> ok. but look, i think you can be reassured that the price of gasoline as a national average will come down to $3.20 or $3.30 for regular unleaded within a few weeks. i think you can be assured of that. >> assured of one piece of good nauz. >> mortgage rates down 3 1/2%. come on. >> no one is going to have that money and no one gets that money. >> we can all move in together. and it will be very affordable. >> oh, my goodness. >> we'll we'll all be watching your show and next week you're at primetime at 8:00. >> next week you'll be our guest. >> we're working negotiations right now. >> my people will call your

people. >> we'll see. >> have a gad weekend. now to the rest of the headlines. violence exploding in syria. government forces shot two people dead and they've arrested dozens more around the country and more violence could be on the way with mass demonstrations expected after friday's prayers. the latest crackdown comes hours after the u.s. and european allies demanded that president assad leave office. human rights groups estimate that syrian troops have killed, get this, 1800 people. their own people since march. overnight, japan rocked by another major earthquake. this is brand new video of a 6.8 magnitude quake rattling buildings in the same area hit hard by that massive quake and tsunami back in march. this time around, luckily no damage reported and no tsunami. another deadly stage collapse. this time in belgium. a fierce thunderstorm blew through a music festival 50 miles east of brussels leaving five people dead and another 140 people hurt including 10 seriously. it tore down concert tents,

administration's approach has been let's round them up, let's find out why they're not here and let's deport but now they are quickly saying we have a way of going through this. of straining those who might be criminals and leaving those who have no record of crossing the wrong side of the law. >> this is a major change in policy because let's face it, in the last three years over the obama administration, they supported more illegal immigrants than any other administration. last year was a record. in 2010, 400,000. now little over half of those were actually had criminal records. now what they're going to do as brian says, they're going to go through the system and if you don't have a criminal record, you get to stay. so is this a dream act actually working out in society without ever being passed by congress? that's what some people are asking this morning. >> yeah, this is a back doored amnesty, why now? you look at the timing of it kind of like the afghanistan withdrawal date, is this about the elections? the hispanics have been extremely unhappy with the president because he's done nothing about immigration the

things that he did promise during the campaign so now is he trying to get the hispanic vote 15 months out from the election? it certainly looks political in its timing doing nothing for the last couple of years and now you have the dream act and congress, it is going through congress the way we go through legislation.

>> 23 minutes after the top of the hour, a couple of quick headlines for you now. the so-called west memphis three could be free by the end of the day. they were convicted of killing three boys in 1993 but new d.n.a. evidence failed to link them to the crime. they are expected to have a new trial. and the pope in madrid for a very special meeting. he's spending a few minutes with 103-year-old nun sister, she has not stepped outside of her convent in 84 years. in fact, she's been inside since april 16, 1927, the exact date pope benedict was born. no wonder she's alive and has such great skin. >> thank you, gretch. these three crosses have stood on a san diego hillside for

nearly 100 years and now because of a few anonymous complaints, they will be forced to be taken down. the california department of transportation says the complaint earlier this summer alleged the crosses were on public property. that spurred them into action. and now, a church has offered to put the crosses on private property but some residents say that's not good enough. durenda smith was fortunate enough to get up very early in san diego and joins us out west. thank you for being with us, durenda. you are fighting to keep these crosses up, why? >> yes, i am. these crosses are a symbol of faith and love. and they're a historical icon in our community and we need them to stay right where they're at. >> now, some would say this cross is a line, no pun intended between the separation of church and state. how do you feel this is not across that line? >> well, i don't believe that

6%. hong kong down more than 3%. major indices down as well including germany's which is getting hit the hardest as fears of another global recession continue. and now fresh evidence that we could be heading for another recession here at home. we're joined by caroline shively live for us in washington this morning. you got the white memo. >> i did. how about those pushups, girl? you look awesome! steady wave of bad economic news, though, is pushing fears that the u.s. will slide into another recession. this week, we've learned that home sales went down, the price of clothes and food went up plus european banks are showing more signs of stress. merrill lynch and morgan stanley put the risk of another recession at 1 in 3. the president spoke about the threat with cbs. >> i don't think we're in danger of another recession but we are in danger of not having a recovery that's fast enough to deal with what is a genuine unemployment crisis for a whole lot of folks out there and that's why we need to be doing more. >> a report from morgan stanley

says that the economy -- that the economy is in danger of going into what's called a negative feedback loop. that comes when you get wild swings in the stock market along with economic weakness and the two start to feed on each other. stocks drop, consumers lose confidence, they invest less and spend less and that causes stock prices to drop even more. it's not just the u.s. japan's exports fell for the sixth straight month. they're already in a recession thanks to the earthquake and tsunami in march. banks in europe are struggling under the weight of their heavy exposure. now, president obama is on vacation for the next nine days but aides say he will be working on that jobs plan. back to you guys. >> going to be 1/10th of the vacation. thank you very much. let me tell you what else is happening. a man who raped and suffocated an 88-year-old woman, her name is ruth phillips paid the ultimate price for his crime. 30-year-old jerry terrell jackson executed last night.

they're supposed to report all women. sometimes they don't support conservative women. let's talk about what was supposed to happen, the washington nationals wanted to honor those 30 navy seals who hon died in afghanistan so they wanted to honor them by putting something on their ball cap. apparently, major league baseball said they couldn't do that. usually when they do this type of thing, all teams are wearing the same kind of emblem for a particular team like july 4th so they could only wear these caps during batting practice. >> they wanted to wear different -- you see there, the navy seal hat. they wanted to wear the different insignias of the military branches during the game. they said you can only do that during batting practice. now, major league baseball is comparatively, i think, a pretty patriotic organization. they wear the red, white and blue caps, fourth of july, memorial day. i think san diego padres also wear camouflage uniforms on the occasional sundays to honor the troops. but why in this case they chose to not allow them does seem to

african-american base here? because you have congresswoman watters saying that stunning statement. she's wondering why the president didn't go to african-american communities when he was on his bus tour. in fact, communities he went to have a better unemployment rate than the national average and african-americans 16.3%. >> let us conceptualize the statement for many people who don't know, i have the midday show at the station in chicago and typically i cover three to six topics a day, i was on this topic for three hours and i opened my show with congressman john conyers from detroit and he related a story to me that i think was telling. he saw the president in advance of his trip to holland, michigan on this rural bus tour that he was just on. and he said, mr. president, i congratulate you for going on this rural tour but we want you to stop by detroit where real unemployment is about 50%. every other person in detroit has a job. this was the fourth largest city in america 50 years ago.

now, the population is almost in half and the president said we'll get to it. and i'm hoping that after this vacation that he will get to it and that he will go to these urban centers even though it will be challenging, i think the president is up to the challenge because this is reflective of where america is going. many people are worried about london, many americans are because they say this could prestage what's happening in america. of course it is -- and i think it's important for him to go to rural america. no question. but i want to see an urban tour. >> do you think he's going to do that? then he would have to admit how horrible the unemployment rate is in communities. >> i think he needs to get out to as much of the country as possible particularly where it's hardest hit. you know, people whether they're black or white or their politics are red or blue, they're fed up with all politicians right now. it's the president or the republicans in congress. that's why i'm proud to be a recovering politician. not a real politician these days and again, it's the hyperpartisanship in congress

sites along with a number of civilians who died in those air strikes. we also had a number of other missiles head out this morning from the gaza strip in retaliation from the gaza militants back into israel. that hit a religious school, injured about 10 people. of course, this all began with that very daring militant attack on four different vehicles in southern israel. we're now hearing of the eight dead and 33 injured. gretchen, four of the dead are two sisters and their husbands who were heading back from a vacation in a lot. that's when they were hit by the militants. shot and killed. >> thanks for bringing the breaking news story for us. >> story in the news, this morning, a father and son under arrest in pennsylvania charged with making harassing phone calls to the family of sarah palin. the former alaska governor and fox news contributor already had a restraining order against 19-year-old shawn christie and

they've taken d.n.a. from him in the area where they were. so all of this stuff raises questions and then they -- the real issue here is who is this man? what is his history? he's a man for him -- against whom several orders of protection have been issued and a violent guy. >> sounds like she probably shouldn't be going on vacation with this guy in the first place. excluding that hand print, it's all circumstantial and we've become accustomed to because of casey anthony feeling like we're n going to get a not guilty verdict if there's no physical hard evidence. do they have a different burden of proof in aruba? >> the interesting thing about the dutch law that is in practice in aruba is that there is no jury, the jury is a judge. in fact, the judge is a part of the investigation. and so this judge when the prosecution came in or the solicitor general said i want another eight days, the judge says i'm going to give you 16 days and i'm going to give you double the number of days you wanted. they know they've got their guy. they're looking for the

france may be downgraded, portugal. >> but if you want to talk about that as a bubble, look at gold, for goodness sake. i remember when i had a boxing gym, the guy who was my pro told me he was trading nasdaq internet stocks on the side. i said to myself, a guy who is punch drunk is dealing stocks, these internet stocks, i'm going to get out of the internet and then the bubble burst. who is selling gold? buy gold! save your children's lives! and gold now is over $1,800 an ounce. how high is it going to go? 5,000, 10,000? at what point is it going to become clear to everybody that that's a bubble also? >> brian: will the president speak today? >> the problem with the president, who is a wonderful speaker, is we heard him speak so often that now it's like background noise. you don't hear the message. i would rather hear -- let him gin up people like warren buffet

and others to reassure the public that the situation, while serious, isn't, you know, as bleak and as on the brink of absolute collapse as the rhetoric is making it appear right now. i think there needs to be a period of calm, and i'm not exactly sure that this president with his approval rating so low and such a contentious political environment can soothe us. >> dave: the one who hopes to take advantage of that approval rating, rick perry getting all the headlines. >> most of them bad though. >> dave: most of them -- not that friendly. you're writing a column suggesting he may be too radical for the white house. why? >> two things i write about. first of all, governor perry has said some crazy things over time. he had texas threatening to cecede from the union because texas was particularly prudent and -- fiscal prudent, and the nation was going to hell in a hand basket. come on. >> gretchen: he wasn't serious about that. >> is he serious about treating

bernanke ugly when he goes down to texas, alleging that certain people are guilty of treasonous conduct? you say some crazy things like that and it really affects people because it's not presidential. having said that, full stop, i also believe that perry is the most underrated politician in the country. he's 11 years a sitting governor of the longest -- longest sitting governor we have right now. he's never lost an election. and he's the only republican, i submit, who has a reasonable chance of competing against barak obama for the crucial latino vote. he gets almost 40% of the latino vote, as did george w. bush, another governor of texas sympathetic to latino causes used to get. so perry, has a reasonable chance of being competitive for the crucial 22 million latino voters. so i would say that perry would do the best job against obama right now. >> dave: better than romney? >> i think in terms of competing for the one constituency that i

have any expertise on, the latino vote, certainly he would do twice as good. >> brian: the two elements where he might have gotten himself in trouble is cecession was to create headlines. we diversified our economy and we're attracting businesses by keeping taxes low. so to do that, he said it in one sentence. the other issue is get a strong dollar. >> some things you don't joke about. >> brian: well, that caused controversy, but the other thing is get the dollar strong, that america does better when the dollar is strong. that's the other message he had to bring out. >> as i say, i think that rick perry is extreme leach underrated. sometimes he's his own worst enemy. but he's a guy that has charisma, he knows how to reach out. but will he calm the markets right now, going back to our initial discussion? that's what i want right now. as an s & p investor, as a regular person who worked hard for everything i have, i want someone to preserve -- help me

things that we've heard from the president, kind of a sneak peek at his jobs plan now that he's going to announce in three weeks is more stimulus. he's talking about construction infrastructure spending. good or bad? >> yeah. it's bad. it's not going to work. it's not going to have much of an effect, or at least a neutral. the fact is they talk a lot about shovel ready projects last time and the president himself conceded there aren't any of those things. it takes years and years to get permits. so if they're worried about job creation this year, there is no way that construction spending is going to help. they're in a hole, they need to stop digging. >> gretchen: we asked you to say no effect or positive effect. you say no effect. nothing. will do nothing. he's also talked about -- let's go back to the grand plan that i proposed to speaker john boehner and by the way, blaming boehner for not accepts that. so within that, we think that the president talked about raising the age for medicare and social security. good or bad? >> yeah, that's good because right now we're 100 trillion or so short in present value. that's about 10 gdp. so if we could somehow go after

the big things, third rails and cut entitlement spending, it would give positive effect. >> gretchen: okay. there has been a lot of talk about getting rid of tax loopholes that maybe the republicans would acquiesce. negative or positive? >> that's a negative because when they say loopholes, what they really mean is they're gog try to increase your taxes in ways that are hard to see. they'll trick you into paying more taxes. so if they had a big fundamental reform where they cut marginal rates that, would be a good thing, but that's not what they're talking about. >> gretchen: what about increasing taxes in general? we heard from the president in the last couple of months, a buzz of two words together, balanced approach. so many people said, well, he still believes in raising taxes. positive or negative effect, in your mind? >> absolutely negative. they even admitted, if you go back to senator kerry when he was running for president, ever

since then, every democrat has said, we got to repeal the bush tax cuts. but when they had absolute control of our government, they couldn't do it because even they know that increasing taxes is bad for the economy. that's just terrible if he pursues it. >> gretchen: if you had to wrap it all up, you say the main thing we need to do for our economy is stop these temporary fixes and get on the long-term solution. >> it's like if you have a friend who doesn't have very good personal hygiene and can't get a date, if you buy him a new hat, he still can't get a date. we're the highest corporate tax place on earth. so businesses aren't creating new factories. we need to become a reasonable corporate tax place and jobs will be created again and doing all these little fixes is ignoring the problem. >> gretchen: you make it all sound so simple. maybe they should be consulting with you. kevin, economist and director of economic policy studies at american intersurprise institute, thank you for joining us two days in a row. >> thanks. >> gretchen: this is no accident. what was a baby-sitter thinking leaving that -- look at that!

what do you expect today? >> it's tough, neil cavuto has a better crystal ball than i do. looking at the asian markets overnight, early this morning, they dropped precipitously. dow futures are down. you have real concerns about the possibility of a double dip recession. the president says there is not going to be one. some experts say it's still 50/50, but you look at europe and all the things that are happening there and they really are on the verge of that recession cliff. you look at housing here, much weaker than expected this past month. it looks like people are backing out of housing contracts right now. so that's not helping either. so right now there aren't any good signs and could be another bumpy day on the roller coaster market. >> dave: what then should the president do and what do you think he will do on vacation in the vineyard? >> yeah. i mean, listen, the white house says the presidency travels with the president and that's true and it was true for every president. and things, bad things happen

here and around the world. so he will likely meet with his economic team while he's on vacation. he will prepare this speech that we're hearing about after he gets back. there are just people in this town who believe hey, give us the plan, give us the piece of paper, we'll digest it and then you can give the speech when you get home. >> brian: that would have been nice. let's talk about immigration and illegal immigration and the administration's new approach. we understand ice has been giving 19 different criteria before they arrest or deport an illegal alien. this is a big switch. >> it is. and now they're saying, dhs, department of homeland security, saying it will be a case by case basis. essentially going through these 300,000 illegal immigrants who are set to be deported. they're going to first focus on the folks who have convictions, who are convicts and deport those, but the others are given

low priority. and there are critics of this. obviously supporters of this. but the critic, like congressman lamar smith from texas says the administration should be enforcing immigration laws. not looking for ways to ignore them. some are calling this back door amnesty. the administration is saying, listen, this is a way to deal with the overburden that these immigration courts deal with. >> gretchen: they were doing a really good job. so i don't know if that excuse works because last year in 2010, this administration deported more illegal aliens than any other administration ever before. 400,000 of them. half of them had convictions. they had a criminal record. so now i guess we are to assume that they'll only deport 200,000 this year if they're only going to deport those with a criminal background. doesn't this really usurp the power of congress by sort of enacting this? >> one would think that there will be some lawmakers who have is a real problem with this action.
